BOE dismayed over budget cuts By Jesse Buchanan Record-Journal staff
Mad, disturbed and surprised were among the words used by school officials to describe their feelings about a small budget increase approved by the Town Council on Monday, May 10.
Under the budget, school spending will rise by nearly $300,000 in the 2021-22 fiscal year.
that further reduced the education request by $1.5 million. That plan was opposed by Democrats.
Education officials had wanted more than $2 million more. The Board of Finance cut the request by $400,000. At the May 10 meeting, council Republicans voted in favor of a budget
Board of Education leaders said the $300,000 increase for next year doesn’t meet the contractual wage increases or other fixed increases the school district will face.

Tavern 42 to move elsewhere in town Owner Cheryl Moran didn’t disclose where the restaurant will relocate but said Tavern 42 will remain in Southington. Other than the building, the restaurant won’t change. “It’s going to be Tavern 42, just in another location,” Moran said.
“It is socially and fiscally irresponsible to do something like that,” said board member Zaya Oshana Jr., a Democrat. “I don’t know how you can make such a cut like that without asking” about the impact.

opened Tavern 42 five years ago. The couple also own Anthony Jack’s on Center Street in downtown Southington.
“Unfortunately the town does not want us to (hold the parade) and we have voted to go with the town’s recommendation,” said Jason Cap, commander of American Legion Kiltonic Post 72. The legion voted not to hold the parade during its meeting Tuesday, May 11, citing ongoing concerns about large gatherings during the pandemic.

“Hopefully people will speak up,” Connellan said of town residents. During Monday’s council meeting, Republicans said the low budget increases for town and education services was part of a plan to ease taxes on residents feeling the economic effects of the pandemic. The council’s six Republicans supported the budget, while the council’s three Democrats opposed it. While the tax rate will drop in the upcoming year, revaluation increased the assessment on most homes. The average taxpayer will get a bill that’s $81 higher under the 2021-22 budget approved by the council.

Tavern 42 From A1
No agreement on lease Sunday will be Tavern 42’s last day open to the public at its current location. Moran said she’s considering some type of special to mark the occasion.

Michanczyk also owns the adjacent Dean’s Stove and Spa along with properties across West Main Street. He opened Hearthstone, a restaurant in the same 42 W. Main St. space as Tavern 42, more than a decade ago in the former Taylor’s Grocery building.

end of the month. “Leases end and people have to move on,” she said.
New location Moran and DePaolo didn’t want to close permanently so they found another place. They haven’t yet signed a lease for the new restaurant space. There’s construction that needs to take place to make it ready and Moran wasn’t sure when they’d be able to reopen. She’s hopeful that they’ll be serving Tavern 42 customers in the new location this summer. Moran is paying her employees for two weeks after the restaurant closes to help them get through until the reopening. “I’m hoping we’re going to be up and running soon in the new location, but we’re concerned about our staff too, we don’t want to leave them hanging,” she said. “Our staff is fantastic. Almost everybody said ‘We’re coming with you, no matter where you go.’”
Downtown Plantsville Michanczyk has been expanding his Stove and Spa business in Plantsville, adding both indoor and outdoor showroom space. He also renovated other area buildings that he owns, including 57 W. Main St. where Lion’s Den Coffee Shop opened late last year. Town and state officials are also working on a Plantsville downtown facelift and safety improvement that’ll adjust roads and reconstruct sidewalks to make the area safer for pedestrians. The pandemic delayed the start of that work.

