MESSAGE FROM THE DIRECTOR Welcome to the City of Richland Summer Brochure! Summer is finally here and our parks and public buildings are ready for the busy season. In preparation for the late spring and summer months, our staff have reviewed new and existing opportunities to best fit the needs of our community. This year the City is emphasizing our community’s strength in math and science by developing the Summer Science Series that will be offered in a variety of City parks and at the Richland Public Library. Celebrate Richland’s uniqueness by exploring the Summer Science Series list of activities located on pages 5-7. Every year the warm weather welcomes the opportunity for an almost endless list of sports and other activities taking place throughout Richland. In fact, our programming and special events in the parks have been so popular that the City is taking steps to bring you new events, while building on existing events to make them bigger and better. Our 63 parks offer something for everyone from quiet solitude in a natural setting to the high energy and fast pace of festivals along the waterfront. Richland’s downtown and waterfront will be bustling this year with food, entertainment, and festivals; I hope you’ll take advantage of everything your City has to offer! In addition to activities on land, our community is privileged to be positioned along two rivers, plus the George Prout Pool, that give us inspiration for refreshing summer water activities. Here are a few wateroriented opportunities that we’re excited about: Stand up paddleboarding instruction Outrigger canoe activities Rowing workshops Kayak clinics and events Geocaching the waterways (geocaching using kayaks on the Yakima River) Swimming Lessons Open swim and play at the City’s three aquatic facilities Aquasize While you are enjoying our parks, please don’t forget that the Safe Kids Coalition has again partnered with the City to make available bike helmets for kids and life jackets at several locations including each City boat launch. Safety is the City’s highest priority and I hope you’ll take advantage of this partnership to promote. Enjoy your summer!

COMMISSION CORNER Samantha Beck Senior, Richland High School
I’m currently serving my second year as a Richland Parks and Recreation Youth Commissioner and am very proud to be a part of it! Everything from getting to know our talented staff and attending community events, to attending public meetings so that I can help influence Park Department accomplishments, has been nothing but positive. I’ll graduate from Richland High School in June of this year and plan to continue my education majoring in Chemistry. Richland has been a great community go grow up in by providing me an amazing education surrounded by skilled professionals, the opportunity to play tennis and soccer for my school, as-well-as some amazing trails where I can hike and run. No other city could beat it! The Parks Department values the input of youth commissioners; and as most of us would agree, getting youth involved is so important! Youth participation in government at the local, state and national government is imperative; after all, we are the future of America. But government participation by everyone is important so get involved! Attend a meeting and give us feedback! We welcome it and yearn for you participation!
COMMISSION CORNER Shanta Katipamula Junior, Hanford High School
I am a youth commissioner on the Richland Parks and Recreation Commission and am currently serving my third term! I applied to join the commission at the beginning of my freshman year after hearing about the opening on our school’s announcements. I am very interested in government and politics and hope to someday work in that area. I thought that this would be a good stepping-stone to figuring out what it’s all about and whether it’s the right area for me. It’s been a unique experience that I truly have enjoyed. In the last three years, I have visited some of our 63 parks, met different user groups and learned so much about the city. I am currently part of the walkability subcommittee along with a handful of other commissioners, which I find really exciting because we get to be on the frontline, experimenting with different programming ideas and publicity ideas to get Richland walking! When I’m not attending PRC events, I keep busy working with different clubs at Hanford High School, where I am currently a junior. I am an avid member of Key Club, Junior State of America, National Honor Society, Knowledge Bowl, Science Bowl, and more!

BMX Stem Enrichment and Fitness Program Instructor: Columbia Basin BMX members Richland Parks and Recreation, in conjunction with Columbia Basin BMX, is offering a first of its kind curriculum combining Science, Technology, Engineering and Math (STEM) with a physical fitness element. Each participant shall receive bicycle riding instruction including proper riding techniques and safety as well as an 8 module STEM Program focusing on the assembly and maintenance of a bicycle. Bicycles, helmets and safety instruction are provided.

