The final tally was 347 for Caldwell and 269 for Criscuolo. “I am very excited to join the fire commission. It was a group effort, so I appreciate all the help I got,” said Caldwell. “Democrats are ready for a change on our fire commission.” As fire commissioner, Criscuolo raised more than $100,000 for the town’s fire department after funds for ballistic vests and new helmets for the department were rejected by the Board of Finance in the 2019-20 budget. Also, Criscuolo is looking to raise funds for a new LUCAS heart compression machine.

Quinnipiac’s medical program provides students with a simulated hospital experience allowing them to gain the practical skills they will need in the workforce.

Though Criscuolo said he was “disappointed” to not return as commissioner, he still intends to support the fire department and first responders. “I wish the new commissioner the best,” he said. “I will continue to raise money for medical and emergency equipment.”

FASANO, GOP DECRY SURCHARGE

‘Restaurant tax’ has exploded into broad grocery hike of Revenue Services.

The extra penny will come on each dollar spent on popsicles and other frozen treats, doughnuts and bagels, pizza slices, hot dogs, smoothies, power bars, a hot bag of popcorn, and even pre-packaged bags of lettuce and spinach, according to written guidance prepared for grocery stores and other retailers by the Department

The effective sales tax rate of 7.35 percent also applies to beer, fruit juices, milkshakes, hot chocolate, wine, and distilled alcohol like brandy or rum. GOP lawmakers predicted the new tax, which was adopted by the Democratcontrolled legislature and signed by Gov. Ned Lamont, also a Democrat, will amount to a sweeping sales tax hike on many consumables that most residents consider to be groceries — and which therefore should be tax-exempt.

The tax on prepared foods remained in the new state budget — but instead of giving the money to the towns, the state would keep the revenue.

The concept of a sales tax hike on prepared foods originally was proposed by the legislature’s Finance, Revenue and Bonding Committee as an option to funnel more revenue into cities and towns. Communities would be allowed to keep the extra sales tax receipts generated by businesses within their borders. But regardless of who was getting the tax receipts, the tax itself was described largely as a tax on restaurant food or on “prepared meals.” In other words, someone who purchased a grinder and small soda combination, even at a supermarket, would pay the extra tax. Yet when the Department of Revenue Services released a policy statement to instruct retailers on how to apply the new tax, it was applied to a much wider range of prepared foods. Sandwiches and grinders — whether sold at a restaurant, grocery store or convenience store — were included in the memo listing “examples of taxable meals.” But so were

much smaller quantities of prepared foods. “They consider this a meal,” Fasano said, holding up a power bar. What was described as a tax on prepared meals evolved into a levy on meals, snacks and other foods that could be purchased and consumed with little or no work, Candelora said. He became known as “The Old Leatherman” and legends and tales have been passed down about him for generations. MADISON — Last weekend a crowd gathered at Hammonasset Beach State Park with one common goal: to find a cure for Crohn’s disease and ulcerative colitis. Candelora also noted that the Lamont administration back in January had researched removing the longstanding sales tax exemption on groceries as part of a larger plan to close numerous exemptions and also lower the overall sales tax rate on all items. “That fell like a lead balloon,” Candelora said, adding too many legislators feared “it would hurt the most needy people.” Fasano added that this sales tax surcharge would have the same effect. The elderly, single people and others who purchase and consume small quantities of food at one time would be harmed, he said.

Serving up gourmet frozen treats at Pop Centric By Bailey Wright Record-Journal staff

NORTH HAVEN — PopCentric founder Vicki DeCristofaro is on a mission to make healthy food fun and enjoyable through gourmet frozen treats. The idea was born out of a motherly desire to have her own kids eat more vegetables and less sugar.

“I started because I was trying to sneak vegetables into pops for my kids, who were extremely picky,” DeCristofaro said. At first, she tried to keep the pops as healthy as possible but eventually added more “traditional” treat flavors like cookies and cream because of customer demand. “My original idea, was to try

to make healthy pops that you felt good about giving your kids and they liked, but they didn’t know they were getting all the good stuff,” DeCristofaro said. “The public is more like my kids than I thought … They like the indulgent stuff.” She still has many vegetableinspired flavors, including mango carrot orange, kale berry, and coconut avocado. Recently, she’s been experimenting with herb pairings, like lavender custard or pineapple ginger. There are dairy and non-dairy varieties. Her inspiration comes from food shows, recipes and her 20-plus years in the restaurant business. The honey, fig and goat cheese flavor was inspired by Tre Scalini in New Haven, where she worked.

