NEW HAVEN — Billy Carr trailed throughout his State Open wrestling final on Saturday night until a clutch takedown with seven seconds to go thrust the senior 182pounder to the title at Carr the Floyd Little Athletic Center. The two-time Class LL champion defeated Amity’s Simon Flaherty 4-3 to earn his first Open crown. The owner of a building that’s been hit four times by vehicles said she is doubtful planned improvements to downtown Plantsville will prevent future crashes. Cheryl Moran’s building at 26 W. Main St. was hit again early Saturday morning. Police charged Kevin Mitchell, 25, of Cheshire, with drunk driving. Mitchell was driving on Main Street (Route 10) toward the downtown Plantsville intersection, when he hopped the curb, crashed through decorative planters and
