Plans for new library move forward By Jesse Buchanan Record-Journal staff

While town leaders were hesitant about a major library building project last year, there’s now more support for sending the $17 million funding request to town voters. Library officials hope to build a new library at the 255 Main St. property, then tear down the existing building.

On Monday, the Town Council unanimously voted to send the project to the Planning and Zoning Commission and Board of Finance for review. Due to the price tag, the new library would need approval by voters at a referendum in November. Victoria Triano, a Republican and council chairwoman, said they’re trying to build a library that will meet the town’s needs for decades.

Last year, library officials pitched a new 25,500 square-foot library at the cost of $13.9 million. This year they’re proposing a 30,000 square foot building for $16.9 milliion. The existing library building is 21,000 square feet. “This is really more in tune with what they want and what they feel they need,” Triano said.

Library needs for growing town Library leaders have said the existing building, which dates from the 1970s, doesn’t have enough space, and isn’t handicapped accessible. Children and teen areas in particular are constricted and there’s often not enough quiet study spots.

Southington Care Center marks collab with town At a special event held on May 10, three top Southington officials were among those who celebrated National Skilled Nursing Care Week and the care Southington Care Center provided this last year during COVID-19. The photo by Charles Fenno Jacobs is part of an extensive collection of his work housed at the Library of Congress. During World War II, Jacobs was commissioned by the Department of Defense to photograph American life as a way to boost morale. He created several photojournals of Southington people, places and events as part of his coverage of a typical American town. THE IMPORTANCE OF STRETCHING

Stretching is an excellent complement to chiropractic care. When combined with simple stretches and low-impact exercises, chiropractic patients often find that their injuries heal faster, their pain is reduced, and they simply feel better. As a natural part of the aging process, our muscles begin to tighten. Inhibited range of motion and joint stiffness make normal daily activities more difficult, however, everyday life shouldn’t come to a standstill. Stretching regularly can help the body regain lost flexibility. The more stretching, the more the muscles will get used to those movements. Thus, an improved range of motion will start to be seen, along with better blood circulation, muscle tension relief, improved posture, more energy, and better sleep. The wonderful thing about stretching is that you can do it just about anywhere when you have time. Moreover, you do not need any fancy weights or machines to get moving. And because you are only using your bodyweight, the risk of injury is minimized. Stretching is important in order to keep your muscle tissue primed and ready to tackle the day. To schedule an appointment for chiropractic care, please call 860-621-2225. Our clinic is located at 200 Queen St., Southington

Schools to use mix of reserves, federal money By Jesse Buchanan Record-Journal staff

Education leaders plan to use a combination of savings and federal funds in the upcoming budget to boost what they describe as an inadequate increase in school spending.

Library Page Coby Goyen returns books to their proper places in the narrow aisles of the children's section at the Southington Public Library. Library officials hope to build a new library at the 255 Main St. property and then tear down the existing building. Dave Zajac, Record-Journal

would have to be smaller,” he said. “Once the referendum goes through, if it goes through, the price is fixed.”

A different year Chaplinsky said the library request comes to the council as the pandemic comes to an end. That’s very different from last year when library leaders asked for a new building as the pandemic began. “Hopefully we’re in a better position to support this. Certainly a year ago I wasn’t comfortable with such a proposal going forward,” he said. Chris Poulos, a Democrat and council member, said he’s always supported a 30,000 square foot library.

“For me, it’s about having the appropriate-size library,” Poulos said. “The 30,000 square feet was the consensus for what we needed for our population.” Town leaders were also optimistic about getting public support for the referendum. Joanna Furgalack, a library board member, said they’ll start making the case to town groups and residents once the referendum is set. “It would be a great deal for the town of Southington to support a new library,” she said. “We’re looking to convince (residents) that it’s a great thing.” jbuchanan@record-journal.com 203-317-2230 Twitter: @JBuchananRJ

At its meeting last week, the Town Council voted to increase education spending by about $300,000 for the 2021-22 fiscal year. Council leaders said the district will be receiving more than $4 million in federal funds which could be used to avoid budget increases and the subsequent tax hike for residents.

School leaders said the federal money is intended for programs that help students catch up on learning disrupted by the pandemic. The money can be used for operational expenses to avoid layoffs as well.

