Resident brings gymnastics program to town

Through a program she introduced at the Recreation Center, North Haven resident Liana Panferov is sharing her love and knowledge of gymnastics with local youngsters.
During the pandemic, “A lot of kids were sitting at home missing activities. We have to open their potential now," Panferov stated.
"My work is to make kids physically strong, mentally strong. And it's very important after all this.”
A 1999 graduate of the Wallingford high school, Hill was an option quarterback on the gridiron. In his senior year, he carried the ball 68 times for 746 yards and completed 69 of 91 passes for 889 yards. Hill also played in the defensive backfield.
“He played in the Nutmeg Bowl in his senior year and, for the first time in his career, he played receiver. And he was so impressive UConn offered for him,” LH Hall of Fame chairman Stephen Hoag noted. Hill took the offer and earned a starting nod with the Huskies.
During his time at UConn, Hill caught 77 passes for 734 yards and three touchdowns before sustaining a shoulder injury that derailed his career.

QU celebrates nursing school milestone

Half a century of distinction was on display as the Quinnipiac University School of Nursing celebrated the 50th anniversary of its first graduating class with an event that showcased the innovation and collaboration the school is renowned for in the healthcare community.
Panferov has both competed in and taught gymnastics. When things started to return to normal following COVID, she joined with well-known trainer Brian Le Roux to get the Recreation Center program off the ground.
Panferov offers two core gymnastics classes at the Recreation Center; one for 6 and 7 years olds and another for age 8 and up. The classes are open to boys and girls.
Guests, including alumni representing classes from 1972 to 2022, gathered at the School of Nursing’s North Haven Campus on Thursday, April 13 for the 50th anniversary Celebration and Showcase, marking the culmination of a yearlong tribute.

The North Haven Police Department, in conjunction with Project ChildSafe, the nationwide firearms safety education program, is distributing free firearms safety kits to local residents. Bulk pick-up
North Haven’s bi-annual Large Item Pick-up Program will take place the last two full weeks of April. Items will be collected on your regular refuse day and must be placed at the curb by 5 a.m. Acceptable waste items include: white goods like refrigerators (State law requires doors be removed); appliances such as ranges, stoves, etc.; upholstered items such as mattresses, sofas and chairs; vehicle tires (without rims); and metal items.

Pathway project
The North Haven Garden Club announced its membership in the Pollinator Pathway Project, an effort which brings awareness to the need of planting trees, shrubs and flowers to support pollinators such as birds, insects and wildlife. Residents are invited to participate in the project by identifying their own pollinator garden. Probus Club
The Greater New Haven Probus Club supports the efforts of special education teachers in Hamden. North Haven, New Haven, Cheshire, East Haven, West Haven and Wallingford. As a junior, Hill was the Class MM champion in the 300 hurdles. As a senior, he was the Class M indoor champ in the 55 meters and pole vault.
Hill joined the North Haven Police Department in 2009 and served as a patrolman for five years before being appointed to the Investigative Services Division as a detective.
In 2015, Hill was promoted to sergeant, serving as a patrol supervisor for five years and as the Investigative Services Division Sergeant for two. He was promoted to lieutenant in August of 2022 and is currently the Com-
Hill has served the department as a POST certified instructor since 2015, conducting numerous trainings in the areas of firearms, tasers, simulations, shooting decisions, blue on blue encounters and body cameras. He was selected as an operator on the South-Central Regional SWAT team in 2011 and currently serves as assistant team leader and firearms instructor.
Hill was awarded unit citations for responses as a SWAT operator to dangerous situations and received recognition and a personal letter from President Donald Trump for injuries sustained during a SWAT operation in 2018.
Hill continued his education at Arizona State University, earning a masters in Public Safety Leadership and Administration in 2020.
Hill and his wife of eight years, Michele, have two sons, Preston, 6, and Brayden, 5.

MONEY MATTERS: Unpacking the debt ceiling debate

If you’ve been keeping up on news coming out of Washington, D.C., you know that Congress is once again grappling with a need to raise the federal government’s debt ceiling limit. Legislation to that effect would provide the
U.S. Treasury with authorization to issue new debt to help cover the costs of programs already approved by Congress.
This is a typically routine action that avoids the U.S. defaulting on its loans. However, given the polarized political climate and hardened positions on both sides of the aisle, Congress so far has
not negotiated an agreement to raise the debt ceiling by the summer deadline. How could the issue play out and what are the possible ramifications for the financial markets?
What’s happening in D.C.
The need for Congress to take action and increase the debt ceiling occurs periodically. This year, similar to prior instances, it has become a political matter with differing views on how to effectively solve the problem at hand.
If the debt ceiling is not raised, the federal government could default on its debt. This is significant, as investors look upon U.S. Treasury bonds as debt securities that are backed by “the full faith and credit of the United States.” A default could tarnish that reputation, and potentially result in
the government having to pay higher interest rates to attract bond investors.
At this point, the U.S. Treasury has reached its debt ceiling limit as previously authorized by Congress, and is undertaking “extraordinary measures ” to avoid a debt default. Treasury officials indicate that these measures will likely be exhausted by June 2023. At that time, without Congress acting to raise the debt ceiling, a U.S. government default becomes a real possibility.
Markets maintain a wary eye
What would a debt default mean? In a speech on Feb. 14, 2023, Treasury Secretary Janet Yellen stated that in the longer term, a default would mean “Future investments, including public investments, would become substantially more costly.”
If interest rates on government bonds were forced higher, the impact could be felt across the bond market, pushing interest rates on other types of debt higher.
More directly, according to Yellen, “the federal government would be unable to issue payments to millions of Americans, including our military families and seniors who rely on Social Security.”
Costlier borrowing could also reverberate to consumers as they obtain mortgages, car loans and other forms of debt.
Would this have a significant and extended negative effect on the economy?
That’s an open question. But, minimally, we should expect that the longer the debate lingers and the closer the deadline draws near without resolution, we may face increased market volatility.

