Summer camp was over and school just a few weeks away, but children had another day of excitement with the 14th annual Fun Day on Friday, Aug. 9.

Wheeler Clinic expands to Waterbury in September By Devin Leith-Yessian The Citizen

Wheeler Clinic will expand its healthcare network in Connecticut with next month’s opening of its fourth community health center, which will offer routine care in downtown Waterbury, as well as handle outpatient mental health treatments from Saint Mary’s Hospital. The center will offer primary care physicians, medicationassisted treatment for alcohol and opiate addiction, laboratory services and chronic disease management. Plainville-based Wheeler clinic has offices throughout the Central Connecticut area, including Meriden, New Britain, Middletown and Hartford. “Wheeler has a proven track record of providing Behavioral/Mental Health treatment throughout the state. We are very excited to welcome them into the community in collaboration with Saint Mary’s Hospital,” said Saint Mary’s Hospital President Steven Schneider in a statement. “The fact that they will be combining Behavioral Health treatment in combination with Primary Care Medical treatment for these patients will really raise the bar on the quality of overall care our patients receive.” For patients with severe mental illnesses, managing routine medical care and their mental health can be challenging, so merging both services can improve treatment, Schneider said. Currently Waterbury Hospital patients must visit two separate departments to receive primary care and mental health services.

The clinic will provide mental health care to around 1,500 patients annually and will build its primary care services gradually as demand increases. On top of existing positions inherited through Saint Mary’s outpa-

tient program, Wheeler will be adding six new workers at the start and expects to add more in the future.

Use a lawyer for Medicaid planning

• No conflict of interest. When nursing homes refer families to non-lawyers to assist in preparing the Medicaid application, the preparer has dual loyalties, to the facility that provides the referrals and to the client applying for benefits. To the extent everyone wants the Medicaid application to be successful, there’s no conflict of interest. But it’s in the nursing home’s interest that the resident pay privately for as long as possible before going on Medicaid, while it’s in the resident’s interest to protect assets for care or for the resident’s spouse or family. An attorney hired to assist with Medicaid planning and the application has a duty of loyalty only to the client and will do his or her best to achieve the client’s goals. • Saving money. Nursing homes can cost as much as $15,000 a month in some areas, so it is unusual for legal fees to equal the cost of even one month in the facility. It’s not difficult to save this much in long-term care and probate costs, and most attorneys will consult with new clients at little or no cost to determine what might be achieved before the client pays a larger fee. • Knowledge and experience. Professionals who work in any field on a daily basis over many years develop the experience and expertise to advise clients on how to achieve their goals, whether those are maintaining independence and dignity, preserving funds for children and grandchildren, or staying home rather than moving to assisted living or a nursing home. Less experienced advisers, however well intentioned, can’t know what they don’t know. • Peace of mind. It’s possible that an elder law attorney you consult with will advise you that there’s not much you can do to preserve assets or achieve Medicaid eligibility more quickly, but the consultation will provide peace of mind that you haven’t missed an opportunity. Medicaid rules provide multiple opportunities for nursing home residents to preserve assets for themselves and their spouses, children and grandchildren, especially those with special needs. There are more opportunities for those who plan ahead, but even at the last minute there are almost always steps available to preserve some assets. Police identify woman killed in crash By Devin Leith-Yessian The Citizen

Police identified the woman killed when her vehicle crashed through a guard rail and went down a steep ridge as Southington resident Denise Santana. Santana, 35, was the sole occupant of a vehicle found at the base of the ridge after police were notified of damage to a guardrail in the area of 102 Ledge Road at approximately 3:27 p.m. on Sunday.

The hospital has been planning the collaboration with Wheeler Clinic for around a year, Schneider said, after being encouraged by the success that Saint Francis Hospital in Hartford has had with their own partnership with Wheeler.
