Town looks to address panhandling By Jesse Buchanan Record-Journal staff

SOUTHINGTON — Town officials are considering laws, signs and a public awareness campaign to address panhandling.

Police, Community Services and Bread for Life officials started meeting last week to come up with recommendations for the Town Council. Victoria Triano, Town Council chairwoman and a Republican, said she

wants to offer help to the needy but doesn’t want some panhandlers taking advantage of residents’ generosity.

The town doesn’t have a law against panhandling. While that may be a part of the solution, Triano said it’s

not the only fix. “Enforcement has to be done very carefully. We want to help people. We want to stop the chain of poverty, not encourage it,” she said. See Panhandling, A2

The court unanimously decided that Boston violated the free speech rights of a conservative activist when the city refused his request to fly a Christian flag on a flagpole outside City Hall. While the case was pending, some Southington officials cited the lawsuit as a reason for a prohibition on all but government flags flying over town buildings.

Bill attempts to stop catalytic converter thefts HARTFORD — Connecticut lawmakers rose one after another to tell stories on Monday about the recent spike in the number of catalytic converters being stolen in their districts. The thieves, they said, have been slipping under vehicles, often in the middle of the night, and quickly removing the toxic gas and emissions-reducing devices from engines of school bus-

Shurtleff and his Camp Constitution wanted to fly a white banner with a red cross on a blue background in the upper left corner, called the Christian flag, to mark Constitution Day in 2017. The city had approved 284 consecutive applications to fly flags, usually those of other nations, before it rejected Shurtleff’s request because it was a Christian flag.

Richard S. Krystanowicz SOUTHINGTON- Richard S. Krystanowicz, 57, of Southington, passed away peacefully on Sunday, May 1, 2022 at Hartford Hospital. He was born on March 30, 1965 in Hartford to Walter and Wladyslawa (Szmid) Krystanowicz and had been a longtime Southington resident. Rich retired from New England Air Foil where he worked as the Health and Safety Facility Manager for 35 years. He enjoyed camping, gardening, grilling, playing golf and spending time with friends and family. He loved sports and was a fan of the Cowboys, Red Sox and the Sixers. In addition to his parents, Rich is survived by his loving wife of 14 years, Davida (Lewis) Krystanowicz, his daughter Katrina Krystanowicz of S. SOUTHINGTON — Anthony Jack’s Restaurant has a new look after a major facelift. Those missing the old décor have a chance to bid on some of it and benefit a local arts group. Owners Cheryl Moran and Barry DePaolo said it had been 20 years since they’d renovated their Center Street restaurant. At the time, dark wood was in style and Moran said it was time for a different look.

“We started from the floor up,” DePaolo said. “We figured it was time to give it a light, fresh look.” Floors, walls and bar tops are now a light color scheme. DePaolo said some customers have asked if they expanded the restaurant during the three-week renovation earlier this month. It’s no bigger, he said, but looks that way with the new brighter colors. Obituaries Walter R. Maxwell

Eleanor V. Kiltonic

SOUTHINGTON- Walter Rutherford Clark Maxwell, 80, of Southington, passed away peacefully on Sunday, May 1, 2022 at Southington Care Center. He had been the loving husband of Mary “May” (Cunningham) Maxwell for 57 years. Walter was born on September 23, 1941 in Stevenston, Scotland, the only son to the late Wallace and Mary (Thompson) Maxwell. In 1967, Walter and May came to the United States seeking opportunities for their young family, eventually becoming US Citizens in 1983. Walter (Scotty, as he was known by many) worked at Northeast Utilities first as a mechanic in the Berlin garage and later became a corporate training manager, where he trained employees for their CDL licenses, eventually retiring after 30 years of service. He was a member of the British Overseas American Club (BOAC), where him and May enjoyed many dances and family events. They met many of their lifelong friends at the BOAC. He enjoyed traveling, riding his motorcycle and trips to the casino with May always by his side. He loved music, especially playing his guitar. Walter was a loving husband, proud father and grandfather and was happiest when he was surrounded by his family. In addition to his wife May, Walter is survived by 3

SOUTHINGTON — Michael DeFeo is this year’s UNICO Gold Medal winner for his efforts on behalf of youth sports and local recreation. DeFeo, a Parks and Recreation board member, helped DeFeo raise money to fund middle school sports five years ago and advocated for an artificial turf field at Southington High School. UNICO, an Italian-American club, awards the Gold Medal of Honor to a Southington recipient each year. The group has a dinner award ceremony planned for May 18 at the Aqua Turf Club, 556 Mulberry St.

“Mike has been inspiring people to take action for decades. He leads by example and continues to make a positive impact for Southington’s youth and a variety of worthy causes. His dedication and service is remarkable,” said Vincent DeSanti, UNICO president. DeFeo, 62, has been a coach in town as well as Southington Little League South president and Southington Youth Basketball president. Adrianna, whose last name is being withheld for privacy reasons, was diagnosed with B-Cell Acute Lymphoblastic Leukemia on March 8, 2021. A first-grader at Toffolon Elementary School, Adrianna has completed a year of chemotherapy and has 15 months of maintenance treatment remaining. “We spent many nights in the hospital with treatments, and she just entered maintenance on April 1,” the girl’s mother, Michelle Donofrio, stated. Maintenance treatment means chemotherapy will come in the form of a pill or liquid administered at home,

Here’s a guy to keep an eye on once track hits the postseason. Senior Max Fuller was a big part of Lyman Hall’s Class M championship during the indoor season as part of the 4x200 and 4x400 relays. Fuller clocked in at 11.3 seconds to win the 100 meters in last week’s double-dual sweep of Hamden and Foran, and he’s landed 19 feet in the long jump.
