While the town had in tended to build a 30,000 square foot library for $17 million, town leaders say inflation and rising con struction costs will make that impossible. If the plan is reduced in size to a more affordable 24,000 square feet, the State Li brary Board will no longer award the grant. The $17 million was approved by voters in a November ref erendum.

SOUTHINGTON Town leaders are hoping to sal vage a $1 million state grant for a new library which could mean with drawing Southing ton’s grant application and trying again later.

Val DePaolo, a Town Council Democrat, prefers a larger li brary.

“We have not heard any thing from them. We have a meeting scheduled with them,” she said. If Southington doesn’t meet the requirements of the grant, LaValle said it could “reapply.Werecommend they forfeit the grant and reapply the following year,” she said.

“I would think residents would think, ‘You’re only gaining a few thousand square feet?’” she said. “We did go to residents with this size library. I know some times you can’t stick to that, but it’s a big difference.”

Morelli said Southington Li brary Executive Director Kristi Sadowski has been talking frequently with state officials. He was surprised they hadn’t heard about the town’s latest plans. “(LaValle) talks to the (town’s) librarian all the time. The librarian is basi cally the spearhead of this whole new library,” he said. “I know our librarian speaks to her regularly. There are no Morelli,surprises.”aTown Council Re publican, said the building committee had a meeting scheduled for Wednesday at the library. The committee planned to discuss a recommendation to the Town Council on what to do about the state grant. Morelli believes the best course is to reduce the size of the library to keep costs in line with what voters ap proved at referendum.

The existing library is 21,000 square feet. He doesn’t want to increase spending, adding he feels even the addition of a few thousand square feet in a new, purpose-built and flexible space would allow the programming space the town needs. The town could also add to the library in fu ture years.

She and other council Democrats have mentioned that voters approved more money for the middle school construction projects when costs unexpectedly rose.

“This is just such an impor tant project for the town. I really hope that the building committee is looking at all the options and will give us a recommendation,” DePao lo said. “I really hope the council can work together on this in a bipartisan manner and re ally look and see, what are all the different options there.”

“We purposely picked archi tects that are specialists in building libraries. They have a record of building modern and up-to-date facilities,” Morelli said. “I have a lot of confidence in both.”

Nine-year-old Daniela has been receiving blood transfusions every three weeks for as long as she can remember. Despite her challenges, Daniela is your typi cal kid. She enjoys dancing, lounging pool side on hot days and spending time with her Dafamily.niela’s brother Matteo has the disease as well, but is not to the point of needing blood

Debate over sidewalks Town planners noted the traffic on that corner and asked if the developer could add sidewalks to the project.

Planners approved a five-house subdi vision for an eight-acre prop erty on the corner of Curtiss Street and Lazy Lane. The property at 540 Lazy Lane nearly encompasses a singlefamily home on Lazy Lane.

Bovino said sidewalks are re quired for subdivisions that include new roads. He cited a court case where a state judge ruled a town couldn’t require a developer to make an offsite improvement such as a sidewalk. “The issue is that it’s not legally required,” Bovino told “planners.Justbecause it’s not re quired doesn’t mean you don’t do it,” Hammersley re sponded.

“You’re going to have kids ostensibly in the houses you’re developing.” he said. “They’re going to walk on Lazy Lane or Curtiss Street to the bust stop and I see it as a safety issue.”

Land purchase is a good deal for Southington

Southington’s Town Council and Planning and Zoning Commission are considering buying those properties for a total of $350,000. There’s bipartisan support, with Town Council Demo crat Chris Palmieri, a mem ber of the acquisition com mittee, in favor of buying the Inland.talking about the benefit of buying these types of properties, Palmieri men tioned that the town-owned Southington Drive-In when it was bought was not part of neighboring Recreation ThisPark.is a good move for Southington. The process ahead involves sending the plan to the planning com mission for review, after which it will return to the council for a final approval. With those approvals likely, an improved entrance to Panthorn Park is on the way.