$1.7 million for the upcoming fiscal year, according to the school board's budget request. The board also asked for new positions costing $334,000. Salaries are the largest portion of the board's budget.

There won’t be enough funding for all the academic recovery measures the district had wanted to do, Oshana said. “I think we’re going to be able to get many of those positions paid for by the grant,” he said of the school psychologists and counselors.

Surplus funds With many sports and other gatherings and activities cancelled, the school district had leftover money after the 2020 year. Some of the money was used to support the food service program, according to the district’s business director Sherri DiNello, leaving $1.1 million. Unspent money has been used in previous years to replace aging equipment or other projects outside of the normal operating budget. Oshana said the district will likely end this school year with additional savings. He said the board will use some of that money and previous savings to help fund operations in the upcoming year. “We’re going to have to,” he said. jbuchanan@record-journal.com 203-317-2230

More than two weeks of events celebrating the town’s gay community kick off Friday, May 21, with a rainbow flag raising at St. Paul’s Episcopal Church.

The Southington Pride group is organizing the events, the first of their kind in town. Offerings include educational panels, art exhibits, drag queen story times, restaurant nights and a family festival at the YMCA’s Camp Sloper. Events will end on Sunday, June 6. Fire Department marks trails to help those who get lost, injured hikers By Jessica Simms Special to the Record-Journal

As a way to help with emergencies on town trails, the Southington Fire Department has started on a trail-marking project. Firefighter Christopher Fusco has been spearheading the project for over four years and first implemented it at Crescent Lake with the help of Firefighter Ryan Pulver.

Planning From A12

Bryan Meccariello, an attorney representing Fragola, had several planning experts testify during the meeting that the addition of age-restricted housing on Laning Street would result in minimal increased traffic. Senior households generate fewer trips per day than others, experts told town planners, and there’s no pattern of serious crashes on the road.

The markers are placed about every 100 feet. All trails at Crescent Lake are marked and there are two large information signs — one in the parking lot — that give a brief explanation of the signs. The signs also have a QR code that links to a town website with a map of the trails, a more in-depth explanation of the trail markers and aWaterproofing list of hiking safety Basement Services tips. “I’m not convinced that this road is totally safe for this development,” said Susan Locks, a commission member. Neighbors who spoke at Tuesday’s public hearing had similar worries about increased traffic. Fragola has been trying to develop the Laning Street property for years. Previous

The current plan calls for the 15 duplexes with private septic systems. The duplexes will be a mix of one and two bedrooms. The Town Council in 2019 rejected Fragola’s request to extend town sewers to the property, allowing for more homes to be built. Meccariello said there’ll be an increasing need for senior housing in upcoming years. The development is adjacent to Hawk’s Landing Country Club and residents will be able to access the golf course via a cart path. The commission will take up the application again at its June meeting. Mark Pooler, chief executive officer of the Southington-Cheshire Community YMCAs, said the YM will be doing an audit of the Camp Sloper trails with Fusco this month.

“I think that if somebody does get hurt on one of these trails, hopefully it will give the emergency services an easier time finding them because they can get a more specific location, which is important,” said Annette Turnquist, director of public works/town engineer. Fusco said he is in the process of getting other trails in Southington marked and started with Crescent Lake since it is town owned and is where most of the lost or injured hiking incidents take place.

COLE MALUSZEWSKI

MACKENZIE GRADY

Wilcox wrapped up the CTC Nutmeg Division golf crown at 8-0 with victories over Kaynor Tech and Wolcott Tech. In each match, Cole Maluszewski earned the medal for the Tribe. The senior shot a 5-over-par 40 at Hunter Golf Course against Kaynor and a 7-over 43 at Torrington Country Club against Wolcott Tech. In between, Maluszewski shared the medal with teammate Colin Fletcher with a 42 at Hunter against Grasso Tech.

We know all about Mackenzie Grady’s acumen in volleyball. She’s twice been All-RJ and All-SCC in that sport. This spring, the junior is staking a claim for herself in track. With a season-best throw of 103 feet, 6 inches last Tuesday, Grady won the SCC East Sectional crown in the javelin. That 103-6 also happens to be the longest girls javelin throw so far in all of Class L, the state meet Grady and LH will be competing in next week.

