State proposes removing Route 10 bridge

Petit will not run for re-election

RISING TO THE CHALLENGE

By Jesse Buchanan Record-Journal staff

Plainville candidates have filed to run for the state house seat that’ll be up for grabs this November following the decision of Republican William Petit Jr. not to run for re-elecPetit tion.

SOUTHINGTON — State officials are finalizing plans to remove a nearly century-old bridge carrying Route 10 over Route 322, replacing it with a regular intersection and traffic light.

Petit’s 22nd House district lost its New Britain portion and gained a piece of Farmington and Southington in recent redistricting.

The change is part of a larger state Department of Transportation project that will reconfigure the Route 10, Route 322 and Old Turnpike Road area. State officials hope to begin construction next year. Among the biggest changes is the removal of Norton Street, which DOT project manager Jeffrey Pfaffinger described as a “defacto on and off ramp for Route 10.” With an at-grade intersection replacing the bridge, Pfaffinger said there would no longer be a need for Norton Street. Rebecca Martinez, Plainville Democratic Town Committee chairwoman and a Plainville Board of Education member, filed with the State Elections Enforcement Commission last month to run for the seat. Francis Rexford Cooley, a Plainville Republican, also filed to run last month.

In late April, Southington High School’s robotics team, The CyberKnights, competed at the FIRST Robotics Competition World Championship in Houston. The event draws the top high school teams from around the globe, and the SHS contingent, Team 195, finished as semifinalists in its division.

tal health crisis and lingering effects of the pandemic were among the concerns that prompted her to run for state office. “As a nurse working on the front lines since the beginning, I know the impact COVID has had and continues to have on our communities,” Martinez said. She cited her work on the school board, her ability to build coalitions and her advocacy for students and families. “I’m not afraid to roll up my sleeves and get to work. home,” he said. “It’s more important to be around on a full time basis with my family.”

Petit spoke highly of Cooley, saying he was well-spoken and highly educated.

Dropping the New Britain portion of the 22nd district and gaining portions of Farmington and Southington likely makes it easier for Republicans to win, Petit said. New Britain has a higher number of registered Democrats while the numbers are more even in Southington and Farmington.

“He’s well educated in our history and our government,” Petit said. “He seems pretty charged up to (run).” Cooley has participated in previous elections and is a member of the Plainville Republican Town Committee. “He’s been one of the ground guys, showing up and doing the behind the scenes work that’s hard to get people to do most of the time,” Petit said.

New district Petit said he’s leaving politics for now to spend more time with his family. He cited the amount of time required as a state representative. “It’s a lot of time away from

Petit is one of a handful of local legislators leaving state politics. Southington’s John Fusco decided not to run for reelection in the 81st House district. Catherine Abercrombie, a Democrat representing the 83rd House district in Meriden, is also not running for re-election. State Sen. Mary Daugherty Abrams, a Democrat, is not running as well. She represents the 13th Senate district.

Sampson said he hopes to return to Hartford for a third term to tackle the rising cost of living, crime and taxes. “We definitely need to make better policy on a state level to reverse the trend and make Connecticut a more attractive place,” he said. Robertson said he’ll be able to work more effectively with both parties and would consider only the interests of his constituents.

“When I was a fire commissioner, I worked on both sides of the aisle,” he said. “I’m not going to vote ‘no’ or ‘yes’ unless I absolutely believe in the bill that’s going to come up.”

Robertson said he’d do a better job of working with both parties than Sampson, adding he feels the Republican isn’t representing the majority of people in his district. “You need to have people who are going to listen to what is good for the majority and not what is good for the minority,” he said. If re-elected, Sampson said he’ll continue to fight for individual liberties as well as municipal control. Bicycle rental business offering new way to experience linear trail

Martucci, a fourth-grade teacher in Wethersfield, and her family used to travel to Cape Cod every year for summer vacation while she was growing up. They would rent bikes close to where they stayed.

SOUTHINGTON — As the weather warms, Mel’s Bike Rental offers another option for exploring the town’s linear trail.

“It was a nice way to explore and felt very freeing,” Martucci said. “It was kind of like this adventure I would look forward to every year.”

The business, at 991 S. Main St., opened last month and will operate on the weekends until June 24, when daily summer hours begin. Customers can rent classic-style cruiser bikes for adults and children and be on the trail in minutes, owner Melissa Martucci said.

For most of the two decades Boukus was in office, the legislative district she represented also included the Forestville section of Bristol. A plaque in her memory was installed at Forestville’s Central Square Green, a park she helped make a reality during her time in government. “It shows the great impact she had as a state legislator — the great positive impact,” Plainville Town Manager Robert Lee said.

Even if residents own their own bicycles, a rental is an easy way to get out for the day without lugging bikes around, Martucci added.

