About adult social care Our primary aim is to help you stay independent, safe and well for as long as possible. Our services focus on preventing, reducing and delaying the need for more formal care and support. We recognise that each person has their own needs and circumstances, and will work with them to tailor the types of services they require. We believe that this approach helps people live within their own homes surrounded by friends, family and local communities, delaying the need for more formal care. We can help you whether you are eligible for social care or not. Our services aim to support people in their daily lives to both keep and improve physical, mental and emotional wellbeing. If you are eligible for support, we will work with you to set up your own support plan, explain what we are able to fund, and what you will have to pay based on your own circumstances. If you wish, you can ask a trusted family member or friend to assist you. In some cases, we can arrange for an Independent Advocate to help. If you are not eligible for support or simply need information and advice, we can put you in touch with providers of a wide range of care and support services across Rotherham. We can also give you advice about putting together your own plan and find local activities. Sometimes, this may only be a simple piece of equipment at home or advice about accessing the right benefits. We are setting high standards for the quality and choice of support and care services available. Many of these organisations have specialist knowledge on specific conditions and what support there is around to help. Preventing, reducing or delaying the need for care and support We believe that our role in promoting your wellbeing is not only during times of crisis or when you are recovering from illness. We want to help you stay in good health and mobility, as well as feel secure and connected within your local community. We hope to delay or put off the need for formal care or longer-term support needs, and help you to live independently for as long as possible. This type of help is called “preventative support.� We are here to talk to you about whether you would benefit from preventative support and if so, what is currently available to you. What kind of support and activities are available? This depends on your specific needs. There are a wide range of programmes available from the council and our partners, such as: Information and advice - aimed at keeping you healthy, safe and well. Referral to activities in your local community - such as befriending schemes or social clubs to prevent you from becoming lonely or isolated. www.connecttosupport.org/s4s/ www.rotherhamgismo.org.uk www.rotherhamgetactive.co.uk Access to equipment and adaptations for your home - you may be eligible for special equipment to help you climb stairs safely or other equipment like an alarm to make you feel safer in your own home. Rotherham Intermediate Care Service - to support your independence following an injury, illness or a change in life circumstances - including acquired and long-term conditions. The team are able to provide a range of rehabilitation and reablement to help local people in Rotherham recover and regain the ability to look after themselves. Where possible, we will try to identify services and resources in your local area and make sure that there are a variety of providers or options to choose from.

Who will provide this support? This depends on your specific needs. Support could be provided from a wide range of professionals who work across Health and Social Care services.
Will I have to pay? There are a number of preventative services that we currently do not charge for. Please contact us to find out which services these are. Rothercare and respite services are amongst those that we do charge for. You may also be given advice and information regarding organisations or resources outside of the Council who may charge for their services.
What happens at the end of this support? Preventative support can range from information and advice to specific services with a clear set of goals or outcomes, including expected timescales. We will talk to you about any options you may have when this type of support ends. If you have longer term needs, you may need an assessment to see what types of support you are eligible for, and what services may be best for you. If you are not eligible for support, we will give you information and advice about current services and activities available through the council and our partners.

Social care needs assessment If you or someone you know has care and/or support needs, we can help you to identify what types of services would be best for you. This process is called an assessment. An assessment can be offered to: an adult with needs, a carer with needs arising from caring for another adult, young people with care needs, and young carers who are moving towards adulthood. How the assessment process works: You can visit our website www.rotherham.gov.uk and carry out a referral online or contact our Single Point Of Access service on 01709 822330 or assessmentdirect@rotherham.gov.uk You will be asked about your current situation and what your issues are to see how we can support you. If you simply need advice or information, we will give this to you - and signpost you to where you need to go. If your situation is more complex, you will be offered a more formal assessment. You can ask to start this process by requesting a self-supported assessment. The full assessment is a time where we discuss what types of support you may need to keep up with daily tasks or achieve your set of goals - we call these ‘outcomes’. We will also ask you how not achieving these outcomes is affecting your wellbeing. Your initial assessment may be carried out face to face in your own home or over the telephone. We can also make arrangements to see you in one of our own offices or at our carers centre in the Rain Building near Rotherham market.

