Goralski kept busy leading Boy Scout Troop 32, which he did for over 40 years. Goralski, 79, died Sunday from complications of COVID-19 at UCONN Medical Center in Farmington, his son Brian Goralski said.

“He touched a lot of people’s lives,” Brian Goralski said. “My brothers John and Michael and I are extremely proud of him.” Harry Goralski was in a rehabilitation center in Farmington when he contracted the coronavirus. The family observed social distancing and visited him

through the windows and by telephone. When Goralski’s condition worsened, he was transferred to UCONN Medical Center where the family continued to maintain telephone contact until his death. See Goralski, A2 Goralski

Plans for a new Southington Public Library building will be shelved for now.

Nikolas Thomson is just a few weeks into his latest project: making 3-D printed face shields and other protective equipment for health care workers and first responders. Thomson and his friends, fellow Southington residents Evan D'Agostino and Drew Steindl, have set up shop in the building previously occupied by Hop Knot on Meriden-Waterbury Turnpike in Plantsville. They’ve utilized the bar counters and tabletops to set up a makeshift manufacturing plant that includes about a dozen 3-D printers and space to assemble the shields.

The Town Council, during a meeting held remotely last week voted unanimously to postpone referring the proposed $13.9 million project to the Planning & Zoning Commission and Board of Finance.

The council, when it reconvenes on April 27, is expected to hold a vote that would effectively postpone any decision on the project until 2021. See Library, A11

MERIDEN — State Education Commissioner Miguel Cardona said Tuesday, April 14 that he expects to announce whether schools will remain closed beyond May 20 in the next “two or three weeks,” adding that he envisions schools will open slowly and gradually whenever the COVID-19 pandemic subsides. “It’s probably going to be phased in, it’s probably not going to be one moment we’re not there, the next day

we’re business as usual,” Cardona told the RecordJournal in a remote interview broadcast live on Facebook. “It’s going to be a gradual phase-in process, but a lot of those decisions are going to be made based on what we have available to us in terms of knowing whether or not people are carrying (the virus), the rate of transmission,” said Cardona, a city native who worked his way through the ranks in the Meriden school system, from an elementary school teacher to assistant superin-

tendent, before being appointed education commissioner last year. In announcing the decision to close schools through May 20, Cardona said he and Gov. Ned Lamont reserved the right to close schools further if needed, and Lamont has publicly said it’s likely schools won’t reopen until the fall. While other states, like Pennsylvania and Vermont, have already moved to close schools through the 2019-20 school year, Cardona said not doing so pre-

Property tax The Southington Assessor’s Office is accepting applications for the elderly homeowners program which helps reduce property taxes. Income limits are $37,000 for single residents and $45,100 for married couples. One spouse in the household must be at least 65 years of age as of last Dec. 31. Those who are receiving Social Security Disability benefits may apply regardless of age. The office is also accepting applications for Tax Stabilization (tax freeze). One spouse in the household must be 70 years of age as of last Dec. 31, and if married, his or her spouse is 62 years of age or over as of last Dec. 31. Income limits are $32,000 for single residents and $37,000 for married couples. Under this program the deferred amount of taxes, with interest, shall have a lien placed against the property. “We’re going to have to do the best we can to try to convince people,” he said.

Those with medical conditions are exempt from the order and won’t have to provide proof of the medical condition. Children under age two don’t have to wear a mask along with children whose parents or guardians can’t safely put one on them.

Foley, assistant to the state DESPP commissioner, said state statute does allow police to issue court summons to those who violate the governor’s executive orders during a public health emergency. He said that enforcement mechanism was communicated to local departments.

While residents or business owners flouting executive orders could be issued a summons, Foley said the state encouraged discretion on the part of police officers. “We hope that officers use their compassion and best discretion when approaching these complaints and calls,” he said. Foley also said the state was getting many calls from residents about others not social distancing or gathering in groups.

More calls anticipated Wallingford Police Lt. Samuel Soukup said he hadn’t heard of complaints about distancing or gatherings. He expected more calls after the governor’s latest order on masks goes into effect “if the guidelines aren’t clearly explained.”

So Thomson found design plans for face shields online and began printing them at home. In that first batch, he made an estimated 50 shields. The group has since made about 1,000 face shields and frames and have experimented with different types of materials — from onetime disposable equipment to more durable multi-use gear. Council members reached Wednesday, April 22 said they still support upgrading the current 45-year-old library building — whether those upgrades include a new facility or renovations to the existing one. The most recent plans proposed by library officials would have replaced the current building on Main Street with a new 25,550 square foot facility. It had been scaled down in size and cost from previous proposals. Council members who spoke with the RecordJournal made clear the vote to table the project did not mean they had opposed building a new library. “I've said from day one that I want a new library,” said Town Council Chairwoman Victoria Triano. “And I want the best library we can afford.”