Long in the making State leaders have wanted to reconfigure the complicated Route 10 and Route 322 intersection since at least 2008, according to Town Manager Mark Sciota. Pfaffinger expects the design to be complete by July. Construction could begin in the fall of 2023. Work removing the bridge, widening intersections and removing Norton Street will mean detours for a few weeks. Town Council members

plan eliminates Norton Street and its intersection with Route 10. The two traffic lights at Route 10 and Old Turnpike Road will be synchronized to prevent backups, he said.

“Every traffic analysis we’ve done has shown it’s going to work out well,” Pfaffinger said. Other council members were in favor of the plan. “That’s a big area that really needs to be done,” said Councilor Val DePaolo. Paul Chaplinsky also supported work in the area. “I think we all know that that intersection has been notorious over the years for accidents,” he said.

Considering the precautionary conditions imposed during the pandemic’s first two years it’s not surprising that there is a sense of relief. The story is about returning to work in person. One thing families have been able to count on is their schools providing meals free of charge. In Cheshire, the school district’s Food & Nutrition Services Director Erica Biagetti is bracing for the upcoming challenge.

“It’s a huge relief for our students and their families,” Biagetti said of the current program. She described having access to healthy meals as an important part of students’ success. With the universal offering of free meals, directors like Biagetti have seen fewer families submit free or re-

“I think school nutrition has never seen more changes than in the past two years,” Biagetti said, referencing the numerous pandemic-related changes to service, in addition to the costs and the waiver programs.

Obituaries Sanders H. Hoffman SOUTHINGTONSanders “Sandy” H. Hoffman, 70, of Southington, passed away peacefully on May 16, 2022 at Hartford Hospital after a courageous battle with cholangiocarcinoma. Sandy was born in Middletown, CT, on December 24, 1951 to the late Hy and Claire (Radeen) Hoffman and had been a longtime Southington resident. He was predeceased by his wife of 43 years Rachel (Bowman) Hoffman. Sandy was a graduate of Southern CT State University, and he worked as a Public Insurance Adjuster as a partner in the firm of Tancreti, Phipps, Hoffman & Biller d.b.a United Adjusters. However, his true passion was his decades-long career in high school athletics where he worked as a basketball official for the International Board of Approved Basketball Officials (IAABO) Board 6 and as an umpire for the Middletown Board of Umpires. Throughout his career, Sandy officiated many high school baseball and basketball tournaments, and served as the President of the Middletown Board of Umpires and both the local and state boards of IAABO. Over the years, Sandy was honored to receive many awards and recognition for his dedication to high school athletics. In 2016, he was

named Umpire of the Year by the CIAC Coaches Association, and in 2020 he was inducted into the Middletown Sports Hall of Fame. Most recently, he received a lifetime achievement award from IAABO, and his local Board established an annual service award and scholarship in his name. Sandy enjoyed horse racing, trips to Saratoga, and rooting for the Atlanta Braves, the NY Giants and UCONN basketball. Most of all, he loved his family and was happiest spending time with his children and grandchildren. After a honeymoon trip to Lake George and Saratoga, NY, Sandy and Rachel returned there each year, beginning a family tradition that extended to their children and grandchildren. He will be remembered for his incredible sense of humor, quick wit, dedication to his family and a lifetime of friendships. Sandy

has been an inspiration to others by showing his strong will and ability to persevere through life’s most difficult challenges including both his own and his wife’s simultaneous cancer journeys. Sandy is survived by his two children, daughter, Jennifer Kazakewich and her husband Michael of Milford, CT, son, Jonathan Hoffman and his wife Karessa of Maple Grove, MN and 4 grandchildren, Anna and Andrew Kazakewich and Emmalyn and Kasen Hoffman. He is also survived by his brother, Michael Hoffman and wife Rhoda of Boynton Beach, FL, many nieces and nephews and many close friends. Sandy’s family would like to extend a heartfelt thank you to the entire team at the Helen & Harry Gray Cancer Center at Hartford Hospital for their kindness, compassion and excellent care. Donations in Sandy’s memory may be made to the Helen & Harry Gray Cancer Center at Hartford Hospital - Philanthropy, 80 Seymour St., P.O. Box 5037, Hartford, CT 061025037 (https://giving. har t fordhospital.org / appreciate). A celebration of Sandy’s life will be held at a future date. Plantsville Funeral Home has been entrusted with handling the arrangements. For online condolences, please visit www. plantsvillefuneralhome. com.

Tiffany Esposito believes the waivers should continue. “I do think it made a difference to parents, in all honesty. In the beginning they weren’t quite sure what to do with it,” she said, explaining families’ initial skepticism.

