In 2025, Richland’s Parks & Public Facilities Director Chris Waite will visit 52 parks throughout our City! The community is invited to join Chris on this yearlong parks tour! Kick off the new year in January at Trailhead Park, a gateway to the Badger Mountain Trail system. Bring your questions, comments, and suggestions, and welcome him to this beloved neighborhood park. Additional dates will be announced soon!

Hold the date for a family walk along the gorgeous Riverfront Trail at Howard Amon Park. Families may choose to end the walk by going through a spray of colored powder or head straight to the park for an egg hunt. Water/snack stations will be set up along the trail. Our favorite Mr. Bunny and friends will be joining us.

Time for Tots

Join us for preschool open playtime at the RCC. Stop by anytime between 11:00am and 1:00pm. We provide balls, hoops, mats, music, and a dry, warm place to play this winter. Socialize with other parents while your preschooler plays with other children. This is a staffed activity, yet parental supervision is required.

AARP TAX-AIDE

AARP provides free, confidential service to help seniors and middle and low-income taxpayers prepare their tax returns and answer questions. Bring a copy of your prior year's tax return along with this year's supporting information, such as income, possible deductions, and current Real Estate tax statement. This is an electronic filing site, and we will not be preparing returns to paper files. Appointments are required walk-ins will not be accepted. Introductory Waltz

The waltz, a globally popular dance, originated in Europe's royal courts in the late 14th century. In our lessons, we'll focus on the American style, starting with the foundational box step. From there, we'll expand to various basic patterns and techniques for fluid movement on the dance floor. Alongside steps, we'll emphasize floor alignment, partner positioning, posture, and frame. These skills will enable you to confidently waltz at social gatherings and enjoy various events.

Rumba

Ages 16+. Rumba derives from Africa and is the dance of love and passion. This expressive and sensual dance emphasizes the emotional and physical connection between the dancers. Rumba is a spot dance and tends to be danced in a small area on the dance floor. This class is for newcomers to Rumba. No partner is required.

4-Count Swing

Instructors: Fred Fagan & Nancy Smith

Ages 16+. This is the easiest swing dance to learn Danced to the solid 4 count music with a strong beat, dancers quickly learn the basic step and move on to learn Opening Up with the Lady, the Lady’s Underarm Turn, the Gentleman’s Underarm Pass, the Gentleman’s Behind the Back Pass, and other fun patterns. No partner required.

American Tango

Ages 16+ American Tango evolved from the dance first developed in Buenos Aires, Argentina, in the 1880’s. It is a passionate and sultry dance that emphasizes close body contact between the partners. It is characterized by staccato movements across the dance floor. American style Tango features sharp movements, head snaps, and a panther-like and stealthy foot action. This class is for newcomers to Tango.

Bachata Level 3.0

Age 16+. Take your Bachata skills to the next level in this class, where we’ll expand your footwork, partner work, and musicality, preparing you for the dance floor. Focus will be placed on refining technique and enhancing rhythm, all while building confidence in your moves. Prerequisite: Bachata 2.5 class instructor’s permission.

Age 16+. Join us for Intermediate Salsa, designed for dancers who have completed all levels of our Tuesday Salsa class & have received permission from the instructor. This class delves deeper into the intermediate fundamentals and footwork of On1 Salsa while introducing the rich tapestry of rhythms, musicality, and techniques from genres like Son, Casino, Cha-Cha-Cha, Rueda de Casino, Afro-Cuban Folklore, Pachanga, and more Expand your dance repertoire and become a more versatile dancer with us! Instructor’s approval is mandatory to enroll in this class.

Argentine Tango-Beginner/Intermediate Instructor: Kathy Dee Ages 16+. The class focuses on basic leading and following skills, the connection between partners, and simple steps, as in the 8-count basic, parada, ochos, and more. Class is progressive and continues each month, but new students are welcome. Skills are taught from authentic tango danced in Buenos Aires. A partner is not needed for this class.

A beautiful flow of postures combined with active and passive breathing connects body, mind, and spirit. Heart Safe

Richland Fire Department will provide instruction in a 45-minute session on simple but effective CPR and AED techniques that people can use to help save lives. Ninety percent of cardiac arrest victims die before reaching a hospital or medical facility. Effective CPR provided in the first minutes can increase survival by two to three times. Youths age 8–15 must be accompanied by a registered adult.

COLUMBIA POINT GOLF COURSE

Columbia Point Golf Course, a premium daily-fee establishment constructed and managed by the City of Richland, offers an exhilarating challenge for golfers of all levels. Positioned on the eastern side of the Cascade Mountains alongside the Columbia River, this course boasts diverse tee boxes and spans 6,571 yards from the Championship tees.

Designed by James J. Engh, it showcases rolling, mounded fairways and expansive, undulating greens in a parkland-style layout that debuted in 1997. The venue features a fully equipped golf shop, a cafe, a covered patio, and an extensive driving range with extra amenities, including daily access to men's and ladies' lockers. The clubhouse complements the natural beauty of Columbia Point, offering panoramic views of the front nine from its covered patio, spacious golf shop, and indoor cafe seating area.

Youth NFL Flag Football

Grades K-6. We are a proud member of the NFL Flag Program, the premier youth flag football league for boys and girls! This league builds self-confidence in kids and teaches them age-appropriate skills while staying active and having fun. With officially licensed NFL jerseys, participants will love wearing the same gear as the pros! This league is noncontact, with an emphasis on safety. Best of all, Everyone Plays! WE NEED COACHES! The City recognizes that the primary purpose of Parks and Recreation is to provide for the recreational needs of Richland residents. People living within Richland’s city limits support the City’s parks and recreation services through taxes. People residing outside the city limits are welcomed and encouraged to enjoy City-sponsored events and programs at a non-resident rate.

Class Refund Policy

The City reserves the right to cancel, reschedule, relocate, or combine activities as needed. If Parks and Recreation cancels an activity, participants will be notified, and a full refund will automatically be issued. A participant-initiated refund for classes and activities must be requested at least three (3) business days before the start date and will not be issued for any value less than $5. Refunds take approximately 14 days to process. Refunds for VISA and MasterCard transactions will be credited to the same card used in the original transaction.

Outdoor Facility

The city cannot predict the weather or other environmental conditions such as insects, wildlife, uneven terrain, wet grass and puddles, dirt, dust, noise from other park users, or other unpredictable, unknown, or natural factors that occur in a public park. The city will use its best effort to provide the facility at an acceptable level of service consistent with that provided to all park users.

Outdoor Cancellation Policy

All event cancellations must be made in writing. Cancellations made 14+ days before the event date receive a full refund of the agreed hourly rental fee. Cancellations made 7–13 days before the event date receive 50% of the agreed hourly rental fee. Cancellations made 0-6 days before the event date receive no refund of the agreed hourly rental fees. The damage deposit will be refunded in full if canceled before the event. The administration fee is non-refundable (admin fee only pertains to Special Event Agreements).

Statement of Non-Discrimination

The City does not discriminate based on gender, sexual orientation, religion, color, race, creed, national origin, age, marital status, or any sensory, mental or physical handicap in providing services, programs, or activities. Participants shall not be refused services due to their gender identity or gender expression. The City does not discriminate based on disability in its programs and activities, pursuant to the requirements of the Americans with Disabilities Act of 1990, Pub. L. No. 101-336, 104 Stat. 328 (1990).

Non-Discrimination in Education Programs and Activities

Title IX of the Education Amendments of 1972 is a federal statute created to prohibit sex discrimination in education programs and activities that receive federal financial assistance. The City of Richland does not discriminate against any person based on sex in the operation, conduct, or administration of community athletic programs. City sub-recipients and contractors providing educational programs and activities are also prohibited from discriminating against anyone based on sex.

Sports Concussions and Head Injuries

A concussion is a type of traumatic brain injury or TBI caused by a bump, blow, or jolt to the head or by a hit to the body that causes the head and brain to move rapidly back and forth. This sudden movement can cause the brain to bounce around or twist in the skull, creating chemical changes in the brain and sometimes stretching and damaging brain cells. Medical providers may describe a concussion as a “mild” brain injury because concussions are usually not life-threatening. Even so, the effects of a concussion can be serious. GENERAL INFORMATION

NOTICE UNDER THE AMERICANS WITH DISABILITIES ACT

In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 (“ADA”), the City of Richland will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.

Employment: The City of Richland does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.

Effective Communication: The City of Richland will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in the City’s programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments.

Modifications to Policies and Procedures: The City of Richland will make all reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities. For example, individuals with service animals are welcomed in City offices, even where pets are generally prohibited.

Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of the City of Richland should contact the City Attorney/City Clerk’s Office at (509) 942-7385 as soon as possible but no later than 48 hours before the scheduled event.

The ADA does not require the City of Richland to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.

The City of Richland will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.

The City Attorney’s Office has been designated to ensure the coordination of the City’s compliance with the ADA, including investigation of any complaint alleging title II discrimination. The City of Richland has a grievance procedure providing for prompt and equitable resolution of complaints alleging discrimination on the basis of disability in violation of the U.S. Department of Justice regulations implementing Title II of the ADA. This procedure has been developed to comply with 28 CFR 35.107(b) and can found in Chapter 2.11 RMC.
