CHESHIRE — The window for spring sports is still open. It has, however, grown narrower.
“Masks are not a substitute for social distancing,” said Lea Crown, Meriden health and human services director. “Everyone should still aim to maintain the six foot distance from others, as well as practice other public health prevention efforts such as regular hand washing.”
With Gov. Ned Lamont announcing last week that Connecticut schools will remain closed through May 20 due to the coronavirus, the CIAC will reconvene on Thursday, April 23 to assess the status of the 2020 spring high school sports season.

”The announcement to extend school closings through May 20th provides a timeline for the CIAC to consider regarding spring sport opportunities,” the CIAC said in a statement released Thursday, April 16. “CIAC administrative staff will have more detailed conversations with superintendents, principals, athletic directors, member leagues, medical professionals, and coaches over the next week and half. The CIAC Board of Control will meet on April 23 to review feedback from each group
and discuss safe and realistic spring sport experiences.” By April 23, nearly three weeks of the spring season, which was due to start April 4, will have been lost. The May 20 date announced by Lamont makes it seven weeks — essentially all of the regular season. The state tournaments were due to run May 30 through June 13. There has been talk of the CIAC staging a shortened season in late May and deep into June — perhaps even one that extends into July.
That will depend on decrees from the Governor’s office as well as the state Department of Education. Following the lead of the state has been the baseline of CIAC’s waitand-see approach throughout the coronavirus pandemic regarding the spring season. In Brief Presidential Primaries Connecticut’s presidential primary election has been postponed to June 2 to impede the spread of coronavirus. The original date was April 28.
Tax deadline The income tax filing date has been pushed back from April 15, to July 15. Treasury Secretary Steven Mnuchin announced the decision in a tweet Friday, March 20 saying that at President Donald Trump’s direction “we are
moving Tax Day from April 15 to July 15. All taxpayers and businesses will have this additional time to file and make payments without interest or penalties.”

‘Hard to count’ populations and the U.S. Census Did you know the answers you provide to the U.S. Census are used only to produce statistics? You are kept anonymous; the Census Bureau is not permitted to publicly release your responses in any way that could identify you or anyone else in your home. Under Title 13 of the U.S. Code, the Census Bu-
reau cannot release any identifiable information about you, your home, or your business, even to law enforcement agencies. The law ensures that your private data is protected and that your answers cannot be used against you by any government agency or court. Vi-
olating Title 13 is a federal crime, punishable by prison time and/or a fine of up to $250,000. Every U.S Census Bureau employee takes an oath to protect your personal information for life. Confidentiality is imperative for an accurate count, especially for some who are considered “hard to count” (HTC.) HTC populations are those for whom a real or
perceived barrier exists to full and representative inclusion in the data collection process. Some examples of commonly HTC populations include people experiencing homelessness, historically marginalized groups, nomadic peoples, and more. Groups of people may be HTC for four main reasons: they are hard to locate, hard to contact, hard to persuade,
or hard to interview. Unfortunately, this means these very groups are at risk of being underrepresented in the count; the result is inefficient allocation of public resources. Strictest confidentiality is essential to helping mitigate mistrust and ensuring communities receive the full benefit of an accurate count. See Census, A7

