Taxes will drop slightly in the upcoming fiscal year following a unanimous decision by the Town Council.

The budget passed by the council Monday night will result in a 0.01 percent reduction in the property tax rate.

An energy developer’s proposal to build a solar farm on a parcel owned by the Catholic Cemeteries Association has been met with opposition from neighbors and the family that currently leases the field to grow hay and other crops.

Fire crews left around 11:30 a.m.

Emergency crews responded to a gas main break on West Main Street Tuesday morning.

A lane in the intersection of West Main Street and Route 10 was closed due to the construction work, with police guiding vehicles.

A fire department official said the call came in around 10:30 a.m., when a construction crew struck a gas line feeding 35 West Main Street. The gas company was on scene about 30 minutes later and capped the leak.

Verogy, a Hartford-based solar energy developer, has proposed building a solar field across 31 acres of the 102-acre field at 1012 East St. If the plan receives Connecticut Siting Council approval the developer would install a solar farm with capacity for more than 4.7 megawatts. On Thursday, May 7 Verogy officials told members of the Southington Conservation Commission’s Inland Wetlands and Watercourses Agency that the company intends to submit an application to the Siting Council in June. They also offered assurances that the project would not adversely impact wetlands and wildlife. The meeting was held via videoconferencing. Karabin Farms has leased the site for the past six years, growing hay and other crops, explained farm owner Michael Karabin. The farm is still leasing the property. Karabin described the property’s soil as “special.” “There is no other farmland in Southington that holds a candle to the quality of topsoil that is there,” Karabin said.

Town planners unanimously approved a patio expansion for Sliders Grill and Bar on South Main Street.

Initial plans for a low wall and a pergola roof were replaced with a six-foot high vinyl fence. Planning commissioners stipulated that posters or advertisements not be hung on the fence. Commissioners were also concerned about the patio being close to parking spaces in the front of the restaurant.

Town land purchases are reviewed by the commission to determine if they fit with the town’s plan of conservation and development.

The commission, which met via video conference Tuesday night, May 5 also gave a favorable recommendation on a town land purchase. Jeff Carbone of Olive Branch Enterprises submitted the plan to the PZC. He said the restaurant could get another five tables from the expansion.

“I think that we cleared that up pretty good,” said commission chairman Robert Hammersley.

Carbone said they will remove one parking space and put up bollards to block off the patio from the parking area.

Recovery committee seeks to help By Jesse Buchanan Record-Journal staff

Town officials are working on ways to allow businesses to expand outdoor dining in anticipation of fewer state restrictions on commerce starting May 20. The town’s long-term recovery committee heard from business owners during its first meeting Thursday, May 7. Expedited approval for tents in parking lots, patios and sidewalk tables were all being considered, although restaurant owners who participated said take-out is their top priority.

Michael DelSanto, recovery committee chairman and a Town Council member, said he hopes to inform and help local businesses. “We’re going to listen to you guys, we’re going to work as hard as we can to make things work. Well known pizza maker reopens in Southington

Obituaries Joseph Gerald Feeney SOUTHINGTON- Joseph Gerald Feeney, 79, of Southington, passed away on Sunday, May 10, 2020 at Water’s Edge Rehab in Middletown. He was the husband of Donna (Colwick) Feeney. Born January 2, 1941 in Southington, he was the son of the late Gerald and Pasqualina (Galiette) Feeney. He was the youngest of 4 siblings and a lifetime resident of Southington. He married the love of his life, Donna, in June of 1980. Joe retired from the Town of Southington, Highway Dept. after over 30 years of service. He loved to play cards, dance, and spend time with his family. He was a proud member of the Ganga Scarpa Shoda and always looked forward to their annual picnic. In addition to his wife, he leaves his two daughters, Kirsten and her husband Brent Vincent of Marion, and Caitlin and her husband Craig Posadas and stepchildren of Terryville, his granddaughter Vera

Edward George Kuchta SOUTHINGTON- Edward George Kuchta, a lifelong resident of Southington, died on Saturday, May 2, 2020 at the age of 93. He was a devoted husband and father who loved golf, tennis, bocce and travel and was guided by his strong Catholic faith. For more than 25 years Ed worked as a sales agent for the Metropolitan Life Insurance Company. He later worked for the Southington Chapter of the American Red Cross. Ed was a longtime lector at Saint Thomas Catholic Church in Southington and volunteered in town in many capacities. Edward Kuchta was born in Waterbury, Connecticut on January 11, 1927 to John and Victoria Kuchta, and lived on West Center Street, Parkview Drive, Meriden Avenue, Spring Lake Village and, most recently, The Orchards on Hobart Street. Following graduation from Lewis High School in Southington in 1944, he worked at the Phoenix Mutual Insurance Company in Hartford before joining Met Life. He met Adeline Maher of Bristol at Lake Compounce in the late 1940s. She asked a group of young people if anyone had a stick of gum; he offered to split his last piece with her. The two were married in Forestville on May 20, 1950. Ed was the quiet rock of his family, nicknamed “Steady Eddy” for his gentle demeanor, reliability even during tough times and solid beliefs. He enjoyed hiking with his family in the hills surrounding Southington. Two topics of conversation always made him smile: talk of his children and grandchildren, and the UConn women’s

