Current CFO Lesley Nalley will lead the Village as it executes its new master plan expansion in the coming years The Hot Springs Village Board of Directors announced on August 26th that Lesley Nalley has been appointed chief executive officer effective Dec. 1, 2016. Nalley, who is chief financial officer for the Village, will succeed David Twiggs. This new appointment comes as the Village transitions into phase two of its master plan for strategic growth and innovative development. Under the leadership of Twiggs, Hot Springs Lesley Nalley Village has spent the past three years creating a new master development plan that will encompass a variety of lifestyles utilizing the existing 26,000 acres within the community. Twiggs will continue to serve as a development consultant to Nalley and the Village Board during the first half of 2017 and will continue to pursue development interests in Arkansas, the Carolinas, and Virginia.“Lesley is the perfect leader to take our community into this next phase of innovation and growth,” said Mike Medica, Hot Springs Village Board of Directors president. “Lesley and David have worked hand-in- hand to develop a plan that will capitalize on the size and position of the Village. Lesley made huge strides in our growth and efficiency as CFO and will no doubt excel in this new leadership position” The Hot Springs Village governance team, at the direction of David Twiggs, has been creating a new master plan that will develop underperforming areas of the community, thereby attracting new residents to the area. This strategic growth plan will allow for unique areas of expansion

that will not only capitalize on the world-class golfing amenities in the Village, but also the beauty and terrain of the Ouachita Mountains. Twiggs has been working with Nalley on this transition plan for several months. In 2015, the Village made a $371 million impact on the state of Arkansas, according to a report by Wayne P. Miller at the University of Arkansas Division of Agriculture Research and Extension, recently commissioned by Hot Springs Village. As the largest gated community in the nation, the Village is home to more than 14,000 residents. “With a lifelong Arkansan and passionate leader at the helm, our community is positioned to make an even greater impact on the state in the coming years,” Medica said. Nalley has been with the Village as CFO since 2014. Prior to serving in that role, she was CFO for Professional Counseling Associates in North Little Rock. In her current position, Nalley has overhauled collection practices, improved cash flow, integrated accounting systems and led a system-wide software upgrade. In January of 2016, Nalley was appointed by the Governor to the Governor’s Advisory Council on Aging as well as the Arkansas Housing Trust Fund Advisory Committee. “I am honored to be named as the new CEO of Hot Springs Village,” Nalley said. “I am excited for the future of this thriving community and look forward to ensuring our current residents are provided with the highest level of service and amenities, attracting new residents, and creating a world class workplace for our amazing staff. The Village has so much potential, and our impact on our state’s economy is undeniable. I will work closely with the board, state and local leadership, staff and our wonderful residents to bring our many possibilities to reality.

Police Training and Event Facility

At the July 20, 2016 meeting, the board of directors approved the use of the HSVPOA owned facility located at 301 Balearic Road for a Police Department Training and Event Facility. Training at the site will be primarily for the Hot Springs Village police officers, but other agencies may also be invited to attend training sessions. Key activities at the facility will include simulator firearms training, Citizen’s Police Academy classes, guest speaker training for officers, patrol boat storage, “Coffee with the Chief ” sessions, Halloween events for area children, officer appreciation events, and Citizens Police Academy

Alumni Association meetings and fundraising events. The Citizens’ Police Academy Alumni Association’s mission is “To support the efforts of the Hot Springs Village Police Department to improve the general welfare of our residents by dedicating resources for meaningful, positive community outreach and awareness”. The organization has launched fundraising efforts for the procurement of a state-of-the-art Milo Range Simulator and estimates reaching its goal of $99,000 and procurement of the simulator by January 1, 2017. HSVPOA acquired the facility commonly known as “The Fuel Stop” in December 2014 from Coulson Oil.


