Candidate search heats up as parties brace for campaign By Mary Ellen Godin Record-Journal staff
State Sen. Mary Daugherty Abrams’ announcement that she would not be seeking re-election has local party leaders huddling to find candidates who can win in what has become a swing district over the last decade. Abrams, a two-term Democratic incumbent, has been absent from the legislative session due to an unspecified illness. The 13th Senate district, which covers all of Meriden and Middlefield and parts of Middletown and Cheshire, has been represented by two Democrats and one Republican since 2011. Republican Len Suzio won the seat in a special election in 2011. Democrat Danté Bartolomeo unseated him in 2012 then lost to him in 2016. Abrams unseated Suzio in 2018 with 52.4 percent of the vote and was re-elected in 2020 with 52.75 percent. See Candidate search, A2

Before changing hands three times in the last decade, the 13th Senate seat had been a Democratic stronghold, with Republicans last holding the seat in the 1970s, prior to Suzio’s victory in 2011. Suzio could not be reached for comment, but state and local party leaders said he was not expected to run in 2022. With both Abrams and Suzio out of the race, party leaders on both sides in four towns are screening and recruiting potential candidates before next month’s party conventions.

House Chris Donovan, Freiser said the last time the Meriden Democrats did not have incumbents in three races was 1994. Donovan was running for his second term. Thomas Gaffey ran and replaced retiring Democat Amelia Mustone in the Senate. Emil “Buddy” Altobello ran and replaced Tom Luby in the 82nd House district and James W. Abrams — Mary Daugherty Abrams’ husband — ran and defeated Republican incumbent Jim Tavegia in the 83rd House district. The vacancies could mean the traditional four-member “Meriden delegation” could be made up of candidates from other towns. However, the city does have a weighttwenty ed number of convention delegates to vote on candidates. In the 13th Senate district, Meriden has 28 delegates to Middlefield’s two, Middletown’s 12 and Cheshire’s 12, according to Meriden Democratic Town Chairwoman Millie TorresFerguson.
The party is not making official candidate announcements as discussions are ongoing, Torres-Ferguson said. In Cheshire, the Democratic Town Committee met recently to discuss potential candidates for House and Senate races but made no announcements. Cheshire Democratic Town Councilor Jim Jinks said there isn’t an accepted belief that candidates from Meriden are favored to win. Jinks, who lost a close race in the 90th House district to Republican Rep. Craig Fishbein
in 2020, said the 13th Senate district requires a strong candidate who can appeal to the electorate. “It’s a district that has changed hands often,” Jinks said. “It’s going to be someone focused on wanting to get things done and move these communities forward.” On the Republican side, Meriden resident and activist Gwen Samuel has filed papers with the Secretary of the State to begin an exploratory committee for the seat in the 13th Senate district. Samuel is known in the community as an advocate for education and parent rights.
“For me, as an activist who is organizing, it always comes down to politics,” Samuel said. “We have a one-sided government. There needs to be more diversity.” Samuel said she’s discussing issues and evaluating support with GOP leaders in the district. Samuel was a Democrat who became unaffiliated in 2016. She later became a Republican because Republicans at the state level were talking accountability, something desperately needed in the state, she said. She should have a final decision soon. Proto called Samuel a wellknown candidate for her

work on parent and education issues statewide. “Gwen is at the forefront of education and parenting,” Proto said. “Across the state, it comes down to how the voters see Biden and Lamont have handled the economy, parent rights, violent crime. However, like with all technology, it is changing, and it appears, as part of the Cheshire Police Department’s budget request for the coming fiscal year, local authorities are trying to stay as up-to-date as possible on whatever upgrades may be coming down the pike.
Even before they were tapped to become a requirement as part of the new police accountability bill passed last year and scheduled to go into effect this summer, the local police were beginning to utilize the technology. Now that they will be mandatory for all departments across the state, Cheshire won’t have to do anything in order to comply.