Local groups to receive Petit grants The Petit Family Foundation grant committee has selected recipients for their 2021 spring grant cycle. Twentysix organizations whose missions are aligned with the Petit Family Foundation’s missions were chosen to receive funding. Some of the organizations selected: The Greater New Britain Teen Pregnancy Prevention, Inc., located in New Britain, will use the grant to support their Pathways to Education Program, which serves lowto moderate-income households and provides academic assistance and school materials to help kids be prepared to learn and excel.
The Plainville Community Schools, specifically Plainville High School, will use the funds to build a sustainable, educational greenhouse on school grounds to create an outdoor alternative shared space. It will function as both a greenhouse and a learning environment. New Horizons, Inc., located in Unionville, provides housing and support services for people with physical disabilities. Their grant will support the installation of smart home technology in residents’ apartments. This technology will greatly improve their quality of life and their ability to live independently. Officials: Be mindful of ‘skimming’ devices The Department of Consumer Protection (DCP) is reminding consumers to be cautious when paying at the pump, following a report of a skimming device at a gas station in the town of Plymouth. “People are driving more, and that means they’re filling up more, but the last thing many consumers are thinking about is whether or not their gas pump card reader is secure,” said DCP
Commissioner Michelle H. Seagull. “The easiest way to avoid a credit card skimmer is to pay in cash or to pay inside the gas station, but we understand most consumers prefer the convenience of paying at the pump. Still, consumers should keep track of when and where they’re stopping for gas, and regularly check their credit card statements for fraudulent activity.” “With more people hitting
the road to go on summer vacations now that they’re vaccinated, it’s important to be vigilant of credit card skimming devices when you’re stopping for gas,” said Attorney General William Tong. “Before filling up your tank, check the seal of the gas pump to make sure it hasn’t been tampered with. If you can, pay with cash inside. If you plan to use your credit card to pay for gas, check your statement regularly to identify and catch potential fraud early.” As consumers gear up for summer travel, DCP is offering the following tips that can help prevent thieves from stealing financial and identifying information:
At the pump Check the seal. Many stations use security seals on the fuel dispenser access panels. Make sure the seal on each gas pump isn’t broken or tampered with. If it is, that indicates that someone not authorized to inspect a gas pump has tampered with it.

lieve may have been tampered with, don’t use it. You should report that pump’s issue to the gas station attendant. Use credit or cash. If you pay by cash, you won’t fall victim to a skimming attack. If you use your credit card, you will be able to recover your funds more easily and keep money in your bank account. Pay inside. Paying inside reduces your risk of falling victim to a skimming attack significantly because it’s much harder for fraudsters to place a skimmer indoors near the cash register. If you must pay outside, pick the pump closest to the building or security camera.
At home Check your statements. If you have a charge that looks unfamiliar, it’s important that you notice as soon as possible and report it immediately to your credit card company so that you can take the steps necessary to get a refund or cancel your card. See Skimming, A7

New signs warn about auto thefts By Devin Leith-Yessian Record-Journal staff
Two dozen signs are being placed at gas stations and convenience stores around town to remind motorists to turn off their cars, lock the doors and bring their keys to reduce the risk of cars being stolen while shoppers are inside. “Leaving your car running and going in stores is asking for trouble,” said Lt. Keith Egan from the Southington Police Department.
While car burglaries have captured much of the public’s attention, Egan said vehicles left running are sometimes stolen when drivers go inside a store for a short period. The police department has purchased 24 signs from Sign Pro. Each is about the size of a typical traffic sign and reads: “Help us help you. Lock your car. Remove your valuables and keys. A reminder from the Southington Police Department."
tions and convenience stores in areas at high risk for car theft based on police statistics — mainly along West Street, Queen Street and the Meriden-Waterbury Turnpike — to work with store owners to have the signs placed. “We’re trying to pick locations that are going to get the most bang for our buck,” Egan said. to remind residents to lock their cars and bring their keys and valuables into their homes at night. The task force is also coordinating with neighborhood watch groups. More communication and stronger relationships with residents has allowed police to respond faster and identify suspects more quickly, Egan said. Stolen vehicles have been recovered in as little as 45 minutes. Communicating with residents has also allowed police to dispel some myths about car thefts, including that thieves are using devices to gain access to locked cars. Most burglaries occur when cars are left unlocked and thefts of vehicles largely occur when the keys are left inside the vehicle. “There's a misconception that people believe the people committing the car thefts have some magic device to access your car,” Egan said. “ … There is no secret magic device that is being used out

