For many good reasons, people need to be connected, and not only virtually. For example, think of those living in remote communities: they want to be able to access other aspects of society and ensure their own development through business, health, education and culture. Aviation has always been at the forefront of technology and has positively transformed the world we live in. Listening to the wider community and rising concerns about the environment, the aviation industry has taken serious actions to reduce its impact. Compared to the first jets in the 60’s, modern aircraft save 80% of fuel; between 2009
and 2016, we reduced our CO2 emissions by a yearly average of -2.1%; the use of alternative fuels is growing. Thanks to this progress, aviation today counts for only 2% of man-made CO2 emissions. We have the means and ambition to go even further in shrinking this figure, and faster! ATR is at the forefront of this; propeller technology guarantees efficient connections while reducing CO2 emissions by 50% (5,000 tonnes less every year) compared to other regional airplanes. The essence of ATR’s “into life” vision is to be part of today’s life, and find solutions to the major challenges of our era. We want to contribute to the bigger picture and share our ambition. We believe that our industry needs to explain to the world that we have been taking concrete action to make sure aviation is and will be a sustainable way to connect people. Enhancing the value of aviation IATA’s Strategic Partnerships program allows airlines around the world to avail of suppliers’ wide-ranging expertise

I
n 1990, IATA (the International Air Transport Association), the trade association for the world’s airlines, and nine founding members came together to create the Strategic Partnerships (SP) program. Focused on a small number of strategic areas, its aims were to pool resources and expertise, support IATA and its initiatives, and assist in developing, implementing and promoting industry standards. As the aviation sector has developed over the years, and with IATA today representing more than 280 airlines—equating to around 85% of total air traffic, so too has the size, scope and ambition of SP. With more than 400 partners worldwide, SP has developed into a global community, sharing and ideas and collaborating to improve aviation practices and technology, and playing a vital role forging a safer, more profitable and sustainable industry. More than a quarter of a century ago, there was little formal dialogue between the airline industry and its service providers in setting standards across the sector. The creation of SP was recognition of the role that suppliers with their vast reservoir of technical knowledge and expertise, could play in this vital aspect of the industry.
Today’s IATA Strategic Partners remains true to this founding principle. This innovative and forward-thinking program focuses on more than 40 areas of involvement, encompassing a comprehensive range of industry activities. Members contribute to the work of more than 100 work groups and task forces. This collaborative approach has greatly enhanced the quality of IATA standards over the years. Initiatives developed as a result of SP have delivered numerous operational efficiencies and safety enhancements for airlines. Strategic Partners have also benefited from being involved with the program. By participating in workgroup and task force discussions, this unique forum with its focus on collaboration and cooperation has resulted in a win-win solution for all stakeholders. Knowledge is key Aviation is an industry that crosses state borders and regulations on a daily basis, but staying informed can ensure a company remains compliant whatever the issue

ome industries have it easy with compliance—with one jurisdiction and one set of regulations for its activities. For aviation though there are myriad regulations with which to comply, some from national governments and some deriving from global agreements on the circumstances and conditions in which airlines may fly from one country to another. This means airlines are juggling a vast range of regulations that cover everything from pilots’ tax arrangement to airworthiness to customers’ data security and one error can embroil an operator in costly and time-consuming litigation in one or more countries. There is an obvious need to be aware of changes not only to regulations specifically about aviation but also those—the European Union’s General Data Protection Regulation (GDPR) being an example—that originated outside the industry but affect its workings. E-commerce Today, it is common for passengers to buy air tickets online and for airlines to engage in online transactions for the goods and services they buy. However, there are compliance issues around the confidentiality of customer data and its validity.
A data breach—for example, one that puts customer credit card details in the public domain—can be deeply costly and embarrassing, as the UK mobile phone company Talk Talk discovered in 2016. Another issue is that even if the customer’s data is kept confidential, is it valid or fraudulent? This works both ways, if not carefully checked airlines might lose money to a fraudster or conversely reject as suspect someone perfectly honest, therefore losing that customer’s business. IATA strategic partner Riskified is an Israel and New York-based technology company that seeks to stop fraud and grow e-commerce revenue. Its director for Europe, the Middle East and Africa partnerships Meirav Peled explains: “By using our unique machine learning platform, based on advanced algorithms, we can provide value on the entire path of the online purchase process.” This enables Riskified to, as Peled puts it, “see beyond just the data points, thus providing the merchant with a clearer view of the risk and revenue potential”. This can be done for all transactions with an airline, or just those it chooses to refer. Riskified finds that it is able to approve between 40-70% of transactions a merchant would have otherwise declined, giving the

company higher revenues and providing a better customer experience. “The airline has full transparency into Riskified’s real-time decisions and is able to take action on any fraudulent activity that we detect,” adds Peled. Payment systems One regulatory change that will affect compliance in e-commerce is PSD2. This is a European Union regulation and takes full effect on 14 September. As IATA strategic partner PwC explains: “It requires banks to open their payments infrastructure and customer data assets to third

