YOUR BOARD PRESIDENT, MIKE MEDICA As we approach winter, Hot Springs Village continues to progress with a plethora of changes. E-commerce applications have been implemented Mike Medica on our website. Our members can now Board President pay their annual amenity renewals online using a credit card. Our members can also use the chip in their credit cards at all HSVPOA Point-of-Service facilities. This significantly improves our customer service. Another improvement is installation of fiber optic technology that will connect POA owned buildings. Entergy Corporation continues to make improvements to the power grid. While the season changes here in beautiful Hot Springs Village, we also start a new chapter in the village’s rich history. As attendees Lesley Nalley of the December 1st Village Values CEO heard, my mission revolves around “helping residents live their dreams”. This mantra will be key to our 2017 enterprise goal of sustainable growth. In 2017, the single greatest stride towards that goal will be the launch of a real estate sales program devoted specifically to unlocking the value of property owned by the POA and addressing areas with underperforming property value. In order to achieve sustainable growth, we can

Several curves will be remediated, so that drivers will have safer trips. The bond funds for the Martin Luther King 270 extension to Highway 5 and 7 junction were signed and placed December 1, 2016. The Arkansas Highway Department will also widen US70 from I-30 to Hot Springs. These highway projects will take 1 – 5 years to complete. We wish all a Merry Christmas and a safe and Happy New Year.

Lesley Nalley presented the October 2016 financial report at the November board meeting. Financial results included:
The increase in Net Profit over the prior year reflects the new two tier assessment rates, improved collection rates and the revised Public Utility rate structure. Collection efforts continue to improve and there are 732 more properties in good standing at the end of October than December 31, 2015. In addition, unseasonably nice weather contributed to an increase in golf rounds and revenue which has continued into November. Waste Water improvements, previously identified by engineering studies, have begun as a result of a waste water improvement bond and will continue through the end of 2016 and into 2017. Most noticeable, is the manhole rehabilitation project which will reduce the volume of spring rain runoff entering the waste water system, and decrease the load on the waste water treatment plants. Lift Station improvements are also underway. As 2016 draws to a close, preparations are already underway for the 2016 Financial Audit which will begin in late February 2017. EGP LLC was on site in November to complete preliminary testing. The audit should be completed by April of 2017. October 19th Board Meeting. The 2017 Enterprise Goals were used as the guiding principles in developing the 2017 Annual Budget. The overall goal is “Creating and Protecting ‘Value’ through Sustainable Growth”. The three Enterprise Goals are; to Protect Communitywide Property Owner Value & Life Style, Strengthen the Financial Health of the Village & Build Property Owner Trust & Support. Highlights include: •2 complimentary renewal vehicle decals for use on property owners’ personal vehicles; replacement or additional decals remain $5 each. •Reinstituting Amenity privilege assignment fee of $25 for all assignments. •Small increases to recreation and facility rental fees. •Assessments on improved properties increasing to $65.50 and assessments on unimproved properties increasing $37.80 per the CPI increase approved by the Board in August 2016. •Revised golf pricing structure with maximum daily green fee pricing, which reflects the maximum price that may be offered to members. This maximum price will allow for flexible pricing in daily rates per course, by time of day and seasonally. •Previously recommended water and waste water increases. •An Outdoor Pool Complex project which is budgeted. •The purchase of new Gate Security Software which includes RFID decals and the ability to print bar coded guest passes. •A revised Capital Reserve Policy that provides for Reserves in three primary areas, Public Utilities, Capital Spending & Operational Needs over the next 5 years. •2 Golf Cart Fleets. Hot Springs Village is entering a new era in Marketing, Sales and Development. Through the recession of 2007 and 2008, we acquired more than 2,500 lots in our inventory with a conservative value of $4.8 million dollars. While challenging, we are presented with a unique and exciting opportunity to re-brand Hot Springs Village and re-position ourselves in the private community market. In September of 2016, HSVPOA opened the Discovery Center in downtown Hot Springs to capitalize on the 3 million plus visitors that vacation in Hot Springs each year. This was the first step in launching our sales program. In early 2017, we will open a Real Estate Sales office at the East Gate of Hot Springs Village, and have recently hired a Principle Broker who will lead the sales team. In addition, a new website, explorethevillage. com, was launched to ensure we are providing all the necessary information and tracking leads for the next Hot Springs Village resident. Our goal is not just to sell land, but to focus on home/lot packages and putting programs in place to encourage construction. It is imperative that we continue to focus on our future and protect our property owner values and lifestyle through sustainable growth and strengthening our financial health.

