Board of Education: No authority on masks By Jesse Buchanan Record-Journal staff

Dozens attended the Board of Education meeting Aug. 12 to express their opinions over students wearing masks in school. School leaders said they don’t have any authority to implement a policy until Sept. 30, when Gov. Ned Lamont’s indoor mask requirement for vaccinated people expires.

Town, business leaders see growth By Jesse Buchanan Record-Journal staff

Town and business leaders have seen industrial growth locally and expect more in the coming months. Town Economic Development Coordinator Lou Peril-

lo said there are industrial parks being developed off Curtiss Street, West Queen Street and Spring Street. On Mastrianni Place, a business owner is looking to build industrial space and was under consideration for approval at a Planning and

Zoning Commission meeting scheduled for Aug. 24. Perillo said a seal coating company is coming to Southington along with other building and industrial firms. See Growth, A2

This wasn’t the first meeting where a group of parents and residents attended to urge board members to not require students to wear masks when they return to school. Dozens spoke, questioning the effectiveness of masks and warning of physical and psychological harm. A few voiced support for a mask mandate, saying it made in-person learning possible last school year. Others wrote letters in favor of masks, which were read aloud. Several of

those writers said they were concerned about coming in person to the meeting and being around those opposed to masks.

Board statement After about two hours of in-person and submitted testimony, school board Chairwoman Terri Carmody read a statement on behalf of the group. She said there’s been confusion about what authority the school board does and doesn’t have. “There is currently a statewide mandate that all individuals, regardless of vaccination status, wear masks in school buildings, unless a medical exemption is in place,” she said. That mandate expires on Sept. 30. School is set to begin on Sept. 8. “Given the current state mandate, the board and the administration do not have any discretion to imSee Masks, A3

Greenway Commons owner says there’s a buyer for project By Jesse Buchanan Record-Journal staff

An owner of the Greenway Commons property downtown said he is hopeful about a buyer as the deadline for a town-approved development looms. Soil tests took place at the former factory site this month as part of the potential buyer’s due diligence before finalizing a sale. Such soil tests could reveal contamination that would have

to be cleaned. Howard Schlesinger with property owner Meridian Development Partners, didn’t name the buyer. “There’s a buyer and he’s doing some additional investigation. It’s looking good,” Schlesinger said. Meridian has been trying to sell the property to another developer for years. This isn’t the first time a prospective developer has conduct-

ed soil tests, according to town Economic Development Coordinator Lou Perillo. He expressed cautious optimism that some activity will take place soon at the former factory site but said he’s been working on the redevelopment project for 15 years. “We’ve been down this road before,” Perillo said. “I’m hoping the third time’s the charm.” Owners held an auction on

the property last year in an attempt to sell it. While the former Ideal Forging factory buildings were

demolished and some of the property remediated, environmental cleanup work See Greenway Commons, A2

Approval deadline

Schlesinger said the approval deadline was in September. “We’ll make it,” he said. “We’ll get something going I’d imagine.” Schlesinger said the new buyer has the town-approved plans and was moving forward, but didn’t elaborate on the prospective buyer’s vision.

Meridian Development Partners has owned the downtown site since 2005. Both the state and the town have tried to make development more financially attractive. Perillo said the state has spent more than $4 million in remediation costs. The town has offered a tax abatement which reduces property taxes for a certain number of years once buildings are completed. Southington hasn’t spent any money on the Greenway Commons project, Perillo said, but is willing to offer tax breaks to a developer who has put up the money and taken on risk to build. “We try not to outlay any money,” up front for projects, Perillo said. Selling the property could allow Meridian to see some kind of return on its investment, Perillo said. jbuchanan@record-journal.com 203-317-2230 Twitter: @JBuchananRJ

“Nothing was happening there and all of a sudden there’s a little flurry,” Florian said.

“Right now, Southington is a very attractive market for heavy industrial, light industrial and commercial activity and medical office,” Perillo said.

“People saved money during the pandemic and are improving their homes and businesses,” Perillo said. Financing costs are also low, leading some business owners to leave a rent and buy their own location. “Demand is creating more demand,” Perillo said.

plement a mask policy or rule that is contrary to the state mandate,” Carmody said. “The district will continue to engage in frequent communication with students, parents and employees as this situation evolves.”

