Welcome to the Autumn edition of The Retailer.
With a new UK Government elected and the NI Executive publishing its draft Programme for Government, Retail NI has been busy than ever ensuring our members voices is being heard at all levels of Government.
We jointly hosted a Northern Ireland business event at the Labour Party Conference, with the Secretary of State for Northern Ireland as the keynote speaker. At the event we set out the need for changes to the Windsor Framework such as a Veterinary Agreement between the UK and EU to reduce friction with the sea boarder.
Retail NI has also met the Chief Constable, Policing Board Chair and the Assembly Justice Committee Chair to outline members ongoing problems with shoplifting and retail crime. This issue remains our top priority. Our High Street Hero Awards attracted a record number of consumers voting with an increase from 12,000 -to 15,000. Congratulations to Ballymoney for winning High Street of the Year for a second time.
In 2024 we organised a record number of events and we are at the planning stage for our High Street Summit and Supplier Showcase in early 2025.

BALLYMONEY CROWNED HIGH STREET OF THE YEAR FOR SECOND YEAR RUNNING
Ballymoney has been named High Street of the Year for a second year in the High Street Hero Northern Ireland Awards, with the town’s fashion store The Winsome Lady also winning the Overall Independent Retailer Award for 2024.
A record 15,000 votes were cast in this year’s High Street Heroes, with dozens of independent retailers shortlisted across 12 Award categories in the showcase of Northern Ireland’s favourite independent retailers.
Ballymoney’s high street beat stiff competition from fellow finalists Ballynahinch and Newtownards to claim the top title for a second year running. The Co Antrim town’s Main Street area was rated most popular for its unique shopping offering, including The Winsome Lady. Owned by local businesswoman Winnie Mellett and in business for over 40 years, it was named Best Fashion Retailer and picked up the top accolade overall after receiving the most votes out of any category.
A special reception was held in Belfast City Hall tonight to celebrate the winners from across Northern Ireland, including joint gold winners, Vivo Oakland Park in Carrickfergus and Windmill Stores Ballymacash in Lisburn
(Best Convenience Store), and a previous overall winner Bradley’s Centra in Maghera (Best Forecourt & Best-Off Licence). Richard Kyle from Greens of Lisburn was also recognised as the Independent Retail Employee of the Year. Finalists were welcomed this evening by Lord Mayor of Belfast, Councillor Micky Murray, who spoke at the ceremony.