SUMMER SCIENCE SERIES Children's Workshop Saturdays
Bird Banding Demonstration
Richland Parks and Recreation and The Home Depot have teamed up to offer Children's Workshop Saturdays at Goethals Nature Park. The Home Depot staff will provide instruction and assistance on different arts and crafts projects each month, such as planters, race cars, bug houses and more! After the project is complete, enjoy the Goethals Nature Park, a unique park designed specifically for children. All materials provided.
Are you interested in seeing wild birds up close? Do you want to learn how birds are captured, identified, measured, recorded, banded and how the information is used to study bird behavior and population dynamics? Then come out to Leslie Groves Park (North end) and watch Ed Rykiel from the Lower Columbia Basin Audubon Society conduct a bird banding demonstration. Columbia Playfield • Four projects will be occurring in Columbia Playfield. • A new parking lot will be constructed to connect the north and south lots. Thirty-eight parking stalls and eleven RV parking stalls will be added to the east side of the park. The storm water ditch will be filled north of Mansfield Street and additional wetland area will be provided at the south end of the park to compensate for the ditch filling. • A new parking lot for 48 cars will be constructed west of the pool. • The outfield fences on the four softball fields will be expanded to 200 -220 feet. • The little league field will be converted to a softball field. The City, Richland School District and the Tri-Cities Girls Fastpitch Softball Association will be partnering to complete this project. Permitting

Claybell Park Little League Fields • Richland National Little League and the City will partner to reconstruct the two baseball fields at Claybell Park to 50-70 fields for Little League. • Upgrades including a new back stop and infield modifications to the east field were completed in 2013.
Shoreline Maintenance • The shoreline between the Shilo Inn and condominiums will be enhanced by removing Russian Olive trees and replanting other tree species. • Litter, tumble weeds and other noxious weeds and debris will be removed. Design

Knit or Crochet Autumn Apparel for Trees! “Sweater Weather: Fashion for the Urban Forest” is a public project sponsored by Richland Parks and Recreation to create colorful art pieces along the river shore, increase conversation, community pride and walkability in Richland. On World-Wide Knit in Public Day, Saturday, June 14, there will be a schedule of open-air and indoor opportunities to wield your needles and promote the event. Sweaters will go up on the trees on Saturday, October 4, and come down on Saturday, November 1. If you don’t know either of these needlework disciplines, drop into White Bluffs Center on any Wednesday afternoon and join the Nifty Knitters. They know crochet as well, and they’d be tickled to get you started. You don’t even need to own yarn: White Bluffs has bins of yarn donated by Project Warm, and other donations will be collected at the Richland Community Center and the Richland Public Library.

Instructor: Suzi Vitulli Join artist Suzi Vitulli for a fun and easy class in watercolor painting. You'll learn by doing, Suzi will walk you through each step. Each class is different, you'll paint florals, landscapes, abstracts and more. No art experience necessary. The class is relaxed and easy, so you can't help but enjoy yourself. AQUATICS Pre-Guard Prep
Novice Swim Team
Ages 11-15. Shadow on-duty lifeguards, receive hands-on experience, train in basic rescue techniques and get a behind the scenes look at the job of a lifeguard. Pre-Guard Prep is very beneficial for those interested in becoming a lifeguard at the age of 16. Learn prevention, response, professionalism, fitness and leadership. Registration begins June 27.
This program is designed to introduce children to competitive swimming in a recreation setting. Participants must pass the Advanced Beginner level of swim lessons to be eligible. Program is approximately 7 weeks featuring several swim meets with the teams from the Pasco and Kennewick pools. Skills and techniques will be taught by pool staff with competitive swim team experience. All participants will receive a t-shirt. Shirt size requested upon registration.
Aide Certification Program
Ages 12-15. Learn what it takes to teach swim lessons and how to be an effective swim instructor assistant. Successful completion will give you the opportunity to volunteer for actual Parks and Recreation swim classes. Registration begins June 13.

Looking for a great summer job? Lifeguarding could be the answer. The American Red Cross Lifeguarding course will help you develop skills and experience that will be valued by colleges and future employers. It's a great way to demonstrate what you can offer. Colleges and employers look for applicants who can deal effectively with people, who have a take charge attitude and who are willing to work to develop new skills. Upon successful completion of this course, you will be certified in Lifeguarding, First Aid, and CPR/AED for Lifeguards. Please note that passing of the LGT Course does not guarantee employment. Steps to becoming a certified lifeguard: 1. Sign up for the Pre-course Swim Test and Lifeguard Training 2. Pass the Pre-course Swim Test (Swim Test includes: swim 300 yards continuously. Starting in the water, swim 20 yards using front crawl or breaststroke, surface dive 7-10 feet, retrieve a 10pound object, return to the surface, swim 20 yards back to the starting point with the object and exit the water without using a ladder or steps, within 1 minute, 40 seconds, 2 minute treading water using legs only.)