Differences on the board While board members weren’t discussing a policy on masks, their statements reflected some differences over the mask requirement. Joe Baczewski, board vice chairman and a Republican running for re-election, said he would be surprised if longterm mask wearing didn’t have some effect on children’s psychology.

children wear to protect her from an airborne virus at her work. She said the cost and benefit analysis of students wearing masks leans toward not requiring them. “I don’t think these fabric masks are doing anything but harm to kids,” Herron said. Susan Zabohonski, a parent, said she’d like to have the regional health director Shane Lockwood at a board meeting to discuss mask wearing. “We want confirmed cases and confirmed deaths” in Southington, she said. “We want the real data.”

Vanessa Hawke, a parent, wrote to the board that masks were the “simplest, most effective” means of stopping the spread of COVID-19. She said her child had never complained about wearing a mask at school and urged the board to maintain the mandate. “I am writing to demand that you act in her best interest,” Hawke wrote. “I’m tired of forcing my kids to make sacrifices for everyone’s safety because some grown-ups have politicized public health and decency.” jbuchanan@record-journal.com 203-317-2230 Twitter: @JBuchananRJ

Baczewski said it would be best if local boards were able to make the decisions for their towns. “We have to continue to push the issue up to the governor at the very least,” he said. Bob Brown, a board member and Democrat running for re-election, said masks helped allow in-person learning last year. He agreed that children were better off not wearing masks but said teaching had to be done safely. “The safety of our students and staff should be our first priority,” he said.

Petition for marijuana referendum falls short By Jesse Buchanan Record-Journal staff

Residents won’t be voting on whether to allow local marijuana sales in November but may have a chance next year. Last week, Stacey Dolan, leader of the effort to collect the necessary signatures to put the question on the ballot, said she wouldn’t have enough names by the Aug. 25 deadline. “We will roll over the signatures and aim for the 2022 election instead,” Dolan said. This summer, the state legislature legalized recreational marijuana and allowed

towns to regulate or prohibit sales. It also allowed residents to put the question to referendum, which would supersede any other town action. According to the state law, Dolan and supporters would have needed 3,146 signatures from registered voters by the deadline to put the question on November’s ballot. The group was less than halfway there earlier this month. Hundreds of signatures needed to be resigned or thrown away from earlier efforts due to confusion over petition language.

Speakers at the public hearing were split on supporting and opposing recreational marijuana sales. Local towns that allow dispensaries will be able to collect a 3 percent tax on sales. Victoria Triano, Town Council chairwoman and a Republican, said that increase would be offset by a rise in police and emergency costs related to marijuana usage. “I cannot come up with one reason why we would want to do it,” she said. “We really do not need recreational marijuana dispensaries in town … For our community, I think that we should not have it recreationally in town.” Several speakers in favor of recreational sales said a local prohibition would only stop a local business, not the local use of cannabis. “Blocking a dispensary from opening would not change whether cannabis is used in town,” said Aaron Wade. “If people are going to buy it anyway, why not keep the tax dollars in Southington?”

Southington theater group returns to the stage with ‘Godspell’ By Devin Leith-Yessian Record-Journal staff

SOUTHINGTON — Local actors will be returning to the stage after more than a year for Southington Community Theatre’s production of “Godspell.” “We just wanted to be one of the first ones to get a show on stage and it's just so exciting to do it again,” said Mary Perlini, the group’s development co-chair and one of 15 actors in next month’s performance. The show is being performed at the Wheeler YMCA in Plainville on Sept. 10 and 11, starting at 7:30 p.m.

“Anytime you see Godspell it’s essentially different across the board,” said Shannon Sullivan, a Southington resident playing a disciple. With themes of forgiveness and avoiding greed, Sullivan said the play is one of her favorites. Many of the songs are also familiar to audiences. The community theater group is breaking with its custom of staging plays in school auditoriums due to pandemic protocols. Perlini said the Wheeler YMCA offered the use of its gymnasium, which she estimated can seat around 160 to 175.

The musical takes a contemporary approach to a series of biblical parables recounting the last three years of the life of Jesus Christ. Two actors take on the personas of Jesus and Judas, while the other disciples of Jesus are played according to the style and personality of Find your the actor.

DID YOU KNOW?

