The popular Halloween attraction, now in its seventh year, supports the Plainville Food Pantry. Attendees are asked to donate a food item. To date, “Thriller” performances have generated two tons of food for the pantry.

Absentee ballots: Absentee ballots are available for voters who won’t be able to vote in person, whether the absence is due to the voter being out of town, ill or disabled. Like last year’s election, COVID-19 is a valid reason for requesting an absentee ballot. Applications are available on the Secretary of the State’s website and from municipal clerks, and can be submitted in person, through the mail or

in an election dropbox. Absentee ballots returned by mail must be received by the municipal clerk not later than the close of the polls on Election Day. Absentee ballots delivered by the elector in-person to said clerk must be received at least one day before Election Day. Charges for comparable service from current providers are about double that amount.” Plainville Town Manager Robert Lee sees town-wide broadband internet access as a win, all-around. “Our residents and businesses would save money and have control over their network. It could reduce costs and improve quality of life for current residents, increase property values, and help us compete as a community for new businesses and residents,” he said. Currently, Plainville is working to deploy a fiber network connecting municipal offices, wastewater treatment facilities, emergency services and educational institutions with the town center. Installation of this municipal network opens the door to efficiently build out a townowned fiber-to-the-home network, which is projected to cost $13.9 million. Under the proposed budget scenario, if 40 percent of the community subscribes for broadband service, the network will pay for itself.

And now that Connecticut coffers are flush with cash — much more so than they were two years ago — antismoking forces are challenging the governor and legislators to reverse what many call an embarrassing and dangerous trend.

Connecticut’s track record is not only poor but illogical, Johnson said, adding that tobacco-related illnesses cost the public and private sectors here a combined $2 billion annually. Other states that have been more aggressive in tobacco control, such as Washington, have seen a five-to-one return on their investment through reduced health care costs. According to the CDC, just under 30% of Connecticut youth had tried a tobacco product in 2019, while 4,900 adults died annually here from smoking-related illnesses.

But only about $200 million has gone into the Tobacco and Health Trust, a special fund set up by legislators to fund anti-tobacco efforts. And lawmakers ultimately raided more than $113 million of that $200 million to help with budget-balancing efforts.

Even before regular allocations for this purpose were suspended in 2018, Connecticut was typically budgeting $3 million or $4 million per year to fight smoking.

By 2018, legislators had suspended indefinitely any contributions to the trust program. Connecticut also is tied with New York for the secondhighest cigarette tax in the nation at $4.35 per pack. That and other levies on tobacco products generated roughly $350 million last fiscal year. Johnson noted that even budgeting $12 million per
