Jail cell doors to be replaced By Devin Leith-Yessian The Citizen

The metal bars on the cells in the police department’s lockup will soon be replaced with plexiglass. The cells have been considered a hazard since a prisoner attempted to hang himself using the bars in 2016. The incident prompted a policy of stationing an officer outside when a cell is occupied. In a department with 42 sworn officers, having to station an officer outside the cell is a problem, Deputy Police Chief Christopher Ciuci said.

“They’re not on the street, so that’s taking away from our patrol force and our ability to protect the town,” he said. The work, which cost $251,165, should start soon and be completed before the end of the year. Police Chief John Klett said he arranged for prisoners to be held at the New Britain Police Department while the holding cells are offline. Some delays in the fabrication of the plexiglass doors led to work beginning later than expected, said town Facilities Director Doug Solek.

“It’s a specialty product so it has a long lead time,” he said. Solek and Klett are working with another department interested in acquiring the cell doors for their police museum, which could lower disposal costs. Ciuci said the department will be excited to have the new doors in place. “We had hoped sooner, but we’re happy to have it done by the end of the year,” he said. dleithyessian@ record-journal.com 203-317-2317 Twitter: @leith_yessian

NOV. 11 CEREMONY HONORS THOSE WHO SERVED

Veteran who served in Afghanistan is featured speaker A Veterans Day Ceremony will be held Monday, Nov. 11, beginning at 11 a.m. at Berlin Veterans Memorial Park on Veterans Way. Veterans Day is a national holiday in which we show

appreciation to those who have served their country in the armed forces. The holiday dates back to 1919. It was originally called Armistice Day and its date celebrates the German surrender that ended the First

World War. In 1954, Congress amended the holiday to be known as Veterans Day, to honor all of America's veterans. On the 11th hour, on the 11th day, of the 11th month, we pause to honor veterans and celebrate their contributions to our way of life. Few have given more to our nation than the men and women who have served in our armed forces in peace and in war.

Census, housing authority, tax programs discussed By Devin Leith-Yessian The Citizen

Garden club earns top award

Council From A6

Kensington Garden Club members recently attended the 90th Federated Garden Club of CT Awards Meeting and Luncheon at the Aqua Turf. Twelve members were in attendance to represent the club, which was awarded the Lucille Schavoir Award for its outstanding work at Volunteer Park, where club members planned, designed and planted a pollinator garden during the past calendar year. The award is considered the highest award presented to a garden club. The Kensington Garden Club was able to accomplish this work in partnership with the town, donations from Sunny Border Nurseries and the help of six Berlin High School Upbeat members.

of the project’s estimated $15 million cost. The remaining balance, which Bajorski believes will be around $2 million, could be bonded by the town and paid back by the Housing Authority over time.

Kensington Garden Club members, seated: Terry Chmielewski, Elva Stregowski, Kathy Stefanowicz and Evelyn Anderson. Standing: Lindsey Wright, Barbara Schweitzer, Eloise Plumley, Elaine Matulis, Bonnie McNair, Debbi Wright, Donna Desimone and Paula Archacki.

At the Aqua Turf gathering, the Kensington Garden Club was also recognized for its yearbook and newsletter efforts. In addition to the club awards, three members – Barbara Schweitzer, Bonnie Mc-

Nair and Mary Ann Massirio – were recognized with an Individual Achievement Award for their planting and maintaining of garden beds in patriotic colors at the Worthington Ridge Soldiers Memorial.

"In terms of a timeline, most of the funding applications open in March of 2020,” he said during the Oct. 29 meeting. “As long as we're set and ready to go to make those (grant) applications, we should be able to close out all the financing by October of 2020. We'll also be bidding the project as we move forward so we're not just waiting for the financing to be closed out, but we'll be getting everything in line to actually start construction. So January 2021 is construction start frame and we should be completed and leased out by July of 2022.” Board of Finance Chairperson Sam Lomaglio said he’s skeptical of using town bonding to cover a portion of the project and has asked Bajorski to speak about his proposal during the next board meeting on Nov. 19.

"We just don't feel at the current moment it would be an appropriate thing for the Board of Finance to support unless we get some answers. This project has been going on a long time and we just want to make sure that if we

were to allocate the $2 million the project starts," he said. Tuesday’s meeting was also the final council meeting before the Nov. 5 municipal elections. Democrat Peter Rosso said he will miss the contributions his Republican counterpart, Alex Giannone, brought to the council over the last term. Giannone opted not to run again in order to spend more time with his family. "(Giannone) gives some hope for the next generation to come,” Rosso said. “ … I'm glad he's not running against me. But I wish that someday in the future he comes back, because his input — while we come from different backgrounds — I found quite edifying. It's important that we hear from all walks of life and all professions and all backgrounds, but I was particularly impressed by what Alex had to say. I hope Alex that you come back someday. I'll come back with my walker.” Giannone said he found his time on the council educational and rewarding and thanked the other members for their support. "Everyone of us up here are volunteering our time, and by volunteer — it's not just time and effort. It's what we take away from our personal lives and our family and what we sacrifice to do all the good things that we do for the people out there," he said. Aside from making the motion to adjourn the final meeting of the session, Giannone’s last suggestion to the council was to consider establishing a rain date for Halloween.

Field From A1

Both plans would also do around $335,500 of work — included in the estimates — to bring Sage 1 to a comparable standard as Zipadelli Field, where the BHS baseball team plays. A concrete building would be constructed with bathrooms and storage space, upgraded lighting installed and the backstop replaced with a larger fence and safety net to prevent balls from flying into the woods. Softball player Stephanie Poulin told the council there’s a stark contrast between the two ball fields, which lie less than 500 feet apart at Sage Park. “As a player, I feel highly disappointed when it comes

to the status of our field at Sage. As an upperclassman, I’ve been here for three years and I have seen no improvements on the fields — at our field — but have seen numerous improvements on all the other fields at Sage,” she said during the Oct. 15 council meeting. “If you know anything about our team, you’d know our girls work just as hard as any other team at Sage and it’s really frustrating to walk on our softball fields and know that we have no support.” Deputy Mayor Brenden Luddy said the council doesn’t prioritize fields to benefit a particular team and focused on safety when considering which facilities needed overhauls. "There was no talk ever in the past of prioritizing one field over another because it was a football team or this

team or that team. It didn't happen," he said. The council allocated $9,500 for Kaestle Boos Associates to study the options for Sage 1, however expressed interest in possibly expanding the scope of the assessment to include installing artificial turf and outdoor lighting at the Berlin High School field instead. All teams now playing at Sage 1, except, softball

"If you were to turf the softball field, and it's not adequate enough to fit the parameters of the size of the sports that are going to be there anyways, it might be worth it to consider doing what we need once, getting it done — doing it right, if it's a little bit more money,” he said. dleithyessian@ record-journal.com 203-317-2317
