CIAC unveils plan for fall sports season

CHESHIRE — For Connecticut high school students, there is light at the end of the tunnel. On Friday, the CIAC released guidelines for the “resocialization” for scholastic sports and other activities. Resocialization: That’s a one big word for “gettin’ back at it.” Albeit, by degrees. With chalk in hand, Middle School of Plainville students took to the streets recently. The MSP Art club sponsored the “Chalk Your Walk” contest for middle school students and their families. Participants were challenged to draw or write encouraging messages on their driveway or sidewalk using chalk. MSP eighth grader Michael Fagan and family won first place with their positive driveway message: “After every storm there’s a rainbow.” MSP art teachers Laura Meehan and Lori Vigue commented that it was difficult to choose a winner, but that the Fagan family’s positive message of hope seemed especially important today.

MSP club honors 1st responders First, club members made a digital slideshow of support for the radiology nurses at the Hospital of Central Connecticut in Southington. Club member Juliana Radziewicz’s mother is a radiology nurse at the

hospital and club members wanted to support her and her co-workers by sending them the digital slideshow, pizza and grinders. See MSP, A7

The guidelines follow much along the lines of recommendations already issued by the Centers for Disease Control and Prevention as well as the National Federation of State High School Associations. Sports are categorized from “low risk” — such as cross country — to “high risk” — such as football — and the recommendations for each vary accordingly.

Target dates are included, but the plan is fluid, subject to change based on the progress of the coronavirus and Gov. Ned Lamont’s reopening plan for the Connecticut. On that front, the picture is promising. On Friday, the governor pushed up the launch of Phase II of his plan from June 20 to June 17. Phase II includes the reopening of gyms, fitness studios, bowling alleys and some youth sports programs. The CIAC, in issuing its recommendations, emphasized safety and caution in resuming activities. The Middle School of Plainville’s First Responder’s Fan Club, led by advisor and faculty member Christina Corvello, sponsored several support projects for first responders recently.

The CIAC guidelines, drawn up in conjunction with the Connecticut State Medical Society Sports Medicine Committee, map out a gradual and phased return to activity throughout July and August.

The suggested course of action is detailed and touches upon multiple bases, such as the opening of facilities, the size of gatherings, the sanitizing of equipment, the hygiene and health screening of players.

Census workers will begin door-knocking in August Over the next decade, lawmakers, business owners, and many others will use 2020 Census data to make critical decisions. The results will show where communities need new schools, new clinics, new roads, and more services for families, older adults and children. The results will also inform how hundreds of billions of dollars in federal funding are allocated to more than 100 programs, including Medicaid, Head Start, block grants for community mental health services and the Supplemental Nutrition Assistance Program, also known as SNAP. In short, your response matters.

According to the original schedule, non-response follow-up, (a.k.a. door knocking) was due to begin midMay. It will now be postponed until mid-August.

What does this mean? If you would prefer to avoid that knock on the door, then fill out the Census for your household.

Curbside pickup has returned to the library Curbside pickup The Staff and Trustees of the Plainville Public Library are pleased to announce the return of curbside pickup service. The service, which re-started May 18, is provided with a few adjustments from the last time around. This service is available to Plainville residents only who have a valid Plainville library card. We adore our patrons from neighboring communities, and we look forward to serving you again whenever our doors reopen. However,

this restriction is necessary to control demand. Holds are limited to items owned by the Plainville Public Library. Items from other libraries are unavailable. Holds can be placed either online or by phone. Staff is available to answer calls from 10 a.m. to 2 p.m., Monday through Friday. In Brief Painted Rock Club Plainville Painted Rock Club has been painting Kindness Rocks to bring smiles and peace during the pandemic. Rocks are hidden around town, and in parks especially. Some have been placed on top of fire hydrants so that they are easier to find. Once a rock is found, the finder may keep it, or rehide it. Finders are encouraged to take a photo of their

Southington council cancels Apple Harvest Festival By Jesse Buchanan Record-Journal staff

SOUTHINGTON — The Town Council voted unanimously Monday night to cancel this year’s Apple Harvest Festival over health concerns and uncertainty over whether the state would allow large gatherings this fall. Jim Morelli, a Republican councilor, suggested the Apple Harvest festival parade continue despite the cancellation. Town recreation director Dave Lapreay said Southington isn’t alone in forgoing signature town events. He recommended canceling.

Before voting, councilors discussed whether to attempt a scaled-down festival.

Michel DelSanto, a Republican councilor, said he wouldn’t want to hold an event that left people disappointed. “The last thing I want is the shell of the Apple Harvest festival,” he said. Republican Tom Lombardi, council vice chairman and festival committee member, said vendors have to plan and buy for the festival months in advance. There’s no guarantee that large gatherings will be allowed in September under Gov. Ned Lamont’s executive orders.

‘Return the Flavor’ supports eateries The Plainville Republican Town Committee launched a program to support local restaurants – “Return the Flavor.”

The committee is purchasing $1,200 worth of restaurant gift certificates to help kickstart restaurants as they reopen. Raffle tickets for restaurant gift certificates can be purchased at $2 each or three for $5. More than 40 gift cards will be raffled off July 1.

The idea behind “Return the Flavor” is to encourage raffle winners to visit the restaurants and use the gift cards once COVID-19 restrictions are lifted. “This is a fantastic idea by the committee,” RTC chair

Town Council Meeting Minutes The June 1, 2020 Regular Meeting was virtually called to order at 7 p.m. Present remotely, were Chairwoman Pugliese, Vice Chairwoman Tompkins, Council members Wazorko, Morante, Gnazzo, Rocco, Underwood, Town Manager Lee, Attorney Mastrianni, Intern Kylie Boule and Town Clerk Skultety. The amount recommended for the suspense list totals $181,847.97. Once the suspense list is approved efforts will still be taken to collect these taxes. As a result of this order the Regional Health District Director Lockwood has decided to reopen the ball fields, playscapes, skate park as soon as possible. Basketball hoops will be reinstalled as well. Additional social distancing signs will be posted. Chief Catania is in the process of hiring a park patrol person. This person will work approximately 4 days a week including the weekends and will be responsible for encouraging social distancing rules. Finger printing for pistol permits was to begin Monday, June 8. Summer camp is being proposed to be an 8-week program with hours from 9-4 p.m., Mon.Fri. The cost is $5/week/child. Estimated revenue for 30 campers is $22,800. Estimated expenditures for the eight weeks

That last qualifier is huge. For example, most municipalities budget extra dollars for unforeseen overtime. If COVID-19 ate up those extra dollars, but didn’t go beyond the budgeted level, that’s not a covered expense. At issue is the $150 billion Coronavirus Relief Fund enacted by Congress as part of the $2 trillion Coronavirus Aid, Relief, and Economic Security (CARES) Act Congress enacted in March, and — more specifically — Connecticut’s nearly $1.4 billion share of that relief fund. The dollars are earmarked to assist state, municipal and tribal governments. But Congress only mandated that states share fixed portions of their respective grants with large cities with populations in excess of 500,000. Otherwise, it’s up to state governments to decide how to to divvy up the dollars. Connecticut has no municipality close to that size; its largest city — Bridgeport — has about 147,000 people.
