A former North Haven resident and World War II veteran celebrated his 103rd birthday surrounded by family, friends and other well-wishers at his home in Woodbridge.
Howard Rohloff, who lived in North Haven for more than 60 years, turned 103 on March 20. He now resides at a senior living community called Coachman Square.

Longtime North Haven firefighter Matthias “Matt” Wirtz Jr. was among the fallen firefighters remembered during a Sunday, May 7 ceremony held at the National Fallen Firefighters Memorial Park in Emmitsburg, Maryland.
The 144 fallen firefighters –79 of whom died in 2022 and 65 in previous years –were memorialized by having their names added to a bronze plaque that was unveiled during the ceremony, and which will become a permanent part of the federal park.
Wirtz, 46, died in the line of duty on Dec. 26, 2022. He was a 22-year veteran of the North Haven Fire Department.

Rohloff and his wife raised their two sons, Robert and Brent, in North Haven.
Rohloff's son, Robert, said his father was born in New Haven, moved to Hamden, and attended the University of Connecticut.
From there, he enlisted in the Army.
Rohloff’s military career took him all over the world. His main job was bringing technology to military bases. However, at one point during the war, Rohloff was tasked with delivering rations between Panama City and the Galapagos Islands. For months, he slept on a tugboat 13 miles south of the equator.
Sarah Malaspina, executive director of Coachman Square, indicated that Rohloff still has that adventurous spirit.
“Howard is such a bright and happy resident,” she said. “Even at 103, he is up for anything and will often join us for off-site trips.”
While turning 103 is quite a feat, Malaspina said “ every day with Howard is a celebration.”

Months before Wirtz’s death, on July 8, 2022, another Connecticut firefighter, Chief William “Bill” Halstead Sr. of the Sandy Hook Fire and Rescue Company, died in the line of duty.
Last Friday, May 5, Governor Ned Lamont directed U.S. and state flags in Connecticut lowered to halfstaff in recognition of the National Fallen Firefighters Memorial Service in Maryland.
“Those who have the courage to serve their communities as firefighters must be honored for their selfless sense of protection of our neighborhoods and the people who live in them,” Lamont said in a news release.
“They are heroes, and they put themselves in harm’s way out of a fearless sense of duty to protect the lives of people they may not even know. I am thankful for all of the firefighters who serve in Connecticut, and I encourage everyone in our state to reflect upon those who have given their lives in the line of duty.”

Saturday, June 10 is CT Open House Day, and the North Haven Historical Society will participate by opening its doors to the public. Join us from noon to 4 p.m. as we welcome you to the Cultural Center at 27 Broadway.
The event will include tours, a scavenger hunt, a “Show ‘ n Tell,” and much more. Also, volunteers will be available to answer your questions about objects you may have that you can’t identify. Bring small items in or show us a picture – we will do our best to ID them!
Refreshments and goodie bags will be available for all who stop by.
The North Haven Historical Society houses a museum telling the story of how North Haven began and grew to be the town it is today. It also has several miniexhibits featuring Revolutionary War artifacts, sports memorabilia, high school yearbooks and artwork.
The Cultural Center is located next to the library, and there is plenty of free parking on-site. Unfortunately, the building is not handicapped-accessible.
When you visit you will be able to meet the people who make the society so special. Perhaps you will find a new hobby or a future friend there, as well. We look forward to meeting you!

Man charged in 2022 death of tow truck driver

A Cromwell man is facing manslaughter charges after police say his vehicle struck and killed a tow truck driver on the right shoulder of exit 10 in North Haven on May 21, 2022.
Luis Resto, 55, turned himself in to Troop I in Bethany on April 4. An arrest warrant was issued a few days prior.
According to the state police, Resto’s charges include manslaughter in the second degree with a motor vehicle, reckless endangerment in the first degree, and misconduct with a motor vehicle.
Resto also was charged with possession of a controlled substance, operating a motor vehicle under the influence of drugs/alcohol, evading responsibility resulting in death, failure to maintain proper lane and illegal operation/failing to move over for an emergency vehicle.
In a sworn statement, Resto confirmed he had consumed a bag of heroin and “blacked out.”
On May 21, 2022, state troopers responded to the exit 10 area in North Haven where a damaged Mazda car and a tow truck were parked on the right shoulder.
The tow truck driver, Christopher Russell, 39, was found laying on the roadway between his vehicle and the Mazda and was pronounced dead at the scene.
Melissa Goiran, 41, the driver of the Mazda, told investigators she pulled over prior to exit 11 due to a flat front tire on the passenger side of
her car. Goiran said she activated her hazard lights and, soon, a tow truck pulled up and parked behind her.
The driver of the truck, Russell, changed the damaged tire, and Goiran said as she prepared to pull away, she felt an impact at the rear of her car and saw a red-colored vehicle, believed to be
a Nissan, traveling north in the right lane.
Goiran then exited her vehicle, observed damage to her rear windshield and trunk, and discovered Russell on the ground, unresponsive and without a pulse.

