Funny how things come full circle I think I always knew I wanted to be a journalist.

I’m not sure where the inspiration came from, because when I look at my career in retrospect, there’s really no one person I can point to and say, ‘yep, that’s the one.’ I started out in this business working in weeklies, then dailies, then digital, and now all three as editor of this publication.

And I can’t begin to describe how crazy of a ride it’s been.

Any journalist will tell you that they are well-aware that they’re never going to strike it rich – unless, of course, you sell out and become a mouthpiece, but that’s just never been a personal aspiration. But when you don’t go that path, then you’re on a path of real, the true authentic journo life. The path where sometimes your paycheck may not clear or you’re forced to decide between health insurance or eating. @SPRTSWTR But through all the furloughs and buyouts and new editors and new owners, the one thing I’ve realized that has never wavered is an inane passion to cover my hometown. I’ve never wanted to work at any other publication and when former Daily News Editor-in-Chief Michael Days asked me my five-year plan during my second interview with the publication in 2006, I vividly remember replying, ‘hopefully, working for you right here.’

Fast forward 13 years and here I am penning my own column as the editor-in chief of our city’s last original alt-weekly. Some would argue that this is a regressive step (since typically a move to a daily is seen as a step forward), but I’ve never felt so sure that this is where I belong as a writer at this stage of my career.

I read this article in Poynter a while back where the writer talked about how to keep it cool after being laid-off from your journalism job. One of the things he wrote was, “I suppose that’s what I get hitching my wagons to an alt-weekly.”

That always stuck with me, because that’s exactly what I have done.

The last few months has been one of the most stressful I’ve had as an editor. I lost my right hand man in Max Marin, but gained a right hand woman in Andrea Cantor. I dealt with another ownership change (the fifth in my career) and another redesign of a print and digital model. It’s been two months of late

I have never drank so much coffee in my entire life.

But for me this business has always been about the end result. I’m still that writer that gets a little giddy to see my byline. To edit and fact check a long form investigative feature that people talk about throughout the city?

That’s my shit.

Now, my excitement has arrived in the form of heading a complete redesign of a beloved city staple that is Philadelphia Weekly. If you’re reading this in print, what you have in your hand is the culmination of a lot of hard work by a lot of smart, talented, devoted individuals who don’t want alt-journalism in this city to die.

I hope that as you flip through this beefedup 40-page edition, which we designed the

absolute shit out of, you get a sense of what alt-journalism is supposed to look like and get behind us in support. I don’t remember when PW was called the Welcomat, but from what I’ve read time and time again is that this publication originally was meant to serve as a vessel for what’s going on in Philly. If someone had a gripe then they wrote-in to be edited, fact checked and published. Someone has an obscure event the dailies might scoff at, PW ran it as the centerpiece in it’s widely-regarded calendar section.

To me, that’s a good alt-weekly. You tell us what’s going on and we put it out there. For better or for worse. For those of you that say we’re impossible to find, well, you’re right, we were. It’s why we rid ourselves of that distribution model and now we have a better one.

We’re on racks in your favorite bars, your favorite delis, shops. We’re in Wawas, which let me tell you was no small feat. Don’t believe me? There’s a button on our website that lists everywhere we’re supposed to be. You don’t see us? There’s a contact person you can tell.

We’re not fucking around here. No more Mickey Mouse planning and operating.

Everyone apart of this new look has “hitched their wagons to this alt-weekly,” because we know and understand the value of this voice remaining the pain-in-the-ass little brother that calls people out when they’re fucking up and puts the little guy on a pedestal when they’re making our city a better place.

You want to know what’s going on? Well, we’ve doubled our calendar, which means more events everyday of all types for you to choose from.

Personally? I’m hitched. I’ve had multiple opportunities to get that safe desk job that pays solid money for you to write and edit medical journals and update university websites. But fuck that. I’ll do that shit when I’m dead and for now, this city, this publication and this renewed passion for seeing it become what it’s always been has never been more alive.

Philadelphia will erect its second public statue of an African American person, the first being of educator and civil rights activist Octavius Catto outside City Hall. A bronze sculpture of an African American girl playing basketball will be unveiled at the South Philly’s Smith Recreation Center. Created by artist Brian McCutcheon, the statue is a part of a number of renovations and updates to the rec center, largely funded by former Eagles player Connor Barwin’s nonprofit Make the World Better.