basketball team, which he followed for decades. He is survived by his wife of nearly 70 years, Adeline (Maher) Kuchta; by his six children and their spouses, Robert Kuchta and Storm Matthies Kuchta of Madison; Nancy Sayre and Christopher Sayre of Denver, Colorado; Janet deWilde and Hamish deWilde of Loudon, Tennessee; David Kuchta and Jennifer Tuttle of Portland, Maine; Lynn Van Winkle and Peter Van Winkle of Fairfield; and Michael Kuchta and Karen Weintraub of Cambridge, Massachusetts; and by eleven grandchildren and two great-grandchildren. Ed was predeceased by his siblings John Kuchta, Francis Kuchta and Ethel Bracha. A memorial service will be held when it is once again possible to gather in groups. Obituaries Lori H. Francis SOUTHINGTONLori Hedden Francis, 50, of Southington, CT, passed away unexpectedly of natural causes on Monday, May 4, 2020 at MidState Medical Center. Lori was born on June 4, 1969 in Morristown, New Jersey, daughter of Richard Michael Francis and Marcia Havell Francis. Lori grew up in Monroe, NY and spent her summers at their family lake house on Greenwood Lake, one of her favorite places on earth, where she would spend her days water skiing, boating and making a lifetime of memories with her extended family. Lori graduated from Monroe-Woodbury High School and then earned a Bachelor of Science Degree from Green Mountain College in Early Childhood Education. Lori was a gifted all-around athlete, growing up playing competitive soccer, softball and ski racing while earning several MVP awards throughout the years. At Green Mountain College, she excelled in Alpine Skiing and Soccer, where she was named an All-American honorable mention and helped her team win the NAIA National Championships. Lori had a sense of adventure and loved to experience new things. After college, she moved to Denver, Colorado, with her best friend, Chris Stack, which is where she fell in love with the mountains, powder skiing and cowboy boots. She then spent a few years in Idaho before returning East, moving to Vermont to be near her sister and closer to family. It was in Vermont where she met

the love of her life, Andrew Ruth, and it was there that they would spend the next eight years starting a family and creating a wonderful life together surrounded by family and dear friends. In 2008, they moved to Southington, CT, where they created a beautiful life and built an amazing ‘Southington Family’ which spread wide and deep, making lifelong friends and lasting relationships throughout the community. From the schools to the sports fields to volunteering and endless summers at Winding Trails, she loved her community and we are so grateful for how much Southington loved her too. Lori was a teacher at heart and had a way with children that was truly magical. She spent years as a preschool teacher and as the Director of the Children’s Program at Killington Resort. She also grew up with a passion for real estate and later in life, she followed in her Mother’s footsteps and became a Realtor, where she excelled at helping others. Lori was an avid photographer and loved capturing pictures of every special moment, holiday

gathering, her kids sports events and the simple, daily moments at home with her family. She loved the outdoors, cooking, decorating, sunflowers and waterfalls - most especially McLaughlin Falls in Mendon, VT, which is where Andy proposed. Lori accomplished so much in her life, but her true calling in this world was being a Mom to her beautiful children, Grady and Riley. They were, and will always be, her greatest pride and joy. She loved her kids above all else, to the ends of the earth, and her love will be a part of them forever and always. She was truly a SuperMom who valued family time above all else, including spending time with her Mom, Dad, sisters, brother in-laws and her nieces and nephews - who she truly loved like her own. Lori was an extraordinary person with a beautiful smile that lit up the world and our hearts. She exuded warmth, she loved unconditionally and she was everyone’s biggest cheerleader. Lori was selfless in every sense of the word, always the first one to help anyone in need. She was happiest when surrounded by her friends and family - the more the merrier - and she had this magical way of bringing people together and making everyone feel special. It gives that child a little more opportunity to be successful when they move on to fourth grade.”

“Windham County has different issues than Fairfield County. So for me to prescribe something and say this is how it’s going to work everywhere, that’s not the best solution. We have local boards for a reason. They know their communities better,” he said.

Chief clerk personifies public service By Hon. Matthew J. Jalowiec

I was elected 10 years ago to the Office of Judge of Probate for Cheshire and Southington. I love my job and not a day has passed that I have not enjoyed serving the public. Our Probate District consists of over 70,000 residents and I am honored and privileged to serve them on a daily basis. As a constitutional officer of the State of Connecticut it is my duty to be available to them 24/7 whenever and wherever they may need me. When I took my oath of office I knew what such an obligation entailed, and along with me I brought

my wife and children down the path of public service. That obligation was to serve in good times, and in bad times. With the onset of the COVID-19 pandemic we, as a society, have seen a major shift in operations of almost all facets of our daily life. Legislatures, both state and federal, have not reconvened, and emergency declarations by governors have curtailed and/ or modified otherwise enshrined due process procedures. During that June 1-Aug. 17 time frame, should the state ease social distancing rules and reopen recreational facilities and give the green light to athletic activities, coaches and players can gather for in-person training and practices. “We opened up the ability to coach virtually this spring, but the feeling was that’s not nearly the same thing, and (athletes) haven’t had a chance to be with their teammates. They haven’t had much of any opportunity at all,” said Joel Cookson, the CIAC’s director of media and sports information. “To try to make it so they could have some of those opportunities this summer, pending if the governor says some of that stuff is going to be allowed, that was the direction everybody felt we should go.”

During the spring, along with empathizing with seniors who were losing their final season of high school athletics, a number of area coaches noted the damage a lost season would have on their program. Underclassmen were losing a year of development. Freshmen weren’t getting off Square 1. “There’s going to be some development delays,” Southington baseball coach Charlie Lembo remarked in midApril, when there was still a chance something could be salvaged of the spring. “This is the end of the fifth week; we’re not out on the field with the guys. They’re going to try to do as much in their yards as they can, but it’s not the same as going through a full practice.” The CIAC Board of Control agreed. “The feeling was, if we didn’t allow this, there was a chance you might have spring coaches who

Volunteers from local civic groups provide the volunteers to run weekend showings and some of the proceeds benefit those local groups. Dawn Miceli, one of the four Southington Drive-In committee members, said she’s received lots of messages about reopening. She has to wait on approval from town leaders, though, unlike privately-owned drive-in theaters.