“I am honored that my colleagues nominated me, and the Connecticut Bar Association chose to recognize the work I have done at Quinnipiac Law to develop and curate our deep and varied experiential curriculum, where there are multiple practical opportunities for every student,” Kaas said. “I am also proud to have made a contribution to the national movement to transform legal education to better prepare law students to practice law in our changing world. Thank you all for honoring my life’s work.”
Kaas, who joined Quinnipiac in 1989, received a bachelor’s degree in psychology from Cornell University and graduated from the University of Connecticut School of Law, summa cum laude.
“For decades, Carrie Kaas has devoted herself to social justice and to the education of new lawyers who practice with skill and empathy,” said Jennifer Brown, dean of the School of Law. She added, “Carrie painstakingly collaborates with students to assess their skills and professional development, and then assists them in securing opportunities uniquely suited to their own career aspirations. Established in 2012, the Tapping Reeve Legal Educator Award is presented to a member of the Connecticut Bar Association who is a member of the faculty, a clinical instructor or an adjunct instructor at UConn Law School, Quinnipiac Law School, Yale Law School or Western New England Law School, or is a member of the CBA who has contributed greatly to the legal education of his or her colleagues.
Tapping Reeve was an American lawyer, educator and jurist, and is recognized as founding an important and influential and perhaps the first in America law school in Litchfield, Connecticut.
Conn. communities could save millions under pension reforms

The Connecticut Mirror Comptroller Sean Scanlon announced municipal pension reforms last week that
could save 107 participating communities $32.3 million in the coming fiscal year and $843 million over the next three decades.
A labor-management working group Scanlon convened six weeks ago produced a six-point plan that drew bipartisan praise from Gov. Ned Lamont and legislative leaders for the process and product.

“This is what trying looks like. This is the result of people trying to fix things,” said Scanlon, a former Democratic lawmaker who has been comptroller for four months. The savings, some of which will require the passage of legislation to achieve, primarily would come from changing how cost-of-living increases are calculated and by re-amortizing the unfunded liability of the municipal pension fund from 17 to 25 years. The plan also would create a deferred retirement option aimed at keeping employees working longer, addressing both a labor shortage and taking some pressure off the retirement system.

GOP-backed financial literacy bill advances

Deputy Republican Leader Paul Cicarella (R-North Haven) and Chief Deputy Republican Leader Henri Martin (R-Bristol) applauded the Senate’s passage of S.B. 1165 on Tuesday, a measure that promotes financial literacy for the state’s public high school students.
Cicarella and Martin originally introduced the concept of the bill that requires high school students to complete a one-half credit course in personal financial management and financial literacy for graduation.
The policy is part of the Senate Republican lawmakers’ comprehensive "A Better Way to a Prosperous Connecticut" series of legislative workforce measures to put young people on a path to a well-paying career to support themselves and their families.
Cicarella thanked his Senate colleagues "for advancing this very important piece of legislation for Connecticut’s future workforce."

Little ‘chefs’ get creative at library

Libraries are full of much more than books and movies. For instance, the North Haven Memorial Library hosts a monthly, themed workshop for kids called “Okay, Chef!” And at these gatherings, it’s just fine for youngsters – age 6 to 9 – to play with their food.
Sora Lee, the library clerk, navigated the “Okay, Chef!” program since September 2022. The final class Lee oversaw was in April. That day, “Okay, Chef!” participants made a creation in line with the Easter holiday; a “baby chick” comprised of Ritz crackers, sliced cheese and carrots.
“Every month, I choose a little theme,” said Lee, pointing out that the “Okay, Chef!” menu alternates between
healthy snacks and not-sohealthy ones. “We have been making candied apples,
turkey legs, and more,” Lee said. In February, youngsters made fruit kabobs.
With Lee stepping aside, the library hopes to revive the ‘Okay, Chef!’ program in the fall.

The deal was rolled out at a press conference that drew attention to a constitutional office whose duties are relatively arcane: Tracking the state’s expenses and administering state employee benefits.
House Minority Leader Vincent J. Candelora, R-North Branford, said Scanlon had addressed a long-neglected issue that threatened to destabilize CMERS, the state-run Connecticut Municipal Employees Retirement System.
“We have always talked about that collapse on the horizon. But it really hasn’t gotten the attention it has needed,” Candelora said.
CMERS was created in 1947 and is used by at least some
bargaining units in 107 of the state’s 169 cities and towns.
Two decades ago, Gov. John G. Rowland and the legislature decoupled cost-of-living adjustments from investment performance, pegging them exclusively to inflation. The combination of high inflation and a down market drove a need for higher contributions to the pension fund.
The regular contributions required annually of member
municipalities grew from a collective $82 million in the 2017-18 fiscal year to $134.8 million in 2021-22.
The system is administered by the comptroller’s office.
Hamden Mayor Lauren Garrett said the deal struck by the working group could save her community $3 million next year and $40 million over the coming decades.
Cost of living increases still will be pegged to inflation, though to a lesser degree. No longer will increases have an annual minimum, a change that mirrors a deal negotiated years ago with state employees.

Retirees had been getting a minimum annual increase of 2.5%, regardless of inflation. In return for giving up the minimum, the annual cap on cost of living increases will be raised to 7.5% from 6%.
