Cardona: Reopening schools ‘a marathon, not a sprint’

CIAC: Spring coaches can work with players

MERIDEN — If schools reopen later this year, Education Commissioner Miguel Cardona said it won’t be business as usual initially.

WALLINGFORD — It didn’t take a crowd of family and friends to create the memories that will last a lifetime for a local couple married outside Town Hall. "It's not what we planned, but it's going to be a nice memory for sure," said Lauren Marin, who married Brian Bates on

Coming out of a Thursday, May 7 meeting, its last of the 2019-20 school year, the CIAC Board of Control announced it would ease, for one year only, out-of-season coaching rules. The waiver applies only to spring coaches. Through the rest of May, coaches can continue meeting online with their players, as many have been doing throughout the spring, offering instruction, drills, conditioning tips and the like. Coaches can continue doing such “virtual” online coaching from June 1 through Aug. 17, which is when football conditioning is scheduled to start. See CIAC, A15

“We still have many phases to go to get to where we want to be, and I just want families to keep in mind that it’s not going to be the same school opening as it was last year,” Cardona told Cardona the Record-Journal during an interview on Facebook Live Friday afternoon, May 8. “There are going to be different things in place to protect you, to protect your children, to protect our teachers and our staff ... understand that it might be staggered schedules, it might be two days on, two days off. It could be that we have students attending some days and other students attending different days … It will more than likely be (a combina-

With in-person classes officially canceled for the remainder of the school year, officials are now focusing on creating opportunities for kids to make up for lost time, including summer learning programs and youth camps.

Addressing the idea of starting the school year earlier, Cardona said “everything is possible,” but noted that may raise questions about whether the school year would need to end earlier. “I don’t want to rush into something, but no option is off the table,” Cardona said. “We have to look at this as an opportunity to be creative to meet the needs of our students.” mzabierek@record-journal.com 203-317-2279 Twitter: @MatthewZabierek

Losses in learning

The advisory board’s Education Committee is also developing guidelines for summer learning programs with hopes of “getting something started in July,” Cardona said, adding it will depend on how the virus trends.

“The last thing I want is a spread of infection and we shut it all down again,” Cardona said, emphasizing the decision to reopen is a “public health decision.” A return to normalcy will be a “marathon not a sprint,” he added.

“Windham County has different issues than Fairfield County. So for me to prescribe something and say this is how it’s going to work everywhere, that’s not the best solution. We have local boards for a reason. They know their communities better,” he said.

It gives that child a little more opportunity to be successful when they move on to fourth grade.” 1272126

Cardona, a longtime city resident and former Meriden school administrator, said it’s “inconceivable” that social distancing guidelines could be followed if, for example, all 1,100 students and 150 staff members returned to Maloney High School at once.

The committee’s recommendations will establish the “basic level of precaution” required, but districts will have freedom to make adjustments.

co de Mayo. Marin said she was partial to a hike or drive by the beach before getting burritos and margaritas. Bates and Marin have been together for over six years since meeting at Marist College in Poughkeepsie, New York, and moving to Wallingford, Bates’ hometown, four years ago. Though the coronavirus shutdown prevented them from inviting all of the 150 guests expected at their original wedding date in June, the couple was able to find some familiarity by calling upon Bates’ former Tritons lacrosse coach, Vincent Testa, to officiate the wedding. Testa is also known to many as a member of the Wallingford Town Council. "He was a coach of mine ... my family, my parents went to high school with him as well, so his name jumped off the page," Bates said of finding Testa’s name on a list of justices of the peace. The newlyweds will still be holding a more traditional ceremony in September, however they were excited to be able to have a more intimate wedding on the two-year anniversary of their engagement. Having the wedding at Town Hall also fit into the low-key theme they were aiming for with the ceremony. "We wanted to actually elope, so I think the courthouse background really kind of sets the scene good for what we did," Marin said. Even receiving their marriage license was an experience transformed by the shutdown; rather than entering the Town Hall to meet with the clerk, they had to recite the oath before receiving their marriage license through the glass of the building’s front door.

hundreds of guests, having a safe wedding amid the pandemic can be done. Hand sanitizer was passed around as they walked up to Town Hall and, with the exception of the bride and groom, all those present remained 10 feet apart. “It’s something you can accommodate. You have to be careful of where you go, who’s around,” Testa said. In one recent wedding he officiated, the couple was on the front porch while he delivered his script from the lawn. Though he can’t shake hands at the end of the ceremony, Testa said he works with couples to make the celebration special. “They are getting married and it is a special time, a special moment, so it's nice to still have a meaningful ceremony with the same words and vows and sentiments that they would have if they had the wedding they envisioned,” he said.

Wedding venues seek to accommodate those affected by virus Around 80 weddings are likely to be impacted just at La Mirage Wedding and Banquet Facility in North Haven, which is allowing anyone with arrangements through the end of the year to reschedule, said banquet manager Bud Schoff.

While the state Department of Consumer Protection has yet to receive any formal complaints from those with contracts for wedding bookings or services, Lora Rae Anderson, a spokesperson for the department, said they’ve received numerous calls about having deposits refunded or arrangements rescheduled.

Our Connecticut voter database is corrupted by not having only verified legal voters on the list. It doesn’t matter what party you belong to; this is a massive denial of public trust and truly fair elections.

Linda Szynkowicz is founder & CEO of Fight Voter Fraud Inc., which is based in Middlefield.

The Town of North Haven is asking residents to avoid flushing disposable hand wipes and other inappropriate items (disposable gloves, towels, etc.) into the town’s sewer lines and sanitary sewer system as people practice sanitation guidelines to combat the ongoing coronavirus pandemic.

