Prior to the kids joining in on all the fun, members of the North Haven Garden Club arrived at 7:30 a.m. to re-weed the two garden beds, and add mulch and soil to the raised bed.

Garden 1 was planted with plum and grape tomatoes, kale, romaine lettuce, spring-beans, peas, eggplant, parsley, basil and rosemary. Marigolds were planted around the garden edge.

These donations will restock the local food pantries, provide supplies to Fidelco Guide Dogs and The Animal Haven, and support the Lions Recycle for Sight Program and Connecticut Lions Eye Research Foundation. In late May, North Haven Garden Club members Cindy Golia, Lynda O'Donnell and Elaine Coiffi spruced up the Flagpole Garden at the Parks and Recreation Center. In the cement planter, vibrant red Canna Lilies, geraniums and a multi-colored wave of petunias were planted. And in the garden, marigolds and lantana were planted. The ladies also put a heavy layer of mulch down, which will help keep weeds at bay and retain moisture in the garden.

Throughout his time as a faculty member, he held various positions, such as associate professor, chair of the Department of Biological Sciences and dean of the School of Health Sciences. Daryll Borst, one of Woods’s former colleagues in the Department of Biological Sciences, was working at Quinnipiac when Woods first started as a professor. “I was invited to a little impromptu luncheon for (Woods) from the Department of Biology and one of the things that I said, ‘Well Joe, you and I are the last men standing,’” Borst said. “Because there is no one else that we know that is

alive from when we started at Quinnipiac in the Department of Biology.”

Even though Woods is retiring from teaching, he is planning to assist some of his faculty colleagues in their laboratories.

Borst said Woods has had a great impact on the university. “It will give me something to do and it will keep that tie “What he has actually done for the university and the Department of Biology is just absolutely outstanding,” Borst said. “I can’t think of anyone who’s done more in that respect for the Department of Biology, Health Sciences and so forth … When he was the dean of health sciences, he helped increase the viability of the health sciences courses and also for the Department of Biology.” For professors that joined after Woods, Ken Kaloustian, professor emeritus, said he is a mentor. “I would just sit there and look at him,” Kaloustian said. “How he conducted himself teaching, things like that. I imitated him. That’s how good Joe Woods is as an educator. His dedication to students is infectious.”

State adding focus on hate crime investigations By Susan Haigh Associated Press

HARTFORD — Connecticut officials hope timely, stepped-up reporting of hate crime investigations by local police to a new State Police investigative unit will help lead to the prevention and detection of such crimes before something violent happens.

A new law requires all local and tribal police departments, resident state troopers, and constables with law enforcement duties to notify the new Hate Crimes Investigative Unit of a broader list of crimes involving bigotry and bias within 14 days, using a new standardized system, beginning

They must continue to share information about their local investigations with the State Police unit. “Pretty much every week, every month we get a new national report about the extent of the increase in hate crimes,” said Rep. Maria Horn, D-Salisbury, co-chair of the General Assembly’s Public Safety Committee. “These crimes are among the most corrosive ones we have because they go after the bonds that ties together as communities and as a state. And so I think the need is is obvious.” The new law, which was signed on March 10 by Democratic Gov. Ned Lamont and highlighted during a

ceremonial signing Tuesday, comes days before the State Bond Commission is scheduled to release a second $5 million allocation for security grants for houses of worship and eligible nonprofit organizations at risk of being the target of a hate crime or violent act. FBI statistics show there were 101 hate crimes reported in 2020 in Connecticut, the most recent year for available data. Sixty-one of those crimes targeted an individual’s race, ethnicity or ancestry; 17 involved a person’s religion; 15 involved someone’s sexual orientation; and eight involved a person’s

disability for multiple biases, Lamont’s office said in a statement. While the new law officially creates the Hate Crimes Investigative Unit within the Connecticut State Police, Department of Emergency Services and Public Protection Commissioner James Rovella said he already formed the group in October. The unit, which includes a sergeant and a couple of detectives, has already been working with other State Police units, local police and the FBI, investigating various complaints, including racist fliers recently distributed on several West Hartford streets by a white supremacist organization.

Big diesel fuel tax increase due on July 1

Already reeling from skyrocketing national inflation, Connecticut consumers face a one-two punch beginning July 1 that threatens to make groceries and other basic goods even more expensive.

The diesel fuel that powers most trucks is taxed by the state following an annual formula that includes a fixed base and an adjustment that looks at average wholesale diesel prices over the prior year, as well as the tax rate applied to wholesale gasoline transactions.

“It’s going to tax Connecticut consumers at a point where they can least afford it,” said DataCore Partners economist Donald Klepper-Smith, who was the state’s chief economic advisor in the late 2000s under Gov. M. Jodi Rell. The diesel tax hike stems from an annual adjustment the legislature established in 2007. When Gov. Ned Lamont proposed the highway use tax in February 2021 to support the state’s transportation construction program, the Consumer Price Index showed low inflation of 1.4%. Those moves were “not unreasonable” when made, “but the timing is going to be brutal” when they strike consumers, said University of Connecticut economist Fred V. Carstensen. “Transportation costs are embedded in everything we buy. … This is the one [tax] you can’t escape.”

Wholesale diesel prices at New Haven harbor hovered around $2.23 per gallon during the first week of July 2021, according to the Con-

necticut Energy Marketers Association. By mid-May 2022, the wholesale price of diesel was about $4.79 per gallon. The AAA reported an average retail price for diesel of nearly $6.24 per gallon on Tuesday. The diesel tax, which currently stands at 40.1 cents per gallon, has

been as high over the past five years as 46.5 cents — where it stood in 2019. The Department of Revenue Services is expected within the next two weeks to announce a major increase in the state’s diesel tax, effective July 1 and driven by wholesale fuel prices that have more than doubled over the past year. And six months after that, the state will impose a new highway use tax on large commercial trucks that’s expected to cost the industry $90 million per year — an expense companies already have said will be passed onto Connecticut shoppers.
