BHS students meet with UN diplomat

WHAT’S THE BUZZ?

By Jack Carroll Special to The Citizen

Berlin High School’s Model United Nations club traveled to New York City in October for a meeting with the Second Secretary of the Permanent Mission of the Republic of Poland to the United Nations, Karolina Krywulak.

Model United Nations, now in its third year at BHS, is an academic program that gives students nationwide the opportunity to learn about the structure and functions of

the intergovernmental organization, the UN, through conference debate and team collaboration to develop solutions to global issues. Each year, Model United Nations participants from around the state attend the New York trip to interview diplomats to the United Nations in preparation for MUN’s annual conference held in December at the University of Hartford. Town holds networking event for development insight By Devin Leith-Yessian The Citizen

Healthy dining, recreation and walk-ability are in demand in the downtown region, according to attendees of “What's The Buzz” in Berlin, a networking event created to gauge what would interest young people looking to live in town.

"We'd like your thoughts on, okay, we've got apartments, we've got a train station, what's next for us? We've got an opportunity here to create something in our town center we don't currently have," said Economic Development Director Chris Edge. The event was held at Shuttle Meadow Country Club on Wednesday, Nov. 13.

The adventure of a lifetime: Dance Step turns 30 In 1989, owner/director Maria Pagliaruli DeConti made her childhood dream come true, and opened her own dance studio; built from the ground up with the help of friends and family. Dance Step has been a part of the Berlin community for three decades and generations of dancers have jete’ed through its doors. Many of their youngest dancers have parents who are alumni of the studio. The welcoming environment and sense of family are evident as soon as one steps through the doors. Dance Step provides a positive, supportive and nurturing place where students feel part of a community. Dancer Katie Skinner, 14, says, “My favorite thing about Dance Step is getting to do what I love, while also hanging out with people who are like family to me.”

a strong work ethic and interpersonal skills. Dance Step faculty members engage students in a supportive network which not only encourages individual successes, but teaches students to support one another every step of the way. This creates a safe environment where students have an outlet for their creativity and have the opportunity to express themselves.

Dancer Alliana Wicik, 13, says, “My favorite thing is that I get to dance my heart out and have a break from life to just be free to dance.” DeConti attributes much of her studio’s success to her commitment to continuing her own dance education and encouraging her staff members to do the same. She challenges herself by taking rigorous and progressive exams through Cecchetti USA. The Cecchetti Method of Classical Ballet is a disciplined system designed with

careful regard to the laws of anatomy. Developed by Maestro Enrico Cecchetti at the turn of the 20th century, his method focuses on the essential qualities of a dancer; balance, poise, strength, elevation, elasticity and a sense of artistry. The Cecchetti syllabus establishes carefully orchestrated exercises to ensure that the sequence of steps and movements grow along with the student. Dance Step’s staff is a blend of veteran teachers, professional dancers, creative upand-comers, and longtime

childhood educational instructors. DeConti also frequently brings in guest teachers and performers from New York City to provide her students with master class opportunities. This blend of teachers creates a certain synergy that sparks a love of dance within all her students. In addition to being the President of National Association of Dance and Affiliated Artists, DeConti also finds time for tap enrichment courses, national dance education lectures and receiving her Acrobatic Arts Certification.

Recently, the studio has expanded its programs to include Dance Step Performance Company, a competitive dance team with a purpose. Besides earning awards at competitions, team members also provide community outreach; performing at local nursing homes and community events and fundraising for local charities. “Being a part of the Berlin business community for 30 years has been such a rewarding experience. I am so grateful to my customers and students for making this journey the adventure of a lifetime. We were so honored to be named Best of Berlin 2019, and I know that achievement would not have been possible without all of our fabulous clients,” DeConti said. “I am excited to announce that we have renovated our facility this season in order to enhance our patron experience and to continue to provide our dancers with the best available equipment to enrich their training. We are looking forward to the upcoming season and inviting new students to join the Dance Step family.”

ington Village district and what is needed to support them. The event was a partnership between the town and The Buzz, a program formed this year by the Community Foundation of Greater New Britain to get young people more involved in business and philanthropy. Kaylah Smith, president of The Buzz and the foundation’s assistant director of development, said she attended the event with her fiance, who told her he’d be interested in moving to Berlin if the town was able to implement many of the ideas that flowed at the tables.

By the end of the night, Edge was rolling up more than a half dozen poster-sized sheets of paper filled with ideas.

Tony Valenti, co-principal of Newport Realty — the developer behind the project, said they want to work with residents and local businesses to find commercial tenants that fit the area.

“It shows the town is interested in learning what people want, whether its a rooftop bar or better and clearer bike lanes,” Smith said. Hearing what residents would like to see is important to the community foundation as well, since the insight can help guide the foundation’s grant awarding process when it’s considering funding economic development projects in town. Smith noted that it had recently provided a grant to help run the contest to name the downtown district, christening it Kensington Village.

Toni Valenti, principal of Newport Realty, speaks at What’s the Buzz in Berlin.

"We don't want Starbucks, we don't want Dunkin Donuts. We want a cool mom and pop to go there to service all of the development and the local community too," he said.

FATAL ACCIDENT

Thousands likely drove past scene before it was reported By Michael Gagne Record-Journal staff

BERLIN — More than 10,000 motorists passing along Route 9 south during their daily morning commute likely drove past a grisly accident scene involving a pedestrian on the morning of Wednesday, Oct. 2, without even realizing it.

