QU schedules in-person commencement Quinnipiac University President Judy Olian announced this month that the university will hold separate commencement ceremonies outside on the Quad on the Mount Carmel Campus for both the Class of 2020 and Class of 2021. In a March 10 letter addressed to graduates and their families, Olian wrote,
"Commencement is a joyous and memorable celebration for our community, and marks the culmination of years of dedication and accomplishments of our students. It is an unforgettable rite of passage as we celebrate the beginning of the next chapter of our graduates’ professional or academic lives.
"All of us – graduating students, their families, our faculty and staff – have always preferred an in-person ceremony, with guests. Now, with improvements in the community COVID rates and changes in State of Connecticut guidelines, we are able to do so."
Saturday, May 8 Undergraduate School of Health Sciences at 9 a.m.; Graduate School of Health Sciences at 1 p.m.; Undergraduate and Graduate School of Nursing at 5 p.m.

Wills, who has extensive experience in hearing aid repair work and as a board-certified hearing instrument specialist throughout Connecticut, noticed that, as the pandemic began to drag on, his clientele felt less comfortable seeking out service for one specific reason.

About 80,000 Connecticut residents ages 45 to 54 have made appointments to get
COVID-19 vaccinations since their age group became eligible for the shots Friday, March 19, Gov. Ned Lamont said Monday. The total is less than 20% of the estimated 500,000 state
residents ages 45 to 54, but Lamont said many in that age group have already been vaccinated because they were eligible earlier as medical workers, teachers and other See Virus, A2

“I wanted to bring that level of white-glove service to my clientele, demystifying the process of being tested for, purchasing, and servicing their devices, all from the comfort of their home.” According to Wills, the pandemic has made life unbearable for many of the people he serves, and alleviating that burden has been one of his proudest achievements. “People don't realize that, if you have bad hearing ... it’s very isolating and very quickly becomes depress-

Still in the red The state’s most recent COVID-19 report, issued March 18, showed 111 positive cases in North Haven, which works out to an average of 33.5 daily cases. That puts the town in the top-ofthe-chart red zone.
Wills is also mindful of following all COVID-19 precautions while repairing and cleaning the hearing aids, especially since he knows most of his clients fall in higher risk categories. He changes his gloves between appointments, and always makes sure to wear a mask when handling and delivering the devices.
The color coded status for cities and towns represents two weeks of cases. The trigger for red status starts at a rate of 15 positive COVID-19 cases per 100,000 people per day.

sidelines to the spotlight. Thanks to weight loss surgery.
Excess weight used to prevent Lynne Weeks from doing the things she loved. She often stayed behind when her family went hiking, as the climbs were too strenuous. And although she loved dancing, she stayed a spectator because she did not believe she could do it. Those days ended after Lynne turned to Hartford HealthCare for weight loss surgery. “There was never a thought for me to go anywhere else.” She credits the procedure with completely changing her life. Lynne now enjoys competitive ballroom dancing. She also hikes with her family, and regularly works out at a gym. Lynne enjoys these activities so much that she is working to becoming a personal trainer for people who’ve had bariatric surgery. “I want them to see me, and know that I was once that person.”