At this stage, many skills may be performed with assistance, although if the student is capable, performing the skills independently is encouraged. At this stage, the student should be working on complete crawl stroke with rhythmic breathing, back crawl and elementary backstroke; personal water safety skills include treading water, bob to safety in deep water and deep water back float. Beginning diving from the edge is introduced at this level; facilities must have water at least 9 feet deep. Skills at this level include: • Review of Beginner2 skills • Safe entry by jumping into deep water • Safe headfirst entry (dive) by sitting and kneeling positions into water at least 9 feet deep • Bob to safety in shoulder-deep (or deeper) water • Front glide/side glide combination • Tread water with rotary (eggbeater), modified breaststroke and modified scissor kicks • Deep water back float • Change from vertical to horizontal position on front and back in deep water • Weight transfer and buoyancy exploration in chest-deep water (personal comfort and control) • Push off in a streamlined position and begin kicking (flutter and dolphin kicks) • Crawl stroke with rotary breathing • Introduce elementary backstroke kick/arms/coordination • Introduce back crawl arm/coordination • Introduce breaststroke kick Safety information to be taught should include facility rules, sun safety, how to recognize a lifeguard, how to recognize an emergency and how to call for help; know your area for safe swimming; reach, throw, or row but don’t go; keep calm and keep safe. At this stage, the student is focusing on perfecting all strokes and peripheral skills. Base skills are endurance swims, and the students and instructors may then select options in the areas of Diving, Fitness and Aquatic Exercise, and Personal and General Water Safety. Instructor: Pamela Logan, Fourth Degree Black Belt in Shotokan Karate of America with thirty years of karate teaching experience. COLUMBIA POINT GOLF COURSE Super Tips
Hello and thanks for reading my inaugural column called Super Tips. My name is Carl Thompson and I am the Certified Golf Course Superintendent at Columbia Point Golf Course. In each article I will offer some insight into the happenings at Columbia Point along with at least one agronomic tip. As you may have heard, Columbia Point became Washington State’s 16th golf course designated as a Certified Audubon Cooperative Sanctuary through Audubon International. As a part of our continued conservation efforts we have designated approximately 3 acres of woodlands along the golf course boundary adjacent to highway I-182 as an environmentally sensitive area. This means that we are prohibiting all golfers and staff from entering this area in an effort to promote an undisturbed wildlife corridor through the golf course property. Unfortunately, due to almost complete development around the golf course, we have limited areas that can be designated as environmentally sensitive. However, we will be introducing limited-maintenance rough areas throughout the property to reduce maintenance costs and irrigation requirements while providing naturalized spaces for wildlife. Finally, for an agronomic tip, Spring and Fall are the typical times of the year that we aerify to prep turf for the stress of summer and winter conditioning, respectively. The reason that we aerify is to reduce compaction and thatch accumulation and to modify existing soils with sand and nutrients based on soil tests. For you homeowners with lawns, now is a good time to rent an aerifyer or thatcher, get some good exercise, and improve your turf health. Of course, you can also call a local lawn care company and let them do the work! In either case, your lawn will thank you for these efforts. In conclusion, thank you again for taking a few moments of your valuable time and reading this column. If you have never been to Columbia Point Golf Course, I hope you would take the opportunity to check us out for a cold drink, a meal, hit a few range balls, shop for some exciting apparel, or play a round of golf. COLUMBIA POINT GOLF COURSE Columbia Point Golf Course is an upscale, daily fee facility built and owned by the City of Richland. It is a challenging course for all levels of golfers and is located on the eastern side of the Cascade Mountains adjacent to the Columbia River. It boasts a variety of tee boxes and measure 6,571 yards from the Championship tees. This James J. Engh design features mounded, rolling fairways and large, undulating greens. The parkland-style course opened in 1997. Columbia Point has a fully-stocked golf shop, cafe, covered patio and driving range complete with extra amenities including men's and ladies' lockers available for daily use. The clubhouse matches the natural beauty of course at Columbia Point. The covered patio with a panoramic view of the front nine complements the spacious golf shop and indoor cafe seating. SPORTS Skating Lessons
BMX Stem Enrichment and Fitness Program Instructor: Columbia Basin BMX members Richland Parks and Recreation, in conjunction with Columbia Basin BMX, is offering a first of its kind curriculum combining Science, Technology, Engineering and Math (STEM) with a physical fitness element. Each participant shall receive bicycle riding instruction including proper riding techniques and safety as well as an 8 module STEM Program focusing on the assembly and maintenance of a bicycle. Bicycles, helmets and safety instruction are provided. Participants are eligible to compete in a Novice race against kids their own age and experience level on Thursday night, June 19. Kids can also attend the BMX Olympic Day on Saturday June 21 that will feature an Olympic Athletic who will address the kids. Class registration includes a one-year membership to the American Bicycles Associations (USA BMX). Horn Rapids BMX track is rated in the top 10 among some 400 tracks in North America.

