Shift to doctors’ offices aims to reach vaccine hesitant
SETTING SAIL
By Jesse Buchanan Record-Journal staff
Vaccinations have slowed, according to health experts, who are planning a shift from mass vaccination sites to doses given at doctor’s offices. Most who wanted the vaccine have gotten it, leaving those either opposed to getting it, hesitant or waiting for more information, according to Shane Lockwood, Plainville-Southington Regional Health District director.

"We're happy that people really wanted it at the beginning. Now we're just providing enough information so that those who haven't received it can make the best decision for them and their families," Lockwood said.

tions. He said most who were eager for a vaccine have received it by now.
Early on the in the vaccination campaign, the hurdle was the number of doses being produced and transported to vaccination sites. There are now plenty of doses, according to Keith Grant, senior system director for infection prevention with Hartford HealthCare. Demand for those doses has dropped, though.
Those who have waited should continue to seek out trusted information on the vaccine, Lockwood said. "I understand why people wait. I think too often we try to just push it out without listening to some people's concerns. I think it's important to listen to the concerns out there," Lockwood said.

but Grant said planning has begun for closing those sites and shifting vaccination to doctor’s offices. He expects more people will be comfortable taking a vaccine recommendation from their doctor. “You hope that people have that level of trust and rapport with their primary provider than the general medical community,” Grant said. “There may be people who are waiting to have that in-depth conversation with their personal provider.” The Centers for Disease Control and Prevention last month recommended “increasing the proportion of vaccines allocated to primary care providers medical offices to promote health equity and address disparities in adult COVID-19 vaccination.” The new guidelines recommend that at least 60% of doses distributed to medical offices be allocated to those in the most socially vulnerable communities. Having vaccines given at a doctor’s office like the flu shot could help normalize the process, Grant said. There are also societal reasons to get the shot as some reopening liberties are contingent on vaccination. “It changes the opportunity for us to socialize as normal people,” he said.

Local man is charged with shooting dog near his porch By Lauren Sellew Record-Journal staff
PLAINVILLE — A local man faces charges after police said he shot a dog near his porch. The animal survived the injury. John Niedzwiecki, 74, of 350 Long Swamp Road, was charged June 4 with illegal discharge of a firearm, injuring a companion animal and malicious wounding of an animal.
On May 20, police responded after Niedzwiecki reported he had shot a dog that was barking at him in an aggressive manner about 10 feet from his porch, according to his arrest warrant. Niedzwiecki fired one round from a .22 caliber rifle that struck the dog in the chest, the warrant said. Police were able to find the dog in a wooded area by tracking its prints and blood trail.
The dog was taken to a veterinarian for treatment that cost $4,099, the warrant said. Niedzwiecki told police in 2015 a dog had attacked and injured his mother, the warrant said. He was released on $5,000 bond and is scheduled to appear in New Britain Superior Court on July 14. lsellew@record-journal.com 203-317-2225 Twitter: @LaurenSellewRJ

Why an Irrevocable Trust May Be Superior to Outright Gifts. Parents and other family members who want to pass on assets during their lifetimes may be tempted to gift the assets. Although setting up an irrevocable trust lacks the simplicity of giving a gift, it may be a better way to preserve assets for the future. A trust is a legal entity under which one person -- the "trustee" -- holds legal title to property for the benefit of others -- the "beneficiaries." The trustee must follow the rules provided in the trust instrument. An "irrevocable" trust cannot be changed after it has been created. In most cases, this type of trust is drafted so that the income is payable to you (the person establishing the trust, called the "grantor") for life, and the principal cannot be applied to benefit you or your spouse. At your death the principal is paid to your heirs. This way, the funds in the trust are protected and you can use the income for your living expenses. While gifting assets outright is much simpler process than setting up a trust, the following are some of the advantages of setting up a trust instead: Income. Putting assets in a trust means you can receive income from the assets to continue to pay for living expenses. Depending on how the trust is set up, you can receive regular income payments or the trustee could have discretion to make payments.