Wellbeing is an important part of the assessment and you will be asked if the outcomes you have identified is having a significant impact on your wellbeing. You will be asked to think about things such as: • • • • • • • • •
social and economic wellbeing protection from abuse and neglect physical, mental health and emotional wellbeing personal dignity and being treated with respect domestic, family and personal relationship suitability of living accommodation control over day to day life contribution to society participation in work, education, training or recreation
Wellbeing, as the list above suggests, is a broad concept, related and affected by several areas of life, not one or two. Therefore, when discussing your wellbeing your views and opinions of all aspects of your life are vital to identifying and defining wellbeing. You will be asked about your everyday routine, social activities, health, any caring responsibilities, family life, involvement in the community, safety, your home environment and your finances. You can ask a family member or someone you trust to support you through the assessment process. In some cases, the council may arrange an Independent Advocate to assist you. With your permission, we will also speak to important people in your life, such as: your GP, a carer, family members/friends. This is to get their views and to discuss their role in supporting you. After your assessment is finished, a member of the social care team will: • discuss your care and support needs and tell you what support is available from the council (these are called eligible and non-eligible needs) • talk to you about the different ways in which your eligible needs can be met • give you information and advice on how you can meet your non-eligible needs • discuss your next steps • send you a written copy of your assessment

Eligibility What is the National Minimum Eligibility Threshold? The national minimum threshold for eligibility is used to work out whether a person qualifies for support from the council. It is a national framework, using the same approach and set of guidelines (criteria) for everyone with care and support needs across the country. It also helps to make sure that all requests are handled fairly. What are the criteria for people to receive help with care and support needs? There are three criteria people must meet to be eligible for assistance, these are: • do the needs arise from a physical or mental impairment or illness? • do the needs mean that the adult is unable to meet two or more of the listed outcomes? • is there consequently a significant impact on the adult’s wellbeing?
Outcomes or specific care and support needs: • managing and maintaining nutrition • keeping up with personal hygiene • managing toilet needs • being appropriately clothed • being able to live at home safely • maintaining a habitable home environment • developing and maintaining family or other personal relationships • finding and signing on to work, training, education or volunteering • using local facilities or services in your neighbourhood, including public transport and recreational or leisure services • if you have a child under your care, carrying out your responsibilities as a parent or guardian

For carers with support needs If you are a carer, the following three criteria are used to work out whether you are eligible: • do the needs arise because they are providing necessary care and support? • is the carer’s physical or mental health affected or at risk of deteriorating or is the carer unable to achieve any of the listed outcomes? • is there consequently a significant impact on the carer’s wellbeing? Outcomes or specific care and support needs for carers: • carrying out caring responsibilities for a child • providing care to others • maintaining a habitable environment in their own home • managing and maintaining nutrition • developing and maintaining family or other personal relationships • engaging in work, training, education or volunteering • making use of necessary facilities or services in the local community, including taking part in recreational activities

Eligibility Your request for care and support will be reviewed using the criteria listed on the previous page. After this is done, we will tell you whether you are eligible for support: If you are eligible, and would like us to help you, we will work with you to make sure that your care and support needs are met. If you are not eligible for support, we can give you information and advice on where to find support. We can do this for your current needs, as well as make suggestions for the future. What is an indicative budget? If you are eligible for support, the information from your social care needs assessment is used to work out your indicative budget. This is an estimate of the amount of money available to you for use towards your support costs. Your indicative budget is only a guide for what you may receive. The actual sum of money will depend upon both your personal financial situation and the local cost and availability of the type of services that have been agreed in your care and support plan. Your personal budget Your personal budget is the cost of the services required to meet your care and support needs. It includes the amount, if any, you must contribute to the cost of meeting your needs and the amount the council will pay. You can set up your personal budget in a variety of ways, for example: • as a direct payment, where you make your care and support arrangements yourself, • the council can make arrangements on your behalf, or • a mixture of both

Paying for my care and support Social care, unlike health care, is not free for everyone. The financial assessment process helps us work out how much the council can pay towards your care and support needs, and what costs you will be responsible for. If you are an adult with eligible needs and have assets above the capital threshold of £23,250, you will be responsible for meeting the full cost of your care and support. However, if you need help arranging services, we can do this for you. If you do not have assets above the capital limit, you may still need to pay towards your care and support depending on your financial circumstances. From April 2016 to April 2017, carers will not be charged for services meeting their eligible support needs. This policy may change in the future. If the person being cared for has agreed to receive care services to meet the needs of their carer, they may need to complete a financial assessment to determine how much, if anything, they will contribute towards those services. How we work out what you must pay for your care and support Unless you are a carer, you will need to complete a financial assessment form. This will tell us about your financial situation so that we can work out if you will need to pay and if so, how much you pay towards your care and support services. If it is clear that you have significant financial resources to use to pay for your care and support, and you do not wish to undergo a full financial assessment, we may offer a ‘light touch’ financial assessment. If you do not agree with the light touch assessment, you can ask for a full financial assessment. How much you will pay will depend on whether you are receiving care in a care home, your own home, or another setting.

