MANAGER’S MESSAGE The Recreation Team and I are pleased to present you with the 2019 Winter/Spring Richland Parks and Recreation Activity Guide. In the following pages you will discover information outlining numerous recreational and social opportunities coordinated by our enthusiastic Recreation team. Many classes or activities are led by dedicated volunteers and seasoned professionals. We challenge everyone to take time to explore these pages and we welcome you to try something new this year! New Programs for Winter/Spring 2019:  Ranger Talks by the National Park Service – Monthly on the 3rd Wednesday - See page 5  Billiards Instruction – Thursdays at 6:00pm (beginners) & 7:00pm (intermediate)  Teen’s Tarot Class – Monthly on the 4th Wednesday – See page 11  Zumba – Tuesdays and Saturdays at 10:00am - See page 6  Pop up Play Days – See page 5 In the fall of 2018 we began working with Michael Terrell Landscape Architecture, PLLC to assist with updating our Parks and Recreation Master Plan for 2019-2025. This plan will be a practical tool to guide the park and recreation system’s development/redevelopment for another 5-7 years. It will help the community prioritize programs and projects as decisions are made about how to utilize limited resources. We are encouraging all community members to share their feedback through an online survey: https://www.surveymonkey.com/r/RICHLANDPARKS) This survey will be open Mid-December 2018 through January 31, 2019. Your thoughts are critical to help Richland identify projects, initiatives and opportunities to shape the future of the Richland’s Parks and Recreation system. We close out 2018 reflecting on this past year to develop our goals and dreams for 2019. Each year we strive to listen more, learn and grow to ensure we provide quality recreational programming to meet the needs and desires of a diverse community. We all are looking forward to glean wisdom and direction from the Parks and Recreation Master Plan survey results and we appreciate the conversations we have with community members daily. Never hesitate to reach out to myself or any of the Recreation team to ask questions or share your thoughts, recommendations, and kudos! We welcome the opportunity to connect with you. Hotcakes & Egg Hunt with Hoppy! The City returns to the traditional egg hunt event at the Community Center. Manhattan Project National Historic Park Ranger Talks Join the rangers from the Manhattan Project National Historic Park for monthly Ranger Talks about world changing events of the Manhattan Project, Hanford’s role in the Project, and the history of the National Park Service who, in partnership with the Department of Energy, is working to preserve and interpret the sites, stories, and legacies associated with the top-secret race to develop an atomic weapon during WWII. There will be a Q&A session following each talk. *The April program is aimed at children ages 8-12 and will include a hands-on activity. 3rd Wednesday of the Month

Pop-Up Play Day COMING SOON to a Park near YOU! We’re bringing FREE outdoor recreation to you and the entire family! Get active with your Richland Parks and Recreation and the Manhattan Project National Historic Park teams while checking out YOUR neighborhood park. Pop-Up Play Day provides an opportunity for children, families and adults in all neighborhoods an opportunity to visit their local park, participate in fun activities, learn the history of the area, enjoy refreshments, and engage with neighbors. *All children should be accompanied by an adult. This is a free public event. Attendance will not be kept.

Tax Aide Program* AARP provides free, confidential service to help seniors and middle and low-income taxpayers prepare their tax returns and to answer questions. Bring a copy of your prior year's tax return along with this year's supporting information, such as income, possible deductions and current Real Estate tax statement. This is an electronic filing site and will not be preparing returns to paper file. Appointments are not necessary. Walk-ins only.

Smart Driver Training* Defensive driving course for ages 50+. Emphasis is on normal age-related changes and compensation for these changes. Must attend both days. Kid’s Shotokan Karate Instructor: Arun Devaraj

Ages 13+. Karate is a weaponless Japanese martial art that employs hand and foot techniques to defeat an attacker. The class teaches fighting strategies for self-defense and personal empowerment. Hard work-outs promote strength and stamina. All levels are welcome; teaching is adapted as needed for students who have prior experience or who are age 40 and over. Wear loose, comfortable clothes, no jewelry or shoes. Instructor Arun Devaraj is assisted by fellow black belt Mark Jones.

Ages 6-12. Karate is a weaponless Japanese martial art and a fun way for kids to be active and fit while they learn courtesy, discipline, and self-control. Kids will learn to use kicks and punches to defeat an attacker as well as strategies to avoid conflict. To ensure a positive training environment for all students, we cannot accept children who have not reached the age of 6 prior to the start of class.

