Tattoo shop sponsors fundraiser for reproductive rights groups By Lauren Sellew Record-Journal staff
SOUTHINGTON — In response to the U.S. Supreme Court decision overturning Roe vs. Wade, a North Main Street tattoo studio launched a fundraiser featuring a variety of prochoice tattoo designs with 100 percent of the proceeds going to reproductive rights groups. The artists at Propaganda Ink worked together to create about 30 designs showcasing various pro-choice images, according to Rachel Molnar, co-owner of the 550 N. Main St. tattoo shop.
Middle School of Plainville student Elliana Rexinger-McConnell earned a spot in the T&F AAU Junior Olympics taking place in Greensboro, N.C. July 30 to Aug. 6. She is slated to compete in discus and shot put in the 12U age group. To qualify for the Junior Olympics, Rexinger-McConnell had to place in the top six in her region, which includes all of New England, as well as New York and New Jersey. She sailed over that hurdle at the AAU Regionals, held June 24 to 26 at Hillhouse High School in New Haven, earning silver in both of her events.
Molnar said the idea behind the fundraiser is similar to one the shop held to support animal rescue, but that event was for one day. The fundraising campaign to support reproductive rights will run through Election Day, in light of the urgency Molnar and her colleagues feel in the wake of the recent decision. Molnar said she has a six-year

has been positive so far. She acknowledged not everyone agrees with their position on the issue. Still, she said, they are fighting for people’s right to choose and ask for that same respect. As of Thursday, June 30 the shop had 20 appointments booked See Tattoo, A3
More money approved as factory cleanup nears completion By Jesse Buchanan Record-Journal staff
SOUTHINGTON — Town leaders accepted $200,000 in state money last week for additional cleanup at a former factory site on North Main Street. The Beaton & Corbin property, 318 N. Main St., has been derelict since the copper plating business closed in 1989. The vacant building caught fire in 2003.
Despite its prominent location, developers weren’t interested in buying the property since it had extensive contamination, the defunct company was still in possession of the land and the town had tax and sewer liens on it. Work started in 2020 when local developer Mark Lovley agreed to buy the property See Cleanup, A2

Puk said the fund uses money raised to provide equal access to abortion care. While the procedure remains legal by state law in Connecticut, Puk said financial barriers are huge in the state. The fund’s focus is to help both residents and those from other states re-

CHIROPRACTIC CARE FOR INFERTILITY
2021
Infertility is an emotional rollercoaster and can seem daunting for the millions of women unable to conceive or stay pregnant. Many women have found success with their fertility by seeing a knowledgeable chiropractor. While chiropractic care alone can’t cure infertility, it can be a great tool in a prenatal routine. Infertility can occur for many reasons, such as hormonal issues and imbalances, heightened stress, ovulation dysfunction, and pelvic alignment problems. Regular chiropractic care is natural and holistic. It can encourage increased blood flow, which is a real plus for conception for women with blocked fallopian tubes. It also reduces stress and can relieve pressure on the pelvic floor, which can affect the vitality of the reproductive organs.