In the following circumstances, the value of your main or only home will not be taken into account in the financial assessment: • • •
if you are receiving care in a setting that is not a care home if your stay in a care home is temporary where you no longer occupy the property (e.g. you live in a care home) but: - your partner continues to live there - or a family member who is over 60 continues to live there - or a family member who is under 60 and incapacitated continues to live there - your child under the age of 18 continues to live there
If you have savings between £14,250 and under the self-funding threshold of £23,250 you will be deemed to have an income of £1 per week for every £250 (or part thereof) you have above £14,250. This is called Tariff Income. Any money you receive as regular payments such as state or private pensions and benefits will be taken into account as income. However, any money you receive from employment is not taken into account. If you live in a care home, you will contribute most of your income towards the cost of your care home fees. However, you will always have at least £24.90 per week for personal expenses. If you live in your own home, you will be left with at least the minimum income guarantee amount for your age (equivalent to Income Support or Pension Credit Guarantee Credit) plus a 25% buffer. These capital thresholds, personal expenses allowances and minimum income levels are subject to change based on annual review and Government policy. We will give you a copy of your financial assessment once it has been completed.

Services excluded from charges As this booklet went to print Rotherham Council were not charging for the following services. • intermediate care, including reablement (this must be provided to you free of charge for up to six weeks). • community equipment, for example aids and minor adaptations. These must be provided free of charge whether provided to meet or prevent/delay needs. This would be a minor adaptation costing £1,000 or less. • after-care services/support provided under section 117 of the Mental Health Act 1983. • any service or part of service which the NHS is under a duty to provide. This includes continuing healthcare and the NHS contribution to registered nursing care. • assessment of needs and care planning. Please call our Single Point Of Access Team to find out which services are excluded from charges. Other charges In addition to financially assessing your contribution towards your support plan, there may be other reasonable charges we make for example: looking after your pets whilst you are in hospital, for example kennel fees or locksmith’s charges if we have to access your property in an emergency.

How will I pay for my care? Direct payment - If you choose to receive a direct payment, the amount that the council contributes to your personal budget will be paid directly into your designated account weekly. You must make arrangements to pay your contribution (if any) into the same bank account and pay the costs of your care and support to your chosen providers. Council Commissioned Service - If you choose to receive a council managed budget, Rotherham Council will arrange your care and support. You will be required to pay us towards your contribution. We will send you an invoice re your contribution every four weeks. The preferred method of payment is by direct debit. Mixed budget - If you are receiving some of your Personal Budget as a Direct Payment and some as a council-managed budget, we will advise you on how you can pay your contribution (if any). Getting more information about these costs Your care and support plan will outline the services being provided to meet your needs (your personal budget). You can request a breakdown of the costs the council will contribute towards your personal budget once your care and support plan and financial assessment are completed. Ask a member of the social care team for advice how you can obtain this. We will advise you how much, if anything, you have to contribute towards your personal budget following the financial assessment.

Deferred payment agreements (DPA) The costs to go into residential care can be quite high. If you own your own home and the property is not disregarded in the financial assessment, you may be expected to pay for the care home fees yourself. To assist you in paying for your costs, the council offers a product called a Deferred Payment Agreement (DPA). This enables you to borrow money from the council secured against the value of your property. It is similar to a mortgage, and a legal contract will be drawn between us and a legal charge will be placed on your property. If you choose this route, there will be charges and interest charged by the council to pay. We are only able to advise on our own DPA. You may find that there are other more suitable funding products available to you. You should seek independent financial advice from a qualified source when considering a DPA. My care and support plan What is a care and support plan? If the council is responsible for meeting your needs, we will work with you to put together a care and support plan. This is a written, personal document agreed between you and the council that details your needs and how they will be met. If you are a carer, you will receive a plan setting out support to help you in your caring role. What do I need to think about before I complete my plan? The main decision you need to make before you start your plan is how you wish your care and support to be arranged. You can choose from the following: A direct payment This means you receive your personal budget in the form of a 4-weekly cash payment and arrange to pay for your care and support services yourself or with help from a nominee. A nominee is a person (for example, a partner, spouse, friend or family member) who has been named by you to help manage your direct payment. This option does not apply to care home arrangements. As a managed account Held by a third party (often called an Individual Service Fund or ISF). A council-managed option You can decide not to manage your own funds and request that the council does this for you. We would manage your budget and services on your behalf. We would arrange your support services in line with your personal plan, and make sure that they are in place as agreed and paid for. A mixed budget An arrangement that includes some elements of the choices listed above. Remember, you can change how you receive your care and support at any time. If you choose a direct payment or mixed budget, we strongly advise you to read the council’s guide - you can ask a member of the adult social care team for a copy.

