Search is on for new director By Jesse Buchanan Record-Journal staff

SOUTHINGTON — Health officials hope to pick a new director over the next few weeks, filling a crucial role during a pandemic.

Senior Clerk Sandy Lazor readies absentee ballots for mailing at Wallingford Town Hall. Municipal clerks have started mailing absentee ballots for the upcoming local election. Dave Zajac, Record-Journal

Absentee voting has begun COVID still valid reason to get ballot in advance Absentee ballots are available for voters who won’t be able to vote in person, whether the absence is due

to the voter being out of town, ill or disabled. Like last year’s election, COVID-19 is a valid reason for requesting an absentee ballot. Applications are available on the Secretary of the State’s

website and from municipal clerks’ offices, and can be submitted in person, through the mail or in an election materials dropbox. See Ballots, A10

The Plainville-Southington Regional Health District includes those two towns as well as Middlefield. The district’s former director, Shane Lockwood, left his post in September to take a similar position in Florida. Human resources officials in Southington and Plainville posted the job and received a dozen applicants. Southington Town Manager Mark Sciota said they’ll go through the applications and select the top candidates for interviews with the health district board. The process could take a few weeks. Report: Jet was going slow before fatal crash By Dave Collins Associated Press

A small jet that crashed into a building in Connecticut on Sept. 2, killing four people, was going slower than usual as it took off from an airport runway, while witnesses saw a puff of smoke and noticed

the aircraft was having trouble gaining altitude, according to a preliminary investigation report released Sept. 28.

The report did not say what may have caused the Sept. 2 crash in Farmington, which remains under investigation.

crashed into a manufacturing building shortly after takeoff and burst into flames, authorities said.

The report by the National Transportation Safety Board also said the plane’s parking brake was found to be on, although it was not clear when it was activated.

The twin-engine Cessna 560XL was to have flown from Robertson Airport in Plainville to Dare County Regional Airport in Manteo, North Carolina. But it

Killed were a Boston couple who were both doctors, Courtney Haviland, 33, her husband, William Shrauner, 32, and the pilots, William O’Leary, 55, of Bristol, and

Mark Morrow, 57, of Danbury. Four people on the ground were injured, including one who was seriously hurt. Haviland and Shrauner left behind a toddler-age son, and Haviland was pregnant at the time of the crash, according to relatives. See Plane, A4

“The goal is to get somebody in as soon as possible,” Sciota said. “We need a full-timer in there as soon as we can.”

Praise for Lockwood, hopeful for replacement Charlotte Politis, health district board vice chairwoman and a Plainville resident, said Lockwood did an “outstanding” job leading the district, particularly during the pandemic. Other town officials met frequently with Lockwood as the coronavirus spread early last year. He was called

upon for advice to interpret state regulations as leaders made decisions such as whether or not to hold last year’s Apple Harvest Festival. Lockwood also took calls from residents and business owners about changing guidelines on masks and distancing. Lockwood was hired in 2012 to lead the newly formed regional health district. Politis and other board members were sad to see Lockwood go but were pleased with candidates for the job. “We have some really good candi-

dates so we’re really looking forward to doing interviews and seeing what happens,” she said. Anne Marie Conaty, a Southington resident who recently joined the board, said many of those who applied are already health district directors or assistant directors. She’s looking for an experienced health director and believes the board will be able to find one in the pool of applicants. “We want someone who can come in and take over where Shane left off,” Conaty said. “It looks like we’re getting some good quality candidates.”

Interim directors Sue Jacozzi, a public health specialist with the district, is taking Shane’s most vital duties as an interim director. She has office hours in Southington and is only doing the most needed work to carry the district until a permanent director is hired. Over the next few weeks, Sciota said officials will narrow the field. The board, which includes members from the three towns, will make the final decision. jbuchanan@record-journal.com 203-317-2230 Twitter: @JBuchananRJ

landing gear was still on the ground near the mid-point of the runway, the report said. A third witness saw the plane leave the runway in a level position and its nose pitched up, but it was not climbing, investigators said. “The airplane then impacted a powerline pole, which caused a small explosion near the right engine followed by a shower of softball-size sparks,” the report said. “After hitting the pole, the noise of the engine went from normal sounding to a much more grinding, metallic sound.”

A5

In Brief The jet then hit a grassy area next to the Trumpf Inc. manufacturing building, about 850 feet north of the utility pole. It then struck the building, causing a fire that consumed most of the aircraft, the report said. Investigators who examined the plane after the crash noticed the parking brake was on, and skid marks were found on the runway. But the flight data recorder did not record the parking brake valve position, which was not monitored by the takeoff warning system, the report said.

My father David Laurie has been in the Plainville Fire Department my entire life. He was everything from a black coat (regular fireman) to an officer, right up to his dream of being chief.

Mohegan Sun suspends betting on WNBA games By Pat Eaton-Robb Associated Press

The Mohegan Sun casino announced Monday that it has suspended wagering on the WNBA after questions were raised over a potential conflict in taking bets on the Connecticut Sun, a team also owned by the Mohegan Tribe.

He finally retired from the fire department, but continues to dedicate his life to his dreams and protect the Town of Plainville. David Laurie received a citation from the Town Council on Monday, Sept. 13 honoring his 50 years of service as the Fire Department Dispatcher. He is the first person (history tells us) ever to achieve this level of service.

The issue came up after Gov. Ned Lamont opened the sportsbook last Thursday, the first day of legalized sports betting in Connecticut, by placing a $50 bet on the Sun to win its playoff game.

When he gave his acceptance speech he talked about the changes of the dispatch system that have happened over 50 years. There were no radios, cell phones or computers in the beginning. A whistle would go off a few times, and depending on how many whistles there were would tell you which area of town to head toward.

The wager captured the attention of some experts and state lawmakers concerned about a potential conflict of interest with the Mohegan Sun accepting bets on the Sun, which plays in the arena located at the casino complex. Casino officials said Monday they decided over the weekend to suspend betting on the WNBA playoffs at the sportsbook.

Now there are three computer screens to look at, dispatch on the radio and texts to peoples’ cell phones. He is a wealth of knowledge.

“We are in the process of working with the WNBA to update our SOPs (standard operating procedures) and have decided to take WN-

But they did not prohibit the tribe from accepting bets on games involving the Connecticut Sun. State Rep. Maria Horn, a Democrat who co-chairs the legislative committee that oversees gambling in Connecticut, said the potential conflict may be addressed in the next legislative session, when permanent regulations are approved for the state’s three approved sportsbooks. “We had been more concerned that nobody with a substantial interest in that team could bet on the team,” she said.

When Connecticut lawmakers set up emergency regulations and legislation allowing for sports betting this fall, they barred Mohegan Sun employees, including those involved with the team, from placing bets at the sportsbook.