She also credits the owner of Tre Scalini for helping her get started in 2015 — when she needed a certified kitchen and didn’t have a storefront. The storefront did open, a year later at 55 State St., but DeCristofaro said she couldn’t have done it without that early generosity.

Madore got hooked on PopCentric at a food truck festival a few years ago. “I like that it’s not just sugar water,” Madore said. “She uses real fruit and real ingredients in it and of course, the taste is delicious.”

DeCristofaro makes the pops by mixing the homemade batch in liquid form and then pours it into molds and puts it in an industrial water-cooled pop maker for about 30 minutes.

Madore, who is lactose intolerant, appreciates the nondairy options. Her favorite flavor is root beer float.

Raymond Joseph Landry NORTH HAVEN Raymond “Ray” Joseph Landry, 89, of North Haven, passed away peacefully on Sunday, September 8, 2019. Ray is survived by his sons, Ray and Paul, his daughters Maureen and Judy, and his brother Edgar. Ray’s wife of 50 years, Marge, passed away in October 2002. He is also survived by nine grandchildren and seven great-grandchildren. Ray was a loving husband, father, grandfather, greatgrandfather and friend to everyone. Ray grew up in Massachusetts and became addicted to all things aviation. It was through aviation that he met his wife to be, Marge. He was a private pilot and a member of the Civil Air Patrol in Fitchburg, MA, and Marge was a student pilot at the airport. Within a couple of years, they were married and moved to Connecticut so he could begin his new job at Pratt & Whitney Aircraft. After 35 years of service, he retired from Pratt & Whitney to follow his love of travel, especially his two favorite destinations of Hawaii and Las Vegas. In addition to travel, being a true New Englander, he greatly enjoyed watching his Boston Red Sox and New England Patriots; always at odds with the “Evil Empire,” the Yankees. Ray was also interested in working with and motivating youth, as was evident by his years of leading the local Boy Scout troop, the Columbian Squires, and coaching Babe Ruth baseball. For relaxation, Ray enjoyed reading books and magazines, especially those related to aviation. However, the two things he enjoyed most in his life were the comradery with

Manikins are measured by fidelity, meaning how lifelike they actually are. Several of the mankins in Quinnipiac’s simulation lab are high fidelity, and run about $75,000 to $85,000, according to Darlene Rogers, director of laboratory and simulation operations. “We want to guarantee certain experiences for our students in the simulation lab that maybe we can’t guarantee in the hospital,” Rogers said. “So we want to make sure that every one of our students sees a birth, a patient who has asthma, a seizure … we can guarantee that here.” Students take different roles in the hospital rooms, giving everyone a chance to experience procedures from different points of view. Professors set themselves up in a control room adjacent to the simulated patient’s room and are able to voice and control different aspects of the manikin. “When we go through the clinical scenario, we’ll have one person

who’s like the patient’s family member, one of the students will be the nurse, another will be the doctor,” said nursing student Alicia Ricci. “We all play different roles so we know what to do and what to expect in a scenario.” According to Rogers, manikins and simulation in medicine became popularized in the early 2000’s. “At the time it was really nursing that was using the manikins,” she said. “Now its really evolved, over these past 10 years especially, to start including different professions. We have PT and OT and physician assistants … they’re all up here using the manikins and learning individually and also together as a team.” Professors facilitating these simulations may stop a scenario at any point to provide

instruction to the students. After scenarios have been completed, students and professors get together to talk about how things went. “In healthcare, communication is everything,” said Rogers. “The most important skill in these rooms is communication and verbalization and that’s what we’re doing here.” Simulation director Liana Kappus says that with all the instruction and bells and whistles, the simulation lab has become “the batting cage for healthcare.” “This is a place where they can take risks,” she said. “We can challenge them at the edge of their learning curve, they can challenge themselves and they can make mistakes.” ebishop@record-journal.com 203-317-2444 Twitter: @everett_bishop