“This is good for the town but it’s also recognition for the family that they wanted to keep it open space,” said Paul Chaplinsky, a Republi can town councilor and chairman of the open space acquisition committee. The lots under consideration are at 425 and 429 Burritt St.

August was declared nation al breastfeeding month by the U.S. Breastfeeding com mittee and has been cele brated annually in 2011. In Connecticut, Hartford Hos pital proclaimed the month of August as Breastfeeding Awareness Month. The declaration gives advo cates and health profession als a chance to highlight the importance of breastfeeding, especially among communi ties of color. The risk of not listening After giving birth, “every thing went bad,” said pro tennis player Serena Williams in an exclusive in terview with Vogue. A series of small blood clots settled in her lungs. Williams asked for a blood thinner, but the nurse thought her pain medicine might be making her confused and delayed the necessary medication, Vogue reported. Williams’ experience is just one well-publicized example of the disconnect that might occur between health care providers and mothers.

The program is funded through an addi tional $830,000 allocated to improve maternity health outcomes in the governor’s budget for 2022-23.

Doulas are trained people (mostly women) who sup port parents during labor and the postpartum period, according to a definition from Department of Social Services spokesperson Maura Fitzgerald. The expansion is part of an ongoing effort to address the systemic in equities in medical systems, especially for people of color.

A recent study published by the Connecticut Department of Public Health found sig nificant disparities in mater nal mortality rates related to race and income. People who receive Medicaid made up 68% of the pregnancy-as sociated deaths, but only 37% of live births. The study also found that Black people were overrep resented in pregnancy-relat ed deaths. White people ac counted for 44% deaths and 54% of live births, whereas

Chen left legal aid and start ed working as a senior attor ney with national health ad vocacy nonprofit National Health Law Program. In 2019, she became involved with a program that works with state-based organiza tions like Connecticut’s Health Equity Solutions to lobby legislators to allocate Medicaid funding to pay for doula care. Chen said the ef fort varies from state to state, as some states have legisla tors who are already meeting with doula advocacy groups. Peer-to-peer support Despite the high cost of childcare and postpartum support, free resources are available to parents, espe cially through volunteer-run organizations and nonprof Aboutits. 40 years ago, Anne Murphy breastfed her first child. To get help, she at tended a meeting hosted by La Leche League, an inter national breastfeeding non profit that provides peer-topeer support and education for breastfeeding parents. She stayed involved with the league, made dear friends and decided to take the training to become a leader herself, she said. Murphy said the league doesn’t have membership dues, and in stead is funded by a paywhat-you will model. During a national infant formula shortage, Murphy ex plained that breastfeeding is an investment in long-term “health.Thesavings that a family makes when they are breast feeding are very high,” she said. “For instance, you don't have to buy artificial substitutes. So breast milk is free. And there are less doc tor visits for a breastfed baby because breastfeeding helps to protect against short and long-term illnesses and dis Similarly,eases.”

This is not the first time the government has addressed the use of Medicaid funds to pay for doula care.

In February of 2019, mem bers of the advocacy group Doulas for Connecticut gave testimony to the Senate on a bill that would regulate doulas and provide Medi caid coverage. The bill did not pass. How ever, the legislature recom mended that doula certifica tion be set first, said Saman tha Lew, manager of Policy & Advocacy at Connecticut’s Health Equity Solutions, who was involved with the pro Advocatecess.

