Victim advocates are cautioning that isolation is a challenge for people living with domestic violence. “We know that the methods that are being put in place to keep us all safe from a health perspective are probably helping victims of domestic violence experience even more abuse,” said Barbara Damon, executive director of the Prudence Crandall Center. “We have to acknowledge not everyone is safe at home, isolation is adding to the challenge for folks who are being abused.”

Police in Meriden and Cheshire have not experienced an increase in reported incidents of domestic violence. In Southington, cases decreased in March by about half compared to March 2019, Lt. Police received 32 reports of domestic violence incidents in February, while in March there were 17 reported incidents. “At this point we are not doing anything differently,” Meriden Sgt. Darrin McKay. “However, as we continue to navigate through this pandemic, we will continue to monitor the trend in (domestic violence) incidents.”

the beginning of July. Veterans groups are rethinking how to observe Memorial Day—May 25 this year—in order to adhere to social distancing guidelines and the governor's ban on large gatherings. In Cheshire, the town’s Memorial Day parade has been canceled. In a statement Monday, officials said the decision to cancel the May 24 parade was due partly to planning considerations amid the uncertainty.
Officials said decisions about other annual Memorial Day weekend events, like the wreath-laying ceremony and Flags Across Cheshire,
George Messier, Wallingford veteran services officer, said the parade decision in his town will be made by Veterans Services, Public Celebrations and the Mayor’s Office. A meeting is scheduled for April 20. He’s hopeful, but not optimistic a parade will be held this year. “We’re looking at different possibilities,” he said. “We’re looking into the unknown ... if and when restrictions are lifted on assemblies, but it doesn’t look promising.” Messier said that the local American Legion and VFW posts will join Boy Scout and Girl Scout troops and other youth groups in Wallingford to place flags on the graves of all local veterans, since that can take place individually or within families the weekend before Memorial Day.
consult with the United Veterans Council of Meriden, City Manager Tim Coon and Parks and Recreation Director Chris Bourdon at the end of the month about whether to hold a parade. “I would say that it’s very, very questionable at this point in time though,” he said. “It’s no different than St. Patrick’s Day.” Meriden’s St. Patrick’s Day parade was postponed to May 16, a decision organizers made a month ago. “People are very cautious about interacting, certainly with the 6-foot minimum rule,” he said. “I’d love to say ‘yes’ but right now it’s still up in the air.” He added that wreath-laying and flag-placing at Veterans Memorial Boulevard on Broad Street will take place. The Southington Memorial Day parade has been a tradition since at least the 1930s, and organizers are still counting on holding it on Memorial Day this year.

Pair charged in gas station robberies, including 1 locally
Estate Planning during COVID 19 Crisis The Covid-19 pandemic undoubtedly has you on edge. We have all been forced to face our fears in some way, whether it’s the fear of falling ill, losing a job, having to spend time alone or losing a loved one. With all these anxieties and unknowns weighing on your mind, it might feel like there’s suddenly a pressing need to get your affairs in order. We hope that you do not contract COVID-19, but it does not hurt to be prepared if you do need to be quarantined or hospitalized. It can feel scary thinking about getting sick or not being able to make decisions for yourself, but a well thought out estate plan can ease your fears. After all, wouldn’t you feel better knowing that the burden of making health and financial decisions will never fall on unprepared family members? The truth is that just about everyone should have an estate plan, even if there is no looming health threat. So, if you don’t have one, there’s no better time than now to put it together.
Documents Needed For An Estate Plan Anyone over the age of 18 requires some level of estate plan. A complete estate plan will also include several important documents, such as a will, revocable trust (sometimes called a living trust), financial durable powers of attorney, advanced directives, and more. In light of the current situation, the two most important documents to have on hand are the appointment of a Health Care Representative and a durable powers of attorney for finances. You need someone who can do your banking or make your medical decisions if you are quarantined in your home, admitted to the hospital or become incapacitated. Here’s a look at all the documents you should have in a comprehensive estate plan and what they mean: 1. Durable Power of Attorney A durable power of attorney (DPOA) document is a legal document that gives someone, an Agent the authority to carry on a person’s financial affairs. The DPOA gives the Agent the ability to pay bills, write checks, make deposits, sell or purchase assets or sign any tax returns.