RETAIL NI RAISE WINDSOR FRAMEWORK CHALLENGES AT LABOUR AND CONSERVATIVE CONFERENCES
Retail NI was the only locally based business organisation to organise and support events at the Labour and Conservative Party Conferences. The Secretary of State for Northern Ireland Hilary Benn MP was the keynote speaker at the Labour Conference and the Party Chairman Richard Fuller MP and the Shadow Secretary of State Alex Burghart MP at the Conservative Party Conference.
At both conferences Retail NI CEO Glyn Roberts raised the ongoing problems with the Windsor Framework and funding of the PSNI. Speaking after two conferences Glyn said:
“There are ongoing challenges with the Windsor Framework that continue to cause our members problems. As part of Windsor Framework phase two, ‘Not for EU’ labelling
must be present on all dairy products supplied to Northern Ireland via the green lane.
“Many of our members are reporting that significant number of dairy products previously ranged, are no longer compliant for Northern Ireland customers causing disruption for consumers”
“We also need to see a SPS Veterinary Agreement with the UK and EU be a priority to address the ongoing challenges with trade across the Irish Sea Border. A lot more work is needed to improve the Windsor Framework and ensure all barriers to trade are lifted”
“Following our recent meeting with the Chief Constable, it is clear the PSNI needs a proper budget settlement, and the UK Government must play its part in providing additional funding. With the shoplifting epidemic and assault of retail staff at an all-time high, the PSNI must have the resources to support our members”
Retail NI Meet Chief Constable
Chief Constable Jon Boutcher met key stakeholders from the local business and retail sector at PSNI Headquarters on Friday 20th September.
Speaking after the meeting Chief Constable Boutcher said: “Today’s meeting was a valuable opportunity to discuss the significant criminal challenges facing the retail sector. These include shocking cases of violence against staff and increasing levels of shoplifting offences impacting on local businesses.”
“We are very much alive to these and other pressures across the retail sector and are determined to do everything in our power, through collaborative approaches with industry, to reduce incidents and harm to staff and businesses.”
The PSNI, in partnership with local PCSPs and the Business Crime Partnership, already works extremely closely with businesses and this partnership working is a real resource multiplier. Our officers and staff carry out a range of effective proactive work against business crime; in that regard Northern Ireland is served better than most other parts of the UK. However, as in most areas of policing our difficult funding environment and the record low numbers of officers are having a real impact on
our capacity for this work. In particular, we are feeling the reduction in our numbers of neighbourhood officers who are key to maintaining effective local relationships and reducing crime.”
“In spite of these pressures I have assured everyone at today’s meeting that we will continue to work closely with all partners to robustly tackle business and retail crime and to help ensure that Northern Ireland remains a safe, attractive and prosperous place to live and do business.”
Glyn Roberts, CEO of Retail NI said afterwards “This was a worthwhile meeting with the Chief Constable to discuss the huge impact that crime is having on our members business, their staff, and the wider economy. It is a startling statistic that 67% of our members surveyed in our recent report that their staff
have been victims of assault and threats and 51% were losing staff as a result.
“Our members are really struggling with the growing epidemic of shoplifting and we need to ensure tougher sanctions are put in place for those found guilty of this crime”
“Retail NI fully supports the Chief Constable’s call for more funding for the PSNI, particularly for their Neighbourhood Teams, who play such an important role keeping our town and city centres safe places for our members, staff and customers”
“We want to reinforce the message that a more effective partnership between business, police, Department of Justice, and the public is the only way in which we can improve this situation.

AGRI-FOOD INVESTMENT
INITIATIVE
Economy Minister, Conor Murphy, has today launched a £46million Agri-Food Investment Initiative to support local agri-food and drink processors.
The Initiative, developed by Invest Northern Ireland, has been designed to help improve the overall competitiveness and productivity of the agrifood and drink processing sector in Northern Ireland.
Minister Murphy said: “AgriFood processing makes a significant contribution to local communities throughout the region, and especially to rural communities. By targeting support to this sector, this scheme will promote regional balance. The capital investment will help companies adopt greener technologies, and so contribute to our net zero targets. Importantly, the scheme also aims to increase the sector’s productivity.”
The Minister was speaking at an event attended by businesses and stakeholders for the agri-food and drink sector. He also visited drinks processing company Classic Mineral Water in Lurgan. The company has invested heavily in new production equipment resulting in productivity improvements for the business alongside growth in both employment and sales.
Welcoming the Minister to the company’s state-of-the art
facility in Lurgan, Liam Duffy, Chief Executive and owner of Classic Mineral Water said:
“Investing in your business is essential if you are to ensure continued success.
“Since taking ownership of Classic Mineral Water I have made multimillion-pound investments in new machinery, process improvements and innovation. As a result, we are the first in Ireland to produce isotonic drinks for the private label market, the business is much more productive, our sales continue to grow, and we now employ four-times the number of people we had five years ago.
“Access to support through an initiative like this will significantly help a business like mine continue to make capital investments in new technologies.”
Joining the Minister on the visit, Kieran Donoghue, CEO Invest Northern Ireland said:
“The aim of this new Initiative is to improve the overall competitiveness of Northern
Ireland’s agri-food and drink processing sector. To this end, we are particularly seeking projects which are innovative and demonstrate how they will improve the productivity and sustainability of the business.
“The Initiative is now open to applications from all eligible agri-food and drink processors in Northern Ireland, and I encourage businesses in the sector to avail of this significant opportunity to invest for future growth. Classic Mineral Water here in Lurgan is an example of what can be achieved through investment and innovation undertaken in partnership with Invest NI.
“As well as providing efficiency and productivity benefits directly to the business, we also expect investments through this Initiative to have a positive impact on the agri-food supply chain across rural areas.”

