Plainville sees uptick in COVID-19 cases The state Public Health Department recently developed the “town-level COVID response framework” to classify cities and towns based on population and how many residents have tested positive for COVID-19 on a two-week rolling average, counted from Sunday to Saturday. The state will make the designations every Thursday after 5 p.m.
Recently, the Plainville Fire Department delivered new stuffed animals to the Plainville Family Resource Network based at Linden Street School. Each year, around the holidays, PetSmart employees encourage customers to purchase and donate a plush animal toy for distribution in the community. In addition, a percentage of stuffed animal sales goes directly to PetSmart Charities. The Plainville Fire Department identified the Plainville Family Resource Network as the ideal organization to make use of the stuffed animal donations, and the department was thrilled to be part of making the magic happen.
Yellow indicates 5 to 9 new cases per 100,000 residents per day. Orange indicates 10 to 14 new cases per 100,000 residents per day and red indicates more than 15 cases per 100,000 per day. Plainville went orange this past week. Nearby, Berlin and Meriden did as well.
Gov. Ned Lamont signed an executive order allowing towns in both the red and orange categories to revert to Phase 2 reopening guidelines. The order also allows cities and towns to cancel indoor or outdoor activities, limit capacity in restaurants or stores, or step up inspections and enforcement. The rating system does not impact schools, which health officials have said are not contributing to the spread of the virus because social distancing, hand washing and mask wearing are enforced. — Record-Journal report
Voters have their say Residents headed to the polls Tuesday, Nov. 3 to cast their ballot for President and in some closely-watched local races. Vote tallies were not available at press time, but results can be found on The Citizen webpage. R233461
A warm and fuzzy local story
Cities and towns that have increased positive COVID-19 cases are designated as yellow, orange or red.
While one of Plainville’s neighbors, Southington, remained at yellow, another, New Britain, was in the red zone.

Leaf pick-up runs through Nov. Leaf collection will run through Monday Nov. 30 (weather permitting). Due to the COVID19 pandemic and associated health concerns, the town will not be utilizing temporary workers this leaf season. Given this, we are asking your assistance in getting leaves to the curbline as early as possible.
Drop-off center hours will be extended for the month of November for leaf disposal only. Hours are Saturdays 8 a.m. to 3 p.m. for leaf and regular debris disposal and Monday through Friday 2 to 4 p.m. for leaf disposal only.
Leaves should be brought to the curbline. Leaves should not be placed on sidewalks or in the road in case of an early snowstorm. We understand not all trees shed their leaves early, but every leaf pile picked up early in the season helps us complete the season before the snow flies. Avoiding leaves in the road, and in particular snowy leaves, makes the road safer.
Update
Rake only leaves to the curb. Grass clippings, sticks and stone will not be taken. If you live on a street with an island, do not place leaves on the island.
Questions regarding leaf collection should be directed to Public Works, 860-793-0221, ext. 7176. The office can be reached Monday through Wednesday 8 a.m. to 4 p.m., Thursdays 8 a.m. to 7 p.m., and Fridays 8 a.m. to noon.
Library Library service accommodations now include the following: All patrons, without exception, must limit their library visits to 60 minutes maximum per day. This one-hour allowance is an expansion of current expectations for patrons to limit their library business to getting in and out of the building as quickly as possible. A very limited number of chairs will be added to the public floor. These chairs
will be a maximum of one per-table or -study desk. Library patrons may not move chairs from their designated places for any reason. Computer sessions will be extended from 30 minutes to no more than 60 minutes per-patron, per-day. Overdue item fines and copying/printing/faxing fees will be reinstated. All returned items may be quarantined up to seven days, and overdue fines will be waived for the time period that any item is in quarantine.