Jose Garces nearly lost his restaurant empire. How the threat of failure only re-ignited his passion for the kitchen.

I

saw two sides of Jose Garces over the course of preparing for this story.

The side that needed to provide honest answers at where his restaurant empire stands today, the side that needed to dispel rumors of his business savvy being not up to par, or as one writer who chose to remain anonymous described him as the “Donald Trump of the restaurant industry.”

See right around this time last year, shit was really starting to hit the fan for the celebrity chef whose whirlwind rise as one as an Iron Chef winner and a James Beard winner resulted in a string ribbon-cuttings for new restaurants in Philadelphia, Atlantic City and Chicago in less than a decade. By the end of last year, Garces was being called out, accused of running a “Ponzi-scheme,” his restaurant group allegedly cheating suppliers and investors out of close to tens of millions, forcing him to sell off three restaurants along with some other personal assets to remain even-keel.

That side emerged from the ballroom at Olde Bar, one of Garces’ 13 remaining restaurants dressed the part of a restaurateur – an expensive button-down and Patagonia puffer vest and his classic bespectacled square-framed eyeglasses.

This iteration of Garces bit the bullet, called no one out by name (not even on background, when asked) and took all the claims against him from pissed-off providers of his rapid fame on the shoulder.

At the end of the day, I stand fully accountable for where we’ve landed,” said Garces sinking into the big black, leather chairs in the foyer of his Old City establishment. “Our business model is complicated.

I think public facing it’s a little tough to understand some of the business decisions that are being made and I think to get into that [today], we’d have to have a much longer lunch and I could really break it down.

But what I will say is we had a couple of events that took place that were really tough as a business, losing all that we lost with the close of [the] Revel [Hotel and Casino in Atlantic City]. When that closed we lost four

restaurants through no fault of our own. I’m not making excuses, but I think public-facing there was a lot of impact to that. We’ve certainly learned from our past and know that we need to be more strategic.

I was there to try the quasi-new menu at Olde Bar, the seafood-inspired establishment now with a New Orleans-inspired twist. Inspiration for the new menu came from trips to Louisiana to meet with the group that would ultimately become Garces’ new business partners in Ballard Brands, an award-winning culinary operations team that Garces sought to help pick him up by his proverbial bootstraps when everything around him, his executive teams and his restaurants were crumbling.

“To be here in 2019 and to still be a big part of what I built and to have these great new partners from Louisiana [in Ballard], that’s all inspiring,” said Garces. “[Ballard] has essentially said, ‘we believe in you, we love your brand, we love what you do, so go do what you do.’ [From that aspect] it’s really made heading into 2019 feel really good. I think we are going to do great things together and what’s in the past is in the past.”

It’s not quite in the past as there are still lawsuits pending against his empire, but Garces straightened his glasses and affirmed: “I think for the most part things are all being settled and we’re really looking forward at this point.”

I’m no foodie, and I’ve been to a Garces restaurant before, I didn’t need to be convinced that the food was good. On this day, the shrimp po’boy and its reduction inspired by a Garces family secret is on the table and yeah, it was damn good. No surprise there. In fact there’s never been a surprise in Jose’s chops in the kitchen and his ability to inspire other up-and-coming chefs. It’s what got him to this point and where in 2019 he plans to return, leaving the restaurant portion in what he calls “extremely capable hands,” in the Ballard team.

The second time I met Jose Garces the first thing I was met with was a smile.

In daily staff meetings with executive chefs, Garces says the focus now is on collaboration and a team effort to keep diners guessing on what’s new plates are on the horizon.

Garces looks off points down to the sizable shrimp and says, “This has always been my bread and butter.

This is where my passion for this business has always come from, it’s always really been about the food.”

A return to his creative roots means more time to cook up new dishes in the kitchen. Olde Bar and Volver have already received a revamp, switching the latter to also offering an a la carte in addition to its traditional tasting menu, and plans are in the works to unveil a new menu at his Rittenhouse eatery, Tinto alongside a “grassroots rollout of new fare at Amada over the course of the year.

“Recently revamping all of Volver’s menu was really special,” said Garces. “It’s an iconic jewel box restaurant and a place where I can express my creativity without any concept barriers. Before it was just a tasting menu only and now it’s an a la carte menu in addition to a tasting menu. That takes the handcuffs off our guests

and allows them to just come in and try a few dishes.

Likewise, there’s a lot of development going on at Tinto and Amada, where we’re really looking to revamp the format and content at Tinto. We’ve created at least 20 new dishes for Tinto and Amada, so there’s sizable change coming to both establishments.”

It’s a unique time to be a chef, turned restaurateur turned chef in Philadelphia. The food landscape is just different now. There are other famous celebrity chefs here from television shows and James Beard award-winners that boast restaurants here too, that make Garces, who started his beginnings in 2005 a bit of the O.G. on the block. The man who used to work for Steven Starr, arguably Philadelphia’s biggest and most prominent restaurateur to proving Starr wrong with the sensation that was Amada, says that innovation is the only way to ensure his chains don’t become relics.

“Yeah, the restaurant scene has evolved a great deal since I started, but I think that’s exciting for us [as a group here at Garces],” Garces said. “It has evolved and grown so much that staying relevant and constantly looking to innovate is something that has always been a trait I and this team takes a lot of pride in. I’ve been doing this for over 25 years, so being turned on, being in tune with what’s happening in the scene is crucial to what we do.”

His beginnings started out as a classically trained chef in French cuisine at a time where Garces didn’t know if cooking was even something he wanted to pursue as a lifelong career. What he did know was that it was lucrative and that if he was good at it and could link up with the right team, there was a chance to make some serious dough in the business (pun intended).

But he wasn’t going to get there being all Type A in the kitchen.

“When I was in cooking school, it was kind of a means to an end,” said Garces. “I was like, ‘yeah, I want to be a chef, but I’m not sure,’ you know? I just wanted to be exposed to the industry and opportunity, but I didn’t realize I had a creative passion for cooking...I was French-classically trained but all of a sudden I’m looking at the ingredients and the ideas just started to turn on. I was like ‘I bet I can do a twist on all of these dishes,’ and I did. My start and where I am today really all arrived kind of fortuitously.”

With fortune amassed and fame relative, Garces tells me moving forward it’s going to be the bright fluorescent kitchen lighting that will serve as his kliegs.

He tells me that his confidence comes from a strong team and nucleus of support that for the first time feels genuine.

With the role I’m in now, with not having to focus so much on the back office business end, I’ve been able to focus on the food and hospitality, and that’s where I need to be. Over the past 2-3 years, I’d say being in the back office was more of a focus, and it was a large focus. I had highly motivated teams in the restaurants that I relied on a lot as we grew, but the beauty of it now is that they are going to get more of me. I can’t wait to see what those results look like, and what it looks like for our guests in our restaurants.”

It’s a wait and see approach for many critics around town. I know because I asked for comment and in the aftermath of Garces’ fall, very few wanted to comment on what the future for his empire holds. However, it’s been documented that he’s proved people wrong before, so until that happens, Jose Garces will continue to straighten his square-framed glasses to have a laser focus on what’s coming out of the kitchen.

For him, that alone serves as a full plate.

eanette “Jen” Bowles has “respect and adoration” for Philadelphia, a feeling that makes her want to improve the lives of its residents — especially when it comes to those digging their way out of the opioid crisis.

That is why she said she is thrilled to be heading up the nonprofit Safehouse, whose mission is to prevent overdose deaths.

We can have debates about whether or not people should be allowed to use, but while we’re talking about that, people are dying, and they’re dying on our streets… The reality is that it demands a moral response from us, and that’s what we’re standing up to do.”

Safehouse hired Bowles because she knew Philadelphia, had experience working in the community, and had a long history in public health and harm reduction, Benitez said. “She seemed like an ideal choice to join the team— to bring those important skills to round us out,” Goldfein said.

Bowles served on the Mayor’s Opioid Task Force Harm Reduction and Overdose Prevention Subcommittee. Her Drexel dissertation examined factors that were contributing to overdose occurrence and the distribution of naloxone to community members to facilitate overdose reversals. After earning her doctorate, Bowles continued doing drug research at the University of California at San Diego. After a year-and-a-half away, she said she is glad to return to Philadelphia to continue to combat the opioid crisis.