POLICING BOARD
Retail NI CEO, Glyn Roberts met with Leadership Candidate Robert Jenrick in August on his first visit to Belfast. There was useful discussion on challenges facing members and local high streets. We look forward to meeting with the other five candidates as they visit Northern Ireland.
Retail NI met with the Policing Board in July to raise their serious concerns around increases in shoplifting, resulting financial losses & level of penalties as well as increasing levels of violence against shopworkers. Policing Board Chair Mukesh Sharma promised that all the issues would be raised at the next Board.
JUSTICE COMMITTEE
In August Retail NI met with Joanne Bunting Chair of the Justice Committee. There was constructive engagement on the ongoing problem of crime against our members, shoplifting epidemic, PCSPS and the forthcoming Sentencing Bill.

Who in the business world do you admire the most?
I admire anyone out there that willing to give it a go and be innovate, it’s not easy taking that leap from a guaranteed wage working for someone to actually going out and doing it for yourself.
What do you do when you are not working?
I play golf very badly, spend time with my family and enjoy going out to different restaurants for dinner
What is the biggest misconception people have about you?
Sometimes people think that because you have your own business you have a lot of free time, you have to work for your free time and what I mean by that is people don’t see the 2 or 3 hours work you do before leaving the house in the mornings or the nights sitting on the computer till late.
Who are your biggest role models in life?
I don’t really have specific role models as such, but I love listening to pod cast from different business people and how they have overcome challenges and may some processes they have implemented into their business and life to have a happy and balanced work / life.
If you had a superpower, what would it be?
To be able to fly as then I wouldn’t have to sit in traffic.

I love creating processes and streamlining things within the business, we love technology and are always looking at things that can save us time enabling us to focus on the things that are important - spend time on things that matter rather wasting time on the things that don’t.
When you were a child, what did you want to do and why?
Weirdly when I was younger I always wanted to have my own shop, I have been working in retail from the age of 14 and I have loved being able to grow as a person and do what I love. There are days I hate it if I’m being honest, but there are more good days than bad and that’s the main thing.

Nisa Recruits Independent Retail Specialist Taranjit Singh Dhillon
Taranjit Singh Dhillon joins Nisa as Head of Retail, to accelerate and deliver against the business’ strategy.
In what is a fiercely competitive Symbols and Independents sector, Taranjit joins Katie Secretan’s Retail & Sales Leadership Team and will be responsible for the development and delivery of Nisa’s retail strategy, across the diverse network of customer stores.
With 20 years in retail, Taranjit brings a deep understanding of the independent convenience market and franchising, and will double down on Nisa’s retailer-centric approach, to drive forward the market-leading proposition and grow its retailers’ businesses.
Katie Secretan, Director of Sales and Retail at Nisa, said:

SAFE AT HOME, SAFE AT WORK

The LRA hosted a panel discussion as part of the Belfast Pride Festival in July 2024 on the subject of ‘Safe at Home, Safe at Work: Domestic Abuse and Violence through an LGBTQIA+ Lens’
How would you respond if one of your employees or colleagues is experiencing domestic abuse and violence?
Domestic abuse is a traumatic and horrendous experience for those subjected to it. It effects people of all genders, ethnicities, sexualities, ages, disabilities, immigration status, religions or beliefs, and socio-economic backgrounds. It has a devastating impact on all aspects of a victim and survivor’s life, including the workplace. It can result in physical, emotional and psychological harm, and family and relationship breakdowns.
It is very much a workplace issue.
Employers are increasingly recognising the importance of supporting employees who are experiencing domestic abuse. These employers are leading the way in supporting their employees who are dealing with the trauma of domestic abuse. Many already provide access to leave and other support. However, access is not universal. For this reason,
our Assembly passed the Domestic Abuse (Safe Leave) Act (Northern Ireland) 2022. This entitles employees and workers, who are victims of domestic abuse, up to 10 days paid ‘safe leave’ in each leave year for the purpose of dealing with issues related to that abuse. The Department for the Economy is consulting on regulations to implement this new employment right.
But there are many other issues raised by domestic abuse that employers need to be aware of. The Labour Relations Agency and the Irish Congress of Trade Unions have published guidance on this subject: ‘Safe at home; Safe at work: Guidance for Employers and Trade Unions on how to support employees affected by domestic violence and abuse’. This is available on the Agency’s website: www. lra.org.uk.
The guidance encourages employers to:
• Consult with employees and trade unions to develop, implement
and maintain a domestic violence and abuse policy taking into account the law and best practice;
• Publicise the policy, including sources of help and support for those experiencing domestic violence and abuse;
• Consider a programme of training for all employees, and specifically managers and HR professionals;
• Foster a culture of openness that will help break the silence around this important issue and encourage conversations to happen, so that employees feel comfortable raising issues and seeking help; and,
• Review all other associated workplace policies that may interact with the domestic violence and abuse policy to ensure consistency across all policies.
The Agency recently held a panel discussion based on this guidance as part of the Belfast Pride Festival. While this discussion focused on LGBTQIA+ employees, the issues are similar regardless of an employee’s sexual orientation.
You might think that the workplace provides a safe haven for those suffering abuse and violence at home; and so it should. However, the expert panellists highlighted real-life examples of how domestic abuse intrudes directly into the workplace. These include abusers entering the workplace to stalk employees – think for example how traumatising this could be for a shop worker if their abuser was to hang around the store – and abusers persistently calling their victim at work. Other examples included LGBTQIA+ employees being ‘outed’ at work.
There were also horrendous examples of coercive control of employees working from home. These included employees having their abuser being in the room off-camera during online meetings to monitor what is said, listening to work-related telephone calls, and even trawling through emails.
You will be relieved to know that the ‘Safe at Home, Safe at Work’ guidance provides helpful contact details for employers to get expert advice on what can be done in such circumstances.
- Practical training for managers and sales staff working in retail
- It provides information on the techniques that shoplifters use and also explains the law, so that staff know what they can and cannot do to Keep People Safe
- Bespoke delivery in the retail premises, either before the shop opens or after it closes, so as not to interfere with trading hours.
- Content around staff safety when travelling to and from work and when dealing with elevated levels of tension from public whilst at work.
Retail outlets across Northern Ireland are being encouraged to avail of the training by ringing 101 and asking for their local Crime Prevention Officer.
Feedback from retailers and staff continues to be positive, with increased confidence and vigilance typically assisting in a reduction in reported instances of shoplifting, whilst also helping achieve better evidence. This package ensures better criminal justice outcomes, provides best practice around staff safety and ensures connections created with local policing teams.
Retailers are provided with a pack which will assist with further internal staff training and as an aide memoire for the staff team ongoing.
This scheme is currently provided at no charge by PSNI.

BECOME AN INCLUSIVE RETAILER AND GROW YOUR BUSINESS WITH AUTISM NI’S IMPACT AWARD
Approximately 15% of the population is neurodivergent and with over 35,000 autistic people in NI, there are at least 35,000 reasons why your organisation should become more inclusive.
Taking practical steps to build a more accessible retail service is important and beneficial not only for autistic people for also for those with other neurodivergent conditions, anxiety, or other communication and language barriers. Having an accessible retail service can give your business a competitive edge, as you are open to a wider pool of customers that have an inclusive and positive customer experience.
Additionally, becoming a more inclusive retailer has a variety of benefits for your staff as it can increase staff effectiveness, satisfaction and reduces staff turnover. Neurodivergent staff members have a range of excellent skills to bring to a team and without them, you could be missing out on reliable and competent employees.

