n October 29 through November 1, 2015, Tampa Premium Outlets will open with 100 plus brand name shops and stores, Market Hall- a well appointed food court- and an agenda chocked full of events, amenities, entertainment, and store promotions. General Manager, Stacey Nance will preside over the ribbon cutting the morning of October 29th, and she invites the residents of Pasco County Page 6 | October 2015
By A nne Chi lders and surrounding areas to participate in the four day long opening that promises “something for everyone.” A grand opening on this property has been a decade in the making, eagerly awaited by many, of concern to others. No one it seems has been neutral about the development taking place at the junctions of Highway 56, and interstates I-75 and I-275, or the social and economic impact promised for Pasco County. To fully understand what
it has taken to arrive at this greatly anticipated opening day, you have to look back over nearly ten years.
Planning Progress Central & East Pasco Counties has often been called “the gateway to Tampa Bay”. Just minutes from the metropolitan areas of both Tampa and St. Petersburg, and easily accessible by major interstates, Central & East Pasco offer a taste
of old Florida, well blended with growing business and residential expansion. During the boom years of 2003-2007, both Central & East Pasco grew rapidly. The country atmosphere and relaxed lifestyle attracted not only families, but new and expanding businesses to serve the increasing population. Three different shopping malls - or “mixed-use centers” - were soon in the planning stages to bring

But construction at the Cypress Creek site stalled while plans were still on the drawing board. The environmental group, The Sierra Club, opposed the mall location contending construction would violate national environmental policy. Those supporting the construction cited nearly 4000 full time jobs and several million in tax receipts for Pasco County as valid reasons to move forward. The environmental activists sued, The Army Corp of Engineers’ attorneys counter-sued and litigation dragged on.
Change and Challenge
A Chance Discovery Stacey Nance recognizes the irony in her personal discovery-October is National Breast Cancer Awareness Month, and in October 2000 she discovered a lump in her breast. A mammogram two months prior had revealed nothing, but a chance movement Nance made – brushing something off of her shirt - revealed something…Nance felt a lump. Despite a cancer-free family history and a healthy lifestyle, Nance instinctively knew to seek medical guidance. Blessed with knowledgeable and Godly doctors, Stacey Nance soon learned she had an aggressive and deadly form of cancer. When her surgeon delivered the news they cried together. When she asked, “Am I going to die?” he could only assure her he would do all he possibly could to prevent it. Harder still was telling her son, then
Back in Indianapolis, The Simon Group waited on the opportunity to move ahead on the Tampa project while continuing to do what they excel at- building and operating premium outlet malls world-wide. Simon General Manager, Stacey Nance continued to use her expertise and eighteen years of experience to manage and direct mall operations, both internally and in the community in her native Muncie, Indiana location. At times she wore two hats, as both Mall Director and General Manager, but then Nance is and was a high-energy over-achiever who never backs away from a challenge. She graduated from Ball State University with a degree in Marketing and worked in the banking industry for ten years before being recruited by Simon. During her tenure with Simon, her excellent work ethic, energy and enthusiasm earned her numerous opportunities to advance and relocate from her native midwest, but somehow the timing was never right. Her parents needed her… she was raising her son… she loved the job she already had. Then in October of 2000, Nance would receive one more reason to remain

Life became a whirlwind of testing and scans, but the results revealed the cancer was still contained. Early intervention was critical. Her doctors suggested a treatment plan as aggressive as her cancer - a new, atypical form of treatment. The plan was to shrink the tumor, which was rapidly increasing, to a size small enough to remove by lumpectomy. She would receive chemo-therapy at 3 times the strength of a bone marrow transplant, a total of 9 times, delivered every other week, followed by radiation treatments. Over the course of the next year, Nance would receive 35 radiation treatments on top of the aggressive chemo applications. Still she says there were “no bad days”. She went to work every day, except treatment days, and for a brief period between treatments number 7 and 8 when she was “totally wiped out” and required Continued on page 8.