If Safehouse is successful at starting a supervised injection facility, it will be partly due to the help of a team at the University of Pennsylvania that is collecting data and mapping overdose rates in different parts of the city. The data is not yet available.

“The concentration of fatal overdoses throughout Philadelphia have been in Kensington,” Bowles noted. “That doesn’t mean that it’s a guarantee that that’s where we’ll be sited…We’re working actively with our academic partners on assessing where the best location is going to be. But Kensington has certainly been hit hard by fatal overdoses.”

The location has yet to be determined, but Bowles, Benitez and Goldfein agreed that if all goes well with results then more facilities will need to be opened.

“One location is definitely not enough, but we want to be realistic,” Goldfein said. “So we think that we’d like to start with one location, show the community that it is a life-saving event, facilitate people to get into treatment, and then build on that success to have alternative locations for this important public health initiative.”

Divided, yet determined Philadelphia Women’s March splinters, but boasts remarkable turnout

BY ANDREA CANTOR Numbers may have been diminished at the third annual Philadelphia Women’s March on Jan. 19, but high spirits remained as thousands amassed on the Parkway.

Organized by the group Philly Women Rally, Inc., the event that started at Eakins Oval and ended on the steps of the Philadelphia Museum of Art. Attendees not only braved cold temperatures, but also faced a divided front with a newly formed Women’s March at Love Park.

Headed by Women’s March Pennsylvania, the separate march had ties to the nationally organized Women’s March.

The national march has been under fire for alleged anti-Semitism amongst its organizers, particularly in relations to their support of Na-

tion of Islam leader and outspoken anti-Semite Louis Farrakhan.

“Our organization has [never] been affiliated with the national organization because of some of the concerns that everybody’s already written about,” said Beth Finn, a founding board member of Philly Women Rally, Inc. “I am very disappointed, as a Jewish woman myself, that they have not been more clear about denouncing anti-Semitism and being more inclusive of all women. I personally don’t feel welcome in their organization and that’s one of the reasons why we have our own organization.”

Philly Women’s Rally, Inc. also faced backlash after a recent transition of a number of board numbers and last year’s misunderstanding over police presence. Yet even with setbacks, the locally organized march featured an impressive speaker lineup of important fig-

Shapiro gave a rousing speech with Berks County native Mary McHale, a survivor of clergy sexual abuse. Shapiro has frontiered the efforts against the clergy’s abuses since the Grand Jury report went public in August, accusing 301 priests of sexual misconduct.

However, victims coming out the woodwork have little to no legal recourse due to the statute of limitations and the bills that have been blocked in the PA Senate to allow an extended window of time for older victims to come forward against their predators.

“Her powerful voice is going to be heard by tens of thousands of women here,” continued Shapiro. “And I got to tell you, the folks in Harrisburg are going to hear Mary and all of the other survivors, and I’m confident that they will pass those reforms.”

Another powerful moment of the march was when three of the “Fab Four,” the term coined for PA’s largest contingent of women to ever be elected to the House, took the stage together. U.S. Reps.

Mary Gay Scanlon, Chrissy Houlahan and Madeleine Dean shared the stage to voice an array of issues, including women’s rights and their collective victory for more gender representation on the federal stage. U.S. Rep. Susan Wild was not in attendance, since she was present at the Women’s March in Bethlehem.

“It’s pretty remarkable,” said Houlahan. “Two years ago, I organized a bus to go down to Washington DC. There were 53 of us on the bus. Two years later, I am standing here with the opportunity to serve us in Congress. I’m only two weeks in, but it’s a pretty remarkable journey in just two years to be able to take the energy that I got from the marches that I participated in and bring that energy and those issues to Washington for all of us.”

As Houlahan noted, it has only been two weeks since the swearing in of the new House and Senate, but the congresswomen have been busy at work as the partial government shutdown heads into its fifth week. Congresswoman Dean explained that the shutdown was an added “fuel for being here,” and a situation she hopes will be rectified soon for the impacted families and for the security of the nation.

Congresswoman Scanlon, who also spoke at the furloughed workers rally on Jan. 8, noted that the spirit of the day needed to be honed in on fixing the issues on Capitol Hill.