Obituaries Russell W. Mann SOUTHINGTONRussell W. Mann, 73, of Southington, passed away on Friday, July 1, 2022 surrounded by his family. He had been the loving husband of Wanda (Burrill) Mann who he considered his best friend. They enjoyed 48 years of marriage together. Russell was born in Southington on May 22, 1949 to the late Halsey and Emma (Casale) Mann. He was the largest baby ever born at Bradley Memorial Hospital weighing 12 lbs. 8 oz. He had been a lifelong Southington resident. He owned and operated R. Mann Foundation Company for over 40 years. He later worked at NBT where he developed many friendships. Russ proudly served his country in the U.S. Army during the Vietnam War. He was a combat veteran for the 3rd Battalion, 1st Infantry of the 11th Light Infantry Brigade. He was a platoon sergeant during the 68 Tet Offensive. He was also a platoon leader. For his service he received numerous awards, including the Bronze Star. He was a lifetime member of the American Legion and Disabled American Veterans. Russell was a caring man who impacted the lives of so many people. He valued friends
and family. He had a tough-looking exterior, but once you spent a few minutes with him you’d realize that he had a heart of gold and was a highly sensitive and intuitive man. He was proud to be the father of four girls and loved spending time with his grandchildren. He was always eager to dole out quick witted wisdom and advice to anyone he cared for. He easily connected with others. There is no place Russ ever went where he didn’t see someone he knew. Russ will be remembered most of all for his sense of humor. He had an anecdote for everything and a nickname for everyone. He loved to banter. If Russ was in the room, you were guaranteed to be laughing. In addition to his wife
Wanda, Russ is survived by 4 daughters: Micaela Refici and husband Brian of West Hartford, Rebecca Mann and husband Justin Gilbert of Northfield, Angela Jankowski and husband Jeremy of Amston and Pamela Nolan and husband Cooper of Farmington and 9 grandchildren; William, BJ, Nathan, Allison, Abel, Harper, Sawyer, Penelope and Weston. He is also survived by 3 sisters; Cynthia Allen of E. Lyme, Janet Mann of Colorado and Alyce Mann of Southington; one brother, Frank Mann of Southington and many nieces and nephews. Russ was predeceased by one brother, Halsey Mann, Jr. and his good friend Richie Sito. In lieu of flowers, donations in Russ’s memory may be made to Disabled American Veterans (https://www.dav.org/ ). A graveside service with military honors will be held at 10:00 a.m. on Tuesday July 12, 2022 at the State Veterans Cemetery, Middletown. Calling hours will be held from 4-7 p.m. Monday July 11, 2022 at Plantsville Funeral Home, 975 S. Main St., Plantsville, CT. New post for former Plainville coach Press Release
NORTH HAVEN — The North Haven High School Athletic Department announced the appointment of Jessica (Hanchette) Neuweiler as head coach of the girls basketball program. Neuweiler has coached high school basketball for more than 10 years, most recently at Plainville, where she turned the team into a contender in the Central Connecticut Conference.
“Coach Neuweiler has demonstrated she is able to develop basketball teams and bring them to the next level. We Neuweiler look forward to Coach Neuweiler working with our student-athletes to help them reach their potential, both on and off the court," NHHS Athletic Director Steve Blumenthal stated.
Prior to her stint at Plainville, Neuweiler was the junior varsity coach at Sacred Heart Academy in Hamden, where she consistently led her teams to winning seasons. Also, she was responsible for player development, and led Sacred Heart's strength and conditioning program. Neuweiler is a Sacred Heart Academy alum. After turning in a stellar basketball career there, she played college hoops at Division II Saint Michael’s College.
Sandra Moses SOUTHINGTON- Sandra (Lombard) Moses, 86, of Southington passed away peacefully at home surrounded by her family on June 25, 2022. She was born in Standish, Maine, on December 19, 1935, daughter of the late William and Peg (Haley) Lombard. Sandra was married to the love of her life and best friend, the late Leigh Moses, for over 60 years. She retired from the Southington Board of Education where she finished her career as an executive secretary at Southington High School. Her compassion and competence earned her the respect of many students, teachers, staff, and administrators. After her retirement, Sandra could be found avidly reading and crafting. Her knitting needles and sewing machine were always moving on new projects such as baby blankets, sweaters, or curtains for family and friends. She created blankets with her quilting group who donated them to Connecticut Children’s Hospital and Sandy Hook families. Sandra was an incredible cook; her baked stuffed shrimp, stuffed mushrooms, and deviled eggs were holiday favorites. She enjoyed discussing history, pondering current events, and sharing her precious life stories. Her greatest interest was spending time with her family, including her beloved grandchildren whose talents and interests she’d nurture in so many different ways. Sandra is survived by her children: Russell Leigh Moses and his wife Jie Yu of Nanjing, China, Patricia M. DeBishop and her husband Jeff of Southington, and David M. Moses and his wife Christine also of Southington. She
was “Nanny” to Joel R. DeBishop, Taylor A. DeBishop, Kayleigh A. Moses, and Abigale L. Moses all of Southington. She is also survived by her two sister-in-laws: Patricia Lombard of Parsonsfield, ME and Barbara Lombard of Gorham, ME, her brotherin-law Edwin Brooks also of Gorham ME, several nieces, nephews, special cousins, and lifelong neighbors and friends. Sandra was predeceased by her two brothers, David and William, and her sister Sharon. Sandra’s final wish was to go “back home” to Gorham, ME where she will be laid to rest next to her husband, Leigh. Those services will be held on Friday, July 8, 2022 at 10:00 AM at the Chad-Poitras Funeral Home, 498 Long Plains Road, Buxton, ME 04093. Burial will follow in North Gorham Cemetery. Voters to decide on library changes in November referendum By Jesse Buchanan Record-Journal staff
proved, the town manager will oversee personnel and finances at the Southington Public Library and the Barnes Museum, while the library board will have authority over programming and other policies.
SOUTHINGTON — Voters will decide whether to change town charter rules on library authority at a referendum this fall.