Control. With an irrevocable trust, you as the grantor can maintain some control over the assets. You get to choose the trustees and establish the rules of the trust. You can also retain the right to change beneficiaries with a power of appointment in your will. Asset protection from creditors. If you give money to a family member directly, that money could be lost to the recipient’s carelessness, creditors, or divorce. Keeping the funds in a trust protects the assets for the future.
Endless Summer Hydrangeas 3gal $39.99
Taxes. If the trust is structured properly, it can have a tax advantage for your beneficiaries. Assets that have gone up in value will receive a “step-up” in basis on your death, which means your beneficiaries will pay less in capital gains taxes. Assets that are gifted do not receive a “step-up.”

Medicaid. If you anticipate needing long-term care benefits in the future, then it is important to plan. If you give away money or fund an irrevocable trust within the five years (the "look-back period") before applying for Medicaid, you may face a period of ineligibility for Medicaid benefits. The actual period of ineligibility will depend on the amount gifted or transferred to the trust. Putting assets in a trust allows you to plan while retaining some income and control over the assets.

Last October, Toffolon Principal Lynn Logoyke shared a wish for an outdoor learning space on the school grounds that students and staff could use to further enhance teaching and learning. “For a long time, we’ve been hoping for an outdoor space to use for learning. What’s better than getting outside for a story, or a lesson or even snack time? Even before COVID, we knew that fresh air is good for all of us, but now, an outside learning space is needed even more and we are grateful to the Carrier Group and others for making that happen for us,” said Logoyke.
With feedback from Logoyke, representatives from the Carrier Group developed several schematic designs, and narrowed it down to a final plan. The company got to work over the school’s April break, clearing and preparing a section of land in the rear of the grounds and constructing arched, stone stadium seating covered by a wooden pergola. “After receiving so much from our community throughout the years, it’s important that we give back and invest in our children’s future,” said Danny Carrier. Sue Bradley stated, “We are so incredibly thankful for the very generous donation of this outdoor learning space from our amazing School Business Community pro-

Once the outdoor learning space vision was identified, SBC partnership program coordinators Sue Bradley and Lynn Davis reached out to the local community to see if there was any interest in supporting the project. Johnny and Danny Carrier, vice presidents of the Carrier Group, Inc., answered the call.
The Carrier Group team reached out to several local companies to support the project. As a result, Washington Concrete, Tilcon Connecticut and Forestville Lumber generously donated materials.
“On behalf of Plainville Community Schools, I want to sincerely thank the Carrier Group, all vendors who made donations of materials, Plainville Rotary Club, Principal Logoyke, Lynn Davis and Sue Bradley as leaders of our School Business Community Partnerships, and all who were involved in making this wonderful new outdoor learning space possible.”

ASK THE EXPERT
“If I’ve waited to get the vaccine, will there still be chances to get it in the future? How can I get it in the upcoming months?”
where people normally receive their healthcare services such as urgent care clinics, doctor offices and pharmacies.
This will be especially true for children as many parents are more comfortable with the trusted pediatrician providing a vaccination rather than a public clinic. The State of Connecticut has been attempting to register more pediatricians as vaccine providers to meet this demand.
“¿Si he esperado para obtener la vacuna, tendré oportunidades de obtenerla en el futuro? ¿Como la puedo obtener en los próximos meses?”

As these mega sites start to close, a question I’m asked is will the vaccine still be available in the future. This question usually comes from someone who is hesitant about receiving at this time and either wants to wait to study the vaccine more, wants to see if the vaccine has side effects on other people or see the effectiveness of the vaccine.

