Rather, it sought out rough-around-the-edges upstarts and provided a springboard into professional-ish experimentation and freedom to cover what the Inquirers of the world wouldn’t dare touch.” I look at some of those “upstarts” now who have gone on to amazing roles in journalism and it dawned on me. It’s not about bruised egos or feeling slighted. It’s about ensuring we’re hosting Philly stories told by Philadelphians. Don’t pitch us a story on the PPA doing something shady, we all know the PPA is crooked and shady, pitch us the story of the shady PPA official caught with his neighbor’s wife. Don’t pitch us the story on the mainstream band or artist coming to Philadelphia, but the hungry up-and-comer from Nicetown or Mayfair or Strawberry Mansion making their own beats in the basement studio of his row trying to get put on so they can support their family. Pitch us stories about Satanists, sex workers and scumbags. If it’s good and you have a basic grasp of the English language we’ll consider it. My goal with PW has always been to be remembered as the editor who made PW feel like PW again. Sometimes to ensure that remains the case, I’ll admit it’s refreshing to have a kick in the teeth every now and again.

and while we’ve made some great strides, there are some pieces that just flat out weren’t alt. They were pitched, and it was viewed as a good story, but if you look at what an alt-weekly is supposed to represent, there were a few I OK’d that didn’t fit the bill. Spending large chunks of strapped budget on stories that we could’ve flipped press releases on, running pieces that served potential advertisers instead of old school Philadelphia alt-readers and chasing angles on hard news stories everyone already had. The shit just wasn’t alternative – and it was all on my watch. It’s been stressed to our senior staff that Philadelphia Weekly is not to be viewed anymore as a newspaper, we’re no longer “media” but that we need to view ourselves as a “vanguard of culture.” But in Philadelphia, with so many varying degrees of culture, that’s really vague. I choose to view PW as the “vanguard of counterculture,” serving the Philadelphia that’s frequently goes unheard. I’m not going to go too much into what we’re looking for as that’s explained succinctly on Page 6, but I will say that our newfound direction is one I remember PW and City Paper being when I read both religiously every Thursday as a cub sports reporter. My first rodeo into journalism was driving my piece of shit sedan all over Southeastern Pennsylvania to cover high school and college sports for $350 a week (and this was back in 2004-06). But you know what? Those stories

Music mag Rolling Stone released its Top 100 albums of the decade and a pair of Philly-based artists made the list. North Philly’s own Tierra Whack landed at No. 91 for her 2018 album “Whack World,” and Low Cut Connie’s second album in 2012 “Call Me Sylvia” landed at No. 96. Not gonna lie we were a bit surprised to see Meek Mill’s 2012 “Dreams and Nightmares” not make the cut and how are you gonna snub Marian Hill? Whatever. Shouts to Tierra and those firecrackers that make up Low Cut Connie for gracing the list.

The number of home games won in a row for the Sixers following a 110-104 asswhooping of the Toronto Raptors on Sunday in which Ben Simmons nailed the second three-pointer of his career. Interesting, yet perhaps worthless stat: the Sixers are also 2-0 both at home and overall when Simmons hits a three-pointer.

Do it but fucking mean it A charitable contribution will allow city animal shelter ACCT Philly to offer no adoption fees beginning this Friday, Dec. 13 through Sunday, Dec. 15. On the surface, this is great, it’ll allow some great animals that just need a little TLC to find a great home and clear ACCT’s overloaded cages. But, all we ask is that if you do it, be serious about it. While this sounds great, someone who works closely with the shelter told PW that while this sounds all well and good, these animals come back just as fast they are adopted or worse, are mistreated at the very hands of the people who adopted them. Just last week, there was a report of an 11-year-old terrier found tied to a pole in the cold. He was recognized by an ACCT worker as a dog that was recently adopted. Don’t be that person, please.