Who can help me complete my care and support plan? If you choose a direct payment then you can: • complete your own plan or ask a trusted friend or family member to assist you • you can also ask your social worker and/direct payments officer • if you prefer, you can ask an independent support broker to help you. Please be aware that these types of advice are often for a fee and that it is likely that there will be a cost involved. If you choose the council-managed option, a member from the adult social care team will help you to complete your plan and then the council will set up and manage your care and support needs on your behalf. Please note: if you have eligible social care needs that are being met by an informal carer such as a family member or friend, they should be included in the planning process. We will also need to record their agreement to provide this care and support for you. They are also entitled to ask for their own carers’ assessment. The role of independent advocates For the most part, people go through the care and support assessment and planning process themselves or with some help from a family member or friend. However, we know that in some cases, people may have a ‘substantial difficulty’ to go through this process. Under these circumstances, if there is no-one willing or able to help, we may arrange for an independent advocate to make sure that their views and wishes are fully reflected throughout their assessment. What should my support plan look like? If you choose a direct payment or a mixed budget option then your plan can be presented in the way that suits you best. It can be handwritten, typed or even completed with pictures and symbols. If you choose a council-managed option, we will give you a template to fill in. Each plan is different, but certain information must always be included, such as: • • • •
the details of the social care needs identified in your assessment how your needs meet the council’s eligibility criteria the needs the council is going to meet and how it plans to do so if you are a person needing care services, what are the desired outcomes?

Information and advice about how to reduce and prevent support needs in the future. How to request further details about your personal budget. If you chose direct payment, your plan must include the needs to be met via this option, including their cost. It will also include the amount of your payments from the council and when they will be paid. Carers support plan Carers who are eligible for support after completing a carer’s assessment are also entitled to their own support plan. This will detail any goals or outcomes they wish to achieve: around providing care, work, education and/or recreation. It will also outline if any care and support is to be provided to the cared for person. Does my plan have to be agreed by the council? Yes - Rotherham Council has a process in place for agreeing individual care and support plans and carers support plans. We need to ensure that your plan meets your eligible social care needs, supports your wellbeing and keeps you safe and well as well as record how the costs are going to be met. You will receive a copy of your final plan for your records and reference. Can I change my plan? Once your plan has been agreed and put into action it can be changed. You can make minor changes without the need for a formal review or reassessment. For example: changing the time of a service, if your change doesn’t increase risk and is within your agreed personal budget. For more significant changes, you will need to contact a member from the adult social care team and you may need to complete a more formal care review. Please note that you must inform your social worker if your care and support needs change significantly at any time. Reviewing my care and support plan After six to eight weeks, a member from the adult social care team will check in with you to make sure that all is well. After that, we will contact you on an annual basis (or sooner if your support needs change significantly before your planned review date).

My review Once your care and support plan is put into place, we will review the arrangements with you to make sure that everything is running smoothly. Each review will focus on four main questions about your plan. It is your chance to tell us what is working well, and to identify any areas of improvement, this includes: • what is working, what isn’t working - and any changes needed to your care and support plan? • have any of your goals or outcomes been achieved or are close to being achieved? • do you have any new goals or objectives that you want to achieve? • if you chose a direct payment, how you have managed your money? You don’t have to go through the review alone. You can ask a family member, friend, carer or the council can arrange for an independent advocate to be present at your review if required. This review will include the views of your carer, and any other relevant person helping with your care and support. Most importantly, this review is a time for you to discuss how you feel about your care and support plan, and suggest any changes to it. There are three main types of review that are carried out, these are: Six to eight week review This is usually over the telephone. We will check that all your identified support has started and that it is going well. If needed, we can make small changes to the support you are receiving. Planned yearly review Once a year, a social worker may visit you to discuss how your care and support plan has worked for you in meeting your agreed outcomes. During your yearly review, you can also complete a new assessment to make sure that the support you are receiving is still appropriate. Unplanned review This can be done any time if there is a major change in your circumstances, a change in needs or in a crisis situation. This type of review can be requested by you, your carer, the council or a person acting on your behalf. You will receive a new copy of your care and support plan if you make any changes during these reviews. Any major change in the level of support you require will mean that you will need a new assessment. If your circumstances or needs change before the date of your next planned review, you should contact the the Single Point Of Access Team.