Narcan will soon be sold over-the-counter, but not in 28 towns

In the past five years, over 7,000 people in Connecticut died due to opioid overdoses.
That’s enough to overflow the Hartford Yard Goats’ Dunkin’ Park or fill the main theater at the Bushnell more than twice.
“I literally have lost count on how many people that I know, love, have worked with my family that have died from this,” said Jess Morris, the mobile outreach worker at Perception Programs, a behavioral health services nonprofit. “I’ve responded to more overdoses off the clock than on.”
Every day of the week, Morris drives the organization's van to various locations where she provides services such as wound care kits, safe sex supplies, recovery support referrals and opioid use treatment, among other things.
One of the things Morris distributes is naloxone, an opioid antagonist that has successfully reversed more than 2,000 overdoses statewide since 2016. Morris' handouts resulted in 78 of them.
Either as an injection or nasal spray, naloxone is currently available with a prescription through a physician or pharmacist, without a prescription at pharmacies that have a standing order,
or through a community health organization like the one Morris works in.
But starting in late summer, a brand of nasal spray naloxone, Narcan, will be available over-the-counter after approval by the U.S. Food and Drug Administration last month.
Access may be difficult in rural areas
Despite the FDA approval, some people in Connecticut may still have a difficult time obtaining Narcan over-thecounter. Currently, 28 towns in the state, mostly rural, don’t have a store that is eligible to sell over-the-counter medication, according to permit data from the Department of Consumer Protection. In these towns, since 2018, there have been at least 104 opioid overdose deaths.
And while a store with Narcan could be just a town away for those with access to transportation, it’s not as simple for individuals with opioid use disorder that are also experiencing homelessness or those that don’t have access to a car.
Until then, one of the most direct ways to access naloxone is through a pharmacy, since they're conveniently located in many neighborhoods, providing quick and direct access to residents.

The showcase concluded on a poignant note with sisters Brielle and Eliana Jewel sharing a reflection on behalf of the Class of 2022, the school’s 50th graduating class.
Eliana Jewel closed the event by reading a special message from nursing alumna Jean Inge, a member of the nursing program’s first graduating class. “To be a Quinnipiac graduate certainly paved the way for me to become an RN eventually earning my BSN and MSN degrees,” wrote Inge. “Gratefully, this beginning also gave me the privilege to be a member of the first Quinnipiac nursing class of 1972. I believe we all share in this honor, and I wish everyone an enjoyable and historic anniversary celebration.”
Yet, there are 45 towns where a pharmacy with a certified pharmacist is not available to prescribe and dispense naloxone or solely dispense it through a standing order. And in these towns, since 2018, there have been at least 149 opioid overdose deaths.
Towns in the Record-Journal coverage area, including Meriden, Wallingford, Southington, North Haven, Durham, Cheshire and Berlin, have no stores that lack over-the-counter permits or do not have a pharmacist that can prescribe naloxone. Middlefield, however, is among the 28 towns
in the state without a store eligible to sell over-thecounter medication.
Emergent BioSolutions, Narcan's manufacturer, will set the price of over-the-counter Narcan and is already facing pressure from officials, such as U.S. Sen. Blumenthal, urging it to make it affordable.

“Narcan is not for people who use drugs. It is for people who may encounter someone who uses drugs … You can’t ‘Narcan’ yourself,” said Morris.
But a bystander, such as a friend or family member, could. And CDC data shows that almost 40% of overdose deaths involving opioids or stimulants occurred with someone else present, creating a need for widespread availability of naloxone among non-drug users.

Slate Upper School breaks ground
With a large "Grateful" sign created by Slate School's K-5 students as a backdrop, more than 125 people gathered on Tuesday, April 11 to celebrate the ground-breaking of Slate Upper School in North Haven.
Slate Upper School's construction will be completed in Summer 2024, just in time
for the current fifth graders to enter Grade 7. Both the Lower and Upper schools are located together on the same 40-acre campus at 124 Mansfield Road with shared resources and shared experiences for what will grow to be a K-12 institution.
At the ground-breaking, Slate School students, family and others, were joined by local officials as well as rep-
resentatives from Patriquin Architects and Gilbane Building Company.
Slate “is one of the few [schools] in the country that has a curiosity-driven learning curriculum that focuses in on collaboration, empathy, kindness and doing the greater good," said Mike Freda, first selectman of North Haven. "I am so delighted in this school. These children –inspired by the faculty who are teaching them – represent the future leaders of our community and our society."
Following Freda's remarks, Lou Mangini, senior staff and congressional aide to U.S. Rep. Rosa DeLauro, presented a certificate to Slate School.
The school's founder, Jennifer Staple Clark, stated, "Students at Slate School learn through their passions, and we all learn beside them. The false rigor of
worksheets and tests have been replaced here by curiosity-driven research and a responsibility to share what we've learned. Children flourish, and there is no ceil-
ing to their learning, discoveries, explorations and joy. We see students soaring past typical grade-level benchmarks because they are so excited to learn. We are looking forward to now innovating in the upper grades, too, as we change the landscape of education."