Columbia Point Golf Course is an upscale, daily fee facility built and owned by the City of Richland. It is a challenging course for all levels of golfers and is located on the eastern side of the Cascade Mountains adjacent to the Columbia River. Over the years the club has grown, and the range of interests has expanded with it. However, we still retain our original focus as a club whose primary activities revolve around the sporting aspects of cycling. Our current membership includes riders with a wide range of interests and abilities, including some who are members of USA Cycling (formerly United States Cycling Federation), the national level competitive cycling organization. Club activities include: spring road training events, spring/summer time trial series, fall mountain bike events, trail maintenance and trail building. COLUMBIA BASIN BMX http://www.usabmx.com/tracks/1558 Columbia Basin BMX is located in Richland next to the Horn Rapids Softball Complex. This racing facility operates under the sanctioning body of USA BMX and current rules and regulations are followed at all times. This racing facility is operated only by volunteers and is always welcoming any person that would like to get involved to help this track remain the greatest racing facility in the NW!! Memberships can be purchased through USABMX.com and/or at the BMX racing facility during operating seasonal hours, generally March - November. Memberships through USA BMX cost $60.00 and are good for the rolling calendar year. Once a USA BMX membership is acquired the racing fees at Columbia Basin BMX (CBBMX) are $10/single point race, $25/double point race and $35/triple point race. This year gate practice fees, hosted on Tuesday evenings, will be $2.00 for 2 hours of practice. Requirements for riding at any sanctioned event are long sleeve shirt, pants, closed toed shoes and helmet.

COLUMBIA RIVER DISC GOLF CLUB

Columbia River Disc Golf Club (CRDGC) is a non-profit organization, and a local club formed to promote and expand the sport of disc golf in the Tri-Cities area. We began in October of 2011, and our long term goals include a major yearly event (along with multiple yearly events) and maintaining/improving James J. Lawless DGC. We also plan on beginning/continuing disc golf youth events with local recreational sports departments and schools. We welcome those of all skill levels and encourage new and seasoned players to participate in our Handicap League. James J. Disc golf is a recreational activity which can be played year-round, and enjoyed by nearly all age groups. The Columbia River Disc Golf Club holds weekly events, as well as various tournaments, throughout the Tri-Cities.

FUN, FIT AND OVER FIFTY http://www.ffofc.org The Fun, Fit and Over Fifty club promotes the health and welfare of adults over fifty. We provide mental and physical activities in a friendly and casual environment. Annual membership dues are $15 per individual. HORN RAPIDS MOTORSPORTS COMPLEX www.hornrapidsmx.com Horn Rapids Motorsports Complex is the premier motocross track and off road facility in the Pacific Northwest located in Richland. Tracks are made up of sandy loam and are supervised throughout the practice day. HRMC is a licensed EMS Agency and all of our EMTs and paramedics are trained in off road vehicle support. They are on site during open business hours. Track Flaggers and full HRMC crew are on site during weekends. Various tracks are offered: Main Nationals MX track, GP track (Area51), Pee Wee track and currently working on a Ax track and Sx Track along with all skills level SX track. HRMC is also in the process of building a ATV and UTV track. Quads, Jeeps, UTV’s, Heavy 4x4’s are welcome and can use competitive race tracks under a supervised atmosphere on a skill based level class separation. HRMC is open for practice from January 1st weekend after the new year to mid-December every year. Gates open at 9:30am Thursday and Friday during scheduled business times and 9:00am on Saturday and Sunday. HRMC offers camping Thursday through Sunday during selected business hours. We have heated showers and bathrooms. HRMC offers an after hour arrive late camp area for your convenience. www.imacnw.org The Inter-Mountain Alpine Club (I-MAC) was organized in October 1948 to bring together those of us who find particular pleasure in shaking the dust of civilization from our boots and hitting the high country trails whenever the opportunity arises. Founded in 1965, we provide local residents with opportunities to get involved in bird study, conservation, and identification. LCBAS members are involved in a variety of programs to promote bird conservation and education. We survey bird populations, restore bird habitat, and provide education programs to local schoolchildren. We welcome anyone with an interest in birds to join us on a bird walk on Bateman Island, held the first Saturday of every month (September through June). No experience or equipment is necessary! You can also get up close and personal with our feathered friends at one of the bird banding demonstrations that we offer through Richland Recreation. We hold a monthly meeting on the fourth Tuesday of the month at Kennewick First Lutheran Church. Each meeting features a talk about birds, bird biology, or bird conservation.