In a party-line vote, the Town Council sent the proposed charter change to a referendum scheduled for the Nov. 8 general election.

Republicans, who hold a majority on the council, said new language will clarify roles for the town manager, library director and the library board. The existing language is based partly on state statute and there’s confusion about roles, supporters said.

Council Democrats said voters already rejected similar charter changes that would have given the town manager more authority over the police and fire departments. They voted against sending the issue to referendum at a council meeting last week.

CUTTING EDGE LASER TECHNOLOGY Laser surgery on soft tissue eliminates the need for scalpels and sutures to address soft tissue conditions. With this advanced technology, we can perform frenectomies (tongue and lip tie release) in affected newborns as well as children and adults. The laser can also be used in removing soft tissue lesions, and in the alleviation of canker sores.

ty representation and term limits, the Republican-led commission only recommended changes in library authority. Library Director Kristi Sadowski reports to the appointed, nine-member library board and Town Manager Mark Sciota. In addition to leading the library, Sadowski is also in charge of the Barnes Museum. “It’s crystal clear who runs what,” said Mark Lajoie, a Republican and charter commission chairman. “The town manager is responsible for one side, the library board is responsible for other operations.” Victoria Triano, council chairwoman and a Republican, didn’t want local library authority governed by state law. State statute determines the roles of the library board and library director in absence of local rules. “The whole idea in this is to bring local control,” Triano said. “This takes it out of the state hands and gives it back to the board of (library) directors and town managers.”
Failed changes to police, fire boards
“Those boards actually have details in the charter on how those boards are managed,” Chaplinsky said.
“Our library doesn’t (have) that. The problem is there’s In 2013, voters shot down a no clarity.” suggested charter change that would have given the town manager authority over the police and fire departments. Both emergency services departments have civilian boards that govern operations.
Public comments Democrat John Moise, a former fire board member, suggested there were more reasons that Republicans wanted to change the library organization.
“I worry about censorship about books and removal of books. This will be much easier under the control of one,” Moise said at the council meeting, referring to the town manager. “I worry that See Referendum, A50

Blajerski said an informal ride was held last year and was so successful that organizers planned a bigger one this time around. The 2021 ride drew more than 200 motorcyclists. “It’s a lot of work, and next year, I will look into getting some more help. It’s a lot for one person,” Blajerski said. All proceeds from the ride will go to Barbi and Paisley. Officer Cybulski was well liked among his Plainville PD peers. “He was hired as a police officer shortly after I was hired, so we spent the majority of our careers together,” Lieutenant Nicholas Mullins said. “Before he was an officer, he was a dispatcher for our department, so I worked with him in that capacity as well. What happened to Brian is a tragedy, and I think that honoring him with this motorcycle ride is tremendous.” Contact Roman Blajerski for the ticket link: blajerski@ plainville-ct.gov, 860-9306125. Sherman’s Taphouse closes in downtown Southington

SOUTHINGTON — Sherman’s Taphouse on Center Street closed on Sunday due to rising food costs, the difficulty of finding workers and a slowing economy, according to the owner.

Owner Sean Sherman said he’s been trying to keep afloat since the beginning of the pandemic and hoping for things to turn around.