Did you know that having a real estate license can add to your current income without ever selling or listing a home? It’s true and it is not widely known! Being a “referral agent” permits the brokerage you affiliate with to pay you a fee just for referring a potential client (buyer or seller) who closes a real estate transaction with that brokerage. We all have friends, family, colleagues, that have real estate needs. How much would they appreciate your trusted recommen-

Additionally, should life ever throw you a curve ball, you’ll be ready to consider a career in Real Estate by easily transferring from “referral agent” to “Realtor”. What are you waiting for? Despite few storm-related incidents, police call in help By Nadya Korytnikova Record-Journal staff

MERIDEN — Area police mobilized extra officers to deal with possible problems caused by Tropical Storm Henri that arrived Sunday. Meriden, Wallingford, Southington and Cheshire police called in extra officers as a precaution even though they had received few reports of any storm-related issues, police officials said. Most of the calls received were for fallen tree branches. Authorities were concerned about possible heavy rains Sunday and continuing into Monday, but (at the time of this report) no serious flooding issues were reported.

He enjoyed exploring California on his motorcycles, and spending time with friends and those he loved. Paul is survived by his wife Sandra; they were inseparable for the last 40 years, and his daughters, Meagan and Laura, both of Northern CA. He is also survived by his parents Robert & Jean (Perkins) Parzych of Southington, CT, his brothers Jim (Sharon) and Garry (Ana) of CT, brothers John (Flo) and Robert of VT, and his sister Linda (Robert) of Napa, CA. He is also survived by his loving mother-in-law Ines, sisterin-law Elizabeth, and brother-in-law Luis, who considered Paul part of their own family. Paul had many friends and made a quiet impact on every one he met. The family would like to thank Apple, Inc., and its wonderful employees who were extraordinarily kind and supportive of Paul during his battle with cancer. At Paul’s request, there will be no services but when you see a motorcycle fly by, think of Paul exploring yet another new world.

As a community theater run by volunteers, Perlini said the actors are driven by love of the stage and performing. “… everybody’s just so dedicated to this art. We missed it terribly when we were shut down,” she said. Actors will wear transparent masks during the performance, but with six weeks of in-person rehearsals already, Perlini said they are used to them. “It’s been great, the cast that we have — we couldn’t ask for a better cast. Everybody’s so excited to be there and so involved.”

Rosie’s Hot Dogs to reopen as Center St. food truck By Jesse Buchanan Record-Journal staff

Chris Barr’s grandparents started a small grocery store on Center Street which later became Rosie’s Chili Dogs. He’s now restarting the family business as a food truck, Rosie’s Hot Dogs. Barr and a partner, Stacey Golub, had been running a doughnut food truck for the past year. They operated it mainly in East Hampton. Barr said. Golub, an equine veterinarian, wanted to scale back her involvement and Barr wanted something closer to Southington. Barr will keep the food truck at Showcase Auto & Recovery, 270 Center St., which he owns. Restarting the family eatery was something that Chris Barr and his brother Mike Barr have wanted to do for years. The food truck will feature his family’s signature dish, chili dogs.

“The chili is what brings everybody in,” he said. “It’s a recipe that’s been in the family for years. Nobody’s got it but us.”

Rosie’s favorites Chris Barr said the idea of selling food came about when his grandmother was cooking for her family at the grocery store. Customers smelling the food asked if they could buy her meatball grinders. The grocery store became a deli and later Rosie’s Chili Dogs when Chris Barr’s mother took it over. Chris Barr said he’s also planning other offerings and some seasonal items, such as soups in the winter.

basa sandwiches, fries, onion rings,” he said. Word has already gotten out about the reopening of Rosie’s. “I’ve had everybody in the world contact me,” Chris Barr said.

Readying the truck

Town officials consider a food truck that doesn’t move a restaurant, subjecting it to all the same regulations as a brick-and-mortar establishment. As part of the food truck approval, the zoning appeals board said Chris Barr must move his truck every night. Since he owns the property, he only needs to move it to another spot at the same location.

The Rosie’s Hot Dogs food truck is parked in front of Showcase Auto & Recovery at 270 Center St.

Doughnut shop Chris Barr bought the building next door to his 270 Center St. location and hopes to turn it into a doughnut shop. He’s focused on Rosie’s for the moment but would like to try to get it up and running for the fall. Chris Barr said he’s gotten great reviews from customers who’ve compared his doughnuts favorably with popular area spots. “Our Boston cream doughnut was almost a pound,” he said.

Town leaders are considering changes to the food truck regulations. Theresa Malloy, owner of Paul Gregory’s on Center Street, said the new Rosie’s could do well and is close to the Farmington Canal Heritage Trail. “That would be a draw for coming off the trail,” Malloy said.

Chris Barr put a new logo on the pink doughnut truck and is working to get final approvals to begin selling food. He used the Rosie’s logo from the 1970s with some modern features. “I want people to remember what it was,” he said.
