nless you recently won the lottery, you are probably examining your expenditures with an eye towards receiving value for your money. You have a right to expect some kind of return on your investment, whether it is assurance that your vehicle will run properly, that your insurance will pay when necessary or your meal arrives in a reasonable amount of time. Why spend hard earned bucks on an iffy proposition? I am proud to have recently assumed the presidency of this organization and I am comfortable knowing PMPV is one of those organizations that provides both tangible and intangible value to our members and the trades we represent. I have been a member for six years (working for a company with 30+ years in PHCC) and have grown in my appreciation for what PMPV offers and what the association does. I did not go willingly to my first meeting. I am not a joiner and I have plenty of ways to spend my free time. After that first experience â&#x20AC;&#x201C; and in the dozens of meetings since â&#x20AC;&#x201C; I now recognize the diversity of benefits the association delivers. Meetings bring me in contact with my peers and I learn about the trade, the environment in which we operate, techniques to be more successful, problems to avoid and ways to approach problems. I have made friends. I have made contacts. I have learned how to effect change and how to lead. Hopefully I pass these things along to others. In the process, I have taken advantage of tangible benefits: discounts on purchases, access to products and services, educational offerings and more. For all of this, I am better at my job. I might have gotten the same results taking a different route, but there was no guarantee. Those in the trade who want to reach the next level would do well to join the association. I assure you that the value is off the charts.

hile much of Virginia was shuddering through the polar vortex of 2014, hardy volunteers from PMPV were in Richmond delivering welcome gifts to new and returning legislators. Each delivery provided an opportunity to put a face to plumbing/heating/cooling tradesmen and issues in the state. Honestly, the exercise was enjoyable, even to those who declared a lack of passion for political activities. Each approached their assigned task with diligence: stuffing cards, filling bags, hauling boxes or hand delivering the gifts. After years of witnessing this opening week activity, many members of the General Assembly and their staff expressed sincere appreciation for the effort. Should a trade-related issue arise, they will remember that they have connections in the business. The end of the week was dedicated to the state PMPV board meeting and induction of new directors. Those who have served the organization candidly believe the time-consuming experience benefitted them in equal or greater measure. Such appreciation is not unique to PMPVâ&#x20AC;Śboardsmanship and volunteering are rewards in themselves, but the challenge is in getting busy people to take the first step toward involvement. In a 2013 survey conducted by the Axelson Center for Nonprofit Management, 34% of respondents expressed belief in the organizationâ&#x20AC;&#x2122;s mission, but cited as a reason for becoming a board member that someone from the organization asked them to participate, they were interested in working with another board member or they joined to advance their professional career. What was your reason for joining a board on which you serve? Or are you still waiting to be asked? For nearly 100 years PMPV has been dedicated to its mission. Book Review by Susan L. Milhoan, Executive Director You may own a vehicle (or a fleet of vehicles), but until you educate yourself about the basics of automotive mechanics, you risk spending unnecessary time and money. You don’t have to perform all the maintenance and repairs yourself, but knowing what needs to be done (and doesn’t) is just a smart move. NASCAR driver Kenny Wallace has collected all the basics in an easy-to-read book entitled Kenny’s Garage. It’s not the kind of publication recommended for beach reading (although it is amusing), but invaluable as a glove box reference. Written simply and in a direct style, Wallace makes the topic enjoyable, from fluid changes (“Learning to change your oil for the first time is as easy as baiting a hook or making Macaroni and Cheese from a box.”) to safe driving tips (“It’s all fun and games until you’re upside down in a cornfield watching the snow trickle down on your totaled vehicle.”). He also includes a section of

helpful hints collected through years of involvement with automobiles, such as using dry ice or a toilet plunger to make minor repairs. Those with years of experience owning vehicles may not need Kenny’s Garage, but it’s a fun addition to the bookshelf. It would also make a great gift for those teenagers about to start driving who think they know everything. Reading it may increase your understanding of automobiles, but the application is up to you. Even Wallace admits to making some questionable modifications: “Us Wallaces always try to abide by the rules. We had a taillight that got smashed somehow in a vehicle we used to drive when I was about 10 years old. I remember Rusty taking a flashlight, turning it on and putting a red shop towel around it, which made the light red, and then we taped it in the broken out area. This is what we did. We had no money. We were under middle class. It started out that this

CEU’S & 2014 GA SESSION

MPV/VAPHCC has been VERY busy in late 2013 and early 2014.

In case you had not heard, our CEU is live! With the help of several other organizations, many folks testifying at all 5 hearings and participation at the DPOR board for Contractors meetings in December, the Board voted to retain the CEUs. We are in the process of making an offer to that Board to have a working committee of industry people to help make the CEU program a better one, one that helps the journeyman become a better tradesman, one that is not financially difficult for the tradesmen, one that is not a burden on the board to administer and one that truly protects the consumers of Virginia. WHEW! No small task! If you have ideas, please pass them on to me as the first meeting of interested parties is soon. The General Assembly Session for 2014 opened on January 8th and we had many representatives of PMPV/VAPHCC visiting the “Hill” on the 9th, knocking on doors and doling out our annual “goody bags”. We had many great conversations with legislators that day.

We managed to convince Delegate Loupassi that his House Bill 297 was not a good bill. The bill allowed “unlicensed contractors, who did not know they had to be licensed, to have access to the Mechanic’s Lien laws” so as to be able to recuperate uncollectable funds. This was laid on the table immediately as there were several industries that convinced him this was not a good bill.

We are still working, as of this writing, with Delegate Cole to add amendments to his bill that allows municipalities/authorities to get into the “service contract business”. This smacks of the utility deregulation issues we fought in the late 1990’s which caused (via the SCC) Dominion Power to set up a completely separate corporation (Dominion Services) to be able to write and operate service contracts using their customer base information. By setting up a separate corporation, this cleared up any use of rate-payer funds issues and cross-subsidization issues. This bill that Delegate Cole has submitted (HB227E) does exactly the same thing for municipalities/authorities, so we have offered several amendments to help him satisfy his requirements, satisfy our industry and still protect the consumers. I will keep you posted! Other than that, just trying to stay warm…thank goodness for our wonderful heating contractors…they really provide a GREAT service to our state. NASCAR fans all have their favorite drivers and drivers they love to hate. Kenny Wallace, youngest of three brothers born to Russ and Judy Wallace, is one driver who seems able to make everyone smile. Nicknamed “Herman” for a comic strip character “Herman the German,” Wallace is a gifted and accomplished driver and a very funny character. He began his racing career by working as a mechanic on his father’s race cars and brother’s team. He entered his first race in 1982, winning the event. This victory sparked Wallace’s driving career, and he has competed in more than 900 events in a diversity of conditions from oval tracks and road races to dirt tracks. In September of 2013 Kenny Wallace made his 900th career start in NASCAR, joining a small group of world class drivers in that historic moment at Chicagoland Speedway in Joliet, Illinois. Today Wallace is the co-host of two programs for SPEED TV each week; NASCAR RaceDay, which airs before the Sprint Cup race each week, and NASCAR Victory Lane, which extends post-race coverage. With Kenny’s competitive battles on the racetrack and popularity on television, he has become one of the most sought after drivers in NASCAR racing today for sponsor endorsements and speaking engagements. He is now also the author of Kenny’s Garage, a handbook of homespun wisdom and vehicle maintenance tips.
