ELECTION 2020 Vehicle theft, break-ins jump Rematch in the 83rd District Vehicle theft is on the rise and police say drivers are making it easy for criminals. The number of stolen cars in Berlin jumped by 186 percent in the last year — from 15 in 2019 to 43 during 2020, according to the Police Department. In all of these cases, keys were left inside an unlocked vehicle. Deputy Police Chief Christopher Ciuci suggested that stolen vehicles are being used as a "mode of transportation to commit other crimes, for joyriding, or for their parts and accessories like tires and rims." The number of auto break-ins has also spiked. As of Oct. 30, police recorded 196 cases. Last year during the same time period they recorded 39 — a staggering 402 percent increase. In most of these incidents, cars were also unlocked, allowing thieves
to swoop in and get their hands on unsecured valuables. “It’s just too easy for them,” said Ciuci. “It's a very lucrative business for burglars — they can sell scrap metal and personal valuables for cash. Unfortunately, many people don’t lock their cars. ” Although Ciuci said the exact reason for increased auto crime is hard to pin down, he suggested that the coronavirus outbreak and high unemployment contributed to the problem. “It may be due to the pandemic and lockdown. Many people are not working, they need money, and it's easy money,” said Ciuci. He also suggested some criminals are aware of the statewide policy on police pursuit, which says officers can only chase a vehicle if a crime of violence is involved. See Vehicle, A21

Some Halloween safety tips for our four-legged friends Halloween is almost here, and to prevent this holiday from becoming a scary one for you and your pets, it’s important to consider common items and activities that can be dangerous to your furry friends. The holiday will undoubtedly look different this year due to COVID-19, and Halloween activities will vary vastly between communities.
Whatever Halloween ends up looking like this year, candy and costumes will most likely be involved.
Here are some basic precautions for pet owners to keep pets safe and happy on All Hallow's Eve:

Let’s start with the basics. What is a virus? Is it even a living organism? There is debate on this latter question since viruses have no metabolism. They can’t grow. They are not made of cells. They simply exist, as parasites, awaiting the opportunity to infect the cells of the (human) host. So, while most virologists do not consider viruses living organisms, the jury is still out.
From an evolutionary perspective, viruses are “smart.” They aim to be contagious enough so that they can spread throughout the popu-

Parties and events Events to consider: In lieu of in-person house parties, host virtual Halloween events, e.g. virtual costume contests. Host drive-by Halloween events, e.g. neighborhood or town-based house decorating. Prepare candy scavenger hunts at homes with your household members.
Events to avoid: Large parties that exceed 25 people indoors or 150 people outdoors. Hosting an indoor party that exceeds 25 people indoors or 150 people outdoors can result in a fine of $500. Attending a party that exceeds attendance rules can result in a fine of $250. Large Halloween-themed parades where physical distancing cannot be maintained.
Colleges and universities should consider alternatives to on-campus costume parties or trick-or-treating between dorms, as these activities will be challenging to maintain physical distancing. Guidance for safe Halloween activities should be shared widely with on- and off-campus students.
Trick-or-treating Recommendation: Traditional trick-or-treating is a high risk activity. Instead, the CDC and CT DPH recommends participating in one-way trick-or-treating where goodie bags or a large bowl of candy are placed

Ross, Jr. “Achieving these metrics in the face of severe weather events and a global pandemic is a testament to the determination and ingenuity of the hundreds of thousands of dedicated women and men who worked on the 2020 Census.” Compared to the final selfresponse rate of 66.5% for the 2010 Census, 67% were accounted for through self-
response to date, with the rest having been accounted for through our Nonresponse Followup (NRFU) operation. “America stepped up and answered the call: shape your future by responding to the 2020 Census,” said Dr. Steven Dillingham, Director of the Census Bureau. “Generally, better data comes from self-response, but after a decade of global decline in census and survey participation along with the challenges presented to communities by COVID-19, we had not expected to exceed the 2010 self-response rate.