Safeguarding adults at risk What is it? The Care Act places a legal requirement on all agencies to make sure that all adults (aged 18 and over) should be able to live without being harmed or at risk of abuse/harm. Adults who have care and support needs (visual impairment, hearing impairment, physical disability, physical ill health, learning disability, mental health issue etc) may be less able to protect themselves from harm and may struggle to share their worries. Share your concerns – if it feels wrong/looks wrong please report it! Where a local authority has reasonable cause to suspect that an adult in its area (whether or not ordinarily resident there) – • has needs for care and support (whether or not the authority is meeting any of those needs) AND • is experiencing, or is at risk of, abuse or neglect, AND • as a result of those needs is unable to protect himself or herself against the abuse or neglect or the risk of it. Harm is defined in the Care Act as Physical – for example hitting etc Sexual – for example - forcing adults to do sexual acts they don’t want to or can’t consent to (including rape, sexual assaults etc) Financial or Material – for example taking money or anything of value from adults etc Neglect and Acts of Omission – any action that restricts choice, causes harm or isolates people, for example not supporting them to get washed/dressed etc Discriminatory – It is a criminal offence to bully someone who has a disability or is “different”, or other associated hate crimes. Psychological or Emotional – for example. Threatening to leave them alone or intimidating them etc. Self Neglect - is any failure of an adult to take care of himself or herself that causes, or is reasonably likely to cause within a short period of time, serious physical, mental or emotional harm or substantial damage to or loss of assets. Domestic Abuse – Any incident of threatening behaviour, violence or abuse (psychological, physical, sexual, financial or emotional) between adults who are or have been intimate partners or family members, regardless of gender or sexuality. Modern Slavery/Human Trafficking - The movement: recruitment, transportation, transfer, harbouring or receipt of people. Organisational Abuse - Organisational abuse can typically occur in a care home, nursing home, acute hospital or in patients home setting. It can be caused by the regimentation of residents or of the individuals that are supported and the rules and regimes can be oppressive and abusive. Organisational abuse can also be in the forms of lack of choice, lack of privacy, lack of respect or lack of dignity. Mental Capacity Act and Deprivation of Liberty Safeguards What is the Mental Capacity Act? The Mental Capacity Act (MCA) came into force in England and Wales in 2007. The MCA applies to everyone who works in health and social care and is involved in the care, treatment or support of people aged 16 and over who live in England and Wales and who are unable to make all or some decisions for themselves. We all have problems making decisions from time to time, but the Mental Capacity Act is about more than that. It is specifically designed to cover situations where someone is unable to make a decision because the way their mind or brain works is affected, for instance, by illness or disability, or the effects of drugs or alcohol. A lack of mental capacity could be due to: • A stroke or brain injury. • A mental health problem. • Dementia. • A learning disability. • Confusion, drowsiness or unconsciousness because of an illness or the treatment for it. • Substance misuse. It introduces important new safeguards for people who lack capacity and the people who work with, support or care for them. It is underpinned by five key principles which must inform everything you do when providing care or treatment for a person who lacks capacity. The Act is accompanied by a Code of Practice which provides guidance as to how it should work on a day-to-day basis. How will it affect family, friends and unpaid carers? The Mental Capacity Act is relevant to anyone who has a relative or friend who may lack capacity. • It clarifies the process for caring for people who may lack capacity. • It clarifies how decisions should be made for your relative or friend if they are unable to make those decisions for themselves. • It sets out when you should be consulted about decisions made on behalf of your relative or friend. • It sets out how your relative or friend is protected when others are making decisions on their behalf. The Act applies whenever decisions are being made on behalf of a person who lacks capacity to make a particular decision for themselves. This includes any assessment of their need for treatment, services or support. The Act provides a clear legal framework for dealing with mental capacity issues. Independent Mental Capacity Advocate (IMCA) Service The Independent Mental Capacity Advocate (IMCA) service was made available in England from April 2007 and in Wales from October 2007. The duties of an IMCA are to: • Support the person who lacks capacity and represent their views and interests to the decision-maker. • Obtain and evaluate information - an IMCA can talk to the patient in private and examine, and where appropriate, take copies of health and social care records such as clinical records, care plans or social care assessment documents. • As far as possible, ascertain the person’s wishes and feelings, beliefs and values.

