It’s an opportune time to finance road work
On Tuesday, Nov. 5, Plainville residents will have the opportunity to vote whether to “appropriate $5M for Phase II Road & Related Improvements Program and to authorize the issue of Bonds and notes in the same amount.” We encourage all residents to vote “yes” for this appropriation. If approved, this appropriation would allow for the repaving of approximately 100 streets throughout Plainville over the next five years. These streets have not been paved in over 25 years.
Maintaining the town’s infrastructure is a priority for any municipality. The town will issue 20-year bonds and notes to cover the cost of this project. Because there are bonds that will be paid off shortly, the new bonds will not increase the debt service line item going forward.
Please vote on Nov. 5, and please vote “yes” on the referendum question. Polls will be open from 6 a.m. to 8 p.m. Polling locations are:

Guilty plea in fatal Enfield crash By Jesse Buchanan Record-Journal staff
SOUTHINGTON — The driver responsible for a crash that killed three teens last year pleaded guilty under a deal that reduces his possible jail time, but has angered mothers of the crash victims.
Christopher Vega, of Plainville, was driving back from a party at Keene State College in New Hampshire last January with three friends in the car. Vega swerved off Interstate 91 in Enfield and hit a tree, killing Kerion Rogers, 19, of Bristol, Moses Negron, 17, of New

Vega was originally charged with a felony for each of the victims. Those charges were downgraded to negligent homicide and Vega pleaded guilty on Friday, Oct. 11. Deborah Garner, mother of Harris, and Romonda Rogers, mother of Kerion Rogers, were told by prosecutors that Vega will likely get six months in prison. “What you try not to do is equate that with the value of human life,” Garner said Wednesday, Oct. 16. “We are really having a hard time processing this.”

Kris Dargenio, an organizer who began the festival five years ago, estimated the event draws between 3,000 and 4,000 people to downtown. During the last budget discussion prior to the all-day vote, funding for middle school sports remained uncertain for the upcoming year.
While the State of Connecticut government under Democrat leadership has continually raised taxes and cut aid to most towns and municipalities, the Republican-led Town Council in Plainville has limited increases to our mill rate to 2 percent or less while keeping up services.

A release announcing Walkama’s retirement, which is effective Nov. 1, said she grew Wheeler from a “community-based provider of behavioral health services to a statewide, innovative leader in fully integrated health care and a federally qualified community health center.” Christine Skelly, the outgoing chairperson of Wheeler’s Board of Trustees, led the search for Walkama’s replacement over the summer. son was thrown 150 feet from the car after it hit a tree. According to a State Police affidavit, Vega’s car broke in two upon hitting the tree. One portion of the car came to rest nearly 200 feet from the tree. Vega told paramedics that he thinks he fell asleep. The group had stopped at a rest area a few hours earlier and got back on the road around 7 a.m. State Police said Vega had been awake for 24 hours before the crash. Blood tests showed no drugs or alcohol in Vega at the time of the crash.

To celebrate the fifth year of the festival, more food trucks and vendors lined the streets than ever, The Degenerates, a local band, returned to perform, and a contest was held for the best jack-o-lanterns. What really gets the festival started each year, though, is the parade of costumed children marching from the Parks and Recreation building on Whiting Street to the library. As
the procession passed the band stage, Michael Jackson’s Thriller and the Monster Mash by Bobby Pickett played through the speakers — spurring parents to urge their kids to shuffle along like zombies. While there were many ghastly costumes in the parade, the loudest screams emanated from the Frederick-Franklin Masonic Lodge. Transformed into a haunted house complete with fog machines and garish red and blue lights, the undead rose from coffins and chainwielding clowns skulked in the corners of the lodge.

sunlight after surviving the haunted house, Nicole Guerra said she was surprised by how scary the monsters were. “They did a really great job in there. Maybe a bit scary for them,” she said, as her daughters recovered from the frights. The candy was more than enough to make up for getting a bit scared though and Guerra said she was glad to be able to have a night out with her family. “It was something fun to do with the littles, another reason to wear their Halloween costumes.”