Route 9 over the next several hours, while troopers and other first responders were on scene. The Office of the Chief Medical Examiner determined trauma as the cause of death. Four weeks after the incident authorities identified Joseph Lamontagne, 76, of Cheshire as the driver who struck Ahern. Lamontagne has not been charged and is cooperating with investigators.

the investigation into the accident is still active.

As such portions of the released dispatch records were redacted, because they contained information State Police “would not typically release during an investigation,” Ainswoth wrote. The records show that first responders remained on scene for most of that Wednesday. Ahern’s next-of-

kin wouldn’t be notified around 4 p.m. the following day. Kevin Nursick, a DOT spokesman who provided the traffic flow figures, said his agency is not involved with any ongoing investigations into the incident. Nursick said it’s typical for the department to receive reports of objects, including wildlife remains, in roadways, and for DOT crews to respond accordingly.

But Nursick and other officials could only offer guesses for why it took so long for passersby to report a possible human body laying in the roadway.

“My presumption would be the public didn’t recognize what, in fact, this was,” Nursick said. “I would suspect, if A relative of Ahern’s depeople recognized this was a clined to comment. human being, the phones mgagne@record-journal.com would have been ringing off 203-317-2231 Twitter:@MikeGagneRJ the hook ... The state’s enduring income tax myth By Mark Pazniokas © The Connecticut Mirror

It was one of the talking points casually employed earlier this month by Patrick Sasser, a leader of the No Tolls CT movement: Why should anyone believe a suggestion by Gov. Ned Lamont that the tolls he was seeking could be temporary, when that was how the income tax was sold in 1991? Carol Platt Liebau, the president of the conservative Yankee Institute, made the same argument in a statement published on Nov. 7: “No sensible person can believe the claim that these tolls would be temporary, given Connecticut’s long history of ‘temporary’ taxes that have turned out to be permanent — including the state income tax.”

The income-tax-as-temporary complaint has taken root among Republicans in recent years and blossomed on Twitter and Facebook. It was repeated by two Republican gubernatorial candidates in 2018 — Bob Stefanowski and Timothy Herbst — and casually mentioned in an interview this year by the House Republican leader, Themis Klarides. There is only one problem. It is a myth. The public record is unambiguous. On Feb. 13, 1991, Gov. Lowell P. Weicker Jr. told a joint session of the General Assembly of his intention to make sweeping and permanent changes to Connecticut’s tax system — sharply cutting the sales, corporations and investment income taxes and imposing a tax on wages.

Six months later, after three budget vetoes, the legislature acceded to Weicker’s wishes by adopting a tax package different from the original proposal, but still a top-to-bottom overhaul of the tax code. There was no sunset provision striking it from the books after five years, as Rep. Mike France, R-Ledyard, recently said he once believed. In fact, an element of the final debate in the House was that there would be no going back once the new revenue source was on the books. “It lets the genie out of the bottle,” said Rep. J. Peter Fusscas, a Republican from Marlborough. “Once it’s out, it ain’t never going back in.” As he prepared to sign the budget, Weicker spoke of it as the foundation for the future, not a stopgap: “When I sign this budget Connecticut will be closing the book on its past, and it’ll be facing toward the future.” Temporary? Hardly. So, how did the narrative change? “This is a really interesting question,” said Emily Thorson, a Syracuse University political scientist who has See Tax, A14

They are right to feel that way,” said Joe Markley, a former state senator who was the Republican nominee for lieutenant governor in 2018. “The most temporary thing about the income tax were the low rates.” Weicker’s original proposal was to impose a 6% income tax and cut the 8% sales tax to 4.25%.

Markley is a passionate Weicker critic who helped his friend, former state Sen. Tom Scott, organize a massive anti-income tax protest at the state Capitol after withholding began in 1991. But he is a character witness for Weicker and the other income-tax supporters on the question of whether the tax ever was pitched as temporary. “This is the one sin they didn’t commit,” Markley said. Markley said he sometimes corrects people on Facebook when they repeat the falsehood. Not everyone is easily persuaded. France, the state representative from Ledyard who once believed the income tax was passed with a sunset provision, reacted angrily in May 2018 when this reporter corrected him. “I was taken aback,” he said this week. But he checked the legislation, found no sunset provision and now accepts it never was intended to be temporary. France said he cannot recall who first suggested otherwise; it was just part of the conversation in his political circles. Sasser, the tolls opponent, said he could not recall how he came to believe the income tax was meant to be temporary and was surprised to learn the story was false. Liebau, of the Yankee Institute, did not return a call for comment.

“It’s the age of Trump. It’s the age of ‘fake news.’ People make up narratives that are total fiction,” Godfrey said. “This crap gets out there all over the place, and no one bothers to do their own fact checking.” Senate President Pro Tem Martin M. Looney, D-New Haven, who voted for the income tax as a House member, said he is stunned every time someone tells him that the income tax was meant to be temporary.

In 1971, Connecticut adopted an income tax, but repealed it before it ever took effect, one potential source of the confusion today. But Looney is among those

more inclined to think that Republican John G. Rowland’s promise in 1994 to eliminate the income tax once he was elected governor muddied memories. “Maybe some people transformed that into a representation it was supposed to be temporary,” Looney said. Rowland never submitted a budget that would have eliminated the income tax during his nearly 10 years as governor.

“Tom Scott, who was there and quite frankly ought to know better, repeated it again and again and again,” Trueman said.

Scott said Trueman is mistaken. Scott said he never told anyone the tax was proposed as temporary, only Trueman said Scott, who that he heard a vague rumor was an adviser to the campaign, was among those who during the long tax fight in told Stefanowski the tax was See Tax, A17 meant to be temporary.