there, the reality is that people need to be more vigilant.” The task force has also analyzed where thefts are occurring to determine where patrols will be most effective and coordinate with other area police departments. “They have been able to identify some of the key players in this, as far as who are committing the thefts in the area and not even just the area but across the state … they’ve been able to combine resources, identify them, locate some of the juveniles that are committing the crimes," Egan said. Town Council Chairwoman Victoria Triano said the police department keeps the council up to date with the statistics on vehicle thefts and burglaries. The numbers show the collaboration between police and the public has been effective. "I feel we are making an impact … but it's not going to change overnight. It is going to take time and diligence," she said. dleithyessian@ record-journal.com 203-317-2317 Twitter: @leith_yessian

Federal money at issue in school budget debate By Jesse Buchanan Record-Journal staff
Republicans and Democrats on the Town Council are divided over education funding and how to use more than $4 million in federal money that’s coming to the school district in the fall. The council’s Republican majority approved a budget last week that increases school spending nearly $300,000 for the upcoming fiscal year. That’s $1.5 million lower than the increase requested by the Board of Education. Republicans said the school district can use money from the American Rescue Plan Act to pay for increased costs and contractual wage hikes.
Democrats and school board members said the federal money is intended for programs that help students recover academically from a disrupted school year. Using it for regular expenses also could mean a tax hike when the money runs out.

Districts must create plans “that focus on renewal, reducing opportunity gaps, accelerating learning and advancing equity for all student,” according to guidance issued to district leaders.
Salary increases for existing special and regular education employees totaled more than $1.7 million for the upcoming fiscal year, according to the school board’s budget request. The board also asked for new positions costing $334,000. Salaries are the largest portion of the board’s budget.

Area schools plan for graduation ceremonies
Preventing a Will Contest When you write a Will, you have control over how your assets are distributed after your death. However, if someone in your family disputes your Will, a probate court judge could end up deciding who gets your property.
By Jessica Simms Special to the Record-Journal
Emotions run high when someone dies. If family members are not content with what they have received, or do not believe your wishes are being interpreted properly, they may contest your Will. Will contests can drag out for months or years, preventing your rightful and intended beneficiaries from getting the assets you wanted them to receive.
As the school year winds down, most area high schools have set graduation plans for the Class of 2021. Here is what area schools have planned:
As part of creating an estate plan, look for ways to reduce the possibility that someone could challenge your wishes. Here are some steps you can take to ward off a Will contest after your death: 1. Start early. Make your estate plan while you are of sound mind. If you wait until your health is failing, or your mind is impacted by an accident or other reason, your Will becomes vulnerable to claims that you lacked sufficient mental capacity to draft it.
Southington Southington High School’s graduation is planned for June 18 at 4 p.m. outside on the football field. Each student will be masked and will sit at least three feet apart.
2. Prove competency. When you write your Will, you can ask a physician and/or your attorney to certify that you are mentally competent. A written report by an expert in determining competence could be vital. Make sure the report is drafted somewhat close in time to the execution of the estate plan. A video record at the time you sign the Will can also help demonstrate you acted with a clear head, of your own free will, and without outside interference.
“The fact that we’re outside every year anyway did make things a little bit easier to make adjustments,” said Assistant Principal Rich Aroian. Graduates will be allowed two tickets. Guests will sit on the bleachers spaced three feet apart.
3. Get qualified legal advice. There are do-it-yourself books and online tools available for writing your Will. But using an estate planning attorney is the best way to ensure it is properly executed and valid. If you do choose the DIY route you do so at your own risk. If, after you die, there is a question about the Will or your capacity, do not count on Legal Zoom to be there to support the validity of the documents! 4. Consider trusts. There are a variety of trusts that direct how your assets are managed, held and distributed to your heirs or beneficiaries. With a trust, you generally can avoid probate and increase control over how your trust is administered. Your heirs will receive their inheritance more quickly and privately, with potentially fewer costs to the estate. Trusts are becoming very popular and it is important to seek the guidance of an expert with experience.