NEW HAVEN — The office of U.S. Attorney John H. Durham last Friday announced the arrest of a couple who authorities believe robbed five Connecticut gas stations, including one in Southington last month.
The pair's court appearance was videoconferenced. Rosario Lopez, a felon with a long list of prior convictions, remains in custody while Gonzalez was released after posting bond, a news release by Durham's office said.

2. Health Care Representative Similar to a financial durable power of attorney, naming a Health Care Representative (HCR) gives an individual the authority to make health care decisions on your behalf if you are incompetent or incapacitated. If you’re over the age of 18 and don’t have an HCR, your family members will have to request that the probate court appoint a conservator to have these powers. This can result in unnecessary delays and expense. The appointment of an HRC is part of your Advance Directives.
SOUTHINGTON — Property transfers reported from March 18 –26 April 1. Del D. Gomes and Maria Gomes to Edward Berger and Michel L. Nadeau, 131 Valley View Court, $560,000. Kimberly A. Joseph Gomez and Kathryn C. Brookman to Patrick J. Celella and Ashley M. Celella, 2775 Meriden Waterbury Turnpike, $525,000. Patrick Celella to Melissa
3. Living Will A living will, also part of your advance directives, allows you to specify what end-of-life treatment you do or don’t want to receive if you become terminally ill or permanently unconscious and won’t survive without the administration of life support. These are difficult decisions that should be made by you rather than placed on concerned family. 4. HIPAA Waiver While your advance directive contains language that allows your HCR to access your medical records, it’s not uncommon for medical facilities to refuse access to medical information without a stand-alone HIPAA waiver. Make sure you have a stand-alone HIPAA waiver to allow your nominated agents and family members to have access to your medical information so they can speak freely with your health care providers in case of a medical emergency or your incapacity. 5. Last Will And Testament A last will and testament is a legal document that allows you to direct distribution of your property at the time of your death. A will also allows you to appoint an executor, who oversees the distribution of your assets. A will also allows you to appoint a guardian to take care of minor children. Again, if you don’t have a will, a court will decide who is the best person to fulfill that role. 6. Living Trust A Living Trust also referred to as a Revocable Trust is a legal document that you make to create an entity to hold your assets, You can change your trust at any time (which is why it’s called “revocable”), and you can set it up to outlive you. If you become incapacitated or are unable to manage your estate, your living trust avoids the need for a court appointed conservatorship. You will appoint a successor trustee who steps in and manages your affairs without the involvement of the court, avoiding the extra time and money associated with probate. A trust also affords you privacy surrounding the details of your estate, since it avoids the need for probate, which is a public process.

The employee opened the register and handed Rosario Lopez $1,188 in cash. Rosario Lopez then ordered the employee to lay on the floor and fled, prosecutors allege. Four nights later, Rosario Lopez allegedly walked into the Fleet Gas Station at 1611 Meriden Waterbury Turnpike in Southington. This time wearing a surgical mask, Rosario Lopez pointed a pistol at an employee, again demanding money. The employee handed Rosario Lopez roughly $200. Funeral services change approach By Bailey Wright Record-Journal staff
When Jason Zandri’s grandmother died last month, his family was faced with a difficult choice. Is it safe to hold the funeral service or are we putting our loved ones at risk?

Anita Zandri died on March 14 and her funeral was held on March 19 in Wallingford, just days after Gov. Ned Lamont issued a recommended ban on gatherings of 50 or more. The ban has since been reduced to five. Close family members decided not to invite anyone outside the immediate family.