“I think we need to keep the pressure on the senate,” said Scanlon. “Madeleine [Dean] spoke about courage being in the air. We need Mitch McConnell to have some of that courage.”

This was the first Women’s March that State Rep. Morgan Cephas of Philadelphia County had attended, but she was excited to see the momentum of the day and to hear all three congresswomen speak in solidarity.

“There are so many more women going to the House and it just really represents the ability to have a seat at the table and to fight for change,” said Cephas before giving a speech to the crowd. “Just as a young African-American female growing up in the city of Philadelphia getting into politics, I recognize when we don’t have a voice as women at the table, things are just on the chopping block.”

Philadelphia Mayor Jim Kenney explained that having women in office, both in elected and appointed positions, is paramount for the continuation of women’s rights.

“We have to continue to promote women and allow women to have the opportunity to move up the ladder into leadership roles,” said Kenney, who added that he retains an administration of 60 percent of appointed women. “We need to continue to encourage our young women, our young school children to understand that nothing should stop them and nothing should be in their way.”

Fans of films old or new, plenty to flicks to look forward to in Philly this winter

BY STEPHEN SILVER Conventional wisdom has long looked at January and February as dead months on the movie calendar. But this year, there’s plenty of intriguing stuff on the docket for Philadelphia moviegoers. And that includes two major movies that were filmed right here in town.

THE UPSIDE

The Upside stars local favorite Kevin Hart alongside Bryan Cranston and was shot mostly in Philadelphia in early 2017. The movie then sat on the shelf for an uncommonly long time, due to the Weinstein Company’s implosion, plus a later dispute over who exactly would distribute the film. The film had its local premiere at the Philadelphia Film Festival last fall, and finally arrived in theaters last Friday. In this remake of the French film The Intouchables, Hart stars as an ex-con who is hired as the caregiver for a wealthy quadriplegic (Cranston.) The film has its moments – and has actually become a modest hit – but don’t expect to see a lot of Philadelphia in it, as most of the exteriors were shot in New York.

GLASS

The other big release this month is not a Philadelphia film, but it’s the sequel to two other Philadelphia films. M. Night Shyamalan’s Glass, which combines characters from 2000’s Unbreakable and 2015’s Split, was shot locally last year, and hit theaters on Jan. 18, with a cast that includes Bruce Willis, James McAvoy, and Samuel L. Jackson. This one is much anticipated, now that M. Night’s career is on the rise again.

SERENITY

A new thriller starring Matthew McConaughey and Anne Hathaway called Serenity arrived on Jan. 25. In it, McConaughey plays a sea boat captain who’s asked by his ex-wife (Hathaway) to kill her abusive new husband (Jason Clarke.) There’s not much buzz about the film, but considering that it stars two A-listers and was supposed to come out last fall until it was delayed until late January, that’s probably not a great sign.

classics, 1987’s Moonstruck, with Cher and Nicolas Cage, will show at the Bryn Mawr Film Institute on March 7.

In conjunction with a four-part class being taught on The Empathy and Ecstasy of Wes Anderson, several of that director’s early films are showing at BMFI: Bottle Rocket on January 29, Rushmore on February 5, The Royal Tenenbaums on Feb. 12, and The Darjeeling Limited on Feb. 19. Meanwhile, Casablanca (1942) is getting a big-screen showing on February 24, at the Colonial. And at the other end of the quality spectrum, Tommy Wiseau’s The Room will have another of its regular midnight showings at the Bourse on March 8.

n September 2017, a Philadelphia jury awarded $57.1 million to a woman who used a defective pelvic mesh implant to treat her urinary incontinence, then had a second device installed and endured several subsequent surgeries because the new implant also failed.

The verdict, against Johnson & Johnson subsidiary, Ethicon, included $50 million in punitive damages, and was the largest award so far among many cases over the mesh product that have been filed with the Philadelphia Court of Common Pleas.

The case was an example of an allegedly pro-plaintiff system that earned the court the title of “judicial hellhole” in 2018 for the second year running from the American Tort Reform Foundation, a nonprofit that annually calls out court systems which it says “systematically apply laws and court procedures in an unfair and unbalanced manner, generally to the disadvantage of defendants.”