Joseph Lubowitz, 31, who owned Humble Beginnings Recovery Center and who reportedly claimed he was recovering from an opioid addiction himself, was sentenced to 18 months in prison after he admitted to pocketing $21,000 in kickbacks after sending patients to a treatment facility that would run unnecessary tests and procedures on unsuspecting and desperate people to drive up insurance payments. o your friends say you are a little bit off? Do you believe the norms of society simply do not apply to you? Do people stare at you on the EL because of the clothes you are wearing, assuming you indeed chose to wear clothes that day? If you answered “yes” to any of the above questions, we at PW want to hear from you. The new year is right around the corner, and it’s a new day and a new mission here. We are moving away from the government – and political-driven coverage that so many other media outlets provide. We no longer will blend into the crowd and follow the media herd to the conventional, often irrelevant and redundant stories everybody else is doing. We want the stories they won’t publish – as in last week’s Love City Satanists story. Or next year’s holiday gift guide, which will feature a section of the best sex toys you can buy for less than $50. And to help us on our way, we are looking for fresh, provocative and inspiring voices who also happen to be a little bit crazy. People who have the creativity, drive, passion and don’t-give-a-damnness to tell the stories others won’t. Is that you? We won’t know unless you tell us about yourself and your ambitions. Oh, but you’re not a writer? Yeah, you probably are, but you just don’t know it. If you have stories to tell, we’ll make you a writer. Maybe you’re a laborer by day and a sex addict by night who frequents clubs that cater to a certain clientele. You can share your

thoughts and opinions about these clubs with others, and, if you want, we can keep your real identity private so that you can keep your job and avoid the side-eye from your conforming coworkers. Maybe you’re that person on the street corner singing, not for donations, but because God told you to. Ever actually worn a tinfoil hat or lose an argument with an inanimate object? Are you certain Elvis is alive and Paul McCartney is not? All of the above should consider themselves qualified candidates to write for us. Or maybe you’re just someone who thrives on thinking and writing about the weird things that make the city what it is or the trends nobody else is talking about. Shit, maybe you could use a little extra cash in your pocket. We want to hear from all of you. Maybe you have one great story in you, maybe you have 100. We’ll figure it out. But we won’t find out until or unless you tell us about yourself and whatever twisted and depraved thoughts and actions motivate you to get out of bed every day. No fucks left to give Madonna’s mini-residency at The Met started with a majestically weird, wonderful bang BY A.D. AMOROSI

his is rich: What major name-above-the-title musical artist decides, at this point in the all-consuming, flossy pop, hop or rock game, legacy or otherwise, to create a genuinely weird, LatinX-laced album with fleeting few concessions to the currency of the charts, mount a performance art-heavy small theater tour (rather than their usual arena visits) where they make their minions wait until 11 p.m., at the very earliest, to hit the stage – then play mostly those new songs, rather than the hits tired ass audiences paid thousands of dollars to hear done in rote, annual fashion like some numbing radio station of the soul – and wear an eye patch and talk too much through the lot of it?

Go one step further: Without being ageist, what over-60-year-old artist, legacy or otherwise would change their game completely going into a big tour? Do you think rock-headed audiences would dare see the likes of the Rolling Stones, The Who, The Eagles or any old man act if they decided to play mostly Latin music, or jazz, or real opera instead of the fake opera dross Pete Townshend touts endlessly? How many crab fries and craft beers will Citizen Bank if Green Day or Motley Crue play Appalachian folk music exclusively on banjos and washboards come summer 2020? Welcome to the mindset of Madonna, currently on her “Madame X” intimate theater tour with a four-date stop at The Met Philadelphia starting last Saturday night. Late Saturday night. Like I rushed out of the venue and grabbed a cab outside The Met 2 a.m. late. (Then again, how late is late? If this show was to make the most of its noir, after-hours feel in design and subject matter, shouldn’t it occur late into the evening. Clubbing never starts before midnight. Why should Madonna)? Whether it was her voice (stronger than ever when not using AutoTune or vocal FX), costume changes (Napoleon-meets Adam Ant gear, 40’s detective chic, pencil skirt Lotte Lenye outfits, etc.), or the manner in which she crawled through self-designed set changes, Madonna was pretty marvelous. Not focused, mind you. But magnificent. I don’t come to this positive review from a place of Madge worship. Up until the electronic tango-fado psychedelia of “Madame X,” I haven’t loved a Madonna album since her 1998-2000 period of “Ray of Light” and “Music.” Those were the last true times that she found worthy experimental producers, oddball rhythm-makers and plausibly succinct, quirkily contagious melody writers to work sympathetically with her voice and vision. After that fertile period, they all jumped ship to work with Beyonce and Rihanna. In the here and now of Saturday’s “Madame X” performance piece, she found the best melodies and rhythms to showcase her voice and put forth her occasionally tedious rhetoric about politics, religion, rights, family, freedom, violence, sex, Lisbon (where she currently lives) and the United States. Starting with the issue of art and a set of James Baldwin quotes (“Art is here to prove that all safety is an illusion…Artists are here to disturb the peace”) interrupted by shotgun blasts, Madonna set off to play martyr, soothsayer, provocateur, and a whole host of things she claimed as Madame X’s mission.