It would be December 2011before The U.S. Court of Appeals ruled construction on the long anticipated mall could begin. By then the original developer, The Richard E. Jacobs Group, LLC, of Cleveland, Ohio, had lost interest. In February of 2012 representatives from Jacobs, and the Simon Property Group, an integrated real estate company regarded as the nation’s largest mall operator, met with Pasco County Administrator, John Gallagher. The Simon Group is based in The Shops at Wiregrass and The Indianapolis, but the international Groves opened on schedule in firm is no stranger to the Florida October 2008. Many chain stores were then available in Central & East market. Simon has two outlet malls Pasco for the very first time, bringing in nearby Orlando and the popular jobs and convenience to the area, and Ellenton Outlet Mall south of Tampa in the Sarasota/Bradenton area. shopping, entertainment and restaurants to the rapidly developing area. Cypress Creek Town Center was billed as one of the largest “life style centers” in Tampa Bay. The Groves at Wesley Chapel was planned just one exit north at Highway 54 and I-75. The Shops at Wiregrass would occupy space just a few miles east of Cypress Creek and south of The Groves. Both shopping centers were set to open in 2008, followed with the Cypress Creek development opening in 2009.

a brief hospital stay…this was that pivotal point in treatment when it had to get worse, to get better. Yes, she lost her hair, and wore a wig, but she became the face, and voice of hope for others struggling with this deadly disease. Nance participated in a weekly radio show, and local fundraisers bringing awareness and hope for all who crossed her path. She brought health and education events to the malls she managed, with the prayer that if even ONE woman picked up information, and acted on it, a life would be saved, as hers had been. Her efforts were not in vain. Stacey Nance has met women, (some probably not all), but some who have sought timely medical intervention because of her efforts and her personal story. I N S P I R AT I O N A L shown us such grace, mercy, and love we are compelled to serve God in the world in simple and meaningful ways. Being kind is not rocket science, but incivility seems to be more popular than ever (look at any “reality” TV show), just part of the game (politics, anyone?), not to mention oppression and violence around the globe (Syrian refugees). At Communion, each worshipper was given a slip of paper with a concrete way to be responsive to God’s kindness. Here are some of those suggestions: • Listen. Do not interrupt. Do not be consumed with what you’re going to say next.
• Smile at strangers. It matters. • Write an encouraging note on a post-it and leave it on a public bathroom mirror. Or on someone’s car in the parking lot. • Be kind to your server and over-tip. World-changing? Probably not. But since every person has a struggle and every person has a story, a little kindness can be a big deal to that ONE you encounter. You don’t have to know the outcome of your kindness. That’s in God’s hands. So, why not try it? Just one of these simple suggestions or one of your own? As God would have it, the blessing’s yours.
• While you’re out, compliment a parent on how well-behaved his or her child is. • Send a card to someone you miss.

y husband and I recently had the opportunity to volunteer for Beth-El Farmworkers Ministry, Wimauma. Our job? To work a concession stand at Tropicana Field for a Rays’ game. We’re big Rays’ fans so this was a win-win for us. We learned a little bit of what goes on behind the scenes, and were filled with gratitude for those who work in the Trop for every home game. It’s hard work.
we volunteers had no control; the eye rolls when it became clear that we didn’t have beer, complaints about prices, and accusations that we were feigning ignorance about not knowing where this, that, or the other was in the Trop. Sigh. So much for, “do unto other as you would have them do unto you”. If you’re blessed enough to be at a Major League Baseball game, that’s pretty good. Everything else is just icing.
I came away from the experience exhausted, we were there and on our feet from 3-10:30 p.m. I also had mixed feelings. Most of the folks we waited on were pretty kind and patient; some were rude, snippy, and, well, just plain drunk.
I really have a renewed empathy for those in the service industry. I suppose those who work all the games get used to bad manners. That’s too bad. It really is.
The rude and snippy were over small things – of which Page 12 | October 2015

Walk Your Way To Better Health This Fall Turn Over a New Leaf
I
t may take a little while for fall season to arrive in Florida, but when temperatures ever so slightly begin to get cooler it brings us back outside to enjoy the perfect weather. The crispy cool air brings anticipation and excitement and there is no better time to start an outdoors fitness program. Creating healthy habits early in the season will help you stay motivated through the holidays. Choose an activity that you enjoy such as walking, biking, hiking, jogging, roller blading or playing outdoors sports. If you are just beginning to exercise, a regular walking program is low impact and is a good way to start.
What You Need To Start • A pair of well-fitted, comfortable walking shoes with a flexible sole that provides good arch support. • Light and bright reflective color clothing to be more easily seen by drivers. • Check with your physician. Not all physical activities are suitable for everyone.
Benefits of Walking Those who are physically active tend to live longer, happier, and healthier lives. Research shows that moderate physical activity
such as 30 minutes a day of brisk walking, significantly contributes to longevity. Walking also boosts endorphins, which triggers positive feelings in the body, and reduces stress, anxiety and depression. You may enjoy walking as your alone time to de-stress in nature. But if you need a little motivation and enjoy companionship, it may be the perfect opportunity to make it a community event. Join or start a fall walking group, get your coworkers involved in a lunch group walk, meet a friend, neighbor or commit to walking with family members every day.
Great Places To Exercise Outdoors One of the privileges of living in North Tampa and Wesley Chapel areas is that you don’t need to go far to discover scenic views. Once nature provides perfect weather it’s time to discover beautiful trails in our community. Try walking different routes in your neighborhood or visiting local parks. Flatwoods Park in New Tampa provides restrooms and water stations and easy access from Bruce B. Downs Blvd and Morris Bridge Rd. When you have more time, enjoy longer walks through wilderness trails such as: Lettuce Lake Regional Park off East

