Luminarias light up town for Veteran’s Day On Saturday, Nov. 11, Berlin got to puff its collective chest out, thanks to the local Lions Club as it assembled and set out over 2,300 luminarias, starting at Veterans Park and sprawling all the way along Mill Street, Farmington Avenue and the Worthington Ridge War Memorial Memorial statues at the top of Worthington Ridge. On a brisk but perfectly clear evening,

“We were pleased to get 14 bids for the project,” said architect Brian Humes, who is overseeing the project.

the lumnarias were a bookend to the Veteran’s Day ceremony that was held in the morning featuring the Berlin High School band and speaker Adam Revoir.

He said that of the 14 bids they received, the best were from Millennium Builders Inc. for $2,524,700, followed by Scope Construction for $2,575,000.

“The freedoms that we have and the ability to be free have a lot to do with these veterans and the sacrifices they made,” Lions spokesman Ron Bosco said. “It gives everybody a little perspective. Everybody knows somebody or there is a relation or a friend to a veter-

FINANCE 101

Keys to planning for BOSCO PAINTING surprise medical bills “Exteriors are my specialty, and interiors my masterpiece!”

Major medical expenses can create a heavy financial burden. And the fact is, all of us are susceptible to unforeseen and costly medical events. While we can’t control whether and when we might encounter an unexpected health challenge, we can prepare for it financially. Here are several strategies to help you get started.

devoted to other goals.

In emergency situations, you may not have much control over who provides your care. These circumstances can result in particularly large bills that may surprise those who thought their health insurance would cover them.

Short-term disability insurance options can also be an important financial protection. If you need to take time off work due to an illness or injury, short-term disability policies typically provide a specified portion of your paycheck that can be used for expenses. Evaluate options that may be available through your employer and consider purchasing a policy or enhanced policy on the market if needed.

Take time to understand what is and isn’t covered under your current health insurance policy so you’re better informed on what the potential financial impacts could be.

The realities of today’s Insurance isn’t medical coverage enough — plan for To start, it’s important to make sure you have the right that

Most people have coverage either through their employer, through an individual policy or as part of a government program such as Medicaid or Medicare. Regardless of how you are insured, it is increasingly common today to face co-pays or deductibles when you need care. Therefore, your financial commitment doesn’t end with the premiums for which you may be responsible. Depending on the policy you carry, you could easily face out-of-pocket expenses costing several thousand dollars. One way to manage these costs is to pay close attention to whether providers you work with are “in- network,” or “out-of-network.” Typically, your personal financial liability is limited with in-network providers, but your insurance coverage may be lacking if you use

Health insurance may mitigate much of the cost risk, but it doesn’t eliminate it. You should have money saved in an emergency fund to help cover additional expenses. Conventional wisdom recommends that you set aside the equivalent of three-to-six months of household income in an emergency fund. These are dollars that should be readily accessible and held in vehicles such as bank savings accounts or money market funds. Given the rate of inflation and cost of living increases, an even larger emergency fund, equal to nine months or more of income, may be appropriate. If possible, avoid depleting accounts that are set up to meet long-term goals, such as retirement or college education costs. Having a dedicated cash cushion in place can help you help you handle surprise medical bills without depleting savings

These tips can help make turkey teriffic Even in households that don’t eat meat, plant-based turkey alternatives find their way onto the dinner table in a nod to Thanksgiving tradition. Given the emphasis placed on the main course each Thanksgiving, cooking a turkey can be intimidating. These turkey-cooking tips can calm anyone’s nerves and result in a mouth-watering main course.

Cook, on average, 13 minutes per each pound of turkey. The turkey is done when it registers a minimum temperature of 165 F in the thickest part of the thigh. n To brine or not to brine? Many food fanatics swear by brining turkey to achieve more moist and flavorful meat. However, a wet brine may not lead to the crispiest skin possible. Good Housekeeping suggests trying a dry brine instead. This involves rubbing salt all over the raw

turkey, placing the bird into a large plastic bag, and refrigerating overnight or up to two days before cooking; otherwise, purchase a kosher turkey, which already has been salted from the inside out. n Avoid stuffing the bird. Rather than stuffing the turkey and cooking everything en masse, prepare the stuffing mixture separate from the turkey. This reduces the risk of contamina-

The Food Network says it can take 24 hours per every five pounds to thaw a turkey. Therefore, if you have a 15-pounder, allow for three days for thawing. Always thaw a turkey in a refrigerator.

TubaChristmas set for Dec. 2 in New Britain The sound of holiday music will fill the air in New Britain on Dec 2, but with a unique twist. TubaChristmas is again coming to central CT. TubaChristmas, a nationwide celebration of the season, is a program of wellloved Christmas songs played by tuba players of all ages and levels, from middle

school through professional. Tubaists from area bands, colleges, and brass groups, as well as individual tuba enthusiasts, will perform 14 songs, ranging from Jingle Bells to Silent Night, under the direction of Walter Gibson, principal tubaist of the New Britain Symphony Orchestra.