Saint Paul School Saint Paul School in Kensington continues with reopening success! It has been 10 weeks since Saint Paul School has reopened during the COVID pandemic. The students are back in their classrooms full time, 5 days a week with in person teacher instruction. School families, teachers, administration, and the school nurse have worked together to provide a safe return so the students can enjoy learning in class safely. Students in PK-Grade 8 wear facemasks with breaks throughout the day and desk shields in place for each student in Grades K-5. The school’s campus has allowed students to enjoy outdoor classes on their Parish Green and under their gazebo. Most recently the school installed Wi-Fi outdoors so students can complete some of their assignments online while learning outdoors. The school is pleased to share that each classroom breaks into even smaller groups so they can enjoy participating in art, music, gym, library and Spanish classes. The art and physical education teacher have enjoyed holding classes outdoors as well. Students are successfully adapting to their new desk shields in Grades K-5, and our middle school students are safely able to transition during different academic classes to maintain normalcy in their school routine. Saint Paul’s has added a fourth lunch wave so students can still enjoy lunch in the cafeteria. Lunch tables are spread out and students are placed socially distant at each table. Students can still enjoy purchasing hot lunch from the schools full kitchen. During each lunch wave, classrooms and the school playground are cleaned and disinfected by the school’s cleaning company. Prior to the school reopening in August all student bathrooms were renovated providing touchless toilets, sinks, soap and paper towel dispenses. Students are also enjoying new touchless water bottle fill stations throughout the school. The school community has safely held school masses outdoors on the Parish Green. Students have just ended participating in cross country, holding virtual meets and golf lessons that took place at Timerberlin Golf Club. Saint Paul School is blessed to have recently been awarded the HOPES Grant from the Hartford Archdiocese, which made it possible for the school to purchase four Smart TVs. These have been installed in grade 4, Spanish, middle school math and science classrooms. Additional TV’s for the other classrooms will be purchased in the future. The teachers and students are thrilled to be using the newest state-of-the-art technology! "Returning to St. Paul School after months away has been a seamless transition. Nothing replaces the in-person, student/teacher contact. The relationships they establish each day they are in school is so important. It has provided normalcy during an uncertain time in our world. We are grateful for the benefits of a caring, Catholic education for our daughter. We are also grateful for the efforts of the administration, teachers, Franciscan Friars, and all of the support staff at the school and the work they have done to create a safe, healthy, and educational environment. We appreciate and value the care given to our most precious gifts, our children!"

Five facts to know about Veterans Day By Katie Lange
Veterans Day is a wellknown American holiday, but there are also a few misconceptions about it — like how it’s spelled or whom exactly it celebrates. To clear some of that up, here are the important facts you should know. Veterans Day does not have an apostrophe. A lot of people think it’s “Veteran’s Day” or “Veterans’ Day,” but they’re wrong. The holiday is not a day that “belongs” to one veteran or multiple veterans, which is what an apostrophe implies. It’s a day for honoring all veterans — so no apostrophe needed. Veterans Day is not the same as Memorial Day. A lot of Americans get this confused, and we’ll be hon-

est — it can be a little annoying to all of the living veterans out there. Memorial Day is a time to remember those who gave their lives for our country, particularly in battle or from wounds they suffered in battle. Veterans Day honors all of those who have served the country in war or peace — dead or alive — although it’s largely intended to thank living veterans for their sacrifices. It was originally called Armistice Day, commemorating the end of World War I. World War I officially ended when the Treaty of Versailles was signed on June 28, 1919. However, the fighting ended about seven months before that when the Allies and Germany put into effect an See Veterans, A12

Coats For Connecticut Despite the impact of COVID-19 on business, Best Cleaners is kicking off its 12th annual Coats For Connecticut campaign with a new resolve to help an everincreasing number of individuals and families who are struggling to make ends meet this year. The locallyowned dry cleaning and tailoring company hopes to collect, clean and deliver 10,000 donated coats and jackets to The Salvation Army for distribution throughout Connecticut. To do so, the general public is urged to go through their closets; gather up coats that are in good condition but no longer worn; and drop them off at any one of Best’s 13 locations by Wednesday, Nov. 25. Outerwear for all
ages and in all sizes is needed, especially children’s coats. All donated coats will be cleaned for free and delivered to a centralized Salvation Army drop site in Meriden where volunteers will sort the coats for distribution to those in need. The Coats For Connecticut program was started by Best Cleaners in 2008 with the primary goal of putting its eco-friendly services to work to help those in need get through the cold winter months. Given the pandemic and its impact on family finances, the need for coats is greatly increased, and the need for clean coats is critical. Confidence in meeting See Coats, A11

the demand is high due to the overwhelming generosity of the community at large and Best’s campaign partners. In addition to The Salvation Army, sponsors include Eyewitness News WFSB-TV3, Young’s Printing/Fast Signs, and Two Men And A Truck. Since the campaign’s inception, more than 118,000 coats have been collected, cleaned and delivered. In a typical year donations from schools, churches and businesses conducting their own coat drives have been a major factor in the community-wide effort. With dis-
tance learning and more people working from home this year, groups that have cancelled their collection are asked to help get the word out that coat donations can be dropped off at any Best Cleaners location: Berlin, Bristol, Canton, Farmington, Glastonbury, Middletown, North Haven, Old Lyme, Plainville, Rocky Hill, Simsbury and Windsor. Volunteers gathered at Leadership Martial Arts, 971 Meriden-Waterbury Turnpike in Plantsville, to sort through items, including clothing, toiletries and comfort items that will be packaged as “care kits” and donated to foster care agencies to distribute to children entering the foster care system. may have stains, holes or rips, and may not even fit.
It started out as a call seeking donations of new and gently used items that would help children entering the foster care system cope through what is often one of the most difficult and confusing times in that experience — their first night.
So last month she put out a call on the Southington Talks Facebook group asking residents to pitch in with packages of new socks and underwear, toothbrushes or gift cards to purchase those items for children. The kits include other items, like stuffed animals and books, that Zabel said can provide children with comforts.
Children often arrive without essential items. The lucky ones have a trash bag of items they cherish. And oftentimes, their clothes
Rick Griffin, sensei of Leadership Martial Arts, donated the use of his studio’s space on the Meriden-Waterbury Turnpike in Plantsville to sort and store the items. Like Zabel, Griffin was a foster child.