ACADEMY OF SOCCER EXCELLENCE (ASE) Academy of Soccer Excellence (ASE) The Academy of Soccer Excellence (ASE) competitive soccer club is dedicated to the development of individual skills, as well as building relationships and social foundations that help kids in the game of soccer and throughout life. ASE offers a year round soccer experience, with competitive play during the summer tournament season and league play during the fall and spring season. During the winter, there is also an Indoor Futsal Program. And throughout the summer, ASE offers specific soccer skills training and club-wide skills competition. COLUMBIA BASIN BMX The sport of BMX encourages‌.DISCIPLINE by helping kids focus energy in a positive direction; SELF ESTEEM building confidence and teaching kids about setting and reaching goals; PHYSICAL FITNESS by developing strong minds and bodies. Bicycle motocross (BMX) is currently the fastest growing youth sport in North America and is the latest addition to the Olympics. Any bike can be outfitted to suit BMX. This includes the beginner bike with smaller wheels or the mountain bike with gears. A typical race around a BMX track will last about 50 seconds pitting a rider against up to 7 other riders. BMX provides low cost family entertainment. The Columbia Basin BMX track is located about 1/4 mile out of town on Robertson Road, off Highway 240, next to the Horn Rapids Softball Complex. HORN RAPIDS MOTORSPORTS COMPLEX Horn Rapids Motorsports Complex is a 500-acre facility located in Richland, WA. Park facilities include: 2.4 mile motocross track, trails, pee wee track, ATV, Jeep and 4x4 area, multiple restroom and shower facilities, camping with electrical and water RV hookups, a new announcing/scoring tower on the MX track and a 10 acre paintball area. New for 2014, night practice under the lights on the main MX Track. INTER-MOUNTAIN ALPINE CLUB The Inter-Mountain Alpine Club (I-MAC) was organized in October 1948 to bring together those of us who find particular pleasure in shaking the dust of civilization from our boots and hitting the high country trails whenever the opportunity arises. I-MAC's primary purpose is to encourage the enjoyment of the outdoors and to promote hiking, XC Skiing, snowshoeing and other activities. We also hope to provide the stimulus and opportunity for the beginner to enjoy the unique satisfaction that comes from attaining the heights under their own power and to gain a deeper appreciation of Mother Nature as a result of knowing her first hand. RICHLAND BABE RUTH BASEBALL Richland Babe Ruth offers an opportunity for kids 13-19 (if turned 19 after Jan. 1st 2014) to play in a competitive baseball league, playing teams from all over the Columbia Basin. The league has three divisions: Prep for 13 year olds, Babe Ruth for 14-15 year olds and Seniors for 16-19 year olds. THE TRI-CITY DOG PARK SOCIETY The Tri-City Dog Park Society (TCDPS) was established in 2005 with the purpose of developing and maintaining dog parks in the Tri-City area. The society gives money and donates volunteer hours to further these efforts. Funds are collected through membership dues and the annual Pooch Plunge at Howard Amon Park. TCDPS has donated $44,362 to date towards Paws-abilities Place Dog Park at Badger Mountain Park. This year, TCDPS hopes to install an additional drinking fountain, add more trees and benches and to replace the dog waste bag dispensers. TRI-CITIES GIRLS FASTPITCH SOFTBALL ASSOCIATION The Tri-Cities Girls Fastpitch Softball Association (TCGFSA) is a not-for-profit organization providing opportunities for young ladies, ages 6 -18, to play recreational fastpitch softball in the greater Tri-Cities. Leagues are built around girls playing with friends and having fun, as well as learning the game and building skills. The TCGFSA Recreational Spring softball season runs from April through June/July. Teams are organized in leagues determined by players’ age. Each age group spans two years. Every effort is made to keep teams geographically based by school or city. TRI-CITIES OUTRIGGER CANOE CLUB The Tri-Cities outrigger canoe club was founded in 1998. Club practices are held at Columbia Park West three days per week on the Columbia River. The club typically attends six to seven short and long distance races each season. The club currently owns three canoes. The season starts in early April and ends in October. Outrigger canoes feature a lateral support float known as an outrigger, which is fastened to one or both sides of the main hull. Unlike a single hulled canoe, an outrigger generates stability as a result of the distance between its hulls. Compared to other types of canoes, outrigger canoes can be quite fast, yet are also capable of being paddled in rougher water. Interested in becoming a member of TCOCC? Newcomers are invited to come to our training location and paddle with us on all regularly scheduled days. Notify the coach and a paddler will meet with you ½ hour prior to scheduled practice for orientation. We will ask you to fill out a liability waiver, pay a $10.00 fee for temporary insurance and we will provide you with a paddle, instruction, and a fun day. You are welcome to paddle with us two or three times before deciding whether to become a member. No experience needed! Must be 18 years of age and know how to swim. TRI-CITY KART CLUB (TCKC) Horn Rapids Motorsports Park Tri-City Kart Club offers fun and excitement for all ages. Karting is an ever growing sport and TCKC is known for our fun and family-friendly atmosphere. The age of our competitors ranges from 5 years old to 70+ and anyone is welcome. TCKC takes great pride in our facility and introducing people to the fun and excitement of kart racing. The track sports two configurations: 5/8 mile Long Track and a 1/2 mile Short Track. During the club race season, both configurations are used in the nine race championship points battle as well as having at least two night races during the hottest months of July and August. TCKC has been privileged to hold several National events drawing competitors from across the entire west coast. Get in contact with a TCKC Board Member to get a "guided tour" of the state-of-the-art racing facility and watch some live racing action. TRI-CITY RADIO CONTROL MODELERS Horn Rapids Motorsports Park The Tri-City Radio Control Modelers (TCRCM) is an organization for individuals interested in radio controlled model aviation. The TCRCM operates a premier r/c model aviation flying site at the Horn Rapids Motorsports Park for its members, new student pilots and invited guests. So maybe you have read some modeling magazines, talked with a friend who flies, and are thinking R/C models might be fun! Or you have already taken the big plunge and bought/built your first R/C model and now need to get it in the air. The Tri-City RC Modelers has a group of highly experienced flight instructors that are available free of charge to new club members for primary flight training as well as existing members that would like refresher or advanced training. Students must call an instructor and arrange for lessons. RICHLAND LACROSSE CLUB Richland Lacrosse Club offers two boys high school-level lacrosse teams, Varsity and Junior Varsity, competing in the Washington High School Boys Lacrosse Association (WHSBLA) league. All high school boys in grades 9-12 who live within the Richland School District and Pasco School District are eligible to play. Lacrosse is one of the fastest growing sports in the Tri Cities area. It’s exciting to watch, fun to play and a terrific way to stay active. 3 RIVERS BICYCLE COALITION The mission of the 3 Rivers Bicycle Coalition is to provide a bicycling advocacy and resource organization that promotes improved quality of life in and around the Tri-Cities area of Washington State. By-way-of a special facility use rental agreement, this activity is allotted scheduled use of the Richland Community Center. Although not programmed by city staff, for the convenience of our patrons, this “historically-offered” Richland activity is included in the Activity Guide.
Registration Notice
In order to administer equitable services among all community members, the first day of drop-in registration participants may only register for themselves for each program/class chosen (with the exception of parents/guardians registering their under age children and/or spouse). After the first day, participants may turn in registrations for other community members as space allows. In order that minimum class registration is met, please plan on registering no less than three days prior to the start of class.
Richland Resident/Non-Resident Policy
The City of Richland recognizes the primary purpose of Parks and Recreation is to provide for the recreational needs of Richland residents. People living within Richland’s city limits support the City’s parks and recreation services through taxes. Consequently, the City offers residents a discount on selected recreational programs. People residing outside the city limits are welcomed and encouraged to enjoy City sponsored events and programs.
Refund Policy
Sometimes things don’t go as planned. Richland Parks and Recreation reserves the right to cancel, reschedule, relocate or combine activities as needed. If Parks and Recreation cancels an activity, participants will be notified and a full refund will automatically be issued. Participant initiated refund for classes and activities must be requested at least 3 days prior to the start date and will not be issued for less than $5. Participant-initiated refunds will be assessed a $5 processing fee per class/activity for each person involved. Refunds are issued from the City Finance Office in approximately 14 days. Refunds for VISA and MasterCard transactions will be credited to the same card used in the original transaction.

Sports Concussion and Head Injuries (Zachary Lystedt Law)
A concussion is a brain injury and all brain injuries are serious. They are caused by a bump, blow or jolt to the head or by a blow to another part of the body with the force transmitted to the head. They can range from mild to severe and can disrupt the way the brain normally works. Even though most concussions are mild, all concussions are potentially serious and may result in complications including prolonged brain damage and death if not recognized and managed properly. In other words, even a “ding” or bump on the head can be serious. You can’t see a concussion and most sports concussions occur without loss of consciousness. Signs and symptoms of concussion may show up right after the injury, or can take hours to fully appear. If your child reports any symptoms of concussion, or if you notice the symptoms or signs of concussion yourself, seek attention right away.