Partisan battle heats up over Lamont’s emergency powers By Keith M. Phaneuf © The Connecticut Mirror
With the Democratc0ntrolled legislature expected to extend Gov. Ned Lamont’s emergency authority into late May, Republicans charged Tuesday that a once-necessary response to the coronavirus has evolved into a system to avoid transparency in government.
At issue is the emergency authority that legislative leaders have granted Lamont since shortly after the coronavirus pandemic struck Connecticut last March, as well as the dozens of executive orders the chief executive has issued since then.
Legislative leaders extended that emergency power last September and again in January, and it is scheduled to “Our system of government expire on April 20. But leadis not wired for one-system ers said the House could vote rule,” Senate Minority Leader as soon as Thursday, March Kevin Kelly, R-Stratford, said 25 — and the Senate not during a mid-morning press long after — to push that exconference outside of the piration date back to May 20. Capitol. “There is no reason we can’t open this building like we’re opening the rest of Connecticut,” Kelly added. “This is the people’s government. They have a right to be part of this process, but this process has been nothing but exclusionary.”
Legislators effectively can’t remove the governor’s emergency powers without deciding which orders to keep, which to modify and which to repeal.
Ritter also noted the state relied on executive orders last fall to administer absentee ballots during the November elections and must rely on those same orders to get through another round of balloting this spring.
“There is not the time” for the legislature to review Lamont’s orders, draft potential changes and adopt them, the speaker added.
The administration and Democratic legislators also have noted that certain cateA minority of Connecticut gories of federal aid — inmunicipalities hold local cluding food stamps or elections on the first Tuesday grants administered by the following the first Monday in Federal Emergency ManageMay, and local election offiment Agency — specifically cials need a set of rules now were enhanced to serve to prepare for those contests. But Democrats fired back that Connecticut has used technology over the past year to open government to the public as never before. Democratic lawmakers and the Lamont administration also cautioned that Connecticut could jeopardize its access to key pockets of federal aid if it doesn’t have its own emergency procedures in place.
Connecticut is the midst of a statewide COVID-19 vaccination effort that is being run in accordance with a Lamont executive order. House Speaker Matt Ritter, D-Hartford, said it remains doubtful whether lawmakers could complete their review of this and the dozens of other orders Lamont has issued over the past 12 months before April 20.

Governor, tribes agree on gambling expansion By Dave Collins and Susan Haigh Associated Press
HARTFORD — Gov. Ned Lamont’s administration has reached an agreement with Connecticut’s two federally recognized Native American tribes on a gambling expansion plan that could lead to sports wagering and online gambling, the governor and tribes announced last week. The Democratic governor and leaders of the Mashantucket Pequot and Mohegan tribes said the deal would modernize gambling in Connecticut, generate tens of millions of dollars in new revenue for the state, and improve financial conditions for the tribes’ Eastern Connecticut casinos, Foxwoods and Mohegan Sun. “Connecticut is on cusp of providing a modern, technologically advanced gaming experience for our residents, which will be competitive with our neighboring states,” Lamont said Thursday, March 18 in an announcement with the tribal leaders. The agreement would need approval from the state General Assembly and the U.S. Interior Department. It comes about two weeks after Lamont’s chief of staff said the administration had reached an agreement with just the Mohegan tribe. Rodney Butler, chairman of the Mashantucket Pequots, said at the time that his tribe was offended a deal had been announced prematurely with one of the two sovereign nations. Butler said there was one remaining sticking point for the Mashantuckets that equated to “a rounding error” for the state budget but was financially significant for the tribe. See Gambling, A9
The North Haven Citizen | northhavencitizen.com
Under the arrangement announced last Thursday, the state would set an 18% tax rate for the first five years on new online gambling offered by the casinos, followed by a 20% rate for at least the following five years. There would be a 13.75% state tax on sports wagering. Currently, the state receives 25% of the slot machine revenues generated at Foxwoods and Mohegan Sun, in return for granting the tribes exclusive rights to offer casino games. The Connecticut Lottery would be allowed to offer sports wagering along with the tribes. Max Reiss, a spokesman for Lamont, said the three entities — the lottery, Foxwoods and Mohegan Sun — would each offer their own version of sports betting that customers could choose from. The lottery would also be allowed to operate 15 retail sports betting locations, run new retail sports betting venues in Hartford and Bridgeport and expand online lottery offerings. ‘Tristan’s Law’ deserves support By State Sen. Paul Cicarella
To many people, the jingle of an ice cream truck stirs fond memories of childhood and the carefree months of summer. However, this sound has a different meaning for a wonderful family in Wallingford that lost their child last summer in a tragic incident.

Sportech, which threatened legal action when the tentative deal was first announced two weeks ago, said last Thursday it remained disappointed with the agreement. It says it does not appear to offer a “level playing field,” depriving consumers of a “healthy competitive betting marketplace” and putting the company’s 400 jobs at risk.
“Right now we have the old mechanical slot machines, and some amazing casinos, and people going back there, but I think more and more you’re going to see i-gaming, i-lottery, sports betting that is online, fantasy sports, and there are a lot of moving pieces.”
Both tribes also agreed to stop development of a casino in East Windsor through the duration of the deal. The East Windsor casino was aimed at curbing competition from the MGM Springfield casino.

cream trucks to have similar safety features. For this reason, I introduced a bill that will mandate such equipment and its proper use on ice cream trucks with Tristan's family in mind. This safety equipment includes common-sense items like a stop sign and flashing lights in addition to requirements on where a truck is permitted to park. I was pleased that the legislature's Transportation Committee quickly passed this bill and it now advances to the Senate for a vote. This common-sense bill is supported by my colleagues on both sides of the aisle. If you ever had the opportunity to meet Tristan's parents, Christi and Tyler, it's easy to see why this bill moved so quickly. Their strength and will to turn their tragedy into something positive is truly remarkable. Like their son, Christi and Tyler want to help others. They are truly special people and raised a son who is described as courageous and compassionate. As a father, I cannot imagine the grief that comes with a loss of this magnitude. Because of Christi and Tyler, Tristan's memory will live on through the other children that this bill seeks to protect in his name. I ask you to call your legislator to support Senate Bill 608 “Tristan's Law” so that it receives swift passage in the Senate and House to be signed into law. Republican Paul Cicarella represents Connecticut's 34th Senatorial District, which includes Durham, East Haven, North Haven and Walling ford.

Dress up your yard with daffodils
Did you know that there are several varieties of daffodils? They typically bloom in the spring and don't require a lot of care to thrive. The only small problem is the bulbs contain lycoring, which makes them mildly toxic. An added benefit to planting daffodils is that squirrels, rabbits, deer, moles, voles and any other rodent-type critters out there won't eat the bulbs. Tulips, on the other hand, smell like dessert to squirrels and deer. Listed are 10 different types of daffodils that will look great in your spring garden. Trumpet Daffodils - This is a traditional bulb that has a yellow or white flower, a large bloom with a single trumpet in the center and six large petals circling the center. The flower petals are as long as the trumpet itself, they grow well in sun or shade, and need moderate water and moist soil.
Double Daffodils - With its two rows of petals, this variety looks quite exquisite compared to the previous types. Twice as many petals, which makes it look more like a carnation. These will do best in partial to full sun in well-drained soil, bloom mid- to late-spring and come in white, pink, peach, or red. Angel Tears Daffodils These beauties produce more than one flower per stem, most have 3 to 5. The petals flare back from the center of the flower, and
have a strong scent that is very noticeable with blooms of white or yellow. These can grow in sun or shade with well-drained soil. Miniature Daffodils - This is the smallest of all, 10-12 inches at maturity, and resembles the traditional one stem flower. Petals tend to flex backward, and the corona (trumpet) faces the ground when growing. Miniature daffodils are shade tolerant, which make them a great addition to a

North Haven Garden Club members have planted daffodil bulbs almost every fall for the past several years in many of the gardens we tend to, which includes all public, memorial and historical gardens in our great town. Planting daffodils is extremely rewarding. Seeing the hard work from past seasons’ plantings start to bloom when the weather warms up is a beautiful site.

Daffodils From A17
rock garden or areas that are shaded by trees or bushes. They need a lot of water to grow and well-drained soil. Jonquilla Daffodils - This variety has 3 to 5 blooms on each stem with flowers that have a strong scent. The trumpet is about half the length of the surrounding petals, and prefers to grow in full sun with a bit of humidity. It doesn't need water to grow and does best in welldrained soil.
Split Corona Daffodils This one is a real stand-out, mainly because the trumpet of the flower is split or divided into several sections. It still produces one flower per stem with several rings of pedals layered to create a beautiful bloom. Some varieties have ruffled edges, which gives the pedals an interlocking look that will take your breath away. They are simple to care for, do best in full sun and well-drained soil and can grow 12 to 25 inches in height. — Submitted by North Haven Garden Club member Cindy Golia.

Golden Bell Daffodils These produce a single flower on each stem, are yellow and shaped like a bell with short petals when compared to the trumpet; and the stem looks like chives. They prefer to grow in full sun with soil that is slightly acidic.

These have a delightful fragrance that will remind you of a hyacinth. They can grow in sun or shade and prefer damp soil.