Thomson said he wanted to assist the health care workers, whom he referred to as “medical heroes,” in the battle to treat COVID-19 patients and prevent the disease’s spread. Thomson said he spoke with one medical supervisor after a recent delivery. “She was so grateful. It made me feel good to know I’m helping out the medical heroes,” Thomson said.

The group was able to bolster their printing capacity by purchasing 10 additional 3-D printers. Thompson was able to buy the printers using a grant from Southington Community Cultural Arts and the Southington Arts and Crafts Association. Typically that money funds scholarships for high school students seeking an art education. The plastic sheets and printing materials have come from other donations. SoCCA Executive Director Mary DeCroce explained that because schools had closed the organization didn’t receive any scholarship applications this year. SoCCA leaders learned of Thomson’s efforts and gave him the funds.

That wouldn’t be the only effort SoCCA would support. Last month, after SoCCA had to close its physical doors, leaders gave away an estimated 100 bags of chalk for children and other residents to use. The bags were left on SoCCA’s front steps and gone within hours, DeCroce said. SoCCA’s exhibits and classes are taking place online, instead of in person. SoCCA staff have filmed instructional videos from their own home studios. SoCCA also issued a call for an exhibit organizers called “Me and my BFF.” The BFF in this instance stands for Best Furry Friends and the call was for people to submit photos with their pets. Town of Southington operational status update By Town Manager Mark J. Sciota

As of April 20, in compliance with the Governor’s request, only essential personnel and staff are reporting to work at Town offices. The following is our current condition: 1. The following departments are fully staffed: Southington Police Department and Southington Fire Department. 2. Highway/Parks have begun spring operations. Spring operations include clearing roads from winter sand and salt and cleaning catch basins. Highway/Parks is further preparing the road ways for scheduled construction for the construction season and will also clean and maintain parks for spring and summer operations, including eventually the opening of the Town pools. 3. The Transfer Station operated successfully last week for brush on-

SOUTHINGTON — A town resident was charged in connection with a stabbing at an apartment complex last month. The injured person suffered non-life threatening injuries, according to police. Kathryn McElhone McElhone, 30, of Southington was charged April 9 with disorderly conduct and second-degree assault.

SOUTHINGTON — A New Britain man was charged Monday after police said he assaulted a woman in December. Jaime Ortiz Jr., 47, of New Britain, was charged with disorderly conduct, thirddegree assault, firstOrtiz degree strangulation and first-degree unlawful restraint. Ortiz Jr. was involved in a dispute with a woman on Christmas Eve. During the incident, Ortiz Jr. reportedly choked her, threw her on the floor and threatened her with a knife, according to police. Who will be the heroes and patriots of this crisis? By State Sen. Rob Sampson

These last couple weeks of the coronavirus COVID-19 outbreak have impacted us all in a big way and will no doubt leave indelible marks on the future of our great country. My sense is that the word “crisis” has been used more often in recent days than in my whole life before now. As an American patriot and a lover of history, what comes to mind immediately when I hear “crisis” or even more specifically – “an American crisis,” is the work of one of America’s less appreciated founding fathers, Thomas Paine. Paine was an imperfect character (as we all are) and many would argue he miscalculated many of his life decisions. Nonetheless, he should still be regarded as one of the key heroes – and instigators of the American revolution. John Adams said of him "Without the pen of the author of Common Sense, the sword of Washington would have been raised in vain."

I read something recently that suggested that every 80 years, America faces a crisis that requires a new hero generation. This immediately made me wonder who the heroes and patriots of this American crisis might be. It is a different type of crisis but with some striking similarities. The American revolution was not about a virus but rather an awakening of the human spirit as a result of oppressive rule. The British colonists were a special breed, pioneers and their descendants – people with a passion for freedom, individual strength of resolve, and a potentially-enhanced predisposition for rebellion. King George provoked their independent nature with his repeated disregard for the individual British colonists, failing to respond to their desire to pass laws to govern the colonies, cutting off trade, imposing punitive taxes, and ultimately committing acts “which may define a

SOUTHINGTON — A local man faces charges after police say he attempted to run someone over with his vehicle during a dispute. Connor Trzcinski, 20, of Southington was charged April 14 with second-degree criminal attempt to commit assault, first-degree reckless endangerment, interfering with an officer and disorderly conduct. Police said Trzcinski pulled his vehicle toward another person several times during an argument. When officers arrived, Trzcinski refused to get out of his vehicle. Officers had to break a window to open the door to arrest Trzcinski, police said.
