High school sports shift to full practices

In looking to bring high school sports back amid the coronavirus pandemic, the Connecticut Interscholastic Athletic Conference has emphasized the importance of a gradual process that can change on a daily basis. At the end of last week, state schools learned that they had moved one key step closer to returning to regular-season competition on Oct. 1. Last Friday, the CIAC sent out an email to athletic directors informing them that schools could move from cohorts to full-team practices as part of phase two of their sports plan. The move went into effect Monday. Twelve Percent Beer Project, located at 341 State St. in North Haven, held a ribbon cutting grand opening Thursday, Sept. 3. Twelve Percent Beer Project partners with local craft brewers Abomination, Fat Orange Cat, Marlowe Artisanal Ales and Skygazer, as well as wellknown national brands American Solera, Hoof Hearted, Omnnipollo, Stillwater, to name just a few, to brew world-class beer and seltzers. Beautification awards distributed North Haven Garden Club is happy to announce the winners of the club’s 2020 Beautification Awards. The club received 13 nominations for gardens in town and all were viewed by the Beautification Committee. Ultimately, the club awarded Certificates of Excellence to the Conley Family, Mike

Grabowski, the Landon Family, Fred and Nancy Morcaldi, Maria Parillo, Jennifer Pincince, the Rajaiemi Family and the Reed Family. Honorable Mention certificates went to the Cerretta Family and Christen Nicole. Due to the amount of recipients, and social distancing guidelines, the North Haven

Environmental officials at odds over soil cleanup By Lauren Takores Record-Journal staff

WALLINGFORD — It might seem like a no-brainer for companies to clean up soil contaminated by industrial pollution, but it’s not that simple when the process might further damage the ecosystem.

but that changed about 10 years ago. Now companies must clean it up within eight years after the purchase is handled.

Nickel released from air vents as a vapor settled in the parking lot and washed into the wetlands by rain runoff, according to DEEP officials. The soil must be removed completely, disposed of in a licensed facility, and replaced.

Pfizer applied for a permit from the Inland Wetlands and Watercourses Commission in July. The commission reviewed the project recently, but tabled the discussion.

A site investigation with town planning officials took place Aug. 11, and a special meeting was scheduled for commission members and the public to tour the site. Town Environmental Planner Erin O’Hare said this is a major potential impact project and the biggest she’s ever seen. The entire area would be basically clear cut, except for trees with a 15-inch diameter at breast height.

In this case, the contaminated land is owned by electronics manufacturer Ametek Inc. and spans 2.3 acres between 5 Toelles Road and 21 Toelles Road. It’s a swampy wooded area bordered by FedEx on the west, the railroad tracks to the east and Wharton Brook to the south — very near the North Haven town line.

Pfizer Inc. sold the property to Ametek in January 1988, but under state law regarding property transfers, often referred to as the Transfer Act, the pharmaceutical company is responsible for cleaning up the heavy metal contamination in the soil.

Plans call for clearing approximately 27,192 square feet of most vegetation and excavating down 2 feet to sufficiently remove the nickel contamination. An additional approximately 70,335 square feet would be excavated down 6 inches, with hand-shoveling between the shallow roots of the remaining trees. That raises three big concerns for her, she said, even with erosion controls and a plant restoration plan in place. “The plants are thriving,” she said. “The birds are singing. It’s been there for 40 years. It looks great. You expect it to be a barren wasteland when you hear hazardous waste. So why are we doing this? I’m still not to the bottom of this.” Her main concern, she said, is that the entire site lies in the Wharton Brook floodplain forest wetland, but 1.1 acres within that area is located in a designated FEMA floodway. The plan proposes installing a temporary storm water outfall unit and a temporary rip rap protection swale, as well as an over-the-ground by-pass pipe to convey upland storm flows and reroute them to the temporary unit. It’s also a critical habitat for the eastern box turtle, a state species of concern. The plan proposes canvassing the project area for any turtles and relocating them during the project. By removing all vegetation, invasive species could move in and thrive with no natural enemies, O’Hare said. Plant restoration would involve monitoring 900 new plants over an eight-year period, and an invasive plant eradication plan is proposed to prevent the colonization of the sunny, formerly shaded, densely vegetated forest floor. I was just thinking about the citizens of North Haven, and all that we’ve been through lately. First and foremost, we all adapted to our world turned upside down by the pandemic. Now, six months into it, the challenges and uncertainties remain as acute as back in March.

I would like to discuss a suggestion I made at the Sept. 3 Board of Selectmen meeting. First, some background. Because of an Executive Order issued by Governor Lamont early in this pandemic, the public has not attended our BOS meetings in person. So there has been no public comment since our March meeting. Public comment, a regular agenda item, offers our citizens the opportunity to directly address elected officials with questions, suggestions and concerns. I miss public comments – it is an essential element in our form of government. I suggested that we allow folks to email their public comments prior to BOS meetings, and the board could respond during the meeting. I hope Mr. Freda will strongly consider effectuating my suggestion. Perhaps the Board of Finance could do the same.

Examine trees on your property North Haven has had several severe weather events over the last few years that have damaged trees, and in many cases, changed the landscape of our properties. After the initial removal of most debris and obvious damage, the remaining trees become our new landscape and our lives return to normal. But, there may be more damage in the trees that may not be obvious – unless you look closely. The strong winds stress all parts of the tree, sometimes enough to break limbs, trunks and roots, completely, and sometimes enough to cause cracks that don’t result in obvious problems. This is a good time to carefully look at the trees and determine if there are cracks in branches, trunks and crotches that are precursors to total failure in the future. It is much more cost effective to remove or correct problems now, rather than deal with much bigger problems later. Trees are living things and they will do their best to “heal” themselves and continue growing. However, if cracks have developed in wood, the tree has no ability to heal or mend the crack. Trees only produce new tissue in a thin layer under the bark, and over years, it may grow enough new material to cover the defect within the wood.