Two weeks later, volunteers had collected enough items to make 71 complete kits. They are organized in totes by age. Other kits are incomplete, just missing a few items. When Zabel, Griffin and other volunteers collect the items, they will have amassed more than 140 kits overall. See Donations, A13

For a while, Veterans Day’s date was changed, too, and it confused everybody.
Within a few years, it became pretty apparent that most U.S. citizens wanted to celebrate Veterans Day on Nov. 11, since it was a matter of historic and patriotic significance. So on Sept. 20, 1975, President Gerald Ford signed another law (Public Law 94-97), which returned the annual observance to its original date starting in 1978. Other countries celebrate it, too, in their own ways. World War I was a multinational effort, so it makes sense that our allies also wanted to celebrate their veterans on Nov. 11. The name of the day and the types of commemorations differ, however.
Canada and Australia both call Nov. 11 “Remembrance Congress signed the UniDay.” Canada’s observance form Holiday Bill in 1968 to is pretty similar to our own, ensure that a few federal except many of its citizens holidays — Veterans Day in- wear red poppy flowers to cluded — would be celebrat- honor their war dead. Or, you can call us at 203-634-3933 and we can mail you a postage paid postcard to fill out and return. Without the necessary requester information, delivery of your Plainville Citizen to your home or business, will end.
But then World War II and the Korean War happened, so on June 1, 1954, at the urging of veterans service organizations, Congress amended the commemoration yet again by changing the word “armistice” to “veterans” so the day would honor American veterans of all wars.

Deb Zabel, a Southington resident, longtime foster parent and a former foster child herself, knows the experience well.
“My thoughts were with those kids. That's why when I saw this woman's post, I thought to myself, ‘we’ve gotta help out. We've gotta try something,’ ” Griffin said. “I offered our space to collect, organize and then store them.”
For that reason, Nov. 11, 1918, was largely considered the end of “the war to end all wars” and dubbed Armistice Day. In 1926, Congress officially recognized it as the end of the war, and in 1938, it became an official holiday, primarily a day set aside to honor veterans of World War I.
implement, but not surprisingly, there was a lot of confusion about the change, and many states were unhappy, choosing to continue to recognize the day as they previously had — in November.

Their next steps will be contacting local branches of the state Department of Children and Families, along with other foster care agencies, to deliver the kits to social workers and case managers. Newington-based Community Residences, Inc. is an agency that specializes in providing day and residential care for individuals with intellectual disabilities, including coordinating therapeutic foster care for children. The agency will be among the groups to receive the new first night kits. Sarah Ward, a foster care recruiter and trainer with the Community Residences, learned about the drive in Southington from a colleague. Stink Bug. The organization, funded by the USDA, is made up of approximately one dozen universities which are working on eradicating BMSB. There are some predators of the BMSB, said Ridge.
“A number of native predators of the BMSB (include) assassin bugs, egg parasitoids, spiders, sometimes mice, house centipedes, and feather-legged flies,” she said. Homeowners who want to rid themselves of the bugs without chemicals have to be extremely thorough. It is an involved process. This in-
cludes caulking cracks and openings around exterior window frames and soffit cracks, around basement window openings and Bilco doors, Ridge said. She also advised closing any other point of entry along the sill and foundation and up on the roof, including under shingles.

Other considerations: The Plainville District Health Inspector and the Library Board of Trustees require stricter enforcement of the CDC recommendation that individuals in the library must stay a minimum of six feet apart. Computer users, in particular, are asked to remember that this required distance makes virtually all direct, one-on-one computer help unsafe. This is not a refusal of service; while library staff regrets this inconvenience, this mandate will protect the health and well-being of both staff members and patrons, and safety guidelines must be followed without exception. Further violations of this mandate may result in removal of all public com-