Straub said each graduate can have four guests that “Parents and guests will be will sit together in separated expected to keep their masks pods.
5. Write your Will without interference. Avoid complaints that someone exerted undue influence over you when you wrote or executed your Will. To help avoid such contests, never have your beneficiaries sign as witnesses and do not include them in meetings with your attorney.
Debate
6. Share your intentions. Consider talking to your family about the intentions in your Will. Let your heirs know why you have designed it the way you have, or write an explanatory letter to accompany your Will. Generally, what you put in the letter will not have a legal effect on your Will, but it can help family members accept your choices.
the purpose of the money.
From A10
Palmieri said school leaders are still waiting for guidance on the federal funds. While there may be a “loophole” to use it for normal expenses rather than pandemic-related programs, he said it’s not
7. Include a no-contest clause. A no-contest clause stipulates that anyone who contests the Will, and then loses that contest in court, is disinherited from what they would have otherwise received. No-contest clauses are not enforceable in all states, and they’re only effective if you’re leaving your heirs enough value that they wouldn’t want to risk the challenge. Once your Will is complete, do not just file it away. Sit down with an attorney regularly to make updates that reflect your current situation. Changes such as moving, having grandchildren, or losing a loved one can impact your plan.
“That’s not the intent of those funds, even if there is a provision,” Palmieri said.
Taxes and revaluation Lombardi said Republicans wanted to keep tax rate increases to a minimum this year. Home revaluation led to higher home assessments
“Our customer$ come before the dollar sign”
8. Moving. Let’s say you sign a Will in Connecticut but retire to sunny Florida. There is no reason to change the Will merely because you are now a resident of Florida. Conversely, a validly executed Will signed while a resident of another state would be valid if you died a resident of Connecticut. However, it is always smart to have your estate plan reviewed by an attorney of your domiciliary state in order to ensure it reflect your wishes and comports with the laws of your new home state.

and a higher tax bill for the average homeowner. Local residents shouldn’t pay more in taxes to fund education, Lombardi said, when the district was receiving millions in federal aid. “It’s irresponsible to not look at the big picture of overall funding sources,” he said. School board members wanted to hire more school psychologists and counselors in the upcoming year, a plan that’s now uncertain. Using the federal money for new programs or positions could also create funding problems when the money is exhausted, according to Lombardi. “The Democrats have to consider the big picture there,” Lombardi said. “They wanted to hire more people. That would have created the (fiscal) cliff.” jbuchanan@record-journal.com 203-317-2230 Twitter: @JBuchananRJ

Memorial Day That event is scheduled for 11 a.m. outside the American Legion Post 45 building on Hanover Road. Meriden City Councilor Bob Williams Jr., the Post 45 commander, said the event is open to the public, but will be similar to the one held last year — with social distancing measures in place and mask wearing. In past years, the American Legion had organized a parade that culminated with a ceremony at the Meriden Green. With events scaled back, Williams urged fellow residents to “remember our veterans and remember our first responders.” “Certainly our veterans fight the fight, most of it overseas, but the war on terrorism and everything going on around us is on our home shores,” Williams said.
Cheshire's annual Memorial Day wreath-laying ceremony is scheduled for 1 p.m. Sunday, May 30, at the Church Green. A veterans’ motorcade through town is scheduled to follow the ceremony at 1:30 p.m. Memorial Day is held on the last Monday of May in honor of those who died while serving in the military. Veterans still living are honored on Veterans Day every November.
Fireworks canceled for second year Wallingford Mayor William W. Dickinson Jr. said last week that there are no plans to hold the annual Fourth of July fireworks this year, citing ongoing COVID-19 concerns. The town stopped paying for Fourth of July fireworks in 2009.