Hot Springs Village is now advertised at the Bill & Hillary Clinton Airport in Little Rock. The digital advertisement greets passengers as they enter the terminal when arriving in Little Rock. The ad will generate an awareness to visitors of our community.
Hot Springs Village has earned the prestigious 2016 Seal of Approval from the American Association of Retirement Communities (AARC) – the nation’s leading organization for helping local governments and private communities attract retirees. The AARC Seal of Approval is presented annually to recipients that demonstrate a cutting-edge commitment to attract retirees through lifestyle programming, amenity development, communication programs and education. We are honored that Hot Springs Village was chosen to receive this prestigious award recognizing the efforts of our community as we strive to add amenities and lifestyle experiences for those looking to find their next place to call home. The award was presented to Linda Mayhood and David Twiggs during the annual AARC conference in Asheville, North Carolina in November, where Twiggs spoke on Placemaking. Linda Mayhood has been on AARC’s National Board since 2004. She is a past president and treasurer of this organization. The AARC’s Seal of Approval program was established in 1994. Award-winners are evaluated by a national panel of retirement destination experts on a variety of criteria, including healthcare, retiree-appropriate housing, lifestyle amenities, adult education, recreational and cultural opportunities, and governmental and private support of retiree-focused programs. The Board of Directors approved the 2017 Board Election Calendar and Application for Board Candidacy at the November 16, 2016 meeting. Members interested in serving on the Hot Springs Village Board of Directors may pick up an application packet from the CEO’s office at the Administration Building, 895 DeSoto Boulevard, weekdays from 8 a.m. until 4 p.m. through January 12. Applications are also available online. Completed applications with resume and photograph are due by 4 p.m. on Thursday, January 12, 2017. One board position is open in 2017. Information on candidates, including their photographs and unedited statements will be printed in the Spring 2017 Advocate.

The Architectural Control Committee issued 36 newhome permits through November 2016. If you are thinking about building a new home call 501.922.5562 or stop by the Permitting & Inspection office in the POA Administration Building. New home information packets are available in the office or, upon request, by mail. The information packet specifies the requirements of obtaining a new-home permit for construction. Balboa Baptist Church located at 415 Ponce de Leon Drive will be constructing an Outreach Center, consisting of 23,775 square feet. The facility will provide class room space for bible teaching, a fellowship area for member gatherings, women’s ministry in outreach to the community (luncheons, monthly game day,

JASON TEMPLE PE, DIRECTOR OF PUBLIC UTILITIES The Garland County, Arkansas Waterworks and Sewer Facilities Board (Hot Springs Village) was originally formed on February 19, 1976 to assist in the financing of waterworks and sewer facilities inside Hot Springs Village. As a private corporation, HSVPOA is unable to issue its own tax exempt bonds. Rather, the Association has accomplished such projects under the oversight of a Facilities Board, including bond activities in 1991, 2000, 2004, and 2009. At a public hearing on March 8, 2016, the Facilities Board elected Major General Tom Arwood as President, Don Gooch as Vice President, and David York as Secretary. Along with fellow Directors Tom Bryant and Chuck Alvord, the Facilities Board unanimously passed a resolution signaling an intent to finance sewer improvements. The recommended bond arrangement was described during a December 1, 2015 special called meeting of the HSV Board of Directors, with Paul Phillips of Crews & Associates presenting financing recommendations. On April 20, 2016, during their regular board meeting, the Hot Springs Village Board of Directors voted to use bonds for waste water projects, as identified by McClelland Engineers and RJN Group. Under this resolution, $2,045,000 in new debt will be issued and $1,350,000 in remaining 2009A bond debt

will be refunded, bringing total bond debt to $3,395,000. The Facilities Board approved the transaction and closing followed on May 6, 2016. Under the direction of Jason Temple, Public Utilities Director, the Association will complete various manhole and waste water treatment plant rehab projects. The manhole rehab is off to an easy start beginning with the replacement of leaking manhole tops and their associated ring and cover. Future manhole rehab will include new internal linings and replacements. Funds spent from the bond issue to date are approximately $100,000 with another $100,000 expected to be spent by the end of 2016. All obligations of the bond funds have been made by contracts with Kim Construction and McClelland Engineers. Public Utilities management expects the manhole rehab work to be completed in March 2017 in time to benefit the wastewater collection system from the spring rains. Planned Wastewater Treatment Plant improvements are in the planning and design phase with construction expected to begin in the fall of 2017 and completed in 2018. The improvements to the wastewater treatment and collection system are part of the Utility Department’s plan to increase professional asset management and preventive maintenance measures for The Village.

GOLF UPDATE What a year we had in 2016!!! With the perfect fall weather in Hot Springs Village the golf courses were busy with membership play, league play, annual membership tournaments and group outings. After the summer heat and August rains, the golf courses were back in perfect condition for the enjoyment of the members and Ray Metz their guests. Hot Springs Village is Director of Club proud to see that more rounds of Services golf were enjoyed on our great golf courses this year than last year. In looking forward to 2017, you will begin to see a different method in showcasing our rate structure. The daily member golf rates will reflect a singular rate for each golf course. This rate will be the maximum rate that the member will pay throughout the year. The Golf Department will continue to offer seasonal rates at each golf course. These rates will be for the winter months, spring and fall months along with the summer months. The Golf Department will continue
to offer morning rates, afternoon rates and twilight rates. However, the daily membership golf rates for 2017 will be posted on the member portal of the website on a monthly or weekly basis rather than on an annual basis. This will allow the golf management team to better manage the availability of tee times and golf courses. When making lottery requests, or individual tee times online, the current member golf rates will be reflected for that time of year. Also, as a reminder for those Hot Springs Village members who may be traveling to warmer weather this winter, remember to enjoy your Troon Advantage golf program. The Troon Advantage program allows Hot Springs Village members to play golf at most of the Troon managed golf clubs around the world with discounted rates. This past year, over 300 members have traveled to Hawaii, California, Arizona, Texas, Missouri, Florida, Alabama, Kansas, Montana, Minnesota, New Jersey, Colorado, Oregon, Connecticut, and even Mexico and Bermuda, to enjoy golf at your sister, Troon managed golf clubs.