The Philly court system was No. 6 in the latest top-10 “hellholes” list, down from No. 5 in 2017, and behind other jurisdictions including top-rated California.

The latest report, issued in December, says the perceived friendliness of the Philly court to people claiming injury from medical malpractice, pharmaceuticals and asbestos continues to encourage plaintiffs’ attorneys to file thousands of suits, many of which are from out of state.

“The Philadelphia Court of Common Pleas continues to be a national epicenter for product liability litigation,” the report said. “The continued surge of new lawsuits and judges’ unabated willingness to open the court’s doors to cases from outside the city and state solidifies ‘The City of Unbrotherly Torts’ position on this year’s list of Judicial Hellholes.”

The charges of judicial bias were condemned by the Philadelphia Bar Association, which defends judges and court employees.

“The First Judicial District is the largest of the 60 judicial districts in the Commonwealth of Pennsylvania and many defendants are sued here because they do business in this jurisdiction,” said Mary Platt, 2018 chancellor of the PBA, in a statement.

The large number of torts filed in Philadelphia may reflect expectations that the city’s juries are more likely to be empathetic to plaintiffs than elsewhere but they are not the result of any bias by judges, Platt said.

Tom Kline, a leading Philadelphia personal-injury attorney, said there’s no evidence that local juries are more likely to punish defendants than those in other jurisdictions.

He noted that Philadelphia juries delivered verdicts for the defense in medical malpractice suits in 61.9 percent of cases in 2017, as reported by the Administrative Office of Pennsylvania Courts.

He rejected the idea that jurors in a traditionally working-class city are more likely to “stick up for the little guy,” especially now that demographics are changing. Because of an expanding and more professional population in Center City Philadelphia, its juries are more likely to include educated people who will take a balanced view of the charges before them, he said.

“Philadelphia County is not the county of runaway juries,” he said. “Juries are increasingly more sophisticated and more diverse.”

He said many personal-injury cases are filed in the Philadelphia court system because it has an efficient system for dealing with multiple plaintiffs, an efficient appellate system and a “fair and balanced” judiciary.

Kline, whose firm, Kline & Specter, won the $57.1 million mesh-case award, also defended the right of plaintiffs from out of state to sue in the state where companies do business.

He said the Philadelphia courts are scrupulous in examining whether they are the correct jurisdiction for a case to be filed, and sometimes reject cases if they find the cases should have been filed elsewhere.

Kline slammed the ATRF report as the latest product of an organization that he said exists to represent major cor-

porations whose products are under attack in the courts.

“They are not some independent arbiter of truth and fairness. They are a corporate interest group,” he said.

He urged the courts to investigate what he called an improper attempt by ATRF to interfere with judicial independence.

“They are trying to improperly influence the courts in Pennsylvania and other states, and they’re trying to intimidate the courts into adopting their anti-consumer agenda,” he said.

The ATRF’s parent, the American Tort Reform Association, did not respond to questions about the identity of its members but said it is supported by “a breadth of businesses and organizations dedicated to reforming the civil justice system.”

A frequent target for personal injury claims in Philly is the anti-psychotic drug Risperdal which has so far drawn more than 6,700 suits to the mass tort program of Philadelphia’s Complex Litigation Center, prompted by allegations that it can cause young men to grow female breast tissue.

The number of filings against the drug’s maker, Janssen Pharmaceuticals, in the court surged by 219 percent in 2017, the report said.

Suits against the blood-thinning drug Xarelto stood at 1,854 in June 2018, or 23 percent higher than a year earlier, the report said. Out-of-state plaintiffs accounted for 84 percent of the cases.

The third-biggest category was for asbestos claims, of which 561 had been filed with the CLC by November 1, 2018, giving the Philadelphia court the fourth-biggest number of those suits in the country.

Given the number of plaintiffs from out of state, the ATRF also said the Philadelphia court has turned a “deaf ear” to a 2016 U.S. Supreme Court ruling that states cannot exercise personal jurisdiction over claims brought by non-residents against non-resident companies for injuries that did not occur in the state.

The Bar Association does not dispute the Philadelphia torts data used by the ATRF, but objects to how the data are used, said PBA spokesman Tom Rogers.