VISIT MYRECORDJOURNAL.COM/ATHLETES TO VOTE FOR YOUR FAVORITE NOMINEES!
SAMANTHA PIRRUCCIO
OLIVIA VEGLIANTE
The Spartans are on the verge of winning the CCC South for the first time since 1989. A run of four straight victories got them there, and in each win Samantha Pirruccio got the job done at No. 1 singles. Two of the junior’s victories came in three sets, where she’s 4-0 on a 10-5 season. In other words, Samantha Pirruccio is clutch. Said coach Tim Sweigard, “The kid is a warrior who elevates her game when the pressure is on.”
Another area tennis team that’s been red-hot resides on Pond Hill Road. Lyman Hall won three matches in as many days last week to close the regular season at 9-7. The girl leading the way was Olivia Vegliante, senior captain and No. 1 singles player. An All-RJ selection two years ago as a sophomore Vegliante signed off this year with a threeset victory against West Haven. She takes a record of 8-5 into the postseason.
PAUL BURKETT
JACK MCMANUS
Highlighting the return of spring sports was last week’s Lyman Hall-Sheehan track meet. Sheehan swept behind Paul Burkett, who was only a freshman the last time it was held. Now a junior captain, Burkett captured two events with PRs — 23.1 in the 200, 19-4 in the long jump — took the 400 in 56.1 and ran on the winning 4x400 relay. For the season, Burkett had 13 individual wins and was part of six first-place relays.
On a team of heavy hitters, Jack McManus is the jack of clubs for the 15-1 Southington Blue Knights. The senior outfielder has clubbed home runs in three straight games — one against Glastonbury on Wednesday, one against Farmington on Friday and two against Wolcott on Monday — and now has six roundtrippers on the season. McManus hits for average, too. On the season, he’s batting .440 with 20 hits in 48 trips.
TIM NUGENT
OMMY VELEZ
Given the numbers Tim Nugent put up last Monday against Amity, the 31 assists the junior setter posted Friday against Shelton seemed almost pedestrian. In one of the most prolific performances in program history, Nugent recorded 50 assists versus Amity — and the match didn’t even go five sets; CHS won 3-1. Nugent added 35 assists this Monday as the Rams beat Hand to win their 12th straight and improve to 13-2.
Whether in victory or defeat, Ommy Velez brings it for the Panthers. Consider the past week. The junior left-hander doubled and scored the go-ahead run in a 5-3 win at New Britain. He pitched six innings and went 2-for-3 with a RBI single and RBI double in a 6-4 loss at Bristol Eastern. Then, this past Monday, Velez went 3-for-3 in a 4-3 win over Enfield that clinched Platt a berth in the upcoming Class L state tournament.

The development of the COIVD-19 vaccines was achieved on an accelerated timeline as compared to many other vaccines that we currently use. There are a couple of factors that influenced this rapid development. The mRNA vaccine platform is new to the general public. However, the scientific community has been working with this platform for some time as a reliable way to bring new vaccines into general use. Scientific researchers have been investigating the use of this technology to develop vaccines for infections such as rabies, influenza, and Zika prior to the onset of the COVID-19 pandemic. This strong foundation for the use of mRNA technology was already in place when the COIVID-19 pandemic began and provided the stepping stones for rapid vaccine develop-

HOW CAN I DE-CLUTTER FOR SPRING?
Warm weather is here! With the fresh start of the spring season, many Connecticut homeowners are getting ready for spring cleaning and the deep sense of accomplishment it inevitably brings—and that includes us at Calcagni Real Estate. But after a year spent at home (all…the…time…), many of us are discovering the need to declutter before we deep clean. If you’re looking around your house feeling a little overwhelmed at where to start, you’re not alone. Keep reading for easy-to-overcome tips and tricks that will leave you feeling accomplished and clutter-free in no time.
This first method Kuper recommends is probably one you’ve employed before: Simply grab one garbage bag and move your way around the house, filling it with items that haven’t yet made it to the trash (or recycling), but should. This is a great way to do a “sweep” —a generalized first step toward decluttering. Once you clear your home of items that you really no longer need, you can start to see other items in your home that may be taking up precious space or creating low-level stress in your dayto-day existence.