Words of Wellness by Dr. Stacey Raya TAKING SOME HARD KNOCKS Individuals with large gaps between their feet when they arc standing with their knees together are said to have “knock knees”· (medically known as “genu valgum”). While many children tend to display knock knees as part of their normal development, their legs will usually straighten out by age six or seven. Adults can also develop knock knees as a symptom of arthritis. Otherwise, the condition might arise as a result of pronated feet that lead to knee instability, or possibly an adductor/abductor imbalance causes the knees to knock together. Chiropractors are experienced in evaluating an individual’s gait, which can lead to recommendations and treatment that help normalize patient’s manner of moving. Chiropractic care is a great treatment for people of all ages who have knock knees. For younger patients who are merely moving through a development stage, chiropractic can help to keep their bodies from developing joint dysfunction or restriction as a result of the condition. To schedule and appointment please call 860 621-2225 or visit us at 200 Queen St., Southington. Our practice has a unique approach of comprehensive care and is based on the premise of the Triad of Health, a combination of chiropractic, acupuncture and nutrition. P.S. Gait analysis has become an accepted part of sports medicine.

Funerals people to write and submit notes of condolences to be tied to balloons at services. “These balloons will fill our chapel as hugs for the families,” the funeral home’s website says. “They will be able to read your heartfelt messages and hopefully know that many others are there with them in spirit.” One family separated geographically made a video slideshow to commemorate a loved one. “There was a sense of all of them being together and collaborating together to create this,” Ford said.
Extended grief Other families are choosing to postpone for months. Patrick Ferry, vice president of John J. Ferry & Sons Funeral Home, said a delay in services can also extend the grief period. “Folks are going to have kind of an extended period of grief, because they can’t necessarily close a chapter until these services happen,” he said. “They’re not going to have that closure right away.” Even for those that do gather, the services is different. People are hesitant to touch and be close to one another, Ferry said. Instead they offer condolences and words of comfort from a distance. MacDonald said most funeral directors get into the business to serve families. Now, their ability to do so if limited. “We’re not used to saying ‘we can’t do this’ because we try to do whatever we can,” Ferry said. But Ford said families can always rely on their funeral director.

EDITORIAL
Stay alert to mental health An editorial from the Cheshire Herald: We are all understandably concerned about health these days. That’s to be expected when a pandemic is exploding around us, with cases of the virus confirmed in every community. We are thinking about illness now in moments and places we normally wouldn’t — at the grocery store, in our interactions with neighbors, and inside our very homes. But there’s another health issue that requires attention. As the response to the COVID-19 crisis has stretched on, many have re-
sponded that we are “all in this together.” That is most definitely true. When the history of this moment is written, it will be the actions of communities, of neighbors and neighborhoods, that will be remembered as one of the true bright spots in an otherwise dark time. Yet, our “together” is uniquely separate. In order to kill a virus that is at once killing citizens and ravaging an economy, we must keep our distance from one another. This war is being won from the inside of our homes, and our strategy for victory is to keep away from each other until it’s safe to reconnect in person.
That means a lot of people in isolation. That means a lot of worry about mental health. For those who suffer from everything from addiction to anxiety, the last few weeks, and the promise of more to come over the next several, presents a clear threat. Such isolation can create all the types of triggers that can lead to relapse or the onset of depression. And while interactions are possible now, via technology, that would have been unavailable had such a pandemic hit, say, 30 or 40 years ago, a lack of personal connection can still lead to problems. But even for those who do not normally suffer from mental health issues, this difficult period can impact people in unwanted and negative ways. With so much uncertainty surrounding our See Editorial, A17