Meeting this challenge requires a clear strategy, operational and infrastructure change, a clear focus on assessing and managing risks, and meticulous execution.” PwC believes PSD2 is “set to accelerate industry disruption by regulating new forms of payment institutions, introducing new interaction models, and mandating the opening of banks’ application programming interfaces to third parties”. It also requires ‘strong’ authentication for customers, normally any two out of ‘knowledge’ such as a password, ‘possession’, for example a one-time code sent to a mobile phone, or ‘inherence’ such as a finger print or voice. IATA has responded with its IATA Pay ticket purchase system, developed with partner fintech firm Ipagoo. This is a new payment option for consumers purchasing a ticket directly from an airline website, with payments made from the customer’s bank account directly into the airline’s account, thus offering both security and an instantaneous transaction, saving the airline credit card charges. Younger customers in particular may expect a range of payment options including mobile and peer-to-peer. Riskified’s Peled says: “PSD2 regulation is an opportunity for the airline industry to strengthen its relationships with the customer. “They must first raise awareness to the upcoming change and at the same time ensure their technological capabilities are at the highest standards.”

between jurisdictions. This is a particular problem for airlines, whose staff may live in one country but earn money in one or more others, with it often being unclear which country ‘counts’ for tax purposes. Michelle Reilly, Chief Executive of contracting services provider 6Cats International, says the need for compliance also extends to employment laws, which may trip the unwary if, for example,

staff in one country work some of the time under the laws of another. Reilly says: “A lot of pilots work for airlines based in one country but they live in another, and employment laws are not the same. “A lot are contract staff and treated as freelance, but this can be a mistake as the majority do not enjoy ‘autonomy’—that is they cannot just get up and go and work where they choose—and so they should be treated as employees, which brings responsibilities for employers. “Airlines can be fined millions for getting this wrong, usually for errors with social security payments.” A major corporate risk arises, she says, when airlines rely on a recruitment agency to advise on staff tax status and fail to get professional advice from a specialist. Jurisdictions are an issue here. Reilly gives the example of people wishing to avoid the 32-34 per cent of salary payable under French tax and social security regulations by trying to pay in the UK or Ireland instead, where these costs are lower, “but these regulations are difficult and costly to avoid”. This can also be an issue for airline technicians. As Reilly says: “Planes get refurbished and technicians are sent around the world as needed, and they simply do not think of the tax or social security implications as there is fairly low awareness there.” Data The act of purchasing an airline ticket, or booking cargo on to a flight, can allow an airline to accumulate a wealth of data and information relating to its customers, which might tempt it to use this for promotional purposes or simply to store it in the expectation that it will prove to be of some future use. Customers making such bookings have in effect little choice about handing over their data—which

can range from straightforward company or personal information through to credit card details. However, governments across the globe are becoming increasingly concerned both about how the citizen’s data is put to use and about how securely it is stored. The European Union’s GDPR framework was adopted in 2016 but came to wider attention in the spring of 2018, when companies faced a plethora of warnings from advisers about the risks that their businesses faced if they failed to implement these correctly. Being based outside the European Union might help some airlines to avoid having to deal with GDPR but those that fly into any part of the EU, or do any business there, can still be caught by the scope the regulation has. It is based on the idea that a ‘data controller’— perhaps an airline that flies to an EU country— collects data, which it may process itself or pass to some other company to do this task, known as a ‘data processor’. This is where the complications come in. An airline that operates in the EU might have its data handled on the other side of the globe but could still be fined by the EU for any data breach by that processor. Even an airline that does not fly to the EU could be affected if, for example, it does business with people who do live there. Compliance issues can trip up those that are unaware, especially in an industry like aviation that operates in multiple jurisdictions, making it difficult to keep track of differing requirements in multiple countries. The cost of non-compliance can be substantial too. As an ever-present facet of the aviation supply chain, companies must continue to take sound advice when issues arise to ensure the operability of the business and its partners.
Staying on top of compliance E-commerce offers huge opportunities but is also open to ever more ingenious fraudsters—make sure that both the company and its customers are as secure as possible from this threat. Taxation and social security laws vary widely from country to country and it may not be obvious which apply to employees who move around frequently—take advice on how to avoid problems. Customers will be understandably sensitive about their data. Although the GDPR applies only in the European Union its five principles may be generally useful as good practice:
