This year, we have had our highest ever standard of entries drawn from right across the building services sector, and reflecting the broad spectrum of our industry. The Awards build upon the scope and success of the CIBSE Low Carbon Performance Awards, launched in 2007. They recognise the best examples of actual low carbon performance in practice, allied to excellence in the design, construction, commissioning and operation of buildings of all types, as well as the development of people, products and processes in the building services sector. WINNER ABS CONSULTING »ABS Consulting has been providing
motivational and technical training for the facilities management (FM) and building services sectors for over 20 years – and particularly in carbon energy management (CEM) over the last 10 years.

Through partnerships with clients such as Imperial College Healthcare NHS Trust, Imperial College London, Climate Change Capital and BAA, ABS has delivered quantifiable energy, operating cost and carbon savings, as well as improving occupant comfort and satisfaction. For example, Imperial College Healthcare NHS Trust is achieving annual savings of £570,000 and 6,000t CO2.
Launched last April, the training and mentoring programme provides an innovative MSc-level, project-based course, designed to fill a gap in the training needs of the FM and building services engineering (BSE) sectors. This interactive, five-month course requires delegates to implement a real-life project of their choice that will demonstrate the benefits of SFM, ideally to be carried out for their employer, and combines classroom learning supported by mentoring.

Leigh City Technology Academy in Dartford. In wishing to progress this success, BDP worked with constructor Laing O’Rourke to create a design solution that could be broken down into a kit of parts.

Following Laing O’Rourke’s Design for Manufacturer and Assembly (DfMA) philosophy, a product range of façades and frame solutions was developed and produced at its offsite fabrication facility. The result is a lean, low-energy solution that is aesthetic, high quality and economically viable; benefits include improved health and safety working conditions, reduced waste, localised supply chain, improved quality of workmanship and better consistency through quality control. Certain key factors needed to be replicated for maximum performance, including meeting BREEAM targets for daylight and overcooling, as well as exceeding progressive CO2 emission targets and reducing operational costs. Almost all the precast panels use modified concrete mixes that include a percentage of recycled or secondary product. A significant proportion of the cement is replaced with ground granulated blast slag (GGBS), a by-product of steel production.

The concrete solution provides the basis for a structural frame, reducing the need for a separate superstructure; reduces heat loss through its high performance insulation and air tightness; increases a building’s thermal mass with a high-quality exposed soffit and external wall; permits good natural daylight to replace artificial lighting; and facilitates a natural ventilation solution that is adaptable to suit urban environments. The ventilation strategy is supported by a mechanical air supply, with heat recovered from exhaust air before being supplied back into the building. By contrast, air can be cooled in the summer months by an optional earth tube.

»When the Midland Co-operative Society’s
Oakham store was destroyed in an arson attack in July 2008, a key issue for its insurer was to have a replacement as early as possible. The new superstore was required to have the same overall floor area as the original building, with a column-free, 18,000 square-foot retail space, and to include a travel concession, café and warehouse accommodation.

From the outset the design team’s approach was creative; all involved were determined to challenge what had gone before and to provide a solution that met with the needs of 21st-century retailing, at the same time considering closely the environmental impact. Instead of replacing the original building, every aspect of the design and layout was closely considered. In line with the client’s position as an ethical retailer, consideration of the premises’ environmental performance was a key design generator. After discussions, the team chose to design a building that was highly insulated, had a ‘living’ roof, was airtight and featured large areas of roof glazing to increase the daylight factor. Daylightlinked and presence-detectioncontrolled lighting was incorporated and artificial lighting levels reduced.

The building uses recovered heat from the store refrigeration system, while reclaimed heat from mechanical extract air systems pre-treats the fresh air. Natural ventilation and passive cooling is used in the store and café area, and the natural coolness of night air is utilised in the summer. The sales area has underfloor heating, a solar water heating system preheats domestic hot water and there is also a rainwater recovery system. Submetering of all separate gas services, heating circuits, major water usage and all electrical power circuits in excess of 50kW is in place. The new store opened for trading 15 months after the original shop was destroyed and one year after the design team was engaged. Designed to be a low-energy and sustainable building, with commissioning designed to achieve the maximum operational efficiencies commensurate with comfort, anecdotal evidence would suggest that both of these targets have been met.

The Register of Low Carbon Consultants was developed by CIBSE supported by the Carbon Trust to provide the market with a supply of professionals whose competence in low carbon design and operation has been tested and is registered. Registered consultants advise on both design and operation of commercial buildings to the highest energy efficiency standard and ensure compliance with Part L. By driving down carbon emissions within the built environment CIBSE Low Carbon Consultants and Low Carbon Energy Assessors offer more than compliance, providing recommendations to achieve a greater sustainable environment. This year’s winner, David Grace, works for Terry Hearne and Partners Ltd. Across 7 projects, including: Laver Building Boiler Room; Richard Huish College New Art Block; and South Devon Renal Dialysis Unit; David has produced a net carbon saving of 94,042 kgCO2/yr.

As David comments himself, he has always been keen on efficiencies, “since joining the industry, Part L of the Building Regs has become more and more stringent, putting the onus on the industry to make buildings greener.”