MID-COLUMBIA BALLET www.midcolumbiaballet.org The Mid-Columbia Ballet (MCB) is Southeastern Washington’s premier performing dance company. Incorporated in 1973, MCB’s mission is to foster and advance the art of ballet in its various forms. The MCB consists of a Senior Company and Junior Company made up of young dancers committed to the art of ballet. MCB’s repertoire includes classical, neoclassical, and modern works by choreographers from throughout the United States. MCB has been granted performance rights to several Balanchine works by the George Balanchine Trust. Guest artists from such celebrated companies as American Ballet Theatre, Dance Theatre of Harlem, Pacific Northwest Ballet, Kirov Ballet, and the Bolshoi Ballet have performed with the Company. All youth grades K-8 compete in the Central Washington Lacrosse League (CWLL), which includes other youth teams from the Tri-Cities area, Hermiston and Yakima. For boy’s grades 9-12, Richland Lacrosse supports a varsity lacrosse team that competes in the Washington High School Boys Lacrosse Association (WHSBLA). Lacrosse is one of the fastest growing sports in the Tri Cities area. It is exciting to watch, fun to play and a terrific way to stay active. Lacrosse is an especially good off-season activity for football players who want to improve their conditioning.

TAPTEAL GREENWAY

www.tapteal.org The Tapteal Greenway is a 501(c) 3 non-profit organization founded in 1995 that works to preserve the rustic character of the Lower Yakima River by protecting native habitats and species through conservation. This group enhances recreational opportunities throughout the corridor by providing outdoor education programs and promoting public access to these resources. The Tapteal Greenway is a 100% volunteer organization driven by the membership and the board of directors, and funded solely by member dues, donations, and grants. They do not employ staff and do not have an endowment.

THREE RIVER ROAD RUNNERS

The Tapteal Greenway is the 35-mile corridor along and including the Yakima River extending from Kiona Bend at Benton City to the mouth of the river at Bateman Island in Richland. The land trail portion is identified as the Tapteal Trail, and our water version on the river is identified as the Tapteal Water Trail. This corridor includes a complex mix of federal, state, county, municipal, and private ownership as well as a variety of habitats ranging from arid shrub steppe to lush emergent marshlands.

To encourage all members and players in the 3 Rivers Lacrosse Club to honor the game and follow the published code of conduct. Practice begins in February and go through the first week in June. Practices are typically held at Badger Park. Teams are by grade level and rental equipment is available for a nominal fee. We have experienced coaching staff who are dedicated to promoting lacrosse in our community.

We welcome all who share our lifestyle of enjoying a good swim, bike or run. The 3 Rivers Road Runners are for runners and triathletes of all shapes and sizes, from the veteran ultramarathoner or Ironman triathlete to the beginner working towards that first 5 km fun run or sprint triathlon, and everyone in between. The primary goal of the 3 Rivers Road Runners is to promote running and multi-sport events in the Tri-Cities. Besides providing events for our members and athletes in the region, we hope to attract new athletes to the club that can benefit from the healthful, positive lifestyle gained through running and multi-sport. Over the years, one primary focus has been fitness for the children in our area and the battle against childhood obesity. We have helped raise thousands of dollars for local elementary school physical education programs through our Leprechaun Dash fun run in March. Our running club not only gives back to the running community, we give back to the community at large.

After school practices will be starting in the spring, with opportunities for some competitive games. No experience required. It mixes the best features of sports such as soccer, basketball and football into an elegantly simple yet fascinating and demanding game. Ultimate is the antidote to the win-at-all-costs mentality; it is self-officiated and ruled by the concept of sportsmanship known as Spirit of the Game. TRI-CITIES GIRLS FASTPITCH SOFTBALL

www.tcgfsa.org The Tri-Cities Girls Fastpitch Softball Association (TCGFSA) is a not-for-profit organization providing opportunities for young ladies, ages 6 -18, to play recreational fastpitch softball in the greater TriCities. Leagues are built around girls playing with friends and having fun, as well as learning the game and building skills. The TCGFSA Recreational Spring softball season runs from April through June/July. Teams are organized in leagues determined by players’ age. Each age group spans two years. Every effort is made to keep teams geographically based by school or city. Games are played at Columbia Playfield in Richland located near Richland High School. Registration opens on February 1.