Governors promise to cautiously Editorial ease COVID-19 restrictions
nizers, the response was overwhelming. Children cheered. Some parents cried. The teachers enjoyed themselves immensely.
By Mark Pazniokas and Gregory B. Hladky © The Connecticut Mirror
That simple act of driving by a student’s home had a profound impact during an unusually complex time. It should serve as a blueprint for the rest of us — that activities such as phone calls or conversations with neighbors, while practicing social distancing of course, can be imbued with new meaning. And it can go a long way to keeping one feeling happy and normal.
From A12
The Democratic governors of a half dozen northeastern states outlined a regional approach Monday to devising a plan for the careful easing of COVID-19 restrictions, warning that changes will come slowly and be guided by public-health experts, not politicians or business interests. On a conference call hosted by New York Gov. Andrew Cuomo, the governors of Connecticut, Delaware, New Jersey, Pennsylvania and Rhode Island reinforced the notion that the decision to reopen their states is one for governors, not the federal government or President Donald J. Trump. Massachusetts Gov. Charlie Baker, a Republican, later joined the regional planning effort. “This is about being smart,” Cuomo said. “Not political, but smart.” The governors said the states will be cognizant of any guidance put forward by federal authorities. But as Gov. Tom Wolf of Pennsylvania noted, the closing orders came from state capitals, not Washington. In two Tweets before the governors’ conference call, the president offered a contradictory view, warning the order to reopen commerce would come from him.
The advisory group will be supported by AdvanceCT, the non-profit formerly known as the Connecticut Economic Resource Center. Most of the states in the regional planning group are connected by two metropolitan areas: New York City, with southern Connecticut, northern New Jersey and various New York suburbs; and Philadelphia, which draw commuters from Delaware, southern New Jersey and the eastern Pennsylvania suburbs. At the northern end are three states with common borders: Connecticut, Rhode Island and Massachusetts. Cuomo said the governors will not be developing a single template, as decisions will be dictated by local conditions. But Cuomo, Gov. Ned Lamont of Connecticut and Gov. Phil Murphy of New Jersey said the tri-state metro area most likely will have a common approach on some questions, given the interconnectedness of the region. Lamont said the state’s commuting corridor also is its COVID-19 corridor.
current moment, none could be blamed for being more pessimistic than usual.
That’s why caring for oneself is important during this time. Make sure you continue to do things that you enjoy. Stay active. Connect with friends and family. Even if it’s not the same as a backyard barbecue or a happy hour with co-workers, it can still offer a respite from all that is occurring. Last week, teachers from Highland School in Cheshire held their own personal “parade,” driving by their students’ homes to wish the youngsters well and provide some support, even if it came in the form of car horns and waves through windows. The governors announced an approach, not a plan. Each state’s gubernatorial chief of staff and designated public health and economic development advisers will serve on the six-state working group that was to begin meeting Tuesday. Connecticut was to be represented by Dr. Albert Ko, a Yale epidemiologist, and Indra Nooyi, the former Pepsi chief executive who advises the Lamont administration on economic issues.
Ko and Nooyi also will co-chair a Reopen Connecticut Advisory Group. Its members will include Dr. Scott Gottlieb of Westport, the former Food and Drug Administration commissioner, and Dr. Ezekiel Emanuel, a respected bioethicist and oncologist. Emanuel is the brother of Rahm Emanuel, the former Chicago mayor and White House chief of staff.

ont said. “Working as a regional coalition to make the right decisions will lead to the best public health results for all of our residents. We must solve these problems together.”
Deaths associated with COVID-19 increased by 48 to 601. The number of new infections confirmed by laboratory tests increased by 1,346 to 13,381.
Cuomo said governors’ decisions have to be guided by experts and data.
Earlier Monday, Cuomo said during his midday televised briefing that he was encouraged by the continued flattening of new cases in New York.
“You take one step forward and see how it works. And then you measure the next step,” Cuomo said. “To the extent we can do that together, that is the best course, there’s no doubt about that. I don’t believe we end up with a fully common strategy. You have different states in different positions.”
“I believe the worst is over if we continue to be smart,” Cuomo said. “I believe we can start on the path to normalcy.” With words echoed later by his fellow governors, Cuomo repeatedly warned that abandoning social distancing in commerce and social settings too soon could be catastrophic, spiking the infection rate in just two or three days.
On Monday, the Connecticut Department of Public Health reported 106 new hospitalizations for COVID19, bringing to 1,760 the current patient census attribut® ed to the coronavirus. Statewide, about one-third