“One thing that I’m finding is that states are realizing that the actual implementa tion process is going to take longer,” she said. “I think it’s a shame because obviously, these are benefits that Medi caid enrollees all needed yesterday, right?” Despite the slow start in Connecticut, she thinks roll out will be faster because of the series of conversations held with doulas in the be “ginning.Oncethe state [Connecti cut] is really ready to imple ment coverage, I think it will be much faster and you’re not going to see a ramp-up time of months or years,” she However,said. despite the progress, the bundle is scheduled to be implement ed next summer. The process to certify doulas is lengthy. A May bill spon sored by State Rep. As a leader, she stays up-todate with recent medical knowledge and is able to point parents to books and other reliable resources that help parents through the rough spots of breastfeed “ing.Irecommend that every family who plans on breast feeding should have material at their fingertips,” she said. However, more than books, Murphy thinks the help of a supportive community is es sential. She describes breast feeding as an “art” and a “delicate dance” between a mother and baby. Based on her years of experience, she says differences in tempera ment, physique or even sleeping schedules can make breastfeeding chal lenging for new parents.

The governor’s budget ex pects that the new bundle will reduce total Medicaid expenditures by $1.65 mil lion in 2023.

The data from 2019 and 2020 appeared to show Connecti cut police used force on Black people at dispropor tionate rates compared with white people, but the ana lysts who released the data cautioned that there were limitations in the reporting, saying it was “insufficient” and could not be used for a comprehensive assessment.

The Connecticut population is 13% Black, 65% non-His panic white and 18% Hispan ic, according to U.S. Census Analystsdata. and police officials said comparing use of force data to the Census data was neither valid nor fair for a host of reasons.

Connecticut towns got $1.5 billion from feds — they have budgeted roughly 1% for housing

The vast majority of the housing-related spending that has been approved to this point has taken place in Connecticut’s cities, where most of the affordable hous ing stock already exists.

By Andrew Brown and Ginny Monk The Connecticut Mirror Connecticut’s cities and towns received a combined $1.5 billion in federal stimu lus funding over the past year to help people recover from the pandemic and to allow local leaders to make transformational invest ments in their communities.

Data collected by the federal government in April shows Connecticut’s 169 munici palities budgeted roughly $15 million around 1% of their share of the federal money for housing-relat ed Theprojects.federal rules developed for the American Rescue Plan Act enabled local offi cials to spend the funds on rent and mortgage assis tance, housing-related plan ning, energy efficiency up grades for people’s homes, assistance for those experi encing homelessness, or the development and preserva tion of affordable housing.

The fact that cities and towns allocated less than 1% of the federal funding to help reduce Connecticut’s housing problems, Stewart said, is clear evidence that the issue continues to be a “political lightning rod” in the state.

In past legislative sessions, zoning reform proposals that aimed to increase the state’s stock of affordable housing met fierce opposition from lawmakers and groups who argued that the measures di luted local control.

But despite rising rents, sky rocketing home prices and pleas from the Biden admin istration, very little of that money has been used, so far, to help create more housing in Connecticut or to counter affordability problems throughout the state.

The same group also report ed earlier this month that renters in Connecticut now need to earn more than $57,000 annually in order to avoid spending more than a third of their income on a two-bedroom apartment, which is the level that is considered

An easier sell

A fractured landscape

Take Darien. The town bud geted most of its $6.4 million in federal funding this year on local parks, playgrounds, paddle ball courts, bridge re pairs and several large stormwater drainage pro Duringjects. public meetings, Darien’s elected leaders ex plained that they chose those projects for three pri mary reasons: they were highly visible in the commu nity, they were long-lasting investments, and the town already had plans to spend money on those projects

The state is also spending millions on affordable hous ing creation, homeless assis tance and a program that provides legal aid to renters during an eviction. But that is separate from the munici pal allocations.

And Norwich, which is home to roughly 40,000 peo ple, set aside $889,000 for rental and mortgage assis tance and another $1.2 mil lion to help create and pre serve affordable housing in the city. But those examples are the exception in Connecticut at this point.

“I think there are lots of oth er things typical infras tructure things that are an easier sell at the local level,” Stewart said. “It’s much easi er to get your budget passed when you are talking about building sidewalks or up grading roads.”

Housing experts have largely attributed Connecticut’s lack of affordable housing to lo cal zoning ordinances that make it difficult to develop multi-family housing, which tends to be more affordable for people with low incomes.