Jamming a sharp stick in to that of her earlier hit-making machine, Madonna – on a sumptuous “Papa Don’t Preach,” one of the fleeting few songs audience members recalled – she changed her lyrics from “keeping my baby” to “I’m not keeping my baby,” before asking the crowd if it was OK that she had control over her own body. The set’s near-finale, “Like a Prayer, was an exhalation of joy, sensuality and reverence all in one stroke, a perfect pre-encore gateway into “I Rise,” and its dedication to everything from LGBTQ empowerment (the colors of a rainbow flag behind her) and freedom of the press. Beyond clipping off an a cappella piece of “Express Yourself,” a lovely techno-ballad take on “Frozen,” and doing a fairly traditional rendition of “Vogue,” the rest of her nearly three-hour show was dedicated to her merrily sloppy soliloquies and stand-up routines – even teasing that, the Met, “this beautiful opera house with M’s all over the place. It looks like they built it for me. They did, didn’t they?” And, of course, “Madame X.” In a live setting, the album is more jarring,

with everything from questioning religious rights and warring factions, dressed in Napoleonic headgear, on the raging electro of “God Control” to the aptly-titled “Dark Ballet.” Heavy-handed at times – sure. The casket carrying display of the “Coffin” interlude, the Madame X Manifesto, the finger-pointing of “I Don’t Search I Find” and “American Life” – not her finest. But, taken as a whole, and jammed into an intimate setting such as The Met, Madonna’s dizzying performance art form finally has found its true home. And, at a time when homogenous pop is in need of someone to upset its apple cart, Madonna is there.

Teen violence: solution begins with parents

To the Editor, [This is in regards to] last week’s Shout Out question in PW regarding the recent violence in Center City: Is there anything to be done to stop these attacks? Since the acts in question are being committed mostly, if not all, by black teenagers, I am sure Philadelphia Weekly has by now gone through a myriad of hateful, racist comments on this issue by individuals who know better than to confront these young people face-toface. I work in hospitality in Center City, on a daily basis, I see these groups of kids walking around in groups doing things that they have no business doing. Groups of six to 10 juveniles entering and exiting stores harassing and stealing from owners, breaking store windows and running – the 7-11 at 800 Walnut is a favorite target. I was in a pizza shop when four youths asked to use the restroom. As they came out of the restroom, they grabbed slices of pizza off of diners’ plates and ran out laughing, always with the running. Victor Hugo wrote, “There are no such things as bad plants or bad men. There are only bad cultivators.” The cause and the solution begins and ends with the parents. Why are there so many charter schools in Center City [and why do they all] let out at the same time? When they leave school at 3 p.m., it’s like Bastille Day. The police are placed around 15th and Chestnut, at 15th and Market, and at Dilworth Park, to herd these children to the Market-Frankford El and the Broad Street subway. Fights break out nearly every day, and extra security and police are stationed at the new Fashion District to keep it from becoming a hangout. I feel, in the long run, it’s a losing battle. There is a very short line between mischief and criminal acts. These kids recently have been snatching iPhones out of the hands of owners and running away, again with the running. Where are the mayor and City Council in all this? I said earlier the solution begins and ends with the parents, since the kids who don’t go home, wander around Center City with their backpacks sometimes until 10 at night, what kind of future does that kid have? Good parenting will place the arrows in their quiver to help them become a human being, humanity, humility, remorse and empathy. Unfortunately, some of these children only have tribalism and antisocial behavior in theirs. – Gerald Stokes | Frankford