“There is going to be no epiphany, no morning where a headline says, ‘Hallelujah, it’s over.’ That’s not going to happen,” Cuomo said. But much remains unknown about how to safely move forward on a path to normalcy. There is no accepted dashboard of gauges and measures that will precisely tell governors, who are the first and last word on restrictions, how quickly they can remove restrictions. Connecticut’s current capacity for COVID-19 testing remains limited, and the tests themselves only reveal a current infection, not immunity in someone who may have had a mild or even asymptomatic case. They also are vulnerable to false negatives. The state ranks 13th in the nation for the number of tests it has conducted on a per-capita basis, despite having the fifth-highest percapita rate of residents testing positive for the virus. Connecticut initially was slow to aggressively test for COVID-19, drawing criticism that it was missing an opportunity to slow the spread of the coronavirus. Max Reiss, the communications director for Lamont, said Connecticut is one of the states aggressively pursuing antibody testing that would show immunity. But the state does not yet know which tests can be produced quickly and at scale.

Widespread coronavirus testing in Connecticut would dramatically increase the state’s ability to control the disease and plan for future economic recovery, health care officials agree.

who has had it and recovered already, who might be immune from the disease and who might be carriers. The problem is that “we don’t have the tests available to us now” to accomplish that, Cardon said. Dr. Michael Parry, the director of infectious diseases at Stamford Hospital, a facility at the epicenter of Connecticut’s COVID-19 outbreak, agrees. “I think when the testing becomes more available and affordable, the testing should expand fairly quickly,” Parry said Monday. “I’m afraid it will show that a fraction of the population has been infected, and I’m afraid it will show a lot more people are susceptible to infection. I’d love to be proven wrong, and perhaps the testing will do that.” Parry said expanded testing, particularly of people in high-risk categories, those in essential services and children, would enable medical experts and state officials to “make decisions about social distancing and opening up businesses.” “Widespread testing would be very helpful in designing public health policies,” Parry said.
Relatively few children have thus far come down with COVID-19 in Connecticut, Parry said, and testing would “Certainly the ability to test a broader swath of the popu- help to determine if they have some immunity to the lation would help us better manage this entire outbreak virus or if they are serving as than we can right now,” said a “reservoir of infection.” Dr. Jim Cardon, chief clinical Parry said regular coronintegration officer for Hartavirus testing is becoming ford HealthCare. more available and that the Cardon said wide-scale test- turn-around time for labs to provide results of those tests ing will tell us not only who has dropped dramatically. has the virus now, but also

ing the mask, especially those who may cough or sneeze,” said Shane Lockwood, director of public health with the PlainvilleSouthington Regional Health District. The health district also covers Middlefield. The CDC has provided instructions for how to make different types of masks, including no-sew ones which only require cloth and rubber bands or hair ties. Crown said when making her own masks, rubber bands worked much better. She said the masks need to be routinely washed based on use.
A mask can be made from cutting a strip of fabric from a T-shirt, or using a bandana or otherwise square 20 inch by 20 inch cotton cloth. A coffee filter can be used inside. The masks should be used in any area where social distancing is hard to maintain, like grocery stores and pharmacies, especially in areas with community-based transmission, the CDC says. “I also continue to urge people to only go to stores for essential items. This is not the time to browse or go to the store because you may be bored at home. If you don’t absolutely need the item, don’t go to the store,” Lockwood said.
Community support Some local residents and businesses have stepped up to help sew masks for others. In Wallingford, Patricia Longobardi is trying to get fabric masks to people in need, See Masks, A24