Former Philadelphia District Attorney Lynne Abraham said the perceived friendliness of Philly juries toward plaintiffs explains the large number of personal-injury suits filed here.

“Attorneys with claims of negligence love a Philadelphia jury trial because we have a history of large verdicts,” said Abraham, who was a Common Pleas judge for 11 years until 1991. “They try to hold the trial here as opposed to the surrounding counties. Out there, juries are viewed as less plaintiff-friendly and definitely not as open-handed.”

Abraham, now in private practice, said tort reform has been proposed, although not implemented, for decades but she’s not sure that plaintiff-friendly juries are a problem that can or should be fixed.

“How do you stop the ordinary group of jurors from coming back with a big verdict?” she asked. “Assuming they followed the law and found the facts from the evidence presented to them in court, where, the argument might go, is the beef ?”

Relief in the form of hometown love City of Philadelphia offers flexibility in bill payments for affected federal workers during

BY ANDREA CANTOR In the fifth week of the longest recorded government shutdown, approximately 800,000 mandated federal workers and furloughed employees are facing hard times without compensation. While local businesses and individuals have rallied behind the impacted workers, bills are still mounting for families unable to pay.

As a way to alleviate some of the burden, Philadelphia Mayor Jim Kenney publicly announced that federal workers impacted by the partial government shutdown will have a flexible deadline to pay their bills.

“Tens of thousands of federal employees live and work in Philadelphia, and we know some are already struggling,” said Mayor Kenney in a public statement on Jan. 21, coinciding with Martin Luther King, Jr. Day of Service,. “Martin Luther King Jr. understood that the civil rights movement and the drive for workers’ rights are forever intertwined.

On this day honoring his legacy, I pledge that the City will do its best to ensure that these workers don’t have to worry about matters like paying their water or gas bills while they are going without a paycheck.”

Both federal employees working without pay and furloughed workers can contact the Department of Revenue, the Water Revenue Bureau, and Philadelphia Gas Work to work out a payment schedule for current bills as well as existing payment agreements.

“If you reach out to us, we can delay enforcement actions, including water shut off and foreclosure,” said Revenue Commissioner Frank Breslin in the public announcement.

“We can also waive interest, penalties, and any other charges that accrue once we receive payment when the shutdown ends. These workers need every break as the shutdown drags on, and we’re committed to doing what we can.”

President Pat Eiding of Philadelphia Council AFL-CIO told Philadelphia Weekly that he commended Mayor Kenney’s actions but was not surprised to hear him stepping up to help out the federal workers in the city.

“A lot of the concerns that folks have now is that their debt is increasing and on that, there are penalties and late fees … That’s just another layer of the problems folks will be having when they finally do get their money,” said Eiding, who also noted a number of unions are collecting items to help out affected workers.

“So it’s going to be a big help. It doesn’t seem like much unless you have been in that situation where you live paycheck to paycheck.”

The release also noted that PGW has a number of assistance programs that may relieve some financial stress for affected workers, including ‘Payment Arrangements’ for those worried about falling behind on payments, ‘Budget Billing’ to avoid surge charges during the winter season and CARES for residential payment assistance.

In addition, The Bureau of Administrative Adjudication (parking tickets) and the Office of Administrative Review (code violation notices) will take the shutdown into consideration for federal workers paying tickets or fines. Hearing officers have been notified to extend payment deadlines to federal employees at their scheduled hearings.

Federal workers should use the contact information below to attain flexibility in payments. Identify yourself as federal worker and have proof of federal employment, such as a W2, federal employee ID, or other documentation.

CREDIT LOCAL FEMALE DIRECTOR TRIO FOR THIS UNIQUE SPIN ON CHEKHOV CLASSIC, ‘THREE SISTERS’ In a time where women are fighting for equal rights and representation, three local female directors are diving back into the classical canon to stage different adaptations and versions of Anton Chekhov’s “Three Sisters”, first performed in 1901.

Meg Trelease of Curio Theatre Company, Brenna Geffers of EgoPo Classic Theater and Harriet Power of Hedgerow Theatre Company are in the midst of preparing vastly different productions of the three highborn Russian sisters who console themselves after the loss of their father with entertainments of the nearby artillery and its men. On the precipice of the Russian Revolution and the fall of the czarist empire in 1917, Three Sisters has been long praised for its ability to impart the civil unrest of the times through the lens of a family.