An increase in volume Nya Welinsky, the School Food Service Director for the Southington Public Schools, agreed. The school district currently serves somewhere between 4,500 to 5,000 meals a day, Welinsky estimated. Southington High School alone serves at least 1,100 meals a day. “We have really seen the volume increase through these waivers,” Welinsky said. “So we’re really hoping that the nutrition waivers can be extended.” The director said the universal meal concept is similar to students knowing they always have a seat on the bus. “There’s a meal for them in schools, if for whatever reason they need it,” Welinsky said.

The district has seen more families participate and accept the free meals. As a result, the number of meals served daily has increased. Welinsky and other nutrition directors worry that unless the waivers are extended, families and their programs could face new financial burdens in the upcoming school year. So the district is wary of advertising whether there will be a cost for meals next school year. Welinsky said even a year into the free meal program, families who were uncertain about it would contact her office with questions. “‘Are you sure I’m not going to get a bill? Are you sure it’s free,’” Welinsky said of the questions she fielded. “So it took a while for the community to really grasp the idea that it was free and available to everyone. So now, to not really know ... to not be able to truly advertise is definitely a hindrance right now for planning.” See School meals, A22 For 35 years, our family taking care of your family!

The rising cost of food is also a challenge for planning. For example, a portion of USDA-approved applesauce has doubled in cost, from $0.20 to $0.40, Welinsky explained. In addition to ensuring students are equitably fed, the waivers have enabled directors like Welinsky to keep their nutrition programs financially viable because they come with increased federal reimbursements.

Planning amid uncertainty Food service directors begin planning and placing orders for the upcoming school year as early as six to seven months in advance. The uncertainty has meant directors needed to begin placing orders without knowing what their future bottom lines will be. The national nonprofit

School Nutrition Association earlier this year released a position paper urging that the waivers continue, describing the ongoing challenges as “already wreaking havoc.” “To plan for next school year, school nutrition programs and their suppliers urgently need the assurance of waiver extensions,” the paper stated. The SNA also noted ongoing supply chain disruptions and labor shortages. “Schools consistently serve students healthy meals, but these disruptions leave short-staffed school nutrition teams scrambling to place additional orders for substitute menu items, find new vendors when orders are shorted, canceled or delayed, and even make trips to local stores to purchase necessary food and supplies,” the organization stated. A.J. DEPAOLO

GABBY CASTONGUAY

Cheshire golfers opened the season with a round of 162 and haven’t let up since. Actually, they’ve gotten better, going under 160 five times in building a record of 9-2 and a scoring average that ranks second in Division I to only Fairfield Prep. The leading man has been junior A.J. DePaolo, who shot a 2-under 34 at Southington CC last Thursday and a 39 Monday at Lyman Orchards. He ranks in the Top 20 statewide.

Perhaps the best measure of how far Southington girls lax has come isn’t the 10-3 record the Blue Knights took into this week, but the quality of their losses: 2 goals or less to well-established programs in games that went down to the wire. SHS has grown up thanks to players like Gabby Castonguay. A senior captain, Castonguay has 27 goals and 27 assists on the season, and she’ll be playing Division I lax at Merrimack College.

MATT MOCONYI

MADDY LAVALLE

Hands down, the team with the most dramatic and unusual games this spring has been Sheehan baseball. Big rallies, wild comebacks, walk-offs and upheld protests: the Titans have seen it all. And through it all, Matt Moconyi has been a key player. The junior homered and connected for a two-run double in Saturday’s 8-7 loss to Xavier at Palmer Field. He pitched a complete-game 5-hitter in Monday’s 3-2 win at Daniel Hand.

We’d call what Maddy LaValle did last Friday in Middletown a “career game” except that Maloney’s All-State senior catcher has been putting up eye-popping numbers throughout her career. LaValle went 5-for-6, homered, drove in five runs and scored three times in a 17-5 victory that put the Spartans at 12-5. Among the five hits was No. 100 for her career. The day left LaValle batting .528 on the season with 3 HR and 19 RBI.

OMMY VELEZ

XOCHILT RANGEL

Platt clinched a share of the CCC South baseball title last week with matching 3-1 wins over Berlin and Lewis Mills. Fittingly, Ommy Velez was in the middle of both victories. The senior left-hander went 6 2/3 innings and connected on a RBI double on Wednesday night at Sage Park. He had three hits and scored two runs back home the following afternoon against Lewis Mills. At 13-3. the Panthers rank No. 4 in Class L.

It’s spelled “Xochilt,” pronounced “So-she,” and it’s the name that has been at the top of the Wilcox Tech tennis lineup at No. 1 singles all season. For good reason. Miss Rangel — the last name rhymes with “angel” — has been outstanding against both Connecticut Technical Conference foes and non-conference opponents alike as the Wildcats compiled a record of 15-3. The senior was a good bet to win the CTC singles title.
