New year, new historical society. The North Haven Historical Society, located in the North Haven Cultural Center at 27 Broadway, will be undergoing renovations through the new year. “It will allow us to make the exhibits more current, it’ll be more appealing and we

Last year, the town replaced the original slate roof atop the Cultural Center after it began to leak. Community service project hits the right notes Six North Haven High School juniors completed a year-long community service project benefiting the elementary school musical instrument program in town.

Problem Solving category. “Spreading The Music” earned second place in the state and earned the team an invitation to compete and to present their project at the International Conference of Future Problem Solving Program.

The “Spreading The Music” project grew out of the North Haven High School Future Problem Solving Program, which is coached by history teacher Bevan Moore. The six students collaborating on this extracurricular service project were Carly Fresher, Molly Coyle, Diego Esponda, Team members Carly Fresher, Diego Esponda, Kayleigh Kayleigh Meehan, Elliza Sayed and Olivia Stefanik. The last batch of donations were delivered recently, marking the official conclusion of the project.

All of the donated instruments will be used over a number of years, being made available to as many students as possible.

After researching this problem, reaching out to numerous non-profit entities in need of donations, and coordinating with school administrators and cafeteria staff, this team was successful in obtaining bountiful food donations and arranging transportation.

After investing up to 60 hours of work from each student team member, 23 instruments were collected, while sufficient funds were raised from private donations and a local business to clean the instruments, purchase reeds, and make a substantial cash donation.

The team sought to solve the problem of some North Haven elementary school students not having the ability to purchase or rent musical instruments needed in order to take lessons in school. The solution steps the team followed included communication with school administrators, raising awareness of the project in the community, fundraising, collecting instruments, having the instruments professionally cleaned, and donating the instruments to the North Haven elementary schools.

Another North Haven High School team, from the Humanitarian Club, placed fourth at the state competition with their project titled “Closing The Circle.” The students’ goal was to reduce local food waste by collecting excess food from the

school cafeteria and transporting it to a soup kitchen in New Haven on a weekly basis.

Why is speech being restricted? By Sally J. Buemi

I was just thinking about freedom and democracy. Those things matter to me. During the recent election season, as I campaigned, visiting over 700 houses, I heard from many of you, and regardless of party affiliation, folks consistently thanked me for my efforts to promote civil discourse of the issues. So I know that freedom and democracy matter to you too. In June of 2017, I wrote about the day democracy died in North Haven. I was referring to a selectmen’s meeting on May 31, 2017 at the recreation center gym. It was a dark day indeed, a shocking meeting during which I and many others were heckled and insulted because of our opinions, and nothing was done to stop it as Mr. Freda’s gavel sat still as if cemented to the table.

Well, I have another date for you – Nov. 20, 2019 – the day democracy was buried in North Haven. This occurred at the Board of Finance meeting during which Chairman Richard Monico boldly announced his new BOF Public Comment Policy, which was adopted by a 6-1 vote (with Democrat Mike Hallahan as the lone dissenter).

Public comment is a regular agenda item at most board/ commission meetings. In our Town Meeting form of government, public participation is not only encouraged but required in order to conduct town business.

The Town Meeting is the legislative body, meaning each citizen is a legislator. We value public comment at our various meetings. The freedom to personally address our elected officials is at the cornerstone of our town government.

This new BOF policy restricts content, nature and time for public comment. For content, citizens can only comment about items on the agenda. For nature, citizens can only make comments. Questions are no longer allowed. And for time, citizens are limited to five minutes, with another three after everyone else has spoken. These restrictions are outrageous. At some town meetings, those heavily attended, the Town Clerk will announce a 10-minute limit (and then you can speak for another 10 after everyone else). But at BOF meetings, only a handful attend, and even fewer come to the public comment microphone. I am a regular speaker at BOF meetings, and at the October meeting, I had a heated discussion with Chairman Monico about the nature of public comment, so I can’t help but think this new policy is directed, at least in part, at me personally. But I am far more concerned about the impact this restrictive policy will have on citizens in general, especially as I struggle to convince people to attend meetings and participate. The U.S. Supreme Court would call this “the chilling effect.” During the discussion of this new policy, Chairman Monico said that sometimes public comment has been longer than the meeting. First, that is extremely rare. And second, so what? With the exception of two Saturday budget workshops (during which no public comment is allowed), the BOF meets only 10 times a year. I don’t understand how someone can speak so eloquently of sacrifice and freedom one day, and then vote to restrict free speech at BOF meetings soon thereafter.

Here is the irony in all this. We celebrated Veterans Day recently. I attended several events. My Dad was a Purple Heart recipient in WWII, and veterans ceremonies often bring a tear to my eye. Mr. Freda spoke of the sacrifices made by veterans for our freedoms, such as freedom of speech.

Democracy, my friends, has died in North Haven. But hypocrisy, sadly, lives on.

“The historical society is very important to the town,” said First Selectman Michael Freda. “We needed to make an investment in our historical society so it’s not left in a state of decay.” Freda said that after the issues with the roof were addressed he met with the historical society board to discuss further renovations, which included the carpeting and paintwork.

The walls of the Cultural Center are cracked and chipped. Some areas were further damaged by a leaky roof.

In addition, Freda said the historical society’s lighting would also be improved and that there would be some work done to the exterior of the building moving forward. “We talked about sidewalk repairs, which are very important, because a lot of se-

nior citizens go there,” the first selectman said. Freda added that the town was looking to repair some brick separation on the outside of the building as well as updating the Cultural Center’s basement window.