Two days before Thanksgiving, Philadelphia’s Licenses and Inspections Review Board sided with the city, allowing SEPTA to keep an air pollution permit to operate a gas-fired power plant in Nicetown. The announcement came after five months of deliberation. Bad news at Thanksgiving was a déjà vu for activists opposing the SEPTA gas plant. It was the week following Thanksgiving 2017 when Philadelphia’s Air Management Services, which enforces air quality regulations, issued the Nicetown air permit by quietly posting it on its website. This also came after five months of deliberation, following public comments, which had elicited rigorous opposition. Regional Rail customers had little reason to celebrate L&I’s Thanksgiving verdict. SEPTA’s new gas plant next to its Midvale bus depot is designed to generate a portion of the electricity needed to power six regional rail train lines. Currently 100% of SEPTA’s electricity is provided by PECO. Generating electricity in Nicetown will not reduce SEPTA’s train fares or keep the trains running better in bad weather. Neighbors living within a mile of SEPTA’s gas plant also lacked motivation to “pop the cork.” While SEPTA and Mayor Kenney have promoted the project as a benefit for the community, the plant will add 73 tons of toxic emissions into the air each year. Nicetown neighbors are already familiar with routine pollution inversions in warm weather. The area sits in a topographical bowl, and the air is polluted with combustion engine exhaust from the Roosevelt Expressway and heavy street traffic, as well as diesel fumes from freight trains and the 312 buses that operate from SEPTA’s Midvale Depot. According to City Health Department reports, Nicetown has some of the highest

rates of diseases that are associated with outdoor air pollution in Philadelphia, including cancer, mental illnesses, and the second-highest childhood asthma hospitalization rate. Environmental groups also declined to toast the Thanksgiving event. While SEPTA asserts that burning gas locally will reduce carbon emissions, environmentalists consider their math to be fundamentally flawed. SEPTA’s calculation omits significant methane leaks from the extraction and transport of natural gas, uses outdated numbers for PA’s electrical grid, and ignores regional energy trends. Environmentalists have been calling for SEPTA to transition to renewable, fossil-free energy. UN reports indicate that the world needs to reduce greenhouse gas emissions to stop climate change. The largest polluters – like the U.S. and China – need to move even faster. SEPTA’s new investment in gas-fired power plants is not compatible with that goal. Residents of the affected communities and environmental groups across the Delaware Valley have worked to stop SEPTA’s gas-fired power plant in Nicetown since 2016. The L&I Review Board was ruling on two appeals submitted by three organizations: 350 Philadelphia, Neighbors Against the Gas Plants, and The Center for Returning Citizens. This Thanksgiving, lawyers for the appellants received quiet emails less than 24 hours before the L&I decision was to be announced. It’s just plain cold, to ruin Thanksgiving this way, as if the city seeks revenge against taxpayers trying to prevent toxic dumping. But we will regroup, and encourage Philadelphia to do better things than passing fracked gas onto our communities.

Time to ditch Electoral College To the Editor, Everyone recognizes that the U.S. Senate, with two seats per state regardless of the state’s population, is undemocratic. But it is widely assumed that each state’s representation in the House of Representative and the Electoral College is proportional to the state’s population. The fact is that even in those two bodies the more highly populated states are grossly underrepresented. For example, California has more than 67 times the population of Wyoming, but only 53 times the number of House seats. Since the number of each state’s electoral votes in the Electoral College is determined by adding the number of its House seats to the number of its senators, the inequity in both houses of Congress is replicated in the system for selecting the president.

Thus, for example, California, with more than 67 times the population of Wyoming, has only 18 times the number of presidential electors. California’s current total of 55 electoral votes would have to be increased to 221 to give that state the clout that is proportional to its population. There is a similar disparity between such heavily populated and underrepresented states as Massachusetts, New Jersey, New York and Illinois, on the one hand (all Democratic), and such over-represented sparsely populated states as Idaho, Montana and the Dakotas on the other hand (all Republican). The winner of the popular vote in 2000 and 2016 each would have become president notwithstanding the Electoral College if the states’ electoral votes had simply been proportional to the states’ population.