• Ascertain alternative courses of action. • Obtain a further medical opinion, if necessary. • Prepare a report for the person who instructed them. If an IMCA disagrees with the decision made, they can also challenge the decision maker. Sheffield Mental Health/Citizens Advice Bureau provides a joint IMCA service for Rotherham, Doncaster and Sheffield. What is the Deprivation of Liberty Safeguards (DoLS)? The Deprivation of Liberty Safeguards (DoLS) provide legal protection for vulnerable people in hospital or a care home, whether placed under a public or private arrangements. They are part of the Mental Capacity Act. Deprivation of liberty safeguards apply to anyone: • Aged 18 and over. • Who suffers from a mental disorder or disability of the mind - such as dementia or a profound learning disability. • Who lacks the capacity to consent to the arrangements made for their care or treatment. • For whom receiving care or treatment in circumstances that amount to a deprivation of liberty may be necessary to protect them from harm. Deputy and Appointee service The team provides support to people who need help with managing their finances. To be eligible for support you must meet certain criteria and lack the mental capacity to make decisions about your finances. What support is available? Depending on your circumstances we may be able to be appointed as an Appointee or a Deputy to help you manage your finances. Who is the service for? Before deciding if an Appointee or Deputy is right for you, you will have a care needs assessment. You may benefit from an Appointee if you: • Claim benefits • Have difficulty managing money on a day-to day-basis • There is a risk of people taking advantage of you and taking your money • It is difficult getting to the bank and there is no one else who can go for you If you are not physically able to manage your money we can provide information about Lasting Power of Attorney (giving someone else the right to make decisions on your behalf). You are advised to seek your own independent legal advice before creating a Lasting Power of Attorney.

Lacking mental capacity A person could be considered unable to handle their own financial affairs if they have a mental illness, dementia, or learning disability which means they do not understand the value of money or are unable to make informed decisions about how to manage it. How does it work? As your Appointee we will: • • • • • •
Set up appropriate banking arrangements Draw up a budget Pay bills Make sure there is enough money for day-to-day needs Monitor the money Deal with the Benefits Agency
Accessing your money for personal spending We will work with fellow professionals and/or other agencies to work out a personal budget for you. The plan will outline how much money you need for things like shopping, bills and entertainment each week. You will also be asked about any big spends in the future (e.g. a holiday or furniture) so we can plan for that. Sometimes you may not get all the money that you request, especially if you have outstanding debts that need to be paid off. If you are in a nursing home or a residential care home, we will pay your assessed care charge and arrange for you to access your weekly personal allowance with the nursing home or residential care home. Who would benefit from the support of a Deputy? If you have a larger amount of savings or other assets such as a private pension, shares and/or a property then it may be more appropriate for your finances to be managed by a Deputy appointed by the Court of Protection. A Deputy will provide all of the support you would get from an Appointee and in addition to this we will: • Manage your assets, making sure they are used in your best interest, e.g. if you are in residential care and unlikely to return to your own home, your Deputy will decide whether it is in your best interest to sell your home to pay for your care. • Keep a record of any decisions made, how the decision was reached and who was consulted • Complete and submit an annual report to the Office of the Public Guardian (OPG). This includes details of all money that has been paid into and paid out of your bank account/s. The OPG is an agency of the Ministry of Justice who have been appointed by the Court of Protection to make sure that Deputies are acting in the best interest of their clients. Charges There are no charges for the Appointeeship service at the moment. If you need the support of a Deputy, then the Court of Protection sets out the charges. MENTAL HEALTH FLOATING SUPPORT SERVICE YourCare Support Service provides mental health floating support to people in and around Rotherham. Support is available on 2 levels: Level 1 One-to-one support is provided by an experienced worker and is aimed at providing positive outcomes for service users by supporting them to take control of their lives and helping them along the road to recovery. Service users are supported to understand and manage their mental illness.

We work with people in their homes and also encourage them to access local community activities, training courses or voluntary work. Benefits can be checked, and assistance provided with budgeting. Support is available for completing forms; arranging and attending appointments; rehousing and moving; graded exposure; socialising; healthy eating, maintenance and improvement of daily living skills, and any other support necessary for the continuation of independent living.
We believe that supporting people to live independently in the community helps prevent relapse and hospital admission.
Level 2 At this level people are supported with shopping, budgeting, housework, bus work, and helped to maintain and improve their daily living skills and confidence levels.
