More than 160 doubles teams filled up the 12 divisions as the Wint Filipek Sr. Memorial Tennis Tournament resumed on a reduced format after a three-year hiatus. The event began Saturday and concluded Thursday at North Haven’s Ridge Top Club, the tournament’s new home.
Each spring, the Congressional Institute sponsors the Artistic Discovery competition, a nationwide high school visual art competition to recognize and encourage artistic talent. Each congressional district hosts an individual competition, with the first-place artwork hanging in the Cannon Tunnel of the U.S. Capitol for one year.
Wint Filipek Jr. stopped running the tournament shortly after his wife Margaret’s Alzheimer's diagnosis in 2018. Now, with a caregiver in the picture for his wife, and at the urging of his son Michael, Filipek resurrected the tournament.
“It will be good to see so many familiar faces,” Filipek said last week. “So many people wanted to support the tournament on behalf of my wife Margaret, and that’s really nice.” The champion of each division received a plaque. Violating Connecticut’s distracted driving laws can be costly. I think we passed some groundbreaking legislation this year.” The headlining legislation was the so-called “Clean Slate” act that allows for erasure of many criminal convictions after seven years for misdemeanors and 10 years for lower-level felonies, if the person has not been convicted of any other crimes during those periods. The bill, which would cover an estimated 300,000 people,
Leaders of the legislature’s Democratic majority said the bill would erase convictions that disproportionately affect Black and Hispanic residents compared with white citizens and help people who face difficulties finding jobs and housing because of their criminal records. It also bans discrimination based on erased criminal convictions. Many Republican lawmakers and even Democratic Gov. Ned Lamont had some reservations about the bill be-
cause it allows erasure of convictions for some violent crimes. Rep. Craig Fishbein, a Wallingford Republican and ranking GOP member of the Judiciary Committee, said examples range from carjacking to interfering with police.
Lamont signed the legislation last Thursday, but also sent a letter to legislators asking them to address his concerns that more violent felonies were not excluded, and that erased records will not be available to law enforcement agencies issuing gun permits or the judiciary in the event someone with a erased record returns to court.

cause they are a danger to themselves or others. Current law allows only prosecutors and police to ask a judge to issue a warrant to temporarily seize someone’s guns. The bill would allow others, including relatives and medical professionals, to request a police investigation into whether someone’s guns should be seized. After a gun seizure, the owner is entitled to a hearing within 14 days to determine if the seizure order should continue. It also eliminates the one-year cap on keeping someone’s guns. n Expand

State updates bottle deposit bill Starting in 2024, the standard deposit on returnables will double to 10 cents. This makes sense if only because of inflation, but it is also thought that it will increase the redemption rate, which could take some strain off towns’ and cities’ recycling
costs and also address this state’s recycling problem. Redemption rates on returnable bottles and cans have dropped below 50 percent, the CT Mirror has reported, and the state is facing the closure of an outdated regional trash-to-energy plant operated by MIRA, the Materials Innovation and Recycling Authority. “It worked very well at first,” said Rep. Mary Mushinsky, D-Wallingford, noting that the initial redemption rate was above 90 percent. “It has eroded over time, and the legislature didn’t respond. …
When MIRA closes, suddenly we’re going to get smacked upside the head.” Starting in 2023, the drink categories requiring a deposit fee will grow to include hard ciders and seltzers, juices, coffee drinks, teas, sports drinks and energy drinks. This makes good sense and reflects how much beverage marketing has changed in 40 years. Bottled water was added in 2009. The bill also imposes a 5cent surcharge on “nips,” those tiny liquor bottles that are so often seen discarded on the street but are not re-
deemable. And effective this October, the bill increases handling fees that beverage distributors pay to redemption centers, which is intended to encourage more centers to open. The bottle bill update passed overwhelmingly — 105-42 in the House and 33-1 in the Senate — proof positive that recycling is now mainstream issue, not the concern solely of a pioneering few.