On top of hours of public testimony pointing to Trump bribing Ukraine to interfere in the 2020 election, the national security community has confirmed hostile foreign powers like Russia, China, and Iran are already working to compromise our upcoming elections. That’s why the Senate’s refusal to pass much-needed election security funding measures is simply unacceptable. Earlier this year, the House of Representatives passed $600 million in election security funding for states to upgrade digital-only voting equipment with voter-verified paper ballots and other security measures that would safeguard election results from hacking and cyber attacks – which is something we should all agree needs to be prevented. I’m urging my senators to follow the House’s lead and pass $600 million in election security funding for states before time runs out. Lawmakers are duty-bound to keep our democracy safe. A new public health crisis: Philly vs Poverty To the Editor, I am willing to pay a co-pay for my medications. I’m a nurse and I can afford it. However, for the nearly 375,000 Philadelphians living below the poverty line, they make the choice to feed their families, to pay for rent, and to buy transit passes to get to work. They aren’t always able to afford their medications or their co-pays for appointments. I use the word “choice” loosely. Among other systemic flaws, the low minimum wage, barriers to support programs, unstable housing, and lack of job security are the real decision-makers for those in living in poverty. They cannot afford to buy into their own health. These people are not poor by choice, but rather by circumstance. This inability to purchase health care is palpable in the patients I take care of every day. A grandmother, let’s call her Ms. Wilson, had three kids and seven grandchildren. She was previously a social worker in West Philadelphia who retired early to help take care of her aging brother. Without enough retirement savings, she could not afford her medicine to manage her high blood pressure, and ended up in the emergency room with a heart attack. While there, she learned she had cancer, but the cost of treatment would cost more than her monthly living bills. “It was my house or my health, and I couldn’t leave my family this early,” I remember Ms. Wilson saying. Within six months, she lost her house because she was unable to keep up with her payments due to expensive medical bills. Ms. Wilson is one of many who live in poverty who live much sicker lives. Research shows that Philadelphians in poverty had higher levels of chronic illness, including high blood pressure, obesity, asthma, and diabetes, than other residents. They were also twice as likely to describe their health as poor or fair compared to those above the federal poverty line. Earlier this year, PA House Rep. Malcolm Kenyatta proposed House Resolution 68 “recognizing poverty as a public health crisis in this Commonwealth.” Although Mayor Kenney has established a plan addressing poverty this year, there is a lack of recognition and action toward including health-care systems and providers in his approach. Aside from the opening of the new Health Center 10, there is a lack of health-based interventions in these policies around poverty. These programs could include:

Offering subsidies for preventive health screenings to those below a certain income level Helping people pay for medical bills, like LIHEAP does for utilities Screening for those having difficulty with income Implementing a warm-handoff system that would connect those in poverty who visit the emergency room for quick services to long-term primary services, like the Philadelphia Resilience Program seeks to do Ms. Wilson started living with her sister after losing her home. However, she passed away at the age of 55, just a year after starting treatment. If the link between poverty and health is so clear, why aren’t there more programs and funding, particularly in the health sector, dedicated to identifying, combating and preventing poverty? Some argue it’s because programs supporting the health of those in poverty would be too expensive to fund. However, the price tag of poverty is far more expensive than the cost to combat it. Employers of low-income workers pay a double price: in higher health-care costs for their increased risk of illnesses and in lower productivity via missed worked days. If poverty is as powerful and costly as the opioid crisis, then we too have the responsibility to treat it as such. Poverty has not been reduced by a resolution. It is done by mobilizing the needed resources and including the right people to get it done. Here’s what you can do to advocate for those who find themselves in poverty: Advocate for regulations that treat poverty with urgency Reach out to your legislators for increased funding for the supportive programs, like medical bill assistance and subsidized health screenings Contact Kathy L. Rapp and Dan Frankel, the Chair and Democratic Chair of the Health Committee of the Pennsylvania House of Representatives As I work toward becoming a nurse practitioner, we learn all the actions we can take that are supposed to help the health of our future patients. We forget that to start to manage our patients’ health, we must first confront the power of poverty to find power over poverty.