MARQUIS WARD

MADELYN NAPIERSKI

Here’s a name were going to be talking about in track for the next four years. In fact, we’re talking about him right now. Maloney’s Marquis Ward, only a freshman, has already established himself as a standout sprinter and jumper. Ward swept the 100, 200 and long jump in Friday’s Platt-Maloney meet. Heading into the postseason, his top performances are 10.8 in the 100, 23.02 in the 200 and 20 feet, 3 inches in the long jump.

Junior Madelyn Napierski doesn’t typically start for Southington softball. Sometimes, she doesn’t get into a game. She did last week and wound up playing pivotal roles in victories over Cheshire and Hall. On Thursday against Cheshire, batting ninth, Napierski delivered the walk-off hit in a 3-2 Southington win. The following afternoon, as a courtesy runner, she scored twice — in the same inning — in a 4-0 victory over Hall.

IAN WIRTZ

AVERY WINTERS

Ian Wirtz showed a flash of leather and a flash of the future as the young Cheshire baseball team blazed down the homestretch of the regular season. The sophomore catcher doubled in a 7-0 road upset of No. 7 Fairfield Prep, then threw out four baserunners the next day in a 5-4 walk-off win over Notre Dame-West Haven. With their 4-0 finishing kick, Wirtz and the Rams managed to qualify for the Class LL state tournament.

Avery Winters is not out of season in spring. The Sheehan junior added to her checkered resume last Tuesday by winning the 200 meters and running a leg on the first-place 4x100 relay at the SCC East Sectional, a meet the Lady Titans won handily. Winters took the 200 in 26.36, not far from her school record of 26.2. She and Clarisse Aminawung, Allison Villano and Patrice Mansfield did lower their 4x100 record to 49.71.

Chris Fiorillo, a distant cousin of Gualtieri, partnered with Fancy Bagels owners to open a shop in the former Angela’s Pizza location at 309 Buckland St. The pizza shop moved to Meriden-Waterbury Turnpike late last year.

Fiorillo said the Fancy Bagels XPress will cater to on-the-go customers. It’ll have most of the items as other Fancy Bagel locations as well as smoothies, a new menu item for the chain. He’s planning to start with 10 smoothie flavors and is considering banana mango, tropical, blueberry blast and

COVID-19 VACCINE

What options are available for housebound residents and others who can’t make it to a vaccination clinic?

A Housebound is an individual who is unable to leave their home without difficulty. And due to this difficulty, they generally do not leave their home. It is usually due to advanced age, illness, or a disability. As part of the continued rollout of vaccinations in the State of Connecticut, the Wallingford Health Department has been designated the Homebound Coordinator for residents of Wallingford. The State of CT DPH has set up a website for those who are homebound and are seeking vaccination to register, which is as follows: https://dphsubmissions. ct.gov/homebound There are two criteria that are required to be met to qualify for a homebound vaccination. • Physically unable to go to a vaccination clinic or mass vaccination site with or without assistance. • No history of anaphylaxis or severe allergic reaction requiring the use of an epinephrine auto-injector (EPI pen). For residents who cannot register on the website for homebound vaccination can contact the Wallingford Health Department directly (203-294-2065) for registration on the town’s homebound vaccination program. The Wallingford Health Department will also, in the coming weeks, begin to set up mobile clinics in the community focusing on vulnerable populations and those who are uninsured/underinsured as more vaccination operators are available in town. Once the individual signs up with the Wallingford Health Department, we

We honor those who didn’t return from war “They do not need our praise. They do not need that our admiration should sustain them. There is no immortality that is safer than theirs. We come not for their sakes but for our own, in order that we may drink at the same springs of inspiration from which they themselves drank.” Woodrow Wilson stated this in his 1914 Memorial Day address. The 28th president was speaking about fallen soldiers. More than 1.2 million Americans have been killed during war time, with some 600,000 of those casualties

coming in our bloody Civil War. The number of Americans lost in battle also includes 405,399 in World War II, 90,220 in Vietnam and nearly 7,000 in the ongoing War on Terror. Today, Memorial Day, we remember the men and women who did not return from war; Americans who made the ultimate sacrifice. Memorial Day was declared a national holiday by an act of Congress in 1971. And decades later, in 2000, the National Moment of Remembrance was established by Congress. Wherev-

Certainly, we should enjoy some relaxation today, but let's also take time to ponder the meaning behind the holiday; perhaps at 3 p.m., the National Moment of Remembrance. It's the least we can do.