His carbon saving credentials have come from a number of implemented changes, “a lot of the work I’ve been involved in over the last few years is refurbishing the heating systems of existing buildings. So I’ve been taking out many old inefficient boilers and replacing them with new, modern, high-efficiency, condensing boilers and variable speed drive pumps. I also upgrade the automatic controls, often putting them onto a sophisticated building management system. So when I submitted my hand calculations of my predicted energy use from an ageing system compared to the predicted (or measured) energy use from a modern system, there was a significant carbon saving.” David is an excellent example of a CIBSE member implementing change and producing outstanding results.

NEW BUILD PROJECT OF THE YEAR
WINNER JPW CONSTRUCTION »Canolfan Hyddgen, in Machynlleth, Wales, is
the first non-domestic certified Passivhaus office building in the UK. Passivhaus specialist JPW led the design team and partnered with Powys County Council and contractor C Sneade.
»
This multi-occupancy office building and IT learning facility offers provision for the adjacent school, night classes, facilities for adult learners, meeting rooms, a drop-in centre and council service point. JPW’s philosophy is always to reduce energy consumption and associated CO2 emissions first before applying appropriate renewable technology to achieve carbon neutrality if viable. Based on previous experience, JPW focused on an airtight, thermal bridge-free thermal envelope constructed from low-embodied energy materials in conjunction with carefully designed heat recovery systems and low-carbon auxiliary heat sources. Integrating these systems and execution of detail and commissioning on site was essential to successful outcomes and actual CO2 savings. Canolfan Hyddgen received an ‘excellent’ BREEAM rating with a score of 84.43% – the highest in Wales at the time. Not only that, it was also the first building in the world to achieve BREEAM and PHI Passivhaus certifications simultaneously.
High levels of insulation and large areas of glazing were incorporated into the design to compensate and enhance natural daylighting levels. Glare reduction measures, internal blinds and siting of IT suites ensure that the high levels of natural daylighting do not interfere with computer use. PIR and daylight balancing is used throughout the building, complementing the hybrid decentralised/centralised building ventilation strategy. Where possible, JPW sourced Passivhaus components from within the UK. The building has a central masonry core from reclaimed and recycled masonry in conjunction with in situ ground-floor slab, with an external solid timber frame and I-beam cassette roof. A biodiverse living roof provides excellent decremental delay in summer to prevent overheating, as well as providing BREEAM credits for enhanced biodiversity.

building’s institutional working environment of corridors and cellular rooms was replaced with stylish, flexible, open-plan office space. An area of car park was cleared to create a new entrance, together with a 200-seat auditorium, meeting rooms, a café and restaurant laid out around landscaped courtyards. The capital programme focuses on the London Borough of Haringey. Around 60 properties per year are refurbished under the programme, which featured in the Mayor’s London Housing Strategy as good practice. MHT’s whole-house approach involves moving householders into alternative accommodation for 14 weeks. The works include stripping the walls back to the brickwork, ensuring high levels of insulation, reconfiguring space where appropriate, double glazing windows, roof replacement, replacing gas central heating with A-rated condensing combi boilers, electrical rewire, drainage works, low-energy light fitting, and new kitchens and bathrooms.
The resident liaison officers are assigned as the main point of contact throughout the process to provide support, advice, engage residents and to tackle any special needs. MHT’s partner on the project is Apollo Property Services Group; this partnership has enabled cost reductions and therefore complete works to more properties within the same budgets.

services, together with acoustic and refrigeration duties, on the project to build Canolfan Rheidol Offices and Carbon Neutral Energy Centre in Aberystwyth, Wales.

The project was developed as part of Ceredigion County Council’s (CCC) policy of rationalising its property asset portfolio and providing better access to services and information. In 2005 CCC and the Welsh Assembly Government (WAG) teamed up to buy land and build two separate administration offices in Aberystwyth. The two buildings were to create a ‘mirror image’ of each other on a gateway site, with an off-site energy centre providing hot water and heating from a 1,250 kilowatt biomass woodchip boiler. The successful contractor’s team worked with both client project teams to finalise design briefs and prepare a tender ‘target price’ for each building. Using a single team to develop the two buildings facilitated a joined-up thinking approach to the site – including the landscape, architectural form and energy strategy.
The involvement of the Carbon Trust allowed incorporation of its sustainability requirements and aspirations, and input from WAG and CCC ITC departments enabled the integration of central server room facilities. Discussions between the Forestry Commission and WAG departments ensured that ecological requirements were met, while consultation with the local community and disability groups also ensured best practice. WAG and CCC continued to work in partnership during the construction phase, exchanging problem-solving ideas so that both projects ran smoothly and critical path issues were addressed. These included a surprise request to fund and build a 33kv substation and switch room and the delivery of the off-site biomass renewable energy facility, involving tunnelling under two railway lines and a rising main. An extranet collaboration site was used for project information, and workshops were held to understand the NEC form of contract[CK]. In addition to regular project meetings, team working was further enhanced by evening social events, while the council’s facilities manager maintained a close working relationship with the WAG.
