South Korea Infrastructure Report Q4 2011 Published on August 2011
Report Summary BMI View: South Korea's construction industry saw a contraction in the first quarter of 2011, which was perpetrated by a decline in activity in the residential sector. As a result, we have revised down our 2011 full-year forecasts for South Korea's construction industry, with real growth for the sector reaching 3.8% year-on-year (y-o-y) in 2011 (previously 5.4%). However, the successful bid to host the 2018 Winter Olympics and sustained commitments by the government to invest in infrastructure throughout the country have prompted us to revise up our growth outlook for South Korea's construction sector over the long term, with real growth for the industry averaging 1.5% per annum between 2012 and 2020 (previously 1.2%). Key drivers from the past quarter include: - In July 2011, the South Korean city of Pyeongchang won the right to host the 2018 Winter Olympics. This could bring contract opportunities and boost South Korea's commercial construction industry. - In June 2011, South Korean state-run Korea Electric Power Corp. (KEPCO) announced plans to install eight new nuclear power units in order to increase its installed generation capacity by 11.2 gigawatts (GW). The move came despite several nations having withdrawn nuclear plans following the Fukushima Daiichi incident. However, KEPCO vice president Jang-Pyo Lee stated that more stringent safety measures would be implemented at new and existing facilities. - In April 2011, South Korea's Financial Supervisory Service (FSS) was in discussions with the country's top financial holding groups about the creation of a clearing house for bad construction-related project financing debt. This move was made to alleviate the pressure on South Korean builders, who are facing difficulties repaying their loans and are seeking court receiverships to temporarily relieve them from their debt obligations. South Korea has reached first place in our Asia Pacific Business Environment ratings this quarter. Overall, the country continues to perform well thanks to a tightly regulated business environment, a developed legal and financial system and strong fiscal support for infrastructure development.
