Firefighters to team with Santa this weekend

THE LANDING OF NORTH HAVEN

By Everett Bishop The Citizen

For the past 20 years, North Haven volunteer firefighters have been working closely with Santa Claus to bring the Christmas spirit to children across town.

By Everett Bishop The Citizen

On Saturday, Dec. 14, Northeast Fire Company 4, headquartered at 366 Washington Ave., collected wrapped presents from parents and family members from 12 to 4 p.m. And this Saturday and Sunday, the fire company will load the gifts onto one of their antique fire engines and deliver them, with a little help from Kris Kringle.

The Landing, North Haven’s newest addition in senior care facilities, is abandoning the idea of sending loved ones to a home and instead sending them to a resort.

“This is our major fundraiser of the entire year,” said North Haven fire fighter Todd Ricci, president of the Northeast Volunteer Fire Associa-

Neil Longabardi, a North Haven local, cut the ribbon officially opening The Landing on Thursday, Dec. 14 with the facility's executive team. Photos by Everett Bishop, The Citizen

Though they have been hosting 30 residents since October, The Landing invited the community to its ribbon cutting ceremony on Thursday, Dec 12. According to General Manager Eric Piekarz, the facility expects another 124 residents to be coming in. “It feels terrific. After months and months of construction and preparation it feels extraordinary to finally be at the ribbon cutting,” Piekarz said. “And to have such a fantastic team that got us here; between the town, the community and all

tion. “It’s really a great event. It’s nice to see the kids smile and there’s a lot of camaraderie amongst us to get it done.” The fire company asks for a $30 donation for deliveries of up to two kids and $5 for each additional child. Ricci said the fundraiser brought in more than $2,000 last year. “It’s just part of our giving back and giving the Christmas spirit to the children of the town,” he said. Kate Mena, a newcomer to North Haven, dropped off presents for her 3-yearold Lily, who “loves Santa and fire trucks.” “I think this is so great,” Mena said. “Stuff like this is why we moved to North Haven in the first place.”

Lamont exploring health care reform By Mark Pazniokas © The Connecticut Mirror

The bar for health care reform was set high in Democratic presidential politics, first by Bernie Sanders and more recently by Elizabeth Warren. She proposed $20.5 trillion in new federal spending to replace private health insurance with her version of “Medicare for All,” though she quickly hedged on how long it might take. On the ground in Connecticut, one of the nation’s insurance capitals, the administration of Gov. Ned Lamont is part of a new bipartisan working group exploring incremental changes aimed at

halting, or at least slowing, the rising costs of health insurance premiums, prescription drugs and other elements of health care. “You may love ‘Medicare for All’ and have an Elizabeth Warren bumper sticker on your car,” but sweeping national change is hardly at hand, regardless of who wins the White House and control of the U.S. Senate next year, said Rep. Sean Scanlon, DGuilford, co-chair of the state legislature’s Insurance and Real Estate Committee. “We can’t wait that long.” The involvement of the Democratic governor gives the new working group

something lacking in the failed effort to pass a state health reform bill in 2019: The potential of priority status for the issue from Lamont, something that helped pass laws raising the minimum wage and authorizing the creation of a paid family and medical leave program. “Where the 2019 bill really failed was that, number one, health care was an afterthought of the majority,” said Sen. Kevin Kelly of Stratford, the ranking Senate Republican on the Insurance and Real Estate Committee. “It was the last issue on the last day. It should have been the first issue on the first day.” Lamont, a first-year Democratic governor, said that health care costs must be addressed, and he is closely watching the push for reform by Charlie Baker, the

fifth-year Republican governor of Massachusetts and former chief executive officer of a health insurer, Harvard Pilgrim Health Care. Connecticut pays $1.2 billion annually in health benefits for employees and state retirees who are not yet eligible for Medicare. Pharmacy costs alone for employees and non-Medicare retirees are $277 million, with another $257 million in supplemental coverage for Medicare recipients. “You have to deal seriously with health care cost in this state,” Lamont told CT Mirror. “And I’m going to deal with it, because there is no way to solve this fiscal situation long term unless we deal with health care.” But what that working group

might produce for consideration by the General Assembly in its three-month, election-year session in 2020 is unclear. Will it be a public option? Reinsurance that could lower premiums? Importation of drugs from Canada? All of the above? Lamont is not committed to submitting a health care bill when the session begins in February. “I won’t prejudge what people come out with,” said House Majority Leader Matt Ritter, D-Hartford, who has been skeptical about the legislature’s capacity or appetite for sweeping reform in a short session. “The governor’s support is critical. If the governor is willing to get heavily involved, that matters.” One of the X factors is what will be competing with health care when the 2020 session opens on Feb. 5, when Lamont will propose

adjustments for the second year of the $43.4 billion biennial budget adopted in June. The administration is optimistic that a special session in January on a transportation infrastructure financing plan centered on truck tolls will resolve what has been an all-consuming issue for the first-year governor. Comptroller Kevin Lembo, whose office manages health benefits for state employees and retirees, has been working directly with hospitals over ways to control health costs for the state. “The public option, the ‘Connecticut Option’ we talked about, was about how to leverage some of the work we are doing here to benefit small employers,” Lembo said, referring to the 2019 legislation. In 2019, the push by lawmakers for health care reform began relatively simply, with a measure that would have opened the state’s health plan to small companies and nonprofits, form an

advisory council to guide the eventual development of a public option, and create a discount program to provide savings on prescription drugs.

Reinsurance programs provide a subsidy to health insurers to help offset the costs of enrollees with large medical claims. In a competitive market, insurers will pass this subsidy on to consumers. Kelly and Senate Minority Leader Len Fasano, R-North Haven, said that assessing insurers for the reinsurance would have defeated the purpose of the subsidy. “It’s always thrown in my face: ‘You have to find the money,’” said Kelly, a lawyer who worked for 14 years as an investigator in the state Department of Social Services.

In late May, Lamont unexpectedly backed a more ambitious version that would have created a “Connecticut Option” – a state-sponsored plan offered to individuals and small businesses that don’t have employer-subsiIt passed the House, but dized coverage. 5 tips to prevent package theft during the holidays By Lauren Sellew Record-Journal staff

If you shopped online for presents, your packages are likely arriving soon. Here are some tips from police to help prevent thieves from making away with your orders.

1. If possible, have packages delivered to a work address or a friend/relative who will be home. This was the first tip on the list from local and state police. Many businesses have a receptionist to make sure packages makes it to the recipient.

“If they have the option to have packages shipped to their workplace, that is always a great idea,” Meriden Sgt. Darrin McKay said. 2. Sign up to receive a notification when the package is delivered and/or require a signature to accept the package

If possible, have a friend or trusted neighbor pick up the package once it is delivered to keep it safe until you get home. Police said many packages are stolen during the daytime hours, when residents are more likely to be at work.

reach FRA in that year, an important income threshold is $18,240, which is $600 more than it was in 2019. For every $2 of income earned beyond that amount, one dollar in Social Security benefits will be withheld. If you will reach FRA in 2020, you can earn up to $48,600 for the months prior to reaching FRA before any reduction in Social Security benefits occurs. In that case, you sacrifice $1 of benefits for every $3 in earnings above the threshold. Once you reach FRA, the earnings limit no longer applies to Social Security recipients.

Promotion

Impact on income earners Those not yet collecting Social Security who earn sixfigure incomes may see a modest tax increase in 2020. If your income typically exceeds the maximum taxable earnings amount for Social Security, you should be prepared for this change. In 2019, any income earned by an individual beyond the $132,900 maximum was not subject to the 6.2 percent Social Security payroll tax. In 2020, that threshold increases to $137,700, which means an additional $4,800 is subject to Social Security tax in 2020. That result is an added tax of up to $297.60 in the coming year.