Sherman’s an easy decision, but financially necessary. “I hate it, because I love the town, I love the community, I love the street, I love the industry,” he said.
Rising costs and a slowing economy The Southington and Burlington locations both were hurt by a lack of workers, with Burlington in an even worse situation, Sherman said. “Last year, the staffing issue became pretty severe,” Sherman said, adding things have gotten a bit better. “It’s still very, very hard to find good staff right now.” Costs also skyrocketed, with Sherman estimating a rise of almost 100 percent. “I can’t raise my prices that much,” he said. He’d hoped to hang on until sales rose again, but the economic downturn has meant fewer customers. “May and June have been very slow. I think a large part of that is due to the economy now,” Sherman said. “It costs so much to buy gas and buy groceries. That money has to come from somewhere and it’s coming from their discretionary spending.” He thought the fall might be
better, but didn’t think he could hold on that long. “I thought that last fall too, and thought that the fall before,” Sherman said.
Concerns from fellow restaurateurs Cheryl Moran, an owner of Anthony Jack’s Wood Fired Grill across Center Street, said she’s facing all of the same problems. To help retain workers, she’s experimented with four-day work weeks for kitchen staff as well as closing the kitchen in the afternoon to give workers a break.
Setting the Stage for Lasting Memories
“The restaurant business is a tough business, as most people know, especially in the kitchen. You’re working weekends and holidays,” she said. “We’re trying to make it somewhat appealing.”
Services
While Anthony Jack’s pays more than minimum wage, Moran said there’s a limit to how much she can pay and still sell food at a price customers will accept.

“You can only pay people so much. I can’t pay people $30 an hour and expect to stay in business,” she said. “It’s easy for people who aren’t in the business to say, ‘Pay them more money, pay them more money.’”

I worry that the Southington (library director) has supported the (Southington) pride group’s requests last year and ruffled some Republican feathers.” Mark Lajoie, the Republican chairman of the charter commission, responded, saying, “we were tasked by the library director and the board of the library to provide clarity as to who runs the operations. I feel we did so.” The charter revision commission’s recommendation had also been along a GOP-controlled party-line vote. Deliberations were described
as “very respectful” by John Barry, a Democratic member of the commission, though Barry preferred to keep the library board as the authority over the library director. “I’m not someone who believes bureaucrats should be given more power in the operation of government,” he said when the recommendation was made in May. “The changes diminish (library board) authority which in turn I think diminishes a citizenbased government.” Voters now get to decide. In 2013, voters decided against giving the town manager authority over the police and fire departments. Making it clear why it’s necessary to do that now with the library is the task ahead for Republicans.
Kohler appointed Connecticut Secretary of the State By Mark Pazniokas The Connecticut Mirror
Gov. Ned Lamont has appointed Mark F. Kohler of
North Haven, the former head of the special litigation unit for the Connecticut attorney general’s office, to complete the term of Secretary of the State
Denise Merrill.
The promotion of Scott Bates, the deputy secretary of the state, would have generated opposition due to his previous role as the founding chairman of the controversial Connecticut Port Authority.
The selection of a retired civil servant to succeed Merrill, who is leaving office early to care for her ailing husband, spares the governor from political controversy amid his own reelection campaign.
Kohler retired earlier this year

“Mark is incredibly well-respected as a level-headed, tactful and experienced attorney who has a considerable understanding of Connecticut state statutes, particularly those concerning the operations of our elections and government administration,” Lamont said. Kohler was promoted in 2011 as the unit chief by then-Attorney General George Jepsen, a friend and informal adviser to Lamont. The governor’s current general counsel, Nora Dannehy, was the deputy attorney general.

“I am honored and humbled to be named by Gov. Ned Lamont to serve out the remainder of this term and continue my public service on behalf of the people of the state of Connecticut,” Kohler said in a statement. “I have the utmost respect, appreciation and admiration for the work Denise Merrill accomplished in this role, and I look forward to working with her dedicated team of professionals to ensure that our elections are carried out in an accessible, fair and transparent manner.”

Merrill, who announced a year ago she would not seek a fourth term, resigned effective at noon Thursday, June 30. Kohler will take office on Monday, July 11 and remain until the winner of the November election takes office in January. “The circumstances surrounding the need to fill this vacancy are very unfortunate, but I am pleased that Mark has agreed to step away briefly from his retirement and return to state service,” Lamont said. “I am confident that this will be a smooth transition, and that the staff of dedicated professionals that Secretary Merrill has led during her nearly 12 years in office are ready to continue carrying out the office’s duties on behalf of the people of Connecticut.”