Obituaries Frank Natale
Paul R. Schaffrick
Craig Stephen Scanlon
PLAINVILLE- Frank J. Natale, Jr., born July 2, 1945, died March 24, 2020 at the age of 74. He was the son of the late Frank Sr. and Gladys (Mongillo) Natale. Frank is survived by Cynthia, his wife of 41 years, as well as his two children Denice Hull (James) and Frank Natale III (Robin), his brother Joseph Natale (Rosemarie), five grandchildren Lindsay and Taylor Hull, Maxwell, Jacob and Ava Natale, several nieces, grand nieces and grand nephews. Frank graduated from Plainville High School in 1963 and was a veteran of the United States Air Force, serving with his K-9 “partner” Norton from 1964 to 1967. While he was based in Germany in 1965 he married his first wife and friend to the end, Beverly Brown (now Beverly Raymond), also a Plainville High graduate. Upon his return to Plainville he joined his father at Frank Natale’s Patton Brook Dairy in Southington for 19 years, followed by 20 years at Pratt & Whitney in both CT and TX facilities until he retired from manufacturing and enjoyed working part time in TX as a hunting guide for an additional five years. Frank was an avid outdoorsman, enjoying hunting and fishing from an early age with lifelong friends and then with his family. He hunted numerous locations in the U.S., Canada and Africa, and in recent years enjoyed repeat trips with Cynthia to Alaska that included halibut fishing with resident cousins and sharing a trip with them up the Dalton Highway (also known as the Ice Road), traveling inside the Arctic Circle to the Arctic Ocean.
PLAINVILLE My Grandfather, Paul R. Schaffrick, was called home by his Lord and Savior Jesus Christ on Monday, May 24, 2021. He was 77. He looked forward to going home and was at peace. Paul was born November 25, 1943, which was Thanksgiving Day during that year. He was the youngest of 7 siblings born to Gerhardt and Ethel (Hicks) Schaffrick. The only surviving sibling is his brother Fred, the eldest of the siblings. He is predeceased by Louise (Fred’s wife), Don & Irma, Richard & Nancy, Eunice and Joe Charest, and Gordon & Jill. He had a sister, Mildred, who died in infancy. He had multiple nieces and nephews whom he was so proud of! They are all great parents and fine people. He also had a longtime friend, Paul Goodfield, whom he considered a brother. He married Maria Garofalo in 1962. They were married 33 years when she died of cancer. He never stopped missing her. The couple had 2 children, Gary and Lisa. Lisa had three daughters, Amanda Maria Maskaitis, and Katie and Stephanie
BERLIN - Craig Stephen Scanlon of Berlin, formerly of Plainville and Southington, passed away on Sunday, May 30, 2021, at St. Francis Hospital. Craig was born October 31, 1960, a son of Walter Scanlon and the late Margaret “Peggy” Scanlon. He was a graduate of Plainville High School and matriculated at the University of Southern Maine for three years, where he was an active member of Phi Mu Delta fraternity. He is survived by his father, Walter, and his four children: Marykate, Bridget, Fiona, and Sean. He is predeceased by his mother, Margaret, his brother, Brian, and his baby sister, Mary Bridget. Craig was an avid reader and intellectual, as well as a deep lover of music, the New York Giants, and the Boston Red Sox. He also loved animals, especially rescue dogs. Craig’s family would like to extend their deep thanks to the staff at the St. Francis Intensive Care Unit for their excellent care and kindness. There will be no calling hours, and a private memorial service will be held. In lieu of flowers, Craig’s children ask that you instead donate to your local animal shelter in his name.
In addition to passing on his love of fishing, Frank along with his brother Joe established the annual pre-holiday “Natale Christmas Party” featuring traditional Italian seafood and side dishes normally served on Christmas Eve. Now hosted by the next generation in CT, the event includes the Natale clan, old and new friends. If you visited Frank and Cynthia in Texas, chances are good that Frank offered to take you fishing. In honor of Frank’s memory, The Natale Fishing Derby will be held in TX (by invitation only) for family and friends who shared his passion and will forever miss him so very deeply. In lieu of flowers memorial donations may be made to Patriot Paws, 254 Ranch Trail, Rockwall, Texas 75032 or at www. Patriotpaws.org Family and friends may gather on Friday, June 18, 2021, from 4-6 p.m. at Plainville Funeral Home, 81 Broad St, Plainville. Military honors will be held at 6:00 p.m. at the funeral home. For online expressions of sympathy, please visit www. PlainvilleFuneralHome. com
DiMauro. Amanda and her partner Garrett Schilling have a son Evan Robert Schilling, his great grandson. That family unit gave Paul so much love and joy, and brought him comfort in his later years. Also in his later years, God led him to Holy Trinity Anglican Church. He became a very active member, and found salvation in Jesus Christ. As per Paul’s wishes, his body was donated to the Frank N. Netter MD School of Medicine at Quinnipiac University for medical education and research. He will be cremated. A memorial service will be held on June 24, 2021 at 4 p.m., at the Holy Trinity Anglican Church, 18 E Main Street, Plainville, CT, to celebrate his life.