TubaChristmas is held in venues like Kennedy Center and Faneuil Hall, and has become a well-loved holiday tradition across the country for 50 years; this is the ninth time it is being held in central CT. The New Britain event was originally organized by New

Britain attorney Anne Marshall, who wanted a fun event for her grandchildren, and thought TubaChristmas sounded perfect. “What could be more fun than a stage full of tubas and tuba players dressed for the holidays, merrily playing Christmas carols with fami-

lies singing along? It just makes me smile.” New Britain TubaChristmas takes place at 2 p.m., Saturday, Dec. 2, at Trinity-onMain, 69 Main Street, New Britain, CT. Admission is free. For more information, visit www.newbritaintubachristmas.com

The Wisdom of Establishing Payable-on-Death Accounts Payable-on-death accounts (POD) – or transfer-ondeath accounts (TOD) – are a type of account that, at the owner's death, allows the money remaining to pass directly to the named beneficiaries. They can offer an easy way to keep money out of probate.

Santa will be at the event each day from 6 – 8 p.m. for picture taking and to meet with all the little good boys and girls.

Schedule an estate plan review with your experienced estate attorney to determine if a POD account is best for your personal situation.

R256985

Establishing a POD account is easy. Checking, savings, money market or certificates of deposit can, and U.S. savings bonds can all have beneficiaries named on them. As long as you are living, your beneficiary has no rights to your money. At your death, the POD account will pass to the beneficiaries — regardless of what your Will or Trust states. The one downside to a POD or TOD account is that you cannot name an alternate beneficiary. The pros to these accounts are: They are easy to create. No limit on how much money you can leave. It costs you nothing to designate a beneficiary. It is easy for the beneficiary to claim the money after you are gone.

There is no fee to enter while local charities will be at the entrance accepting voluntary donations: Friday, Dec. 1 – Salvation Army; Saturday, Dec. 2 – Stuff a Cruiser, Berlin Police Department will be accepting toys or donations; Sunday, Dec. 3 – Berlin Food Bank accepting non- perishable food donations; Friday, Dec. 8 – Boxes to Boots; Saturday, Dec. 9 – Berlin Food Bank accepting non- perishable food donations; Sunday Dec. 10 –Salvation Army.

Thankful for those who have supported me Editor : In this season of Thanks, let us all be grateful for the things in our lives that we have been given by God and those who care for us. Family, immediate and extended, friendships, health, career, and community are some of the things I am grateful for. And, unlike some politicians who continue to toot their own horn even after election day, I am humbly thankful for those who have supported me for the past 28 years as a candidate for public office in Berlin. I will continue to always do my best, as we say in the Boy Scouts.

As a reminder, taxpayers with real estate, automobile, or personal property assessments they believe are inflated or incorrect may file an appeal with the Board of Assessment Appeals between February 1 and February 20, 2024. Hearings on those appeals will be held in March. The town’s 2022 reassessment added tremendous value to the Grand List, particularly from increases on singlefamily homes. Homeowners may appeal those assessments in 2024 or in subsequent years so long as no appeal was filed in 2023. Paul C. Argazzi, Chairman, Board of Assessment Appeals

Police From A1

If approved, Millennium Builders could begin construction on the Police Department as soon as early 2024. Humes outlined the scope of the renovations, encompassing both interior and exterior improvements, at the Oct. 3 Town Council meeting at

The Berlin Citizen | theberlincitizen.com

which the appropriations were approved. The project will bring the public restroom in the police department lobby, as well as the restrooms used by police dispatchers, up to ADA standards. By repurposing vacant storage rooms owned by the Board of Education, the project will create a new space for police officers to conduct interviews, an area for pro-

cessing and storing evidence, and the establishment of two new sally ports. These ports will feature a wire mesh partition to secure vehicles held for evidence while also allowing the safe transport of suspects into the police department for processing. Police officers can anticipate new locker rooms and a gym as part of the interior improvements. In terms of exterior enhancements, the

pavement will be widened to allow access to two new proposed sally ports. Additionally, a sidewalk will be constructed outside the Board of Education meeting space and office, providing an exit leading to the parking lots.

“The town has sufficient reserves to appropriate this money and still retain at least 11% of the town’s general fund operating budget as a reserve afterward,” added Town Finance Director Kevin Delany.

“This is an important project for our community, for our safety, and to bring us into the 21st century for our men and women in blue,” said Representative Donna Veach, at the Oct. 3 meeting.

The town also anticipates up to $750,000 in state support. Mayor Mark Kaczynski hopes that this will offset some of the borrowing needed for the project.

Berlin Backpack Program Berlin Lions Club

Berlin Social & Youth Services Department implemented the Berlin Backpack Program during the 2022-2023 school year. The program is designed for students who may experience a hunger gap from Friday evening until Monday morning when they are back in school and have access to the breakfast and lunch programs. There is no cost for families to utilize this program.

During the 2022-2023 school year, we distributed food to 39 students weekly. And we anticipate this number to continue to grow due to cuts-to SNAP benefits, the free school lunch program ending, inflation, etc. We appreciate the help cover the food costs for the 2023-2024 Berlin Backpack Program. Your continued support is invaluable. Jaymee Miller and Robin Evans, Berlin Social & youth Services