TRI-CITIES OUTRIGGER CANOE CLUB

www.tricitiesoutrigger.org The Tri-Cities Outrigger Canoe Club was founded in 1998. The club practices on the Columbia River and typically attends six to seven short and long distance races each season in the Pacific Northwest. The season starts in early April and ends in October. Outrigger canoes feature a lateral support float known as an outrigger, which is fastened to one or both sides of the main hull. Unlike a single hulled canoe, an outrigger generates stability as a result of the distance between its hulls. Compared to other types of canoes, outrigger canoes can be quite fast, yet are also capable of being of being paddled in rougher water. The club owns 3 canoes. Each canoe holds 6 paddlers. Interested in becoming a member of TCOCC? Newcomers are invited to come to our training location and paddle with us on all regularly scheduled days. The club practices are held at Columbia Park Marina, three days per week, on the Columbia River. Notify the club through the website and a paddler will meet with you, half an hour prior to scheduled practice, for orientation. We will ask you to fill out a liability waiver, pay a $10.00 fee for temporary insurance, and we will provide you with a paddle, instruction, and a fun day. You are welcome to paddle with us two or three times before deciding whether to become a member. No experience needed! Must be 18 years of age and know how to swim.

TRI-CITY BICYCLE CLUB

The Tri-City Bicycle Club (TCBC) supports all bicycling in the Tri-Cities and Mid-Columbia. The club offers several opportunities including third-Sunday rides and tours with an emphasis on the joy and adventure of cycling. Riders of any ability level are welcome. TCBC encourages developing bicycling skills, but is not a competitive organization. Third-Sunday of the month organized rides are scheduled year-round and are open to any rider wearing a bicycle helmet. It is our policy never to leave anyone behind or stranded. The club encourages bicycle riding for recreation, better health, and transportation. TCBC supports its members and the community by holding and supporting recreational rides and social events. The club is an active advocate for the safety and interests of bicyclists, and helps conduct bicycle safety programs for adults and children including the Benton Franklin Safe Kids Coalition bike rodeo.

TRI-CITY DOG PARK SOCIETY

The Tri-City Dog Park Society was founded to promote, establish, and maintain off-leash dog parks in our community. Since 2005, we have raised community awareness of dog parks, held demonstration dog parks, and raised funds to help open the first off-leash dog park in the Tri-Cities area. We also worked with the City of Richland Parks and Public Facilities to open a temporary dog park at Badger Mountain Community Park while planning continued for a permanent dog park. In October 2011, our efforts were rewarded with the opening of Phase I of Paws-Abilities Place at Badger Mountain Community Park. In 2017, the park expanded to encompass the adjacent land and complete Phase II of the 5-acre park that can be seen today. The Tri-City Dog
 Park Society continues its efforts to maintain and enhance Paws-Abilities Place and has hopes to extend into the surrounding cities in the coming years.

TRI-CITY KART CLUB

www.tckc.net Tri-City Kart Club (TCKC) offers fun and excitement for all ages. Karting is an ever growing sport and TCKC is known for our fun and family-friendly atmosphere. The age of our competitors range from 5 years old to 70+ and anyone is welcome. TCKC takes great pride in our facility and introducing people to the fun and excitement of kart racing. The track sports two configurations: 5/8 mile Long Track and a 1/2 mile Short Track. During the club race season, both configurations are used in the nine race championship points battle as well as having at least two night races during the hottest months of July and August. TCKC has been privileged to hold several National events drawing competitors from across the entire west coast. Get in contact with a TCKC Board Member to get a "guided tour" of the state-of-the-art racing facility and watch some live racing action.