F I N A N C E of funding to purchase a home. The $15,000.00 will be in the form of a second mortgage at zero interest which is a five year deferred loan that is forgiven at the rate of 20% per year over the term loan, provided the borrower is not in default.
Is A Down Payment Keeping You From Buying A Home? The HHF DPA Second Mortgager Program for First Time Home Buyers
A
re you are a first time buyer who has not owned a home in 3 years but lack of money for a down payment and/or closing cost is preventing you from becoming a home owner? There is a solution available. The Florida Housing Finance Corporation (FHFC) offers a second mortgage program that provides eligible borrowers with funds that can be used for down payment, closing costs and prepaid mortgage insurance premiums. Borrowers qualifying Page 16 | October 2015
for an eligible FHFC Homebuyer Program Loan in Brevard, Duval, Hillsborough, Orange and Volusia counties automatically qualify. This is not a stand-alone second mortgage program. This program is a tremendous opportunity for First Time Home Buyers who have a minimum credit score of 640 of higher. It will allow a buyer to purchase a home with an out of pocket cost as low as $1,000.00. For example, if the home you are looking to purchase is located in Hillsborough County, you can qualify to receive $15,000.00 to utilize for down payment and closing. A home buyer will have to attend an approved HUD home buyer workshop. The workshop is free and can be taken online or in person. Once the home buyer completes the workshop, they receive a certificate that approved mortgage lenders will use as a source
In addition, there are closing costs savings to the home buyer. For instance, mortgage and notes are exempt from intangible taxes along with documentary stamp taxes which is a huge savings the buyer. This program is available to first time home buyers who have a minimum credit score of 640 and has not owned a home in the last 3 years. Considering that interest rates are still historically low, there has never been a better time become a home owner. My recommendation is to find a realtor who is experienced and familiar with the process and who has actually worked with home buyers and approved lenders. For

here in Tampa, so I wanted to talk about some of what is going on right now for buyers besides the continued low interest rates and lots of new construction.
Your Realtor is Really a Team Player
W
esley Chapel is really growing and there is a lot of interest in buying a home in our little piece of heaven
Purchasing a home is not as loose as the boom days but there is plenty of opportunity for qualified buyers. The key word being QUALIFIED. Yes, lenders are going to scrutinize your finances, they are going to verify that you can pay your mortgage. This is not always a fun process but certainly a necessary one. The good news is that FHA has programs now for low credit buyers and higher credit buyers can purchase a primary residence for as little as 3% down. The most important person for a buyer is their lender (next to the Realtor of course). And lending is not just about the lowest interest rate, finding that honest, ethical lender who is making sure that the loan is the right one for you, will assure that you will be able to close the loan and your monthly payment will be what you can afford. Additionally, the CFPB – Consumer Financial
R E AL E STATE N E WS Protection Bureau – implemented new requirements regarding lender disclosures and timeframes which will assure that as a buyer you receive correct figures for closing in a timely fashion and that what the lender promised is what they deliver. These important changes will make the process smoother and alleviate last minute questions that seem to come up all too often.
that information with you. Many times the lender has good contacts in that field too so your personal home buying team can assist there too. So when you are ready to buy, don’t forget, you aren’t in this alone, you can have your personal home buying team covering all your bases.
The downside to this is that the average closing time may get a little longer, but I believe it will be better. Your Realtor can most often recommend good qualified lenders and is happy to do so because the lender and the Realtor are now part of your personal home buying team. Another important member of the team is your insurance agent. Wesley Chapel insurance rates are very strong right now, many buyers are finding good insurance for under $100 a month (based on the size and age of the house). So again your Realtor knows who can get you good rates in the area and will gladly share
