Connecticut legislators recommended changes on Monday to Gov. Ned Lamont’s spending proposal for more than $2.8 billion in federal COVID-19 relief funding, including using more of the money to help replenish the state’s hard-hit unemployment trust fund and boost funding for the tourism industry and struggling nursing homes. Members of the Democraticcontrolled Appropriations Committee voted unanimously for the retooled plan, despite some Republicans wanting more of the historic financial assistance from

Washington spent on paying down the $725 million the state had to borrow from the federal government during the pandemic to ensure unemployment claims were covered. Such loans are typically repaid by an increased tax on employers. While Lamont’s plan dedicated $50 million from the state’s share of the $1.9 trillion federal COVID relief legislation, known as the American Rescue Plan, the committee increased that amount on Monday to $310 million. “Anything we can do to take the edge off of that additional tax is going to be helpful,” said Sen. Craig Miner, R-
Litchfield, the top GOP senator on the committee. “But again, if the budget was in my hands, I think I’d be trying to move toward a doubling of that,” arguing it would ultimately lead to more residents keeping their jobs. He suggested focusing less of the federal COVID money on the tourism industry. The committee, unlike Lamont, set aside $40 million for a statewide marketing campaign to pitch Connecticut as a tourist destination to additional markets, including Canada. Both Lamont and the committee agreed to dedicate $45 million to help

Additionally, the committee set aside $105 million over three years to help skilled nursing facilities, many of which are experiencing declines in occupancy rates and challenges in attracting enough workers. The committee’s plan also dedicates $35 million for nursing home infrastructure improvements, such as air filtration systems, while Lamont’s plan included $20 million. Nora Duncan, state director of AARP of Connecticut, questioned such large amounts of funding for nursing homes. She said now is the time to reexamine how the state can instead accommodate the large numbers of people who want to remain

The development of the COIVD-19 vaccines was achieved on an accelerated timeline as compared to many other vaccines that we currently use. There are a couple of factors that influenced this rapid development. The mRNA vaccine platform is new to the general public. However, the scientific community has been working with this platform for some time as a reliable way to bring new vaccines into general use. Scientific researchers have been investigating the use of this technology to develop vaccines for infections such as rabies, influenza, and Zika prior to the onset of the COVID-19 pandemic. This strong foundation for the use of mRNA technology was already in place when the COIVID-19 pandemic began and provided the stepping stones for rapid vaccine develop-

MONEY MATTERS
Ready to play defense with your retirement savings? For most investors, it’s no surprise that markets are subject to up-and-down fluctuations over time. And if you are investing with a long-term perspective, it’s pretty common for your
portfolio to experience temporary declines in value. Given enough time, markets generally have shown an ability to overcome losses and help investors continue to accumulate wealth. However, managing market
declines is different if you are nearing, or in, retirement. Chances are your 401(k), 403(b) or other type of workplace savings plan represents one of your largest financial assets. You want to make sure a sudden market downturn doesn’t put you in a difficult position.
It takes time to recover from losses
vestors, avoiding large losses can make a real difference. This is why many investors focus on determining their risk tolerance level and building a well-diversified mix of assets that reflects their risk preferences. As you grow older, you likely may want to reevaluate your investment risk. That’s because negative markets can be a lot more difficult to overcome if you are almost retired or you are already tapping your savings to meet current income needs.
While much of our focus tends to be on news about stock markets performing well, the fact is that for in-

drawing 5 percent of the portfolio’s principal to meet retirement income needs: If your portfolio sustains a loss of 20 percent from a combination of investment declines and portfolio withdrawals, your portfolio will need to earn a 33 percent return to overcome that loss in the following year. The challenge intensifies with a larger loss. If your portfolio loses 35 percent in total, it would take a 67 percent return in the next year to regain that lost ground. This points to the importance of modifying risk in your workplace savings plan later in life, as you close in on the time when you need to count on that pool of money for income.

FTC sues Frontier for delivering internet that's too slow By Tali Arbel Associated Press
The Federal Trade Commission and six states are suing Frontier Communications for not delivering the internet speeds it promised customers and charging them for better, more expensive service than they actually got. In its complaint, filed Wednesday in federal court in California, the FTC said thousands of Frontier customers have complained that the company was not delivering promised speeds. Customers said they couldn’t use the internet service for the online activities they should have been able to.

Involved in the suit are attorneys general from Arizona, Indiana, Michigan, North Carolina, Wisconsin and the district attorneys’ offices of Los Angeles County and Riverside County on behalf of California. The complaint was filed in the U.S. District Court for the Central District of California. Frontier said the lawsuit is without merit and it will defend itself. Yet stocks may still need to play a role. Given the realities that your retirement may extend for two-to-three decades or longer, you need to put your portfolio in a position to grow, even modestly, to help meet income needs over that span of time. Depending on your views on risk, the stock component may represent 50 percent or less of your asset mix. You’ll likely want to consider increasing your holdings of fixed income, alternative investments, and cash to help mitigate the impact of shortterm stock market swings.
The complaint concerns what’s called DSL internet, an older type of network that’s sent over copper telephone wires. Phone and cable companies today build networks which can handle much faster speeds. The FTC says Frontier provides DSL service to 1.3 million customers in 25 states, mostly in rural areas. It has about 3 million internet customers overall.