Area athletic directors remain hopeful that something of the spring can be salvaged, especially for seniors. “I would say we have not completely eliminated any hope,” said Sheehan’s Chris Dailey. “May 20 would give us a potential for an abbreviated season.” On the other side of Wallingford, Dailey’s counterpart at Lyman Hall, Steven Baker, sounded a similar refrain.
“I think we are holding out hope until there is a final decision,” Baker said. “Everything is still on the table. Nothing has been decided beyond May 20. We aren’t giving up yet.”
Southington AD Steve Risser noted that it’s not just spring sports that are hanging in the balance. There are proms, graduations and other end-of-the-school-year events.
Said Maloney AD Bob McKee, “The CIAC wants to do everything in their power to give the teams some spring experience if they can. Everyone wants it and the CIAC wants it. There’s not one person against it. We are all just waiting to see what happens. Getting back into school is the big thing right now.”
“I think the CIAC is going to hang in there and follow the Governor’s lead,” Risser said. “We want to keep hope alive. All of us are focused on getting any kind of spring experience for our seniors.” Risser said several options are being discussed for a possible spring season, but nothing can be put into place until schools reopen. Estate Planning during COVID 19 Crisis The Covid-19 pandemic undoubtedly has you on edge. We have all been forced to face our fears in some way, whether it’s the fear of falling ill, losing a job, having to spend time alone or losing a loved one. With all these anxieties and unknowns weighing on your mind, it might feel like there’s suddenly a pressing need to get your affairs in order. We hope that you do not contract COVID-19, but it does not hurt to be prepared if you do need to be quarantined or hospitalized. It can feel scary thinking about getting sick or not being able to make decisions for yourself, but a well thought out estate plan can ease your fears. After all, wouldn’t you feel better knowing that the burden of making health and financial decisions will never fall on unprepared family members? The truth is that just about everyone should have an estate plan, even if there is no looming health threat. So, if you don’t have one, there’s no better time than now to put it together.
Documents Needed For An Estate Plan Anyone over the age of 18 requires some level of estate plan. A complete estate plan will also include several important documents, such as a will, revocable trust (sometimes called a living trust), financial durable powers of attorney, advanced directives, and more. In light of the current situation, the two most important documents to have on hand are the appointment of a Health Care Representative and a durable powers of attorney for finances. You need someone who can do your banking or make your medical decisions if you are quarantined in your home, admitted to the hospital or become incapacitated. Here’s a look at all the documents you should have in a comprehensive estate plan and what they mean: 1. Durable Power of Attorney A durable power of attorney (DPOA) document is a legal document that gives someone, an Agent the authority to carry on a person’s financial affairs. The DPOA gives the Agent the ability to pay bills, write checks, make deposits, sell or purchase assets or sign any tax returns. 2. Health Care Representative Similar to a financial durable power of attorney, naming a Health Care Representative (HCR) gives an individual the authority to make health care decisions on your behalf if you are incompetent or incapacitated. If you’re over the age of 18 and don’t have an HCR, your family members will have to request that the probate court appoint a conservator to have these powers. This can result in unnecessary delays and expense. The appointment of an HRC is part of your Advance Directives. 3. Living Will A living will, also part of your advance directives, allows you to specify what end-of-life treatment you do or don’t want to receive if you become terminally ill or permanently unconscious and won’t survive without the administration of life support. These are difficult decisions that should be made by you rather than placed on concerned family. 4. HIPAA Waiver While your advance directive contains language that allows your HCR to access your medical records, it’s not uncommon for medical facilities to refuse access to medical information without a stand-alone HIPAA waiver. Make sure you have a stand-alone HIPAA waiver to allow your nominated agents and family members to have access to your medical information so they can speak freely with your health care providers in case of a medical emergency or your incapacity. 5. Last Will And Testament A last will and testament is a legal document that allows you to direct distribution of your property at the time of your death. A will also allows you to appoint an executor, who oversees the distribution of your assets. A will also allows you to appoint a guardian to take care of minor children. Again, if you don’t have a will, a court will decide who is the best person to fulfill that role.

Living Trust A Living Trust also referred to as a Revocable Trust is a legal document that you make to create an entity to hold your assets, You can change your trust at any time (which is why it’s called “revocable”), and you can set it up to outlive you. If you become incapacitated or are unable to manage your estate, your living trust avoids the need for a court appointed conservatorship. You will appoint a successor trustee who steps in and manages your affairs without the involvement of the court, avoiding the extra time and money associated with probate. bands worked much better. She said the masks need to be routinely washed based on use. An effective cloth mask should fit snug but comfortably against the side of the face, be secured with ties or ear loops, include multiple layers of fabric, allow for breathing without restriction, and be able to be laundered, according to the CDC.
A mask can be made from cutting a strip of fabric from a T-shirt, or using a bandana or otherwise square 20 inch by 20 inch cotton cloth. A coffee filter can be used inside.
The masks should be used in any area where social distancing is hard to maintain, like grocery stores and pharmacies, especially in areas with community-based transmission, the CDC says. “I also continue to urge people to only go to stores for essential items. This is not
the time to browse or go to the store because you may be bored at home. If you don’t absolutely need the item, don’t go to the store,” Lockwood said.
Community support Some local residents and businesses have stepped up to help sew masks for others. In Wallingford, Patricia Longobardi is trying to get fabric masks to people in need, nurses in particular, many who are using the fabric masks as an extra layer over
medical ones. The masks have a pipe cleaner above the nose, a pocket to insert a filter, and elastic bands to attach to the ears. She started sewing masks about three weeks ago when a friend working at Genesis HealthCare Facility in Wallingford needed them. Longobardi hasn’t stopped making them since and doesn’t have plans to slow down. She hasn’t kept track of how many she’s made, but knows it’s a lot. “I’m working on an order of 100
right now,” she said last week.
Longobardi owns a small business called “Sewing by Patricia” and usually tailors dresses for proms and weddings, but since everything was cancelled, she’s had more free time. It also means she has the supplies and skills to spare. Like many homemade mask makers, Longobardi isn’t charging for them. Instead she’s asking for donations to give to the Wallingford Wishing Well. Two sisters in Wallingford and Cheshire started making fabric masks recently. The masks have pockets to insert surgical masks or extra fabric and can be washed for reuse. “I'm naturally a helper, so I wanted to find ways to help during this stressful time,” said Michelle Cucinelli, a Wallingford resident, via Facebook Messenger. “I'm not in health care, although a lot of family is, so I put my sewing skills to use and started making masks once I saw there was such a huge need for them in the community.”
Together, Cucinelli and her sister have made about 100 masks to donate and plan to continue until materials run out. “Some masks were donated to Yale New Haven Hospital, some have been distributed to members in the community who have asked, and some will be donated to local first responders,” Cucinelli said. Both women said elastic for ear attachments is the hardest material to come by.