Although many so-called “disposable” hand wipes are advertised as being safe for flushing, in reality, they regularly cause backups in the sanitary sewer system and contribute to buildups of foreign materials. In some cases they can attach to buildups of grease in the system and create large blockages called “fatbergs.”

The Department of Public Works is working closely with Veolia North America, which operates and maintains the town’s wastewater treatment plant, to educate people about the need to avoid flushing inappropriate items down their toilets.

Town officials believe the recent buildup of sanitation wipes and gloves is connected to stepped-up efforts on the part of residents to comply with guidelines for avoiding the coronavirus. Officials said they continue to encourage the use of wipes for this purpose, but ask residents to dispose of used wipes in their trash bins, rather than flushing them.

Veolia workers have noticed a significant increase in backups and blockages in the town’s sanitary sewer system and collection network, which can pose a risk to the town’s wastewater management system and require costly repairs, both for homeowners and the town.

Here are some “Dos and Don’ts” for avoiding backups in the town’s sanitary sewer lines and system:

wipes, gloves, towels or other trash down the toilet, even if they’re labeled “flushable.” Do not pour grease down kitchen sinks or toilets. Instead, put grease in a sealed non-recyclable container and throw out with regular garbage. Do toss dirty baby, makeup and cleaning wipes, tampons, sanitary pads and condoms into the trash. Do reduce and reuse by using compostable or reusable makeup applicators, like cotton balls, and cleaning supplies, like paper towels. Do recycle finished toilet rolls, cardboard packaging from toothpaste and brushes, and paper packaging from shampoos and shower gels.

Do not use the sink as a toilet or the toilet as a garbage disposal.

Lawyers ordered not to refer to transgender athletes as male By Pat Eaton-Robb Associated Press

HARTFORD — A federal judge has been asked to recuse himself from a lawsuit that seeks to block the participation of transgender athletes in girls’ sports after he ordered the plaintiffs’ lawyers not to refer to them as biological males. The plaintiffs argue that U.S. District Court Judge Robert Chatigny showed bias during a conference call last month when he ordered them to use the term transgender female, which he said was “consistent with science, common practice and perhaps human decency.” The attorneys from the Christian nonprofit organization Alliance Defending Freedom represent four female runners who contend that transgender athletes have an unfair biological advantage that violates Title IX, the federal law that allows girls equal educational opportunities, including in athletics.

The lawyers for the female runners refer to the transgender athletes as males or biological males throughout the lawsuit, which seeks to block a state policy that allows students to compete as the gender with which they identify. “In short, the court’s order and comments during the hearing would leave an impartial observer gravely concerned that the court has prejudged the matter, rejected core aspects of plaintiffs’ case before hearing the evidence and legal arguments, and assumed the role of advocate for the defendants,” the plaintiffs’ attorneys wrote in last week’s filing. Judge Chatigny has not indicated when he might rule on the motion to have him removed from the case. The Connecticut Interscholastic Athletic Conference, which oversees high school sports in the state, has said its policy is designed to comply with the state’s law barring schools See Transgender, A17

But I should mean that every man should receive those papers & be capable of reading them.” Ronald D. & Gail L. Roberts .................... CIAC

spring coaches who wouldn’t have direct contact with their kids for 12 months,” said Cookson.

From A1

During that June 1-Aug. 17 time frame, should the state ease social distancing rules and reopen recreational facilities and give the green light to athletic activities, coaches and players can gather for in-person training and practices. “We opened up the ability to coach virtually this spring, but the feeling was that’s not nearly the same thing, and (athletes) haven’t had a chance to be with their teammates. They haven’t had much of any opportunity at all,” said Joel Cookson, the CIAC’s director of media and sports information. “To try to make it so they could have some of those opportunities this summer, pending if the governor says some of that stuff is going to be allowed, that was the direction everybody felt we should go.” During the spring, along with empathizing with seniors who were losing their final season of high school athletics, a number of area coaches noted the damage a lost season would have on their program. Underclassmen were losing a year of

Under normal circumstances, the CIAC does not allow high school coaches to coach or instruct players outside of the high school season. Spring coaches like Platt baseball skipper Tim Redican (far right) can work with his players through Aug. 17 — online for now, in person if the state reopens recreational facilities and eases social distancing rules. development. Freshmen weren’t getting off Square 1. “There’s going to be some development delays,” Southington baseball coach Charlie Lembo remarked in midApril, when there was still a chance something could be salvaged of the spring. “This is the end of the fifth week; we’re not out on the field with the guys. They’re going to try to do as much in their yards as they can, but it’s not the same as going through a full practice.”

There are exceptions. For example: if a coach runs a non-school program out of season, such as American Legion baseball, he can have a few of his high school players on the team, though no more than a set number that varies by sport. There will be no such limit on numbers if spring coach-

es and players get a chance to gather this summer. However, there will be restrictions. Technically, any summer practice will be considered a non-school activity. That means they’ll likely have to be held at facilities off school grounds. Also, participation can not be mandatory. “You can’t couch it in, ‘OK, this is an official Maloney practice,’” Cookson said by way of example. “It has to be voluntary, for one thing, and non-affiliated with the school. The coach can’t sell it as, ‘This is required if you want to be part of the Maloney baseball team.’”

The CIAC Board of Control last Thursday also eased two other rules because of the pandemic’s interruption of the school year. Both are for one year only. n Academic

eligibility: When determining eligibility for fall sports, any incomplete grades will be considered a passing grade until the end of the first marking period. n Transfers:

Approved transfers who were due to sit out the requisite 50 percent of games in the 2020 spring season will be immediately eligible to participate in interscholastic sports, if otherwise eligible, once they resume.
