because voters approve it and he expects town officials will wait to have the grants before doing so.
“I have to trust the finance department” not to bond “ for money we don’t need to expend,” Doheny said.
The finance board also recommended borrowing $5.7 million for upgrades to the Temple Pines Senior Housing facility. The project will include work on windows, roofs, heating and cooling systems, and the property.
The town has not applied for a grant for the project, meaning it has to borrow the full amount.
Freda also asked the board to back $815,000 in bonding to study the town’s Water Pollution Control Authority’s system.
Public Works Director Lynn Sadosky said too much stormwater is flowing from the system into the Quinnipiac River, and the Department of Energy and Environmental Protection could force the town into action if it doesn’t come up with its own solution.

“What we’re trying to do is get out ahead of it,” she said. The town is hoping to receive a $447,500 grant and money from the WPCA’s enterprise fund to cover the rest of the cost.
Other notable projects include $2.75 million for repairs and improvements to various town buildings, $751,000 for upgrades to recreational facilities and $335,000 to move the transfer station from the recycling center to Powdered Metal Road.
Freda said the town’s zoning regulations don’t allow the transfer station at the recycling center property. The cost will pay for the move and upgrades to make the station more user friendly.

Support Attorney Heidi Avila for the Board of Education
Editor:
Let me introduce you to Attorney Heidi Avila. She is currently your North Haven Democratic Party endorsed candidate, a businesswoman, a homeowner, a mother, a daughter, and my sister. I can best illustrate her determination and drive by speaking a little of what I

are interviewed by Library Speaker Consortium moderators who sometimes ask questions directly from the live audience viewers.
The North Haven Library was part of a new group of national libraries that signed up on behalf of their patrons, with support from funding by Friends of the North Haven Library.
“Before, the author talks were all just academic,” says Brittany Pearson, the reference librarian for the North Haven Memorial Library.
“Then the Library Speaker Consortium reached out to the library world to see who might be interested on getting in on the ground floor and we signed up.”
A little more than a year later, that interest has paid off, as more than 4,300 patrons have watched an Author Talk series through the Library. This success has been beneficial for the library, because it adds to the overall statistics the library sends to the State pf Connecticut for funding purposes. The higher engagement from library patrons, the more likely the Library is to continue to receive funding in the future.
Pearson credits the success to both the variety of the authors and the flexibility of the interviews, as patrons do not necessarily have to
witnessed growing up as siblings in the same home and then as young adults.
At one point in Heidi's life, our biological mother became terminally ill with cancer. Her disease spread and eventually took her life while Heidi was a Senior in High school. Heidi cared for her while maintaining good standing with her high school academic obligations and working full-time. During the last days of our
watch live. Once registered through the library, viewers get a link to the video and always have the option of watching it at a later date.
“People are happy because they like to watch on their own time frame,” says Pearson.
Sometimes, this flexibility to watch at a later time is beneficial, as the national live stream has to accommodate west coast viewers as well.
Typically, three authors are scheduled each month. In August, for example, New York Times bestselling author Robert Jones, Jr. gave an interview on Aug. 15, while New York Times bestselling authors Cassandra Clare and Jeff Selingo are scheduled for later this month.
The program has so far been so successful that the talks are scheduled out to November, with some noteable authors coming soon.
“There’s just stuff for everyone, though I’m probably most excited for (actor and author) John Stamos (on Nov. 1.) I also think that (the 23rd United States Poet Laureate and 2023 Winner of Yale’s Bollingen Prize for American Poetry)Joy Harjo’s talk (on Nov. 16) will be a really beautiful session,” said Pearson.

mother's life, Heidi never missed a visit to the hospital, where she spent long hours with our mother and always had a loving, emphatic, supportive touch.
Later, as a young woman, my sister was raising her child, working full-time, and enrolled as a full-time undergraduate and then law school student at the University of Connecticut. When she registered at the university, Heidi's baby boy was only two years old. Today, she is the proud mother of three beautiful children, all of whom have attended school in North Haven. In addition to running a successful law practice in North Haven, she primarily cares for our elderly father, who was recently diagnosed with dementia.

My sister Heidi is a young woman who has already overcome many challenges growing up in the Hill neighborhood of New Haven. She believes in people, especially our young people, and the value of education to their individual quality of life and the betterment of the entire community.
As your representative to the North Haven Board of Education, Heidi will work diligently to look after every child's interest and ensure that tax dollars are appropriately delegated to the child's best interest. Heidi is courageous and open-minded, which is essential to this position. Moreover, she is inclusive, caring, and dependable, but she has integrity.
Heidi has been a source of inspiration to many people, including me and my older brother. I eagerly support her as our North Haven Board of Education repre-

Heidi Avila for BOE – back to basics
Editor:
I personally recommend Heidi Avila as a Democratic candidate for the North Haven Board of Education (BOE). She has impressed me with her contributions to the Democratic Town Committee (DTC), her reputation as a highly respected attorney working in our community and, in particular, for her responses to the questions posed by the DTC Nominating Committee. I found it very refreshing to hear Heidi describe her pro-

Heidi has a no-nonsense attitude about education because she has “walked the walk”. She clearly values literacy and academic achievement - as a life-long student, attorney, local business owner and as a responsible parent. She emphasizes the critical need for testing, data analysis, required reading, study skills, as well as accountability, in order to improve the quality of education. On the BOE, Heidi would work tirelessly to enable students to achieve their full academic potential and enhance their future prospects.
Heidi also appreciates the importance of creating a safe, welcoming and nurturing environment for all students. The difference is, for Heidi, Diversity, Equity and

Inclusion (DEI) is not just a social theory or a progressive cause or a rallying cry –it is her daily reality. As a woman, Latina, and mother of bi-racial children, she has first-hand knowledge of the devastating effects of bullying and discrimination. Her lived experiences, combined with her legal training, make her an ideal advocate for all students in our community –especially those from marginalized populations. I firmly believe that Heidi will make positive contributions to the BOE and give our students the best chance for success in the real world.
I ask all registered Democrats in North Haven to please consider voting for Heidi Avila in the Democratic Primary on Sept. 12, 2023.

Decide To Ride
Editor:
There’s nothing like football season in our area to bring people together. As students, alumni, and fans aged 21+ pack the stadiums this year, reminder to plan ahead for a safe ride home if your game day plans include a beer or two. Whether you’re at a tailgate, seated on the 50-yard line or cheering on your team from a local bar, Anheuser-Busch, Mothers Against Drunk Driving, Uber, and Dichello Distributors, Inc. have an important message for the entire community: Decide to Ride. Drunk driving is 100% preventable. By opting for an Uber or other sober ride home at the end of the day, we can keep everyone safe and ensure the good times continue all season long. AnheuserBusch, MADD, and Uber joined forces and launched the Decide to Ride campaign in September 2021 as part of a first-of-its-kind industry coalition aimed at bringing an end to drunk driving. This season, Dichello Distributors, Inc. is proud to help promote responsible drinking behavior and keep our community safe.