Hot Springs Village News Discovery Center Opens Hot Springs Village is proud to announce the opening of the Discover Center located at 231 Central Avenue, in the historic Wade Building. The center is adjacent to the Arlington Hotel, and nestled within downtown retail, restaurants, galleries and hotels. The City of Hot Springs spends over $2 million dollars annually in their quest to attract tourism to the downtown corridor. Hot Springs Village Discovery Center location is perfectly situated to take full advantage of this initiative. Downtown Hot Springs hosts more that 3 million visitors annually, supporting many events that bring local, regional and national foot traffic by the Discovery Center storefront. The Discovery Center will literally be the front door to Hot Springs Village. The center will offer an immediate insight to life within Hot Springs Village, and showcase our lifestyle, community photography, large screen with film loop, an interactive map with touch-screen technology, brochures, magazines, logo merchandise and much more. Stephanie Heffer, Director of Lifestyle and Community

Development said, “We want to tell people that Hot Springs Village is a short 20-minute drive up the highway, and that we have a lot to offer. We want to spread the message that there are activities and interests for an active, younger generation, and that the Village is far more than a retirement community”. In addition to receiving information about Hot Springs Village, staff will assist visitors with scheduling golf outings, booking facility rentals, provide information regarding

MLK Expressway Extension

On June 28, 2016 Garland County residents voted to approved a bond issue secured by a 5/8 percent sales tax beginning in 2017 to fund road and bridge work in the county. Included in the road improvement projects is a 6 mile, 2-lane extension of the MLK Expressway from the eastern terminus to the intersection of Highways 5 and 7 at Fountain Lake. The MLK Expressway extension has been considered a major priority toward enhancing public safety and stimulating economic growth and development in the county for over a decade. Completion of the extension, as with any new infrastructure, will provide long-term benefits. Especially important to residents of Hot Springs Village who will gain countless advantages as commute times to and from Hot Springs are greatly reduced. Once completed, the extension will make it easier and

quicker for ambulances to transport patients to Hot Springs hospitals. This will also shorten the turn-around time in which ambulances can return to Hot Springs Village and respond to addition calls. It will also make it easier for law enforcement and other first responders to commute across the county without having to navigate through traffic on downtown roads. Residents of Hot Springs Village will have less travel times, thus making shopping, dining and attending medical appointments and other activities in Hot Springs more accessible and convenient. In addition, the shorter commute time between Hot Springs Village and Hot Springs will make living in Hot Springs Village an attractive alternative for those working in Hot Springs and other areas. Estimated completion of the MLK Expressway is in the 2023 timeframe.

The Property Owner’s Association retained the services of Sparkfire Branding early this year to develop a new website. The objectives of the new website were: an easy to navigate, and graphically pleasing site that integrates with Total-e. The interface will be usable for both the visitor and the member, and will be easy for staff to maintain needed modifications and updates. The site will be developed in two phases. Phase I consists of information relevant to visitors and members. Phase II will contain information such as financials, governance, agendas, and the member portal for member bookings for golf, tennis and events, and utility and assessment payments. Phase II will begin after testing of Phase I, and will be completed by year end. Note: Members will continue to log into the existing

Public Works Department Acquires New Equipment

In August, the Public Works Department took delivery of three new Caterpillar backhoes and three new Peterbilt sanitation trucks with Loadmaster bodies. Prior to receiving the new equipment, the average age of the backhoe fleet ranged from 8 to 15 years. Leasing the backhoes allows us to update our fleet and reduce expenses in maintenance and fuel. The configuration for the newly acquired backhoes enhances the capabilities of each unit

making them more flexible in various applications; they can be moved from one department to another with no loss of operational capability. The flexibility of the configuration will allow a reduction of the number of backhoes in our fleet from ten to six. The POA serves 7,855 residential household, with refuse collection and disposal. Each residential garbage truck averages about 640 daily pickups, and disposal of eight tons of garbage per day. Updating this fleet will reduce maintenance and operating costs.