Lamont was referring to a proposal from the Finance, Revenue and Bonding Committee to redirect revenues that, since 2017, have been held back annually to help avoid a budget deficit.
That’s when the Democratcontrolled finance committee says this budgetary safety net should be removed, and the funds used chiefly for two purposes.
It would only be available to low- and middle-income households, groups Scanlon says have been most hurt financially over the past two years by the pandemic and by skyrocketing inflation.
“I just want to make sure we don’t get tempted to go back to the old days where we got in trouble,” said Lamont, who announced his COVID19-positive status April 7, during an online press conference streamed from the

Considering that the cameras are now mandatory and how much they are already relied upon as evidence, it seems only prudent that the community make sure its officers are not lagging behind when it comes to hardware or software. Dryfe, during the Council conversation, laid out a rather ominous scenario where footage of a disputed incident could be unavailable because the cameras were not working properly. Such a situation would invite not only questions of whether the Town was in violation of the new law, but also encourage conspiracy theories as to whether the PD was hiding anything. If the equipment is up to date, capable of tapping into the latest technology, then

However, if the Town is consistently battling performance issues related to their cameras, then the likelihood of something occurring without footage being recorded only rises. Cheshire should do everything to avoid such a circumstance. As with all requests, Cheshire officials should scrutinize what it is Dryfe is asking. As was mentioned during the meeting, further savings could possibly be seen if the Town were to enter into some sort of partnership with another municipality or entity using the Axon equipment. It’s also worth looking at whether every possible “bell and whistle” is necessary when it comes to the cameras’ capabilities, so as to see if a more cost-effective contract could be negotiated. There are areas in which the community can and should look to keep costs low. There are places in the budget that can be trimmed. But when it comes to public safety and meeting the demands of a new law, the investment is needed.

The “volatility adjustment” forces legislators to save a portion of state income tax receipts tied to capital gains and other investment earnings, revenues that historically have fluctuated greatly from year to year. And since the stock market generally has been robust since 2017, the volatility adjustment never has failed to save less than $500 million per year since its creation.
The state already holds a record-setting $3.1 billion in its rainy day fund — equal to 15 percent of annual operating costs and the maximum allowed by law. It’s also on pace to finish this fiscal year with an equally unprecedented surplus that tops $2.7 billion. Even without the revenue cap, and after emergency federal pandemic relief expires in 2024, Connecticut is poised to remain fiscally stable, Scanlon and Fonfara say. While there are some good investments helping Connecticut respond to the coronavirus, Miner said, the state also must prepare for 2024 — when the roughly $3 billion in federal pandemic aid it received under the American Rescue Plan Act expires. “Living within our means has never been an easy thing” Miner said. “Spending is not sustainable in its current form,” added Rep. Michael France of Ledyard, ranking House Republican on the panel. But Democrats countered
that Connecticut won’t recover well from the pandemic if it doesn’t repair the damage inflicted on residents and necessary services by the yearslong pandemic. And some of the worst damage, they argued, was done to the state’s child care and early childhood development services. Rep. Toni E. Walker D-New Haven, the committee’s other co-chairwoman, said Connecticut has pressing needs now that cannot wait. And there is no support this year, among legislators from either party or Lamont, to increase taxes to address these chal-
lenges. “Helping people now with the federal dollars is the best thing that we can do,” Walker said. The budget invests $74 million to help child care employers enhance wages and resolve what many legislators and advocates call a severe staffing crisis. PHASE ONE BEGINS
Cheshire Academy is in the initial stages of Phase One of its two-phase upgrade to athletic fields and student facilities, which was recently given the go-ahead by the Planning and Zoning Commission. During this first phase, the school will replace its current turf field and tennis courts, and will add a second turf field where a grass one currently exists. The work is designed to improve the quality of the fields and courts and provide more opportunities for games and practice. The school hopes to have Phase One done by the time students head back to campus in the fall. Phase Two of the project is still in the planning stages. Cheshire Academy expects to present a plan to the Planning and Zoning Commission sometime next fall. Members of the Judiciary Committee approved two multimillion-dollar settlements Monday — one dealing with the prevalence of hepatitis C among those in the state’s prisons and jails and one involving the abuse of a patient at Whiting Forensic Hospital.

“We believe that the settlement is a fair and just settlement for the state despite the fact that we recognize it’s a large amount of money, but given the egregious nature of the allegations in this case, and some of the sustained findings in the case, we feel that it’s a fair settlement,” Chapple said.
Lawmakers are required to vote on any settlement greater than $2.5 million. The rest of the legislature can vote on both settlements, but if they don’t do so before the end of the session, both are automatically approved. Three-fifths of each chamber would have to reject the settlements in order for them to be tossed.

Video captured via surveillance cameras in Shehadi’s room substantiated many of the allegations made by a whistleblower in March 2017, resulting in a dozen people being fired and some serving prison time, Peggy Chapple, the deputy attorney general, told lawmakers Monday.
“I’m confident that this is the absolute best figure that we could have achieved in settlement, and I think the risk of exposure to the state for a greater number if it’s tried to a jury is one that we don’t want to take,” said Linsley Barbato, deputy associate attorney general.