TRI-CITY RADIO CONTROL MODELERS

www.tcrcm.org The Tri-City Radio Control Modelers (TCRCM) is an organization for individuals interested in radio controlled model aviation. The club is located in the Tri-City area of southeastern Washington State. The TCRCM operates a premier r/c model aviation flying site at the Richland, WA off-road-vehicle site for its members, new student pilots, and invited guests. The number of paid-up members varies between 35 and 50 per year. TCRCM holds AMA-sponsored and informal events, including Fun-Fly contests, Helicopter, Bi-Plane, Float-Plane, Big Bird Fly-Ins, a Precision Aerobatic (Pattern) Contest, and others. Anyone with an interest in r/c model aviation may join the TCRCM. Membership is price is currently $75.00 per year for individuals, $85.00 for family and $25.00 for juniors. Other member classes include Senior and Emeritus. All members except non-flying Emeritus must also be a current member of the Academy of Model Aeronautics (AMA). Piloting a powered, radio controlled aircraft is much more difficult than most people realize. The TCRCM provides free introduction flights for anyone interested aged 12 and over. In addition, they provide free instruction through solo flight for any member, using your aircraft and radio equipment. Members are also more than willing to provide advice and assistance in selecting a training aircraft, construction and setup.

Working with parks and rec organizations and schools and districts, the USTA/PNW brings the opportunity to learn tennis to individuals in Washington, Alaska, Oregon and northern Idaho. The USTA/PNW has over 25,000 individual adult and junior members, over 200 organization members and was established in 1904 as one of the 17 sections (or regions) of the United States Tennis Association.

WASHINGTON STATE GEOCACHING ASSOCIATION www.wsgaonline.org Washington State Geocaching Association (WSGA) is a nonprofit recreational club supporting geocachers and geocaching across the state of Washington. WSGA promotes social and recreational activities for geocachers, and works with land managers to ensure support for geocaching on park lands. WSGA exists to:  Promote geocaching as a fun, family-oriented outdoor activity that increases awareness and appreciation of the environment and our parks and trails.  Provide opportunities for participants to enjoy geocaching and to socialize with other geocachers.  Educate park systems and land managers about geocaching and its benefits.  Increase awareness and support of geocaching through interaction with other outdoor groups and the public.  Encourage low-impact geocaching and promote stewardship of our natural resources.  Support "Cache In Trash Out" activities to help maintain parks and trail systems.

Activities or Events by Private Organizations *This activity is offered and organized by a private organization. The City is not responsible for facilitating or staffing this activity, nor does it collect or administer participation fees.

GENERAL INFORMATION

Outdoor Facility City cannot predict weather or other environmental conditions such as insects, wildlife, uneven terrain, wet grass and puddles, dirt and dust, noise from other park users, or other unpredictable, unknown or natural factors that occur in a public park. City will use its best effort to provide the facility at an acceptable level of service consistent with that provided to all park users. Richland Resident (R) /Non-Resident Policy (N) The City recognizes the primary purpose of Parks and Recreation is to provide for the recreational needs of Richland residents. People living within Richland’s city limits support the City’s parks and recreation services through taxes. People residing outside the city limits are welcomed and encouraged to enjoy City-sponsored events and programs at a non-resident rate. Refund Policy The City reserves the right to cancel, reschedule, relocate or combine activities as needed. If Parks and Recreation cancels an activity, participants will be notified and a full refund will automatically be issued. A participant-initiated refund for classes and activities must be requested no less than three (3) business days prior to the start date, and will not be issued for any value less than $5. Participantinitiated refunds will be assessed a $5 processing fee per class/activity for each person involved. Refunds take approximately 14 days to process. Refunds for VISA and MasterCard transactions will be credited to the same card used in the original transaction. Gender Equity Statement The City of Richland complies with Washington’s Fair Play in Community Sports Act (Chapter 467, 2009 Laws, effective July 26, 2009), which prohibits discrimination against any person on the basis of sex in the operation, conduct, or administration of community athletics programs for youth or adults. Sports Concussion and Head Injuries (Zachery Lystedt Law) A concussion is a brain injury and all brain injuries are serious. They are caused by a bump, blow or jolt to the head or by a blow to another part of the body with the force transmitted to the head. Concussions can range from mild to severe and can disrupt the way the brain normally works. Even though most concussions are mild, all concussions are potentially serious and may result in complications, including prolonged brain damage and death if not recognized and managed properly. In other words, even a “ding” or bump on the head can be serious. Concussions can’t be seen, and most sports concussions occur without loss of consciousness. Signs and symptoms of concussion may show up right after the injury, or can take hours to fully appear. If your child reports any symptoms of concussion, or if you notice the signs of concussion yourself, seek medical attention right away. A youth athlete who is suspected of sustaining a concussion or head injury in a practice or game will be removed from competition at that time.