“What a fantastic experience for people to be able to look at something from three different perspectives and the pieces themselves are so different not only in content, but also in style,” said Geffers of EgoPo. “What a what a rare opportunity to kind of look at this and sort of really see how far you can expand these themes.”

Going back into pre-Lenin, 1900’s Russia to reconstruct a more complete women’s narrative is Curio Theatre Company with the North American premier of UK artists RashDash’s cabaret entitled Three Sisters by RashDash After Chekhov. A punky and progressive look at Three Sisters, the madcap, musical cabaret revolves solely around the women characters and incorporates original songs as a way to amplify the repressed female voice.

“It uses “Three Sisters” as a theoretical framework to jump off in to a much larger, genre bending exploration of what it means,

in the larger sense, to be a woman in an art form that predominantly leans towards the voice of a lot of dead white men,” said Trelease. “It begs the question, does the female voice fit into the classical canon? And Can we as feminists continue to engage in the classical canon which we love?”

Trelease explained that for all the literary and emotional triumphs of Three Sisters, ultimately the character arcs of the three sisters — Masha, Olga and Irina — are completely dependent on men. It is a trope Trelease not finds in many of the masterpieces of theater, but it is also a marginalization that she sees women actively fighting to change in today’s age.

“Something that that really resonates with me about this piece is it feels very much like the last year and a half in the feminist movement with MeToo and TimesUp,” said Trelease. “We haven’t quite found the answers yet but the work of finding them is so valid and so worthy.”

Geffers of EgoPo Classic also found resonance in “Three Sisters” to today’s climate, but less from the women’s perspective and more from the theme of privilege. As part of EgoPo Classic’s South African Festival, Geffers is directing Reza de Wet’s darkly comedic Three Sisters Two (1997), which envisions the characters from “Three Sisters” 20 years later. “[de Wet] wrote it from the perspective of a privileged Afrikaner who was at the threshold of a society that was on socioeconomic change. She felt that Chekhov’s characters also reflected a similar position where the characters were on the brink of a changing society that was going to eventually leave them behind,” said Geffers. “With our piece it’s almost like a three layered juxtaposition of a United States audience watching themselves reflected in the 1990s South African experi-

ence which is reflective of the 1920s Russian experience.”

Challenging the presubscribed roles of Chekhov’s “Three Sisters” and the notion of privilege, Geffers casted the eight actors into roles that defy their gender and age types.

By usurping expectations, Geffers hopes that audiences can re-examine the societal constraints that pigenhold the characters.

Keeping more in line with Chekhov’s original intent with “Three Sisters” is Hedgerow Theatre Company’s production. Power has directed Three Sisters twice before, and while she will be using Sarah Ruhl’s 2009 translation for the first time, the director does not find the classical approach to be at all antiquated.

“I think why we call certain plays classics is that they feel so personal and pertinent to today. It’s not like we’re seeing a museum piece. We’re seeing a mirror of our lives right now,” said Power. “Although, yes, we’re doing “Three Sisters” more as Chekhov wrote it than these other very intriguing and exciting sounding departures, I think we will have succeeded if there is no sense of museum or old fashion. Even though we’re honoring the period, we are seeing ourselves right now.”

A daughter to a Russian immigrant herself,

Power said she found a lot of her homelife reflected in the play. Stemming from her own experiences, Powers noted that she wants to capture the play’s humor so often forgotten in revivals and the character’s rapidly changing mood swings “from absolute aggravation to utter joy on a dime.”

“I grew up in that kind of a home. For better or worse I seem to conduct myself that way,” explained Powers. “So I think helping actors feel comfortable expressing those rapid emotional changes, that’s a huge part of my approach.”

Whether an audience member has Russian ties or not, Power argued that all can find a sense of familiarity with the play, particularly in regard to its precarious political state.

“Russia was clearly on the edge of change and people could see it coming. A huge change coming. I think it’s one of our uncanny contemporary and maybe unfortunate access lines,” said Power. “I’m sad to say there is the parallel that didn’t exist the last two times I did the play.”