ARCHIBALD ENCOURAGES ENTREPRENEURS TO HELP VACANT PREMISES GET ‘BACK IN BUSINESS’
Finance Minister, Dr Caoimhe Archibald today called on anyone planning to start or expand their business by setting up in a long term vacant property to avail of the Back in Business scheme.
The Minister was speaking as she visited two businesses who successfully applied for the rates support scheme which aims to attract new businesses onto high streets and town centres.
Following the relaunch of the scheme in May 2024, 17 businesses have now benefitted from a 50% rates discount for up to two years, after moving into premises previously used for retail purposes that have been unoccupied for 12 months or more.
Visiting Hare and Hawthorn Ltd and Causeway Craft and Coffee in Coleraine, Minister Archibald welcomed the addition of both businesses to the high street, saying: “We all want to see our town centres and shopping areas thrive and that’s why I’m delighted to visit two new businesses in the heart of Coleraine who are helping to bring vibrancy, footfall and investment back into
the high street.
“Both Hare and Hawthorn Ltd and Causeway Craft and Coffee Ltd are at the beginning of their business journeys. The Back in Business scheme will not only provide them with financial support with a reduction on their rates bill for the first two years, it also helps give a new lease of life back into premises that had been vacant for a long time, supporting the regeneration of Coleraine’s town centre and helping increase footfall for other traders in the area.
“I would urge anyone starting a business or expanding their existing business to consider setting up in an empty unit and avail of the rate support on offer through the scheme.”

CAPITAL INVESTMENT PROGRAMME CONTINUES TO DELIVER FRESH, MODERN CONVENIENCE STORES
Maxol, Northern Ireland’s leading family-owned forecourt and convenience retailer, is investing £3.5 million to redevelop and expand Maxol Fortwilliam Service Station in Belfast and Maxol Hilden in Lisburn.
The investment is part of a wider five-year capital investment programme for its network worth £84M that Maxol announced last year to meet the growing demand for convenience-led forecourt services, that include the latest offers across groceries, coffee and food-to-go.
SUSTAINABLE DEVELOPMENTS
A host of technologies will be used across both sites
to reduce their existing carbon footprint and include photovoltaic (solar) panels to reduce electrical import requirements; the use of LED lights; low energy CO2 refrigeration systems with doors fitted throughout each store; and exhaust air-heat pump technology to reduce heating loads on each site. Hilden Service Station will also have solarefficient glazing installed.
MAXOL FORTWILLIAM BELFAST
Maxol is investing £1.9M to significantly re-develop Maxol Fortwilliam and fully utilise the existing footprint of the site to include a new and larger store that will almost double the retail space from 107 square meters to 195 square meters.

In phase one, the shop and forecourt will close for approximately ten weeks while the retail store is newly fitted
In phase two of the work, old stores to the rear of the site will be demolished to make way for the re-located and newly equipped car wash and space will be made for more car parking facilities as spaces increase from seven to twenty-two spaces including two accessible parking bays. Aramark, Maxol’s licensee lead by Nicola Farrell will return to operate the business.

Local convenience retail brand Centra, continues its expansion across Northern Ireland with the opening of a brand new £3 million 3,400 sq. ft store and petrol forecourt on Frosses Road, Cloughmills.
The opening of the store – the 108th in the Centra NI estate –comes as Musgrave Northern Ireland, which operates the SuperValu, Centra and MACE brands, announced a £16 million store investment programme across its network for 2024. This includes the opening of new stores, refreshing existing stores as well as investment in the implementation of energy saving initiatives.
Centra Frosses Road, operated by experienced retailer Oran McCloskey, will officially open its doors later this month and is located outside Cloughmills on
the A26, the main road between Coleraine and Ballymena, which serves as a busy and popular route from the North Coast.