Hot Springs Village News Public Works Update The board approved the 2016 Paving Program at the April 20, 2016 regular meeting. The program includes milling and asphalt replacement on DeSoto Blvd., micro-surfacing Village roads, and mowing of roadway shoulders throughout Hot Springs Village. Cranford construction of Little Rock, Arkansas was awarded the bid for milling and overlay of select sections of DeSoto Blvd. between Los Lagos and Fresno Rd. and completed the project in early August. The project consisted of removing deteriorated sections of the roadway where potholes formed and required re-occurring maintenance for the Street Department. The bid for crack sealing and micro-surfacing of 15 miles of roadway throughout Hot Springs Village was awarded to Vance Brothers, Inc. of Kansas City, Missouri. Work is expected to begin September 12, 2016 and completed by early October. HSVPOA contracted with Tim Cosby Tree Service of Jessieville, Arkansas for mowing of roadway shoulders throughout the Village. The initial cycle of mowing is completed, and many of the primary routes are being mowed for the second time. Cycle two will begin later this year.

New Homes Under Construction The Permitting & Inspections Department issued 30 new home permits thru August 2016. If you are thinking about building a new home call 501-922-5562 or stop by the office in the POA Building. New home information packets are available in the office or upon request by mail. The information packet covers what is required to obtain the new home permit for construction. In 2015, a total of 60 new home permits were issued in Hot Springs Village.

Approaching its 50th birthday, our 26,192-acre community continues to grow and evolve. From a developer’s dream to the largest gated community in the nation, the Village today is home to more than 14,000 residents who are having a bigger impact than ever before. Hot Springs Village Social and Economic Impact 2016 is an updated, expanded report on the Village’s social and economic impact. It is the most comprehensive collection of [Hot Springs Village] history, data and demographic detail ever assembled in one document. Combined with several new web sites, it becomes an invaluable resource for information on the Village. The report tells the story of a unique planned retirement, relocation and recreation community in this third phase of evolution. First came Cooper Communities, Inc.’s initial planning and infrastructure construction. Then came growth. Lots were platted, streets built, homes added, and Villagers began moving in. After 30 years, the Village eased into its current phase. As the last of 34,152 lots were sold, the developer backed away, and the owners -through the Property Owners’ Association – assumed the management and leadership role.

A comprehensive outline of where the Village is going in the coming years is detailed in the latest Master Plan available on the website at hsvpoa.org/files/pdf/HSV-Masterplan.pdf Impact 2016 shows the Village’s economic effect is enormous. In 2015 its contribution to the state’s economy was $371 million. Of that, resident and visitor spending was $258 million, and federal health-care spending was $93 million. From 2010 to 2015, construction spending was $17 million. Two-thirds of the $371 million Village economic spending was in Garland and Saline counties. The rest extended throughout the state. While the Village’s economic impact has been growing, so has its social impact. Villagers took major strides in recent years to be more involved with its two counties and two school districts, the cities of Hot Springs and Benton, and State government. The result has been a greater understanding of the Village, its unique form government and its residents– many of whom have the time, talent, experience and financial wherewithal to help those around them– which they do. If you enjoy art and love to paint, join Award Winning Artist Cynthia Schanink for classes in floral watercolors. She will have four separate classes covering different aspects and techniques in floral watercolors and much more. Take one class or all four and save on tuition. Walk a Marathon in a Month: October

photographers, Taylor Bellott, Todd Frazior, and Corbet Deary. From beginner to advanced photographer, there will be interesting and valuable information to gain during this class. The will be classroom from 10 AM until 12:00 PM with Get to Know Your Camera. Break for lunch and begin again at 1:00 PM to 4:00 PM with Outdoor Photography. Each participant will be assigned with a professional photographer for outdoor shooting. Hot Springs Village Trails Committee challenges you to walk all the trails listed on the marathon entry form totaling 26.2 miles, or use the halfmarathon entry form totaling 13.1 miles in the month of October.