Significant refreshes are also planned for SuperValu stores in Dungiven, Derry~Londonderry, Lurgan and Newtownbutler, as well as Centra stores in Maguiresbridge, York Road Belfast, Antrim and Carrickfergus. Revamps
of SuperValu stores in Downpatrick, Fintona and Irvinestown, and Centra stores in Annaclone, Bushmills, Draperstown and Tobermore have already been completed providing more inspiration and ideas for shoppers with a focus on quality across fresh produce, meat, and food-to-go.
The investment in the store network is further supported by a £14 million investment in local produce with the launch of a new brand, Good Food Locally Sourced, announced earlier this year. In addition, the retail group committed £6 million in its value offering with shoppers benefitting from over 200 special offer items every week, competitive Epic Deals on four big brand products every three weeks alongside over 700 own brand products which are up to 40% cheaper than the better-known brands.

Bronagh Luke from SPAR NI said it was a difficult task to whittle the final list down, with so many organisations in need in Northern Ireland.
Bronagh commented; “We received 934 applications for our grant this year after announcing even more organisations and community groups in need could benefit. Usually, we spread the £20,000 out between five organisations, but with so many in need we decided this year to give £1,000 each to 20 recipients.
“So many applicants told us about their funding being cut and how great a need there was for their services in many communities in Northern Ireland. While a lot of our grant recipients are based in certain areas, they still provide invaluable support across the whole of the country, allowing them to help even more people, which is what this initiative is all about.”
Many of the recipients commented on the fact that this local grant can be processed quickly to allow for summer schemes to take place in the coming weeks, including Positive Futures Lakeland Family Support Service, which supports children with learning disabilities and their families in the Enniskillen area, who said, “We would use the grant to expand our summer scheme offering, currently limited by reduced funding, to add additional events.”
ASCERT, the Lisburn-based charity established in 1998 to address the harm caused by alcohol and substance abuse throughout communities, will use the grant to fund adult counselling sessions throughout their ‘Rethink Your Drink’ service.
While Baby Basics in Magherafelt, which is a volunteer-led project supporting new mothers and families struggling with the financial and practical pressures of looking after a newborn, will use the grant to continue to provide essential items to their service users, from mattresses to toiletries, clothing and nappies. There are over 300 SPAR stores in Northern Ireland, each acting as community hubs and are dedicated to supporting local charities and community groups, from hospice centers to foodbanks, with store teams going beyond their roles in-store to engage and help their local communities thrive.
A recent survey from SPAR showed that Northern Ireland had the most community pride throughout the UK regions, with 83% of respondents either very or fairly proud of their local area, followed by London (75%) and Scotland (73%).
The survey also showed that those in Northern Ireland ‘feel like they are a part of their community’ the most, with over two thirds (61%) saying they strongly or somewhat agreed with the statement.
HIGH STREET HEROES FROM THE BOROUGH WELCOMED TO RECEPTION IN BALLYMONEY TOWN HALL
The Mayor of Causeway Coast and Glens has welcomed the winners of Retail NI’s High Street Hero Awards from Ballymoney and Coleraine to a special reception in Ballymoney Town Hall.
The awards, voted for my members of the public saw a record number of 15,000 votes for retailers across Northern Ireland in 12 categories for 2024, and saw Ballymoney take home the prize for High Street of the Year for the second year in a row.
Ballymoney proved its status as a great place to shop with 5 retailers from the town highlighted including of course the much-loved Winsome Lady who was awarded both Best Fashion Retailer and best Overall Independent Retailer.
Customers helped food retailers Apperley Fine Foods and Sweetness and Light Cakery take home the Bronze for Best Butcher and Gold for best Deli/ Bakery, while homeware retailer W&J Walker took the Gold for Best Homeware Retailer. The Mayor also congratulated representatives from Coleraine based Real Health who picked up a Gold Award for Best Healthcare
Retailer at the awards held last month.
